1. Introduction
GSPC Pipavav Power Company Ltd. (GPPC) is the owner inviting BIDs from the
Qualified BIDDERs for Supply of Cooling Tower Water Treatment Chemicals and
Stabilization & Finalization of Cooling Towers Water Treatment Plant Performance
in Two Months’ Operation at 702 MW Combined Cycle Power Plant located at
village Kovaya, near Pipavav, Taluka Rajula, District Amreli, Gujarat, India.
2. Scope of Enquiry
BIDs are solicited for the Supply of Cooling Tower water treatment Chemicals
at Kovaya village, Taluka- Rajula, Dist.: Amreli as follows.
The specification and tentative quantity of chemicals to be supplied are listed as

The quantity mentioned is purely indicative and not firm. It may vary subject
to the plant operation. The required quantity of the chemicals to be supplied
may increase or decrease. Rates shall be applicable for the period of Two Years
from the date of Purchase Order & may be extended for three months without
price escalation.
1. Bidder shall study the scheme, water analysis etc. contained in the
specification and offer/supply the most suitable chemical(s). The
chemicals proposed shall be non-toxic type. Heavy metal based chemicals
such as chromate, zinc etc. are not applicable. Further the chemicals shall
not have any deleterious effect on any component of the CW System.

chemicals shall be used. Required documentation in support of the above
shall be made available to customer if required.
2. Guarantee to be provided by chemical supplier:
On SS (316L) < 0.5 mpy.
On Titanium < 0.1 mpy.
Scaling < 15 mg/dm2/day.
Micro/Bio fouling conditions
I. Total Viable Count (TVC) < 1x105 Counts/ml
II. Sulphite reducing bacteria (SRB) < 1x105 Counts/100ml
3. To establish the sl no 2 (mentioned above) chemical supplier should
supply & arrange the necessary coupon. as applicable for each unit & it is
bidder’s scope.

1. Contractor has to stabilize and finalize Cooling Towers Water Treatment plant
performance and dosing rate within maximum two months of plant operation.
However, two months is tentative estimated duration which may be decreased
subject to plant operation condition. To and Fro, any other transportation
charges & all other misc. expenses shall remain inclusive in monthly rate
provided by bidder.
2. Contractor must depute their qualified representative (at least 10 years’
experience in sea water based power plant) for Maximum two months at
GPPC site to stabilize the treatment programme and reviewing the on-going
treatment programme. During this stabilizing program of two months,
boarding facility will be provided by GPPC inside plant premises. But lodging
facility & all kind of transportation including To & Fro (i.e. Foods and all
other misc. expenses) shall be remain in bidder’s scope.
3. After completion of one month, contractor may be demobilized and ready to
mobilize again for another month as per instruction given by GPPC based on
plant condition. No other additional charges shall be claimed by Bidder for
mobilization/demobilization except monthly charges.
4. Contractor shall report at 09:00 A.M. and perform his duties till 06:00 P.M
or as per plant operation requirement. Contractor has to submit daily basis
report to concern authority.
5. Contractor shall monitor the following performance parameters with help of
valid calibration certificate and submit analysis water report on daily basis
and monthly basis.
Turbidity (NTU)
Total Hardness (ppm as CaCO3)
Calcium Hardness (ppm as CaCO3)
Magnesium Hardness (ppm as CaCO3)

All the testing equipments / lab chemicals/kits required to check the

the contractor’s scope.
6. On the evaluation of above mentioned parameters/reports, (during two
months staying at site), Contractor has to finalize dosing rate for all three

8. Heat exchangers and pipe lines shall be subjected to physical examination as
opportunity arrives. During inspection indications of scale, fouling and
Corrosion over and above the initial condition should not be present.
9. Physical inspection of Condenser shall be carried out time to time for
monitoring the performance of the treatment. No scaling/Corrosion/Bio
fouling should be found during inspection.

10.Owner reserves the right to engage a third party for inspection and monitoring
of treatment carried out by contractor if bidder is fail to perform task inline of

2. During visit, contractor should monitor/evaluate CWTP parameter for 2 days

the recipient shall compensate the Owner for the loss suffered as well as for
the value of gain derived by the third party. The recipient shall not use the

1.1. Definitions
“GPPC” shall mean M/s. GSPC Pipavav Power Company Ltd, having its office at.
2ndFloor, building no. A/78/3-8, Besides iGATE, GIDC Electronic Estate, Sector-
25, Gandhinagar - 382 016 and shall include all their legal representatives and
“BID DOCUMENT “includes the complete set of documents attached hereto
including all Annexure(s), forms, and BID Amendments, if any.
“BIDDER” shall mean an individual or firm or their legal representative who has
received the BID DOCUMENT and is submitting the BID as per the terms &
conditions herein.
“Supplier/ Contractor” shall mean the successful Bidder.
1.2. Contents of BID DOCUMENT
The BID Invitation Document has been prepared for the purpose of inviting BIDs
for Supply of Cooling Tower water treatment Chemicalsat GPPC’s 702 MW
Combined Cycle Power Plant at village Kovaya, near Pipavav. The BID
DOCUMENT comprises of:

1.3. Intent of Inquiry
1.3.1. The enquiry is invited from reputed BIDDER for Supply of Cooling Tower
water treatment Chemicalsat GPPC’s 702 MW Combined Cycle Power
Plant located at village Kovaya, near Pipavav, Taluka Rajula, District Amreli,
Gujarat, India.
1.3.2. Claims or disputes on account of wrong interpretation or willful
misinterpretation by BIDDER after award of Order shall not be entertained by
Owner nor shall they be legally binding on Owner.
2. Project Location
The supply/ work is to be supplied/ executed at Owner’s 2x351.43 MW
Combined Cycle Power Plant at village Kovaya, Near Ultra Tech Cement
factory, near Pipavav, Taluka Rajula, District Amreli, Gujarat, India.
3. Instruction to BIDDER
3.1. The BIDDER shall bear all costs associated with the preparation and
submission of the BID and GPPC will, in no case be responsible or liable for
these costs regardless the conduct or outcome of the process. The BIDDER is
expected to examine all instructions, forms, terms & conditions in the BID
3.2. GPPC reserves the right to cancel any or all the BIDs as per its discretion
without assigning and giving any reason thereof. GPPC also reserves right to
rescind the process of this BID at any time before placement of the order for
the said scope of work herein.
3.3. The BIDDER shall prepare the BID based on the information furnished and
terms & conditions provided in the BID DOCUMENT. The BIDDER shall
undertake and shall be deemed to have undertaken a thorough study of the
proposed work/ specification.
3.4. Failure to furnish all information required by the BID DOCUMENT(s) or
submission of a BID not substantially responsive to the BID DOCUMENT(s)
will be at the BIDDER’s risk and may result in the rejection of the BID.
3.5. The BID submitted is to be signed by a person who is a duly authorized by the
company. A proof in this regard to be submitted in the Technical BID.
3.6. This BID DOCUMENT is non-transferable. Each BIDDER shall submit only
one BID by himself. Joint Venture or Consortium BID is not allowed.

3.7. At any time prior to the deadline for submission of BID, for any reason, whether
at its sole initiative or any response to a clarification requested by a BIDDER,
GPPC may modify the BID DOCUMENT(s) by amendment(s) thereto. The
amendment(s) will be notified on - website. The BIDDERs are advised to check
website for the same.
3.8. The BID prepared by the BIDDER and all correspondence and documents
relating to the BID exchanged between the BIDDER and the GPPC shall be
written in English language only.
4. Tender Fee & Earnest Money Deposit (EMD)
4.1. The BIDDER shall deposit nonrefundable Tender Fee of Rs. 5900/- (Rupees
Five Thousand Nine Hundred only) in the form of an Account Payee Demand
Draft from a scheduled bank payable at Gandhinagar/ Ahmedabad at the time
of submission of the physical Technical BID.
4.2. The BIDDER shall deposit Earnest Money Deposit for an amount of Rs.
82,000/- (Rupees Eighty Two Thousand) in the form of an Account Payee DD
from a scheduled bank. No interest shall be paid on EMD.
4.3. Any BID not accompanied by Tender Fee, BID Security/ EMD shall be
rejected. Please furnish details of Tender Fee & EMD paid on the envelope.
4.4. EMD securities of the unsuccessful BIDDERs will be returned at the earliest
after expiry of the final BID validity and latest on or before the 30thday after
the award of the contract.
4.5. EMD of the successful BIDDER shall be released along with payment of
supply of material. If required, validity of the EMD of the successful BIDDER
shall be extended further.
4.6. EMD shall be forfeited if the BIDDER withdraws his BID during the period
of BID validity. EMD shall be forfeited, if the successful BIDDER refuses or
neglects to execute the Order.
5. BID Clarification/ Amendment
5.1. The prospective BIDDER requiring any clarification shall write to GPPC on
or before the last date of BID Clarification so as to ensure submission of BID
on or before the Last Date of Submission of BID and the GPPC will notify on
https://gppctender.nprocure.com website. The BIDDERs are advised to check
website for the same.

5.2. At any time prior to the Last Date of Submission of BID, GPPC, for any reason,
whether at his sole initiative or any response to a clarification requested by a
prospective BIDDER, may modify the BID DOCUMENT(s) by amendment(s)
thereto. The amendment(s) will be notified on
https://gppctender.nprocure.com website. The BIDDERs are advised to check
website for the same.
6. BID Validity
The BID shall be kept valid for at least 180 days from the Last Date of BID
Submission. A BID with validity for a shorter period than the above may be
rejected by GPPC. If required, GPPC may solicit the BIDDER’s consent to an
extension of the period of BID validity.
No deviations to be taken by the BIDDER to the BID Document(s). BIDs with
any deviation are liable for summarily rejection.
8.1. The price quoted by the BIDDER shall be all inclusive of all and considering
the specification of Chemical to be supplied as envisaged in the BID
8.2. The price should be quoted in Indian Rupees only.
9. Submission of BID
9.1. All the relevant documents as per requirement of the Bid document must be
submitted physically along with the Tender Fee & EMD in sealed cover so that
the same is received in this office on OR before the due date and time.
9.2. BIDDERs are requested to submit price – BID on-line only and not to submit
the price BID in physical form. BIDDER to confirm submission of online Price
BID in Annexure 4. This is mandatory. Only on-line submitted price BID will
be considered for evaluation. Format for online price bid is at Annexure
9.3. The quantity mentioned in Annexure 5 is variable and not firm. It may vary
subject to the plant operation. The required quantity of the chemical to be
supplied may increase or decrease.
9.4. The Technical BID along with Tender Fee and EMD, prepared by the BIDDER
shall be in One Original and two copies in separate envelopes. The envelope
should be marked as “Original”, “Copy1” & “Copy 2” respectively.

9.5. The Technical BID must contain following details / Documents. All the
documents must be stamped and self-certified.
9.5.1. Proof of Tender Fee in form of Account Payee DD. EMD payment, in form
of Account Payee DD, in Favor of GSPC Pipavav Power Company Limited,
in separate envelope super scribing “Tender Fee and EMD”.
9.5.2. Annexure 1 – Letter of Confirmation with respect to understanding of the
complete scope/ specification as envisaged, No Deviation in the BID
9.5.3. Copy of power of Attorney / Authority to sign the BID Documents.
9.5.4. Annexure 2 – Details of the Company/ firm.
9.5.5. The List of supplies made to Industries for these chemicals in last Two (2)
years and its Documentary evidences to substantiate the same. (Annexure 3).
9.5.6. Confirmation by BIDDER for Online submission of Financial Proposal
9.6. If required, the GPPC may ask for the additional information as well as may
invite the BIDDER for discussion on its BID.
9.7. The Envelopes containing information as per above instructions, must be
sealed individually with super scribed as follows:
Envelop 1 containing Tender Fee and EMD: “Tender Fee and EMD”
Envelope 2 containing Original of Technical BID: “Original: Technical
Envelope 3 containing Copy 1 of Technical BID: “Copy 1: Technical BID”
Envelope 4 containing Copy 2 of Technical BID: “Copy 2: Technical BID”
All the above mentioned four envelopes are to be placed in another bigger
envelope which is to be super scribed as “BID for Supply of Cooling Tower
water treatment Chemicals at CCPP, Kovaya at GPPC’s 702 MW CCPP
village Kovaya, Gujarat”.
10. BID Closing Dates
10.1. The prospective BIDDER may send their queries seeking clarification to :

10.2. GPPC will notify for clarification/ amendments on
https://gppctender.nprocure.com website. The BIDDERs are advised to check
website for the same.
10.3. Last date for submission of the Technical BIDs: by 15.00 hrs. of 20th June,

10.4. Date and time of Technical BID Opening: 16.00 hrs. of 20th June,
10.5. Any BID received by GPPC after the deadline for submission of BID
prescribed by GPPC may be rejected. GPPC will not be responsible if BID is
not delivered in time by the Post or Courier or any other reason what so ever.
The responsibility of ensuring on-time submission of their offers lies entirely
with the BIDDERs.
10.6. If there is any change in the dates, it will be notified on
https://gppctender.nprocure.com website accordingly. The Bidders are advised
to check website for the same.

11. BID Opening and Evaluation
11.1. The authorized representatives of the GPPC will first open envelope containing
Tender Fee and EMD.
11.2. Then the authorized representatives of the GPPC will open envelope
containing Technical BID of those BIDDERs who have submitted Tender Fee
11.3. The BID of any BIDDER who has not complied with the conditions prescribed
herein or conditional BID is liable for rejection.
11.4. Price BID of only the technically qualified BIDDERs shall be considered for
opening and evaluation.
12. Right to Accept Any BID and to Reject Any or All BID
12.1. The right to accept in full or in part/parts the BID will rest with GPPC.
However, GPPC does not bind itself to accept the lowest BID and reserves the
right to reject any or all the BIDs or any part of a BID so received and no
compensation shall be paid for the efforts made by the BIDDER.

12.2. The right to abandon Bidding process without assigning any reason will rest
with GPPC. No compensation shall be paid for the efforts made by the

Contractor is black listed on previous occasions by the any of the
Departments/Institutions/Local Bodies/Municipalities/Public Sector
Undertakings, etc.
13. Award of Contract
13.1. GPPC will award the contract to the successful evaluated BIDDER whose BID
has been found to be responsive and who is eligible and qualified to perform
the Order satisfactorily as per the terms and conditions incorporated in the BID
13.2. GPPC will communicate the successful BIDDER by award of Supply Order.
13.3. Failure of the successful BIDDER to comply with the requirements of above
clauses shall constitute sufficient grounds or the annulment of the award and
forfeiture of EMD.
14. Evaluation of BID
The BID shall be evaluated in two stages:
14.1. Stage-I: Review of Tender Fee and EMD (BID Security)
14.1.1. On the date of BID opening as shown on above of this BID, envelope
containing Tender Fee and EMD will be opened.
14.1.2. Those who have submitted Tender Fee and EMD, their Technical BID shall

as non-responsive and may be rejected.
14.2. Stage-Il: Opening of e-Price BID
14.2.1. e-Price BIDs of Technically Qualified BIDDERs shall be opened.
14.2.2. The Price BIDs will be scrutinized for compliance with BID.
14.3. Evaluation methodology
14.3.1. The BIDDER is to submit rates for supply of chemicals online, in Indian
Rupees only and confirm in the format as mentioned in BID document at
Annexure 4. Based on which the BID will be evaluated.

14.3.2. BID with overall lowest quoted online price for all the chemicals shall be
considered as L-1. The BID second to overall lowest quote shall be
considered as L-2 and so on.
14.3.3. Evaluation shall be done for all the chemicals. In case price is not quoted for
one chemical, the entire Bid for the Bidder shall be disqualified.

1.6. Bidders have to submit the supporting Documents /proofs etc., duly stamped

GSPC Pipavav Power Company Ltd. (GPPC) is the owner inviting BIDs from the
qualified BIDDERs for Supply of Cooling Tower water treatment Chemicals and
Stabilization & Finalization of Cooling Towers Water Treatment plant performance
in two months’ operation at GPPC’s 702 MW Combined Cycle Power Plant at
village Kovaya, near Pipavav, Taluka Rajula, District Amreli, Gujarat, India.
GSPC Pipavav Power Company Ltd awarded the contract to M/s BHEL for Design,
Engineering, Erection & commissioning of Cooling Tower for 2 X 351.43 MW
(Total 702.86MW) at Kovaya, Rajula, Amreli, Gujarat site. In turn M/s BHEL
awarded the contract to M/s Gammon India Ltd to design & engineering, supply,
erection & commissioning of suitable Cooling Tower. Accordingly, M/s Gammon
India has given contract for Cooling Tower Chemical Dosing system to M/s
Thermax Ltd. M/s Thermax has supplied and commissioned.
GPPC plant is designed to use sea water drawn from Arabian sea (Gulf of Khambat
western coastal region of India). Parameters of raw sea water is mentioned below:

Cooling water used in cooling tower is clarified Sea water. Total Turbidity of
clarified sea water used in cooling tower is in range of 10 NTU.
Hypochlorite (NaOCl) is dosed in cooling tower from separate ECP (Electro
Chlorination Plant) in plant premises by owner. Concentration of Hypochlorite is

1. Contractor has to stabilize and finalize Cooling Towers Water Treatment plant
performance and dosing rate within maximum two months of plant operation.
However, two months is tentative estimated duration which may be decreased
subject to plant operation condition. To and Fro, any other transportation
charges & all other misc. expenses shall remain inclusive in monthly rate
provided by bidder.
2. Contractor must depute their qualified representative (at least 10 years’
experience in sea water based power plant) for Maximum two months at
GPPC site to stabilize the treatment programme and reviewing the on-going
treatment programme. During this stabilizing program of two months,
boarding facility will be provided by GPPC inside plant premises. But lodging
facility & all kind of transportation including to & Fro (i.e. Foods and all other
misc. expenses) shall be remain in bidder’s scope.
3. After completion of one month, contractor may be demobilized and ready to
mobilize again for another month as per instruction given by GPPC based on
plant condition. No other additional charges shall be claimed by Bidder for
mobilization/demobilization except monthly charges.
4. Contractor has to report at 09:00 A.M. and perform his duties till 06:00 P.M.
or as per plant operation requirement. Contractor has to submit daily basis
report to concern authority.
5. Contractor shall monitor the following performance parameters and submit
analysis water report on daily basis and monthly basis.

9. Owner reserves the right to engage a third party for inspection and monitoring
of treatment carried out by contractor
1. After finalization of dosing rate, contractor shall visit plant as and when
required basis as per condition of plant.
2. During visit, contractor should evaluate CWTP parameter for 2 days and
shall resolve any issues regarding CWTP performance.
3. Actual site visit may be increased/decreased as per plant operation.
6. During staying at GPPC site, boarding facility shall be provided in plant
premises by GPPC but Lodging & all kind of local transportation facility
shall be in bidder’s scope. (i.e. Foods and all other misc. expenses).

Terms and Condition
Price: The total price shall be on the basis of delivery F.O.R, GPPC, Power
Station site including of all but not limited to packing, forwarding, freight,
Measurement: The weight/quantity of materials may be measured at GPPC &

Dispatch: The consignments shall be dispatched to GPPC, Power Station to
the consignee on door delivery and freight paid basis.
Validity: The price should be firm for the entire period of completion of

To ensure safety of environment & people during transportation, as a matter
of policy we, emphasize highest degree of safety standard to be maintained.
You shall be allowed 10 days’ time to supply the material as per our
order/Release Slip, which shall be issued as per our requirement during the
contract period.
Since the chemicals are hazardous product, you are requested to advise the
transporter to adopt extreme precautions & safety measures for safe
transportation & unloading of the same at our site.
M/S GPPC reserves the right to cancel this Supply/Service Contract at any
time during the contract period.
This Supply/Service Rate Contract shall be treated as cancelled if you fail to
adhere to our terms, conditions and delivery schedule.
Every consignment shall be supplied with test report, manufacturing date, etc.
The Chemicals to be supplied shall be inspected & tested by our authorized
representative on receipt at our site & if found as per our specification then
only material will be accepted and payment shall be made.
In case, if supplied material is rejected, supplier should make necessary
arrangements immediately to replace the rejected materials. The supplier has

to replace materials at their own cost within seven days of receipt of
information from us over telephone/fax or E-mail.
In case, if carboys found leaked during unloading of chemical at GPPC site,
then Bidder has to supply filled chemical carboys for the process of invoice
else shall be process invoice after respective amount deduction.
The Bidder has to accept our late delivery clause i.e. Delay in Delivery:
In case of failure of the supplier to deliver the materials within stipulated time,
the supplier is liable to pay penalty at the rate of 0.5% of the cost of
undelivered materials per day of delay subject to maximum 5% of the cost of
the undelivered materials. If the delay is beyond 10 days or less depending on
the requirement of the materials, the buyer reserves the right to cancel the Rate
Contract & collect the materials from any other source at the risk of the
original supplier without making any reference to him. The additional actual
financial involvement occurs if any by procurement from other sources shall
be recovered from Bidder.
The quantity mentioned is tentative for two-years consumption and may vary
as per the plant operations. GPPC may procure as per requirement and
accordingly rate should be firm and valid for two years from the date of
issuance of the order. The quantity of supply may increase or decrease as per
the requirement.
Normally Bidder has to plan in such a way that it may be reach at GPPC,
MW CCPP at Village; Kovaya by 9:00 AM along with necessary documents.
Acceptance Criteria for Quality: Payment shall be made as per actual received
quantity. Pro rata deductions shall be made in case of less concentration than
allowable is received.
Following guidelines should be strictly followed by the supplier at the time of
the delivery of the Industrial Gases.
o Vehicle registration documents should be available with the driver.
o Driver should have Heavy Motor Vehicle driver's license.
o Vehicle should have relevant license to carry the hazardous goods/
o Vehicle should have relevant license to carry respective chemicals.
o Vehicle "Insurance" copy should be available with the driver
o Vehicle "PUC" copy should be available with the driver
o Valid "Tanker hydro test certificate" should be available with the

VALIDITY OF WORK ORDER
The Validity of work order period is Two years from the date of Purchase
UNLOADING SCOPE & TIME:
Unloading of carboys at GPPC ’site shall be in scope of bidder.
Contactor has to supply chemicals only during official working hours (No
work to be executed during weekly off, office closing hours, Public Holidays,
Night hours etc.).
