Nagarpalika has prepared this document to invite proposals from the bidders to submit the RFP for the
scope of work mentioned herein. While Nagarpalika has taken due care in the preparation of the
information contained herein and believes it to be accurate, neither Nagarpalika or any of its authorities
or agencies nor any of their respective officers, employees, agents or advisors gives any warranty or make
any representations, express or implied as to the completeness or accuracy of the information contained
in this document or any information which may be provided in association with it.
This information is not intended to be exhaustive. Interested parties are expected to make their own
inquiries and research for gathering the insights, knowledge and information that may be required for
submitting a bid. The information is provided on the basis that it is non–binding on Nagarpalika, any of its
authorities or agencies or any of their respective officers, employees, agents or advisors.
Nagarpalika reserves the right not to proceed with the bidding process at any stage without assigning any
reasons thereof, or to alter the timetable reflected in this document or to change the process or procedure
to be applied. It also reserves the right to decline to discuss the bid further with any party submitting a

The Nagarpalika intends to develop designated urban areas as urban forests through dense, mixed-species
plantation using the Miyawaki or other technically approved dense-native plantation approach. The objective is to
improve urban greenery, ecological value, biodiversity, local environmental quality and long-term survival of
planted vegetation.
The work shall be executed as an integrated package covering site inspection, site preparation, soil improvement,
supply and approval of healthy planting material, plantation, fencing/protection and irrigation where specified,
establishment, maintenance, monitoring, gap filling, documentation and final survival assessment.

3. INSTRUCTIONS TO BIDDERS
3.1 Bid Documents
The tender shall comprise the NIT, this RFP, specifications, BOQ/financial bid, drawings/layouts where applicable,
addenda/corrigenda, responses to pre-bid queries, standard Nagarpalika conditions and the executed agreement.
All documents shall be read together.
3.2 Bid Submission
Technical bid and supporting documents shall be submitted through the designated e-procurement portal.
Financial bid shall be submitted only through the designated e-procurement portal in the prescribed format.
Physical submission, if required, shall be limited to documents expressly specified by the Nagarpalika.
Conditional bids shall not be accepted.
Uploaded documents shall be legible, valid and duly signed/e-signed by the authorized signatory.
The bidder shall submit the signed RFP, addenda/corrigenda and responses to pre-bid queries wherever
The financial quote may be structured as a percentage above/below the estimated cost or as item-wise
BOQ rates, as specified in NIT.
3.3 EMD / Bid Security
EMD shall be in the form and amount prescribed in the NIT and applicable procurement rules.
Bids without the required EMD, unless validly exempted, may be rejected.
EMD shall be non-interest bearing.
EMD o f t h e successful bidder shall be dealt with as per the applicable procurement rules and
released/refunded after submission of required security.
EMD may be forfeited for withdrawal during bid validity, fraudulent/wrong information, failure to sign the
agreement, refusal to accept the work order or failure to commence work after award, subject to applicable
3.4 Performance Security / Security Deposit
The successful bidder shall furnish performance security/security deposit in the amount, form, validity and time
period prescribed by the applicable Government of Gujarat/Nagarpalika procurement rules. Where permitted, the
model may provide 5% of the contract/work-order value. If the approved work value increases, additional security
shall be furnished on the increased value as applicable. The security shall remain valid for the period prescribed by
the Nagarpalika.
3.5 Bid Validity and Extension
The bid shall remain valid for the period specified in the NIT. In exceptional circumstances, the Nagarpalika may
request written consent from bidders for extension of bid validity. Any such extension shall be unconditional unless
otherwise agreed under applicable rules.
3.6 Signing of Agreement
The successful bidder shall execute the contract/agreement within the period specified in the Letter of
Acceptance/Work Order and on the stamp paper/value prescribed under applicable law. The agreement shall
incorporate the RFP, addenda, bidder's accepted bid, work order and relevant agreed correspondence. If the
agreement is not executed after award, the Nagarpalika may take action as permitted under the tender and
applicable rules.

5. BID EVALUATION AND AWARD
5.1 Responsiveness Check
Tender fee and EMD/bid security shall be checked where applicable.
Mandatory forms and supporting documents shall be checked for completeness and validity.
Bids failing mandatory eligibility/qualification requirements may be rejected.
5.2 Technical Qualification
Only bidders meeting the prescribed eligibility and qualification criteria shall proceed to financial evaluation.
5.3 Financial Evaluation and Award
Unless another approved procurement method is adopted, the contract shall be awarded to the lowest evaluated
responsive bid (L1), subject to applicable procurement rules and approval of the competent authority. Nagarpalika
may reject any or all bids or cancel the procurement process as permitted by law and tender conditions.
5.4 Additional / Reduced Quantities
Quantities are tentative unless expressly stated as fixed. Any increase, decrease, reallocation or additional work
shall be permitted only within the limits and approval requirements of applicable procurement rules. A model
provision may permit additional work up to 25% where legally and financially approved; this should not be treated
6. SCOPE OF WORK
6.1 Pre-Plantation and Site Assessment
Joint site inspection and confirmation of boundary, area and access.
Verification of existing trees, vegetation, utilities, drains, roads, structures and other constraints.
Removal of debris, weeds and unsuitable material without damaging retained vegetation.
Site levelling and preparation of plantation beds while maintaining drainage.
Soil testing were directed and incorporation of approved soil/organic amendments.
Identification of water source and irrigation arrangements.
Preparation and submission of species-wise plantation layout and density for approval.
Identification of interventions such as soil treatment, fencing and irrigation before plantation.
Site categorization/prioritization where multiple plots are included.
Development of natural mud walkways to provide access to the required areas within the Urban Forest.
Supply healthy, vigorous, disease-free and well-rooted saplings of approved species.
Planting material shall be inspected/approved before planting.
Root systems shall be adequately developed and free from severe root binding or physical damage.
Species, quantities, source and delivery details shall be recorded.
Rejected, damaged or unsuitable planting material shall be replaced without additional payment.
The contractor shall maintain sufficient nursery/distribution capacity to meet the approved plantation

Use an appropriate mix of high-growing, medium-growing and low-growing/shrub species, with the final
proportion approved by the Nagarpalika.
Ensure proper spacing, alignment, planting depth and establishment.

Immediately water planted saplings and provided establishment care.
Protect existing retained trees and public assets.

6.3 Fencing, Security and Irrigation
Provide fencing/protection as specified in the BOQ.
Protect the plantation against grazing, trampling, unauthorized access and damage.
Arrange water for establishment and maintenance unless the BOQ expressly assigns the responsibility to

Where a bore well is proposed for larger plots, prior written approval shall be obtained. The contractor shall
construct/operate/maintain it where so included and hand over the installation in working condition at the
end of the maintenance period.
6.4 One-Year Maintenance
Regular watering according to season and plant requirements.
Weeding, hoeing, mulching, soil aeration and bed maintenance.
Application of approved organic manure/fertilizer where required.
Integrated pest and disease management.
Removal of dead plant material and plantation waste.
Replacement/gap filling of dead or damaged saplings without separate payment.
Maintenance of fencing, irrigation, staking and signage included in the contract.
Maintenance records and monthly survival reporting.
Security of plants, fencing, watering and the plantation plot shall remain with the contractor during the
contract period.
6.5 Manpower, Equipment and Mobilization
The contractor shall mobilize at its own cost the manpower, tools, vehicles, equipment, consumables and
safety equipment required for execution.
A designated Single Point of Contact/site supervisor shall be nominated.
The supervisor shall coordinate with Nagarpalika officials and remain available during working hours;
enhanced availability may be specified for critical operations.
If assigned quantities increase or the timeline requires additional deployment, the contractor shall provide
adequate additional workers/supervisors without compromising the approved schedule.
All consumables, miscellaneous materials, tools, vehicles and safety equipment necessary for the work shall
be deemed included unless specifically excluded in the BOQ.
6.6 Monitoring, Digital Records and Documentation
Daily records during plantation and at least weekly/monthly records during maintenance, as directed by
GPS/date-stamped photographs before, during and after plantation.
Digital plantation register with plot ID, coordinates, area, number planted, verified quantity, gap/shortfall,
photograph reference, supervisor and verifier.
Monthly maintenance and survival report.
GIS mapping before plantation, during/at completion and after plantation where specified or justified by
site size; the Nagarpalika may make drone mapping mandatory for larger packages.
Records shall support measurement, verification and payment.
6.7 Special Conditions as GR issued on Date 23.07.2026
Minimum land area for Urban Forest: 500 sq. or more.
Suitable land: Public open land, institutional land, reserved public land, or other suitable Government land.
Land availability: If suitable land is not available with the ULB, nearby suitable land may be identified
through the Collector.
Plantation: Local and long-life tree species from the approved list shall be preferred.

Plants should be procured from Forest Department nurseries. If the required plants are not available in
sufficient quantity, they may be procured from other approved sources.
Tree spacing: Approximately 2 m spacing.
Water availability: Adequate water source and irrigation system shall be ensured.
STP water: Treated STP water should be reused wherever feasible.
Natural landscape: Natural pathways should be preferred, and unnecessary hard scape/concrete should be
GIS mapping: Every planted tree shall be geo-tagged and mapped with latitude and longitude.
Maintenance & survival: The ULB/agency shall maintain the Urban Forest, with minimum 90% survival
required for final payment.
7. TECHNICAL SPECIFICATIONS
7.1 Sapling Quality
Healthy, vigorous, disease-free, adequately rooted and transplantable.
Size/age/girth/height shall be as specified in the approved BOQ/specification.
No severely root-bound or physically damaged saplings shall be accepted.
The Nagarpalika/Engineer-in-Charge may reject planting material that does not meet approved
specifications.
7.2 Species Mix
The Nagarpalika shall attach a site-specific approved species schedule.

7.3 Quality Control and Verification
Verify species and quantity at delivery.

The successful bidder shall commence mobilization/work immediately upon receipt of the Work Order/Letter of
Acceptance, whichever is specified in the contract. Plantation timing may be adjusted for weather and site
conditions only with approval of the competent Nagarpalika authority.
9. SURVIVAL REQUIREMENT
The contractor shall be responsible for achieving the survival benchmark specified in the tender. For a standard
Nagarpalika package, 90% survival at final joint assessment may be prescribed, subject to approval. All
dead/damaged/missing saplings shall be replaced during maintenance without separate payment.
The final survival assessment shall define: (i) baseline verified planted quantity, (ii) method of counting surviving
plants, (iii) treatment of approved replacements, (iv) inspection date, (v) exceptional causes if any, and (vi)
consequences where the survival benchmark is not achieved.
10. PAYMENT TERMS
The Nagarpalika shall align payment with the approved estimate, BOQ and financial rules. Payment Conditions shall
be as per the Government Resolution (GR) dated 23.07.2026:
50% of the Work Order amount shall be paid upon completion and verification of the plantation work.
The remaining 50% shall be paid after completion of the maintenance period, subject to achieving a
minimum 90% survival rate.
No separate payment shall be made for replacement or gap filling of dead, damaged, or non-surviving
saplings during the maintenance period.
Payment shall be made against verified quantities/output and submission of the prescribed records and
supporting documents.
Payment terms, GST, TDS, and other statutory deductions shall be governed by the GR dated 23.07.2026
and applicable prevailing rules.
11. GENERAL CONTRACT CONDITIONS
11.1 General Instructions
Bid language shall be as specified in the NIT.
Rates shall remain firm unless an approved escalation provision is expressly included.

11.2 Scope Variation and Inspection
The Nagarpalika may, within applicable procurement and financial rules, alter quantities, locations, layouts or minor
scope elements required for proper completion. The contractor shall incorporate approved changes and shall not
execute additional work beyond authorized quantities without written approval.
The contractor shall defend, indemnify and hold the Nagarpalika harmless against claims, losses, costs and liabilities
arising from the contractor's breach, acts/omissions, injury/death to persons or animals, damage to property, or
other claims attributable to the contractor, its personnel or agents, subject to applicable law.
11.4 Insurance and Labour Compliance
The contractor shall comply with applicable labour, safety, social-security and employment laws.
Where applicable, the contractor shall maintain workmen/employee compensation coverage and

general/third-party liability insurance for the contract period.
Insurance documents shall be furnished to the Nagarpalika when required.
Workers deployed shall be legally eligible to work and shall be provided appropriate PPE and safety

11.7 Mobilization, Tools and Consumables
All tools, vehicles, consumables, miscellaneous items, security and safety equipment required for execution shall
be provided by the contractor unless specifically included as a Nagarpalika supply item. The contractor shall
coordinate with other agencies and municipal officials at site.
11.8 Liquidated Damages / Performance Deductions

11.9 Termination / Discontinuation
The Nagarpalika may terminate/discontinue the contract for material breach, persistent delay, inferior
performance, abandonment, fraudulent submission, failure to maintain required manpower/records or
other events specified in the contract.
The contractor shall be given notice/cure opportunities where required by applicable rules and contract
On termination due to contractor default, payments shall be restricted to eligible verified work as per the
contract, subject to recovery, damages and security consequences.
For cancellation/change in plan or force majeure, payment for verified completed work may be made in
accordance with the approved contract provisions.
11.10 Force Majeure / Cancellation
The contract shall include a force majeure provision covering events beyond the reasonable control of the parties
and the procedure for notice, mitigation, extension, suspension and payment for completed work. If the Nagarpalika
cancels a portion of work for reasons permitted under the contract, payment shall be limited to duly verified work
completed, subject to applicable rules.

11.11 Dispute Resolution and Jurisdiction
Parties shall first attempt amicable resolution. If unresolved, the dispute shall be dealt with under the dispute-
resolution mechanism prescribed in the Nagarpalika's standard contract and applicable law. Where arbitration is
adopted, the agreement should specify the Arbitration and Conciliation Act, 1996, seat/venue, language and

Providing and fixing M. S. tree guard 45 cm square in plan, height
1.20 metre above ground level and 0.40 metre below ground level.
The vertical members shall consist of four nos. angle iron of size
25x25x3 mm, 1.6 m long, one at each corner and 8 nos flat iron of size
25x3 mm, 1.2 m long. The vertical mambers shall be welded to 4 nos.

Annexure O – Model Agreement Structure
Draft Selection of contractor/service provider for plantation of fresh and healthy Tree Saplings and one year
maintenance of the same for the Nagarpalika
THIS AGREEMENT is entered into on this the day of,
Nagarpalika incorporated under provision of Bombay
Provincial Municipality Act 1949, and having its registered office at ............... of One Part.
----------, a company/partnership firm/Private Ltd/ Ltd incorporated under the provisions of---------- Act, and having its
registered office at (hereinafter referred to as the "Bidder" which expression shall, unless repugnant to the context
or meaning thereof, include its successors and permitted assigns and substitutes) of the Other Part.
A. Chief Officer, Nagarpalika wishes to appoint an agency to plant trees in Urban forest.
B. Chief Officer, Nagarpalika had accordingly invited proposals by RFP dated (the "tender") to select suitable
parties through open competitive Proposal process. The Chief Officer, Nagarpalika had prescribed the
technical terms and conditions in its RFP document for selection of Bidder for above task.
C. After evaluation of the bids received, Chief Officer, Nagarpalika accepted the Proposal of the M/S and issued
the work order dated to Bidder, requiring, inter alia, the execution of this Agreement.
D. Chief Officer, Nagarpalika, Nagarpalika has accordingly agreed to enter into this Agreement with Bidder for
execution of his rights and responsibilities, subject to and on the terms and conditions set forth hereinafter.
NOW THEREFORE in consideration of the foregoing and the respective covenants and agreements set forth in this
Agreement, the sufficiency and adequacy of which is hereby acknowledged, and intending to be legally bound
hereby, the Parties agree as follows:
Meaning of this Agreement
This Agreement shall constitute a contract between the Nagarpalika, Chief Officer, Nagarpalika, and the Bidder
under the Indian Contracts Act,
The Agreement shall clearly and expressly constitute the following:
a) Main body of this Agreement.
b) Tender document dated
c) Addendum and Response to Queries dated
d) Bidder’s Bid.
e) Work order dated.
f) Any relevant correspondence between the two parties that the signatories have agreed to include as part
of the Agreement for validating and clarifying any points in the Agreement, or by way of revised or improved
understanding of any terms of the Agreement as appended herein.
Above mentioned documents shall be deemed to form and be read and construed as part of this Agreement and
attached as Annexure to this Agreement.
Unless otherwise stated, notices to be given under this Agreement and the RFP including but not limited to a notice
of waiver of any term, breach of any term of this Agreement and termination of this Agreement, shall be in writing
