   Past performance : The bidder%u2019s past performance over the last one year shall be taken into account during bid evaluation. Specifically, if the bidder has had Purchase Orders (POs) cancelled due to non-performance or breach of contract during this period, the bid may be rejected at the discretion of the purchaser.
