A.1.1 Here by a Percentage rate tenders (Two-Bid System) tenders are invited on behalf of

Municipal Commissioner , AMC by E-Tender system from the Contractor/ Agency

who qualify the Eligibility Criteria, as mentioned in Section–A.5 of the tender

A.1.2 Tender along with Conditions of contract shall be available from the website

tender.nprocure.com. Tenderer shall have to submit demand draft of banks

mentioned in Annexure-I only in favour of “Municipal Commissioner, AMC” Payable

at Ahmedabad of Rs.2400/- as tender fee along with the tender.

Tender received without tender fee shall be considered as Non-Responsive

and shall stand rejected outright.

A.1.3 Earnest Money Deposit (E.M.D.) shall be in the form of demand draft in favour of

“Municipal Commissioner, AMC” payable at Ahmedabad or bank guarantee from

banks mentioned in Annexure-I only of Rs.90,000/- with their tender documents.

Validity of Bank guarantee shall be of minimum Six months from

last date of receiving of tender. Tender received without Earnest Money shall be

considered as Non-Responsive and shall stand rejected outright.

A.1.4 SUBMISSION OF TENDER

A.1.4.1 Tenders shall be submitted together with the other documents that form the

tender. In the event of a Contract, the tender and the documents attached there to

shall be considered as forming part of the Contract Documents.

A.1.4.4 All Envelops and sub envelops must be sealed by tenderer & each sealed envelope

Tenders which are opened before the due date for tender opening with

no indication having been given on the outside of the envelope or container to

indicate that; is a tender liable to be disqualified.

A.1.4.5 The tender shall be considered non-responsive if tender documents are not

sealed. Tenderer shall not be allowed to fill in or seal their tenders at AMC Office.

Tenderer are requested to submit the tenders well in time before stipulated date

and time of receipt; so as to avoid rush at the closing hours.

A.1.5 Security Deposit

 The Contractor shall have to pay Security Deposit worth 5% amount (or as per

the latest circular of AMC) of the total ordered Value in Indian Rupees in approved

Form “A” enclosed or other format acceptable to AMC within 15 days from

receiving date of L.O.I./Work Order in form of Demand Draft or Bank Guarantee

from banks mentioned in Annexure-I only with requisite amount of contract paper.

 Failure of submitting security deposit within 15 days may lead to cancellation of

work order and in those case Municipal Commissioner has all right to forfeit EMD

amount deposit along with tender and have right for all strict actions against

A.1.6 The Earnest Money Deposit of all the Tenderer except 1st, 2nd and 3rd lowest shall be

returned as early as possible.

A.1.7 All details and schedules required for pre-qualification and technical evaluation

shall be submitted in hard copy in prescribed format.

A.1.8 Financial bid shall be submitted only on online on tender.nprocure.com

A.1.9 The technical bid containing Vol-I (technical bids only) from the tenderer received,

shall be opened Online/Physical in the presence of the tenderer’s representatives

who may remain present at sharp time of the day fixed for tender opening and the

technical tenders shall be scrutinized by AMC or his authorized representatives for

satisfying various eligibility criteria prescribed for the tenderer for this work.

After this, the Financial Bids of only technically qualified tenderer will

be opened online. The actual date and Place of opening of Vol-II-Financial Bid of

tenderers shall be communicated to technically qualifying tenderer only later

after scrutiny of tender documents.

A.1.10 The Conditional Tender will not be accepted and shall be rejected outright, unless,

the nature of condition(s) put up by the tenderer is acceptable to AMC. Any

suggestions/alteration from the tender must be mentioned in the main

forwarding letter. Bidder is advised to visit the particular site for said work under

this tender to study the local site condition prior to tendering. Request for any

kind of change (including prices) shall not be entertained under any

A.1.12 Incomplete tender which does not fulfill any of the above conditions shall be liable

for rejection. Tender shall also be liable to be rejected if –

i) The Tenderer proposes any alteration in the work specified or in the time allowed

for carrying out the work or any condition in the covering letter which is not

acceptable to AMC.

ii) The bidder or the person authorized to sign on behalf of the bidder does not sign

the all pages of the tender and amendments if any (digitally online).

iii) All corrections, additions or pasted slips are not initialed by the authority person

having power of attorney

iv) Any Changes/ Modification in any text, documents in original tender documents

published in N-procure web site.

v) Any erasure/modification in original tender documents published in N-procure site.

vi) The tenderer or in the case of a firm the bidder or the person authorized to sign on

behalf of the bidder shall sign the bid document. The Copy of legal status of

bidder( Partnership Deed or Articles of Association of the Company) along with

power of Attorney to sign on behalf of the bidder will be furnished along with

other documents to be dispatched physically.

A.1.13 Acceptance of the tenders shall rest with the competent authority of AMC, who

does not bind himself to accept the lowest tender.

A.1.14 Municipal Commissioner, AMC reserves the right

(i) To change, alter or to waive any technical or commercial terms, conditions and

(ii) To reject all the tenders or the lowest or any other tender in part or full without

assigning any reason whatsoever at any stage

(iii) For making changes / relaxation in eligibility criteria at any time

(iv) To split the tender in to two or more agencies

The Tenderer shall have no cause of action or claim against the corporation

or -its officers, employees, successors or assignee for rejection or split of tender.

A.1.15 It must be clearly and distinctly understood that the conditions of contract and

specifications shall be rigidly enforced and no relaxation on the grounds of customs

prevailing shall be allowed.

A.1.17 The Price quoted for work must be of Site / Store delivery of Corporation with

prevailing applicable taxes.

After awarding Contract and during contract implementation if Government taxes

increases or any type of Govt taxes added then the same rise /addition will given to

Contractor upon submission of necessary documents as mentioned below.

However during Implementation of work if any types of taxes reduces or any type

of Govt taxes is removed then the same shall be recovered from Contractor

.However it is Contractor’s responsibility to inform the same to Client with

supporting documents.

A.1.18 The tender for the work shall remain open for a period of 120 days from date of

opening of Price Bid and the tenderer shall not be allowed to withdraw or modify

the offer on his own during this period.

A.1.19 Tender documents are not transferable.

A.1.20 Any False information given in the tender will invite invalidation of any Contract

awarded on the basis of such false information at the discretion of the

A-3: SCOPE OF WORK AND SPECIAL INSTRUCTIONS TO CONTRACTOR

The scope of work under this contract comprises Temporary Lighting (Roshni) during

Festival occasions, Election, Inauguration Programs at Various Offices & buildings in AMC,

Ahmedabad. The work shall be carried out and completed under this contract in every

respect in conformity with the current rules and regulations of the local authority, the

Indian Standard Institution or other relevant codes, and with the directions of and to the

satisfaction of the Client.

GENERAL INSTRUCTIONS

A.3.1 The contractor will have to do all temporary wiring, connections, earthing, Lighting with

taking full measures of safety as per current rules and regulations of Gujarat State

electricity Rules and also will have to show the testing with prescribed test report of work

carried out to the Engineer in charge. After testing, Trial on whole installation to be done

one day prior to schedule of program as per Engineer in charge instruction and for the day

of trial run no any extra payment will be given to contractor.

A.3.2 The tenderer/contractor will have to do all liasioning works for taking electric power service

from local Power providing Authorities like M/s Torrent Power OR G.E.B. and the

tenderer/contractor should carry out all related requied works like section pillars, earthing,

ELCB, Main switch, fuse, etc as per State electricity Rules and regulations.

A.3.3 If there is any fault, short circuit, fire accident etc occurs in temporary electrical works done

by contractor and it creates damage to anyone’s property or injury to human/animal or loss

of life of human/animal then the contractor will be solely responsible for the same. So,

Contractor has to take prior care of its work as per rules and regulations.

A.3.4 Contractor will have to prepare an electrical plan of the temporary electrical works to be

carried out and will have to get it approved by Electrical Inspector and also will have to

organize visits for having NOC (No objection certificate) of the said work. Contractor will

have to pay relevant fee of the same. It is contractor/tenderer solely responsibility to get

A.3.5 The timing of temporary Lighting (Roshni) will be generally 06:00 PM to 01:00 AM in night.

A.3.6 Contractor will make sure that experienced and qualified Electrician / wireman will be

present at sites of temporary electrification/lighting. Also contractor will have to submit the

list of persons with names and mobile numbers.

A.3.7 Contractor will ensure that all temporary wiring must be within corrugated flexible PVC pipe

and joints in wires/cable should not be open.

A.3.8 Contractor will ensure that the wires/cables and others apparatus/equipments are of

sufficient capacity to avoid overload and Must be follow indian standards (ISI).

A.3.9 If there is any theft, damage to the temporary electrical work done by contractor then

contractor will have to do correction/replacement immediately and contractor will have to

do necessary police complain also for the same.

A3.10 Contractor will have to start temporary electrical work as soon as oral or written sub order

A.3.11 If tenderer/contractor fails to give testing of executed temporary electrical work within

stipulated time then his sub order will get cancelled and then AMC will allow to do the said

to other party on risk and cost of tenderer. And AMC will impose penalty two times of

executed work to tenderer. If such thing repeat in future more than 3 times then the

security deposite of tenderer will be forfeited and he will be blacklisted in AMC for at least

A.3.12 Tenderer will have to take measurements in presence of Engineer in charge of AMC for all

satisfactorily executed temporary electrical works as per latest Gujarat Government SOR

terms and conditions.

A.3.13 Contractor will have to use cable guard/cable tracker in path of VIP/VVIP movements.

A.3.14 In any event/program, Tenderer/contractor will have to take measurements in presence of

Engineer in charge of AMC and will have to submit certificate for executed temporary works

issued by Engineer in charge of AMC along with the bill within 1 Month after completion of

event otherwise contractor will be solely responsible for any administrative questions arises

and delay in payment due to late submission of bill. Even If due to any reason, payment is

delayed then tenderer is not eligible to claim/demand any compensation for loss of interest

A.3.15 Tenderer/contractor will be solely responsible for all temporary electrical work installations

and will have to take care of it and will have to remove then after completion of

event/program as per instructions of Engineer in charge of AMC.

A.3.16 Tenderer/contractor will have to take insurance of all lightings, equipments/items and

manpower also if required by their own. AMC will not be responsible if any despute arises

due to loss, theft etc.

A.3.17 Tenderer/contractor will ensure that all manpower deputed in particular event should

maintain proper behaviour, should not do any offensive act in any event otherwise strict

actions will be taken against Tenderer / contractor by AMC.

A.3.18 Contractor will also have to strongly follow following guidelines issued by Office of

Electrical Inspector regarding safety in temporary electrification works.

GUIDLINES FOR TEMPORARY ELECTRIFICATION WORKS

All Electrification work must be done by Gujarat Government authorized licensees

electrical contractor with his direct supervision and according to maps approved and

according to Central electricity Authority acts 2010 and standard rules and

regulations of Bureau of Indian Standard and National Electrical Code(NEC).

All armored cables must be installed at adequate depth in soil with both the ends

2. properly earthed and Above the ground level, wires and cables must be installed

with proper supports.

There should not be any joint in the wiring circuit if possible. And if joints are

necessary those must be carried out in junction boxes only. No bare conductors are

allowed in any part in the wiring circuit in any place.

4. All earthings must be proper according to Bureau of Indian Standard.

All metal parts, supports and railings of Dome, Pandal, Tent, Stage, LED screen,

5. Sound system etc must be properly earthed with provision of separate earth pits.

Earth wires, leads, Strips must be of proper material and of adequate capacity after

calculating fault currents and if possible without any joint with proper safety and

must be continuous having lowest electrical resistance.

All equipments related to firefighting i.e. fire extinguisher, buckets filled with dry

sand must be of adequate quantity and must be placed at proper places with proper

markings with painted of red color.

Danger/Caution boards must be of red color and change over switch, Main switch

and distribution circuits should have labels properly visible.

There must be an open space of at least one meter in front of change over switch,

Main switch and control panel board with insulated rubber mats installed at that

place with barricading all four sides. There must be notice board with label

"Unathorized access prohibited" in Gujarati and English having clearly visible fonts.

Any disribution board having heavy electrical load, if any must be painted with

seperate color so that can be easily distinguishable.

11. Change over swithes must be of Four Pole only.

12. All Panel Boards, Switch boards must be having strong foundation/support.

All DG sets must be having proper body earthing and neutral earthing with two

seperate earth pits for each.

All DG sets' inbuilt panels must be having A-meter, Volt-meter, Energy meter and

14 frequency meter. And all MCCBs must be acquainted with Overcurrent, earth fault

and short circuit protection.

All relay settings must be done keeping in mind the connected electrical load and

fault current and having proper safety.

All electrical wiring must be having complete electrical safety and an affidavit

16 providing guarantee for electrical safety must be provided.

Electrical contractor will have to follow all current rules & regulations of Gujarat

government and Electrical power supply authority and also abide to follow the

changes in rules & regulations in future, if any.

18 All MCCBs having rating more than 100 Ampere must be acquainted with

Overcurrent, earth fault and short circuit protection.

Any single phase electric circuit must be having adequate capacity three core wires

with earth wire connected to body.

A – 4:- INSTRUCTIONS TO TENDERER

A.4.1.1 These instructions are provided to assist tenderer while preparing their tenders.

A.4.2 INVITATION TO TENDER

A.4.2.1 The Municipal Commissioner, AMC shall receive tenders for Temporary Lighting

(Roshni) during Festival occasions, Election, Inauguration Programs at Various Offices &

buildings in AMC, Ahmedabad according to the specifications and Schedule of

Quantities and in the tender documents herewith attached.

A.4.2.2 Tenders shall not be accepted after the hour and date fixed for receiving of tenders.

Telegraphic tenders shall not be accepted under any circumstance. Tenders received

after the hour and date so fixed shall not be considered. Tenders shall be received only

by Regd Post A D / Speed Post / Hand delivery on or before due date and time as

mentioned in Tender notice. Tenderer’s authorized representatives may attend the

tender opening. The tenders shall be opened at the date and time as mentioned in

A.4.3 TENDER VALIDITY PERIOD

A.4.3.1 The tender shall be kept valid for acceptance for a period of 120 Days (One Hundred

twenty days) from date of opening of Price Bid.

A.4.4 LANGUAGE OF TENDER

A.4.4.1 Tenders shall be submitted in English, and all information in the tender shall be in

English. Information in any other language shall be accompanied by its translation in

English. Failure to comply with this may disqualify a tender. Only English text shall be

A.4.5 INCOME TAX RETURN

The tender must be accompanied by an Income-Tax return copy of last three financial

years ending March 2025. If a tender is submitted without complying with these

requirements, it is liable to be rejected outright.

A.4.6 Joint Venture: Not Applicable

A.4.7 MODIFICATION OF DOCUMENTS

A.4.7.1 Modifications of specifications and extension of the closing date of the tender, if

required, shall be made by an Addendum. Copies of each Addendum shall be put up on

website tender.nprocure.com. These shall be signed and submitted along with tender

documents by the tenderer and shall form a part of the tender document.

A.4.8 Evaluation of Tenders / Documents -Information to be submitted along with Volume

– I (Technical Bid)

The Contract will be awarded on the basis of overall lowest prices as per N-procure Vol-II.

A.4.9 SIGNING OF CONTRACT

A.4.9.1 The successful tenderer shall be required to execute the Contract within 15 days of

receipt date of Work Order/ L.O.I. If the contractor shall not pay security deposit and

shall not sign agreement within 15 days after issuing the first letter from the authority

of AMC, EMD shall be forfeited and such tenderer shall be disqualified for getting

further any work in AMC.

A.4.10 STAMP DUTY AND LEGAL CHARGES It shall be incumbent on the successful tenderer

to pay stamp duty on the contract and legal charges for preparation of the contract

A.4.11 Not More than one tender shall be submitted by a contractor or by a firm of contractor.

No two or more concerns in which an individual is interested as a proprietor and/or a

partner & /or director shall submit tender for the execution of the same work/tender. If

they do so all such tender shall be liable to be rejected.

A.4.12 Any objection/Complaints regarding tender can be done by any applicant/tenderer in

period between technical bid opening and price bid opening. In case any applicant is

complaining after the price –bid is opened then it will be considered as bidder/applicant

is trying to harm the tender process and complainant/Bidder will be Debar for 5 yrs for

tender process in AMC and Earnest Money Deposit will be seized. If the complaint is not

done by applicant then file will get close (case no longer) without checking.

A.4.13 Even though the bidders meet the above criteria, they are subject to be rejected, if

they have record of poor performance such as abandoning the work, not properly

completing the contract, inordinate delays in completion, financial failures etc.

A.14 DECLARATION FORM

A.14.1 I/ We hereby declare that I / We have perused in detail and have examined closely the

specifications/scope of work/general terms and conditions/special terms/important

instructions/note described in the tender document. I / We hereby agree to be bound

by and comply with all such specifications/terms, conditions etc.

A.14.2 I / We also certify that I / We have visited the sites and inspected the locations of the

proposed work before quoting my/our rates and will not claim any extra towards

minor/major item related the job.

A.14.3. I/We also confirm that I/We have understood intent and content of the tender and

I/We assure that I/We shall abide by all intents of the tender besides its wordings.

A.14.4 I/We also confirm that my/our offer is strictly in line with tender

stipulations/terms/conditions and understand that deviation of any kind, if found, my

/ our offer will be summarily rejected.

A.14.5 If due to any reason, payment is delayed then tenderer is not eligible to claim/demand

any compensation for loss of interest thereof.

A.14.6 AMC reserves the right (i) to change, alter or to waive any technical or commercial

terms, condition and qualification (ii) to reject all the bids or any bid in part or full

without assigning any reason whatsoever (iii) for making changes / relaxation

ineligibility criteria at any time (iv) to split the order work and award the work to more

than one tendered with lowest rate quoted in the tender in the interest of the public.

The bidder shall have no cause of action or claim against the Ahmedabad Municipal

Corporation or its Officers / Employee’s successor or assignee for rejection of his

A – 5: ELIGIBLITY/QUALIFICATION CRITERIA FOR TENDERER

Qualification will be based on meeting all the following minimum pass / fail criteria

regarding the bidder’s general and particular experience, personnel and equipment

capabilities and financial position. The AMC reserves the right to waive minor deviations, if

they do not materially affect the capability of a bidder to perform the contract.

1. Tenderer must have to submit demand draft of banks mentioned in Annexure-I only in

favour of “Municipal Commissioner, AMC” Payable at Ahmedabad of Rs.2400/- as tender

fee along with the tender.

2. Tenderer must have to submit Earnest Money Deposit (E.M.D.) in the form of demand

draft or bank guarantee in favour of “Municipal Commissioner, AMC” payable at

Ahmedabad from banks mentioned in Annexure-I only of Rs. 90,000/- with their tender

8. Litigation History

The bidder should provide accurate informations on any litigation history or arbitration

resulting from contract's completed or under execution by him over the last 10 years. This

should also include such cases, which are in process / progress. A consistent history of

awards against the bidder or any partner of a firm may result in failure of the bid. In case

the bidder has not provided such information and has come to the notice of the authority,

the bid shall be rejected at what so ever stage and in such case all the losses that will arise

out of this issue will be recovered from the bidder / contractor and he shall not have any

claim for the same .

EARNEST MONEY DEPOSIT / SECURITY DEPOSIT

In consideration of the AHMEDABAD MUNICIPAL CORPORATION (hereinafter to as the
