SPECIAL REPAIRS TO TO UNDERGROUND HT CABLE OF VARIOUS SUBSTATIONS AT INS EKSILA AND REPLACEMENT OF 04 POLE STRUCTURE WITH RMU AT SAILORS INSTITUTE AREA UNDER GE U-I VISAKHAPATNAM

Supplying, Installing, Testing & Commissioning of 4 way RMU (1 incoming + 3 outgoing), 12KV, 630 Amps, outdoor, extensible type, SF6 Insulated, consisting of 01 Nos 630 Amps VCB, fixed, non draw out type as incoming and 03 Nos 630 Amps VCB as outgoing complete all specified and as directed comprising of the following:-

[A] RMU shall be floor mounted, 12 KV, 630 Amps, 21 kA for 3 Seconds, SF6 Insulated, Motorized, Outdoor extensible type, RMU with Air Insulated Bus Connected Metering unit, Type tested in line with latest IEC Standards, suitable for operations at a height up to 1000m above sea level and Ambient Temperature range from 5ºC to 50ºC without any de-rating, Switchgear and Busbar shall all be contained in a Stainless Steel Enclosure [Minimum 2.0mm thick SS 304 Grade] filled with SF6 at 0.3 Bar [300 hPa] Relative Pressure, RMU Tank shall provide Full Insulation and Switchgear shall be insensitive to the environment with Degree of Protection of IP67, Switchgear Operating Mechanism shall have an IP2X Protection and Cable Chamber shall have IP3X Protection, Outer Enclosure shall be IP 54 type tested, Powder Coated with Pure Polyester Based Paint, suitable for the site installation conditions, Accidental Overpressure due to an Internal Arc is limited by the opening of the safety valve, at the bottom of the metal enclosure, away from the operator, Plug in type of extensibility must be provided and coupling busbar should not be exposed to air to avoid oxidation of busbars. Extension of cubicle shall require 450mm to handle and the gap between the coupled RMU’s must be within 10mm.

[B] Each Vacuum Circuit Breaker [VCB] shall be comprising of the following: [i] 11 KV, 630 Amps, 21 kA/ 3s, 3 Pole Motorised VCB (Non draw out type) with 3 pole manual disconnector and 3 pole manual earth switch, Motorized Spring Assisted Mechanism and Series Trip Coil – 1 No. [ii] Self Powered Relay with O/C, S/C, E/F Protection. Relay shall have a Front USB for Laptop Interface, LCD Display, 10 Event Records, 5 Fault Records, min 2 setting group and keypad for setting parameters for the relay with zero time delay (DT) for I>>,I>>>,I0>>,I00>>> setting groups- 1 No" [iii] Resin Cast ring core Protection CT, Plate mounted type : 100-50/1+1A, 5P20, 2.5 VA-01 Set. [iv] Live Cable Indicator with indications at the Front and Three Inlets to check the Synchronization of Phases – 1 No [v] Making capacity - 52.5 kAp [vi] Cable Termination Bushing suitable for up to 1 Run, 3 Core, 240 Sq.mm, XLPE Cable – 1 Set [vii] Cable Termination Cover Boots [Push on type] – 1 Set [viii] Circuit Breakers shall have Two Positions: Open or Disconnected and Closed. A separate and independent 3 Position Earthing Switch and disconnector shall be fitted to open and earth the cables in such way that interlocks prevent all unauthorised operations. An operating mechanism shall be used to manually close the circuit breaker and charge the mechanism in a single movement. An independent mechanism shall be fitted for the 3 Positions Earthing Switch and Disconnector Circuit breaker shall be fitted with a local system for manual tripping by an Integrated Push Button. There shall be no automatic reclosing. Circuit Breaker shall have a min of 2000 Mechanical and Electrical Operations.

[C] Air Insulated Bus Connected Metering Unit comprising the folloing: [i] Air Insulated Enclosure with necessary Bus Connection – 1 No [ii] PT 11KV / √3 / 110V / √3, 50 VA, Class-1.0 – 1 Set [iii] Multi Function Meter, Digital Type [Displaying A, V, PF, Hz, KVA, KW, KVAR, KWH, KVARH etc. Class 1.0 / 0.5] with RS485 Port for Communication in Modbus Protocol. - 01 Set [iv] R / Y / B Indicating Lamps – 1 Set [v] 11 KV / 230V AC, Class 1, 500VA Control Transformer – 1 No [vi] Battery and Battery Charger, 12 Ah, [I/P-230V AC, O/P - 24V DC] – 1 No

Notes: [a] An operator situated in front, lateral and rear [A-FLR 21 kA – 1 Sec, Downwards Exhaust, for Tank as well as Cable Compartment] of the RMU Switch board during an internal fault shall not be exposed to the effects of Arcing. Internal ARC Type Test Report for IAC AFLR 21 kA for 1 Sec for both Tank & Cable Box shall be minimum 3 way / 3 function RMU. [b] All operations shall be from front of the RMU, including access to cable bushings. Bushings along the sides or the rear of the RMU are not acceptable. [c] Construction of plinth/foundation for 11 KV RMU shall be as per recommendations of OEM. [d] The rate quoted is also deemed to be including the cost of disconnection of HT Cables up to 3 Core, 240 Sq.mm from existing 2 Pole / 4 Pole Structures, removing of cable loop and reconnection to RMU complete all as specified and as directed by the Engineer-in-Charge. [e] The make of RMU/ VCB/ vacuum interrupter/ Relays/ FRTU offered shall be of same make. Different makes shall not be accepted. [f] The contractor shall submit two sets of drawings with copy of type test certificates for approval of Accepting officer.

Dismantling of existing Four pole structure alongwith all its channels, gang operated AB switch, drop out fuses, insulators, etc complete all as directed

Dismantling of HT UG cable of size 3 core 185 Sqmm from VCB and removing from the trenches complete all as directed

Supplying, laying and testing HT UG cable [earthed], XLPE insulated, screened insulated, steel strip armoured and pressure extruded PVC bedded, 11000 Volts grade [heavy duty] with aluminium conductor of size 3 Core 185 Sqmm laid in trenches, fixed to walls or passing through pipes and connecting up including taking out old cable complete all as specified and as directed.

Excavation in trenches not exceeding 1.5m wide and not exceeding 10 Sq.m on plan area and not exceeding 1.5m deep in soft/ loose soil complete all as specified and as directed.

Removing excavated material /soil to a distance not exceeding 50m and depositing where directed at a level not exc 1.5m above the starting point complete all as specified and directed

M&L for Sand filling in trenches using dry river sand as cushioning to under ground cable including spreading, levelling and consolidation complete all as specified and directed. [Note: Punned thickness of sand shall only be measured.]

Returning filling in, including spreading, levelling,watering and well ramming in layers not exc 25cm thickness as in soil complete all as specified and directed.

Supply and laying unreinforced precast concrete cable covers of class HV, type-1, flat of size 300x180x40mm laid in trenches along alignment of cable for protection complete all as directed

M & L for laying 100mm dia GI pipe light grade laid for cable protection at road crossings or fixed on walls / poles secured with clamps complete all as directed

M & L for boring holes horizontally under road / pavement / hard standing by trenchless technology using ultra sound technique and necessary machinery suitable for and including inserting HDPE pipe of 150mm dia suitable for 0.4 mpa working pressure complete all as directed by the Engineer-in-Charge.

S & F Cable Jointing Kit for 11 KV [Earthed] Grade cable for indoor termination heat shrink type joint complete with jointing material and accessories suitable for 3 core XLPE armoured aluminium conductor cable of size 120 to 185 Sqmm, complete all as specified and as directed.
