OUTSOURCING OF SERVICES FOR OPERATION AND MAINTENANCE OF HT / LT INSTALLATIONS nd REPAIRS, REPLACEMENT OF INTERNAL AND EXTERNAL ELECTRIFICATION AT LRDE BANGALORE

Works to be carried out

Providing services for operation, maintenance of electric supply installations including internal electrification of all buildings, Old MED, ADMIN, RADAR, QRAD & DRC, Sub stations, operation of street lights, perimeter lights, post top lanterns, etc., by deploying skilled, qualified persons having experience in handling similar equipments/services and periodical maintenance to equipments, maintaining log sheets, complaint register, maintenance register, breakdown register etc including Sundays / Holidays complete. The scope of work/services to be provided by contractor in each shift are brought out in Schedule 'A' and Particular Specifications, and number of persons to be deployed in each shift in day shall be as under :- Three shifts (First shift comprising of one Electrician and one Helpers from 0600 Hrs to 1400 Hrs, Second shift comprising of one Electrician and one Helper from 1400 Hrs to 2200 Hrs and third shift comprising of one Electrician and one Helper from 2200 Hrs to 0600 Hrs) on all days including Sundays and Holidays.

Notes for Sl Item No 1.00 : (i) Details of equipment/services to be maintained are indicated as appendices in PS. (ii) The scope of work includes cleaning of working areas, equipments, sub-station buildings and maintenance of garden areas, (iii) Log sheet including proper recording of all operating parameters in the prescribed log book/register shall be maintained by the contractor in the installation for periodical check by the Engineer-in-charge. (iv) Manning of HT sub station consists of hourly monitoring, recording of readings prompt restoration of feeders at times of tripping and ensuring minimum down time. (v) Cleaning & carrying out periodical inspection of equipments like transformers HT/ LT panel boards 4/2 pole structures for uneven sounds and report the same to Engineer-in-charge immediately. (iv) Tenderer shall arrange insurance to his work-men and relevant proofs of the same shall be submitted to the department as and when demanded, the cost for the same is deemed to be included in the rate quoted. Responsibility of compliance of all the labour regulations in force lies with the tenderer.The provision of statutory laws relating to minimum wages, EPF, ESI payments shall be strictly adhered to by the contractor. (v) Absent from duty of technician is not permissible as E&M services essential in nature. However, the absence will invite penalty as described in Sch 'A' notes and recovery from bill shall be done through recovery statement.The tenderer will have no claim whatsoever on this account and decision of Accepting officer in this regard will be final and binding. (vi) Attention is drawn to minimum fair wages payable as notified (time to time) by Govt Of India / State Govt / Local body whichever is higher, including taxes as applicable and quote their rates accordingly. Contractor shall not have any claim on account of misunderstanding/under quoting in this regards.

Periodical checking, maintaining and attending all types of complaints connected with internal electrification, comprising of service connections OH / UG cables from respective feeder pillar boxes, checking of power DB's including tightening of connections, changing of burnt terminals, MCB's connectors, etc., checking of earthing of LT distribution system, measurement of earth resistance at earth pits, attending day to day complaints including checking and replacement of burnt out unserviceable items like wiring, connected fittings and fixtures, MCB DBs, ceiling fans, exhaust fans, replacement of tube rods of any capacity, wattage, choke, starters, point wiring, sub-main wiring, switch socket combination of any capacity, switches, fan regulators, capacitors, replacement of fuses, CFL bulbs, lamp holders, etc., or any other repair works all as specified and as directed in day time by deploying certified / skilled persons in general shift excluding Sundays and holidays (General Shift with two Electricians and two Helpers from 0800 Hrs to 1700 Hrs with one hour lunch break in between) in LRDE Technical Area). Notes : (i) Various items required for replacement are regulated by the department except those given under relevent items of schedule ‘A’ as supply only. However replacement cost of these items are deemed to be included in this item. (ii) The Items mentioned under relevent items of schedule ‘A’ shall be supplied by the contractor as and when required at site and the same shall be measured and paid under relevant items of Sch 'A'. Items given in Sch 'B' will be issued on requirement basis. However, the labour element for fixing of Supply only items under Sch 'A' and items issued under Sch 'B' is included in this item.

Notes for Sl Item No 2.00 (Contd.,) : (iii) Tenderer shall maintain relevant slips of complaints attended and materials used duly signed by users and any other documents as signed by dept and cost of the same is deemed to be included in the rate quoted. (iv) T&P, HT fuse wire and safety gear required for attending to the complaints will have to be arranged by the tenderer at no extra cost to the department.
