Providing and laying of RCC pavement on existing Silo road from CH 1530m to CH 3450m at RTPS.

PQR:1-Work Experience: The intending bidder should have satisfactorily completed (at least 90% of the contract value) as a prime contractor, at least one similar nature of work such as RCC Road/Asphalt Road/CC road of value not less than Rs.169.14 Lakhs in the preceding five financial years i.e. (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The Certificate to that extent shall be issued by the Competent Authority not below the rank of Chief Engineer in case of KPCL works and not below the rank of Executive Engineer/ Competent Authority in case of other Government organization is to be uploaded in the technical bid. (Work done of previous years shall be given a weight at 10% per year to bring them to the present price level).

PQR:3-Turn over: The Intending bidder should have achieved at least in two financial years a minimum financial turnover of Rs. 676.56 Lakhs during the preceding five financial years i.e. (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The bidder shall submit certified copy of turnover or the Profit and Loss account certificate duly certified by the Chartered Accountant for the respective years & the same shall be uploaded along with the technical bid. (Financial turnover of previous years shall be given weight at 10% per year to bring them to the present price level).

Any reputed individual/Company/Firm having valid KPWD contractor registration certificate of Class II & above are eligible for participation in the tender for which supporting documents shall be uploaded and are eligible for participation for which scanned copy of the same shall be uploaded.

GST Registration certificate shall be uploaded.

Income Tax PAN shall be uploaded.

The intending bidder should have executed the work involving RCC/PCC of quantity not less than 2304.00 cum in any one of the preceding five financial years i.e. (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The certificate issued by the Competent Authority not below the rank of Chief Engineer in case of KPCL works and not below the rank of Executive Engineer and equivalent in case other Government Organizations is to be uploaded in the technical bid.

Tenderers who meet the above specified minimum qualifying criteria in Para no. (1, 2 and 3) of PQRs, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under. Assessed available tender capacity (AxNx1.5-B) should be greater than the amount put to tender, were, A Maximum value of works executed in any one year during the last five years (updated to 2026-27) price level taking into account the completed as well as works in progress. N Number of years prescribed for completion of the works for which tenders are invited. B Value of existing commitments and on-going works to be completed during the next Months 6(0.5 year).Note: The statements showing the value of existing commitments and on going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent or self declaration documents are to be uploaded for which Format is included in the Bid document.

PQR:6-Liquid assets: Liquid assets availability of credit facilities of not less than Rs.1.69 Crore. Credit lines/letter of credit/certificates from Nationalized Banks/Scheduled Banks for meeting the fund requirement etc., shall be uploaded.

The intending bidder should have executed the work involving construction of any Reinforced cement concrete works of reinforcement steel not less than 50.72 MT in any one of the preceding five completed financial years i.e. (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The certificate issued by the Competent Authority not below the rank of Chief Engineer in case of KPCL works and not below the rank of Executive Engineer and equivalent in case other Government Organizations is to be uploaded in the technical bid.

The bidder shall upload the self-declaration as: I/we shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by KPCL or by any State Government/Government of India/ Union Territory. I/we declares that EMD has not been forfeited and None of my contracts have been terminated/foreclosed on account of default in KPCL or elsewhere during the past 3 (Three) years. My/our offer has no conditions contravening the commercial conditions of the bid. I/we have studied the site conditions, labour conditions and read the Bid documents and related matters carefully and diligently and that he has submitted the bid having studied understood and accepted the full implications of the agreement. I/we shall pay fair and reasonable wages, which shall not be less than the minimum wages fixed by GOK to the labours/workmen employed in the contract. I/we have accepted the condition that KPCL reserves the right to foreclose the contract at any point of time without assigning any reason. I/we accepted the condition that Bank Guarantee/DD from a Nationalized/Schedule bank towards additional security for unbalanced tender (i.e. difference of tendered amount and contract value) will be furnished, in case of successful bidder. If fails to furnish the same within stipulated period action may be initiated as per KPCL norms.

Each tenderer should further demonstrate a) availability by owning at least 50% of the required/specified key and critical equipment for this work and b) the remaining 50% can be deployed on lease/hire basis for all works provided, the relevant documents (Commitment agreements etc.,) for availability for this work are furnished. Availability by owning the following key and critical equipment for this work. Excavator- Own-1, Hire-1, Tipper- Own-2, Hire-2, Concrete mixer (Ajax)- Own-1, Hire-1, Vibrator Roller-Own/Hire-1, Water Tanker- Own-2, Hire-2. As a proof of this the intended bidder must upload the relevant documents like ownership document & for Lease/ Hire basis- relevant documents (commitment agreements etc., shall be scanned and uploaded).

The intending bidder should have executed the work involving construction of any Wet Mix Macadam (WMM)/Granular Sub base (GSB) not less than 1843.00 Cum in any one of the preceding five completed financial years i.e. (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The certificate issued by the Competent Authority not below the rank of Chief Engineer in case of KPCL works and not below the rank of Executive Engineer and equivalent in case other Government Organizations is to be uploaded in the technical bid.
