Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government/Government of India/Union Territory.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees as per e-portal.

The tender is of two cover system.

The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification.

Rates shall be quoted in Tender Schedule-B (Financial Bid) in the website itself.

For those tenderers whose Technical bids satisfy the eligibility criteria and who has furnished all the necessary documents, only their financial Bids will be opened.

The tender document is part and parcel of the agreement.

Conditional tenders will not be accepted.

KPCL reserves the right to verify any information/documents furnished by the tenderer should the circumstances so warrant. In case the information or the documents furnished are found to be incorrect/false or invalid then the EMD furnished by such tenderer shall be forfeited. The registration of such tenderer shall also be cancelled.

Right to reject any or all the tenders without assigning any reasons rests with the accepting authority.

The successful bidders shall give an undertaking that they would abide by the provisions of the Employees Provident Fund Act.

The contractor shall obtain insurance coverage for all the workers working in this area.

The bidder shall quote his rates exclusive of GST but inclusive of all applicable taxes), levies, duties and Cess, building worker welfare Cess (if applicable) etc., as per the latest GOK and Government of India prevailing as on the date of NIT.

The Bidder shall quote his rates inclusive of PF as per the applicable rates as issued by the PF Department from time to time.

The bidder should take into account the prevailing royalty charges while quoting their rates and submit the Material Dispatch Permit (MDP) receipt, if not submitted penalty shall be charged as per the joint secretary, Energy Department letter no. Energy26 PPT 2022 dtd: 26.04.2022.

KPCL shall recover the Income tax etc., at the prevailing applicable rates.

The successful bidder should strictly adhere & ensure the minimum wages Act to the labours prevailing as per the Govt. rules & regulations. The bidder should maintain register of labour deployed and wages paid for the workers and shall produce the documents whenever called for by the competent authority and remittance towards PF shall commensurate with the labour component for the work involved.

Contractor should have independents PF Code. The Contractor shall remit PF of labourers to contractors permanent PF code Number only and Not to the KPCL PF Sub Code

In case the dates notified above are declared as holiday, the immediate next working day shall be reckoned.

If the contractor makes any alterations in the conditions of the contract or puts any condition of his own, such tenders are liable for rejection.

The tender Notification along with Blank Tender Form will be accessible in the e-procurement website (www.kppp.karnataka.gov.in).

Aspiring Bidders/Contractors who have not obtained the user ID and Password for participating in e-procurement may now obtain the same from the website www.kppp.karnataka.gov.in.

Corrigendum/modification/corrections, if any, will be published in the website only.

In case the agency fails to execute the work properly, engineer may entrust the work to the other agency at the cost and risk of original agency.

The tender shall be valid for 180 days from the last date of submission of bid.

Police verification for all labourers is to be carried out by the contractor & same to be submitted before obtaining gate passes and cost towards Police verification is also to be borne by the contractor.

Contract Performance Guarantee: The successful bidder has to furnish e-Bank Guarantee (e-BG) issued by banks integrated with NeSL /DD/NEFT from a scheduled Bank towards Contract Performance Guarantee (CPG), for an amount equivalent to 5% of the contract (i.e. Validity period is the Contract period and including work performance guarantee period) within 20 days from the date of issue of LOI (Letter of Intent). The e-Bank Guarantee (e-BG) shall be furnished in the prescribed format only. The work Performance shall be Nil Months after completing the work. The total contract period is 11 Months. The Contract Performance Guarantee (CPG) will be released only after the satisfactory completion of total contract.

In case of death of a contractor after executing the agreement/ commencement of the work, his legal heir (to be intimated at the time of execution of agreement by the successful contractor), if any eligible registered contractor and willing, can execute the complete the work at the accepted tender rates irrespective of the cost of the work after obtaining approval competent authority.

Any changes in minimum labour wages during the contractor period will be implemented as per KPCL orders.

Past Experience

PQR-2: Work Experience: The intending bidder should have satisfactorily completed (at least 90% of the contract value) as a prime contractor at least one Civil Maintenance Work of value not less than Rs.51.86 Lakhs in the preceding five financial years (i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The certificate issued by the competent Authority not below the rank of Chief Engineer in case of KPCL works and not below the rank of Executive Engineer and equivalent in case of other Government Organizations is to be uploaded in the Technical bid. (Work done of previous years shall be given weight at 10% per year to bring them to the present price level of financial year 2026-27).

PQR-1: Any reputed individual/Company having valid KPWD contractor registration certificate of Class III & above are eligible for participation for which scanned copy of the same shall be uploaded

PQR-3: Financial Turnover: The Intending bidder in his name should have achieved in at least two financial years an average annual Financial Turnover (in all classes of civil engineering construction works only of value not less than Rs.103.73 Lakhs during the preceding five financial years (i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The bidder shall submit certified copy of the turnover certificate duly certified by the chartered Accountant for the respective two years & the same shall be uploaded along with the technical bid. (Financial turnover of previous years shall be given weight at 10% per year to bring them to the present price level of financial year 2026-27).

PQR-4: Assessed available tender capacity: Tenderers who meet the above specified minimum qualifying criteria in Para no.1, 2 & 3 of PQRs, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity (A x N x 2.5-B) should be greater than the amount put to tender, were A is maximum value of works executed in any one year during the last five years (updated to 2026-27) price level taking into account the completed as well as works in progress. N - Number of years prescribed for completion of the works for which Tenders are invited for 11 months. B - Value at 2026-27 price level of existing commitments and on-going works to be completed during the next 11 Months (0.92 months) (period of completion of the works for which Tenders are invited). Note: The statements showing the value of existing commitments and on- going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent or self-declaration documents are to be uploaded for which Format is included in the Bid document

I/we declares that EMD has not been forfeited and None of my contracts have been terminated/foreclosed on account of default in KPCL or elsewhere during the past 3 (Three) years. My/our offer has no conditions contravening the commercial conditions of the bid. I/we have studied the site conditions, labour conditions and read the Bid documents and related matters carefully and diligently and that he has submitted the bid having studied understood and accepted the full implications of the agreement. I/we shall pay fair and reasonable wages, which shall not be less than the minimum wages fixed by GOK to the labours/workmen employed in the contract. I/we have accepted the condition that KPCL reserves the right to foreclose the contract at any point of time without assigning any reason. I/we accepted the condition that e-Bank Guarantee (e-BG) issued by banks integrated with NeSL /DD from a Nationalized/Schedule bank towards additional security deposit for unbalanced tender (i.e. difference of tendered amount and contract value) will be furnished, in case of successful bidder. If fails to furnish the same within stipulated period action may be initiated as per KPCL norms
