Special Eligibility Criteria

   Tenderer shall either be OEM having capacity & capability to manufacture the tendered items or an authorized dealer of OEM. The tenderer shall attach documentary proof of being manufacturer (OEM) along with their e-offer. The tenderer quoting as an authorized dealer of OEM shall upload/attach authorization letter from the manufacturer, specific to this e-tender, as a documentary proof of their principal being manufacturer (OEM) along with their e-offer.

   Tenderers shall upload/attach clause by clause technical compliance statement of technical specification . Deviations, if any, with reason should be clearly indicated in the statement.

   The bidder/OEM should have supplied, installed & commissioned at least 02 Nos of similar equipment during last completed five financial years i.e. FY 2021-2022 to 2025-2026 and in current FY upto the closing date of tender to any government organization, government undertaking or IIT/NITs. Documentary evidence ( Receipt Note, Inspection Certificate, Performance Certificate issued by consignee) of above conditions to be submitted with the e- offer.

   The similar equipment is defined as under:- (a) The optical emission equipment 's wavelength coverage of 140 -600 nm or more. (b)The optical emission equipment must be capable of analysing Ferrous(Fe) base, Copper(Cu) base and Aluminium (AI) base alloys either individual or in combination.

   Earnest Money Deposit :- Earnest Money Deposit (EMD) Clause :- Tenderers are required to deposit Earnest Money (EMD) equivalent to the amount mentioned in the tender document, on-line, only through payment gateway as available in IREPS. Bidders exempted from submission of EMD (pl. refer Para 0402 of INSTRUCTIONS TO TENDERERS FOR ELECTRONIC TENDERS AND GENERAL CONDITIONS OF TENDER)shall be required to sign the Bid Securing Declaration as follows:---- " I/we hereby understand and accept that if I/we withdraw or modify my/ our bids during the period of validity, or if I/we are awarded the contract and on being called upon to submit the performance security/ Security Deposit, fail to submit the performance security/ Security Deposit before the deadline defined in the request for bid document Notice Inviting Tender, I/we shall be debarred from exemption of submitting Bid Security/ Earnest Money Deposit and performance security/ Security Deposit for a period of 6 (six) months, from the date I/we are declared disqualified from exemption from submission of EMD/SD, for all tenders for procurement of goods issued by any unit of Indian Railways published during this period."
