COMPREHENSIVE MAINTENANCE AND REPAIRS REPLACEMENT OF DEFECTIVE PARTS OF 02 NOS OF ESCON MAKE LIFTS INSIDE NAVAL PARK UNDER GE UTILITY I VISAKHAPATNAM

Comprehensive maintenance and repairs of Electrically Operated Passenger/Goods Lifts lift of ESCON make serving up to G+9 Floors (Total 02 Lifts) at inside Naval Park by deploying 01 No of Lift Technicians per shift of 08 hours in two shifts (1st Shift from 0600 hours to 1400 hours and 2nd shift from 1400 hours to 2200 hours) including Sundays and Holidays, equipped with collective / selective control systems, including carrying out periodic inspection, preventive maintenance, breakdown repairs and performance testing in accordance with the OEM’s recommendations, Particular Specifications and as per directions of the Engineer-in-Charge to ensure smooth, safe and efficient operation of the lifts. The scope shall include supply and replacement of all required spare parts, components, assemblies, and accessories of OEM-approved and compatible make, except for the specific spares separately provided for herein complete all as specified and directed by the Engineer-in-Charge.

(d) Emergency lighting arrangements and all essential tools shall be maintained in proper working condition and kept available in a designated toolbox during each shift to ensure uninterrupted and efficient lift operation. (e) The contractor shall provide adequate conveyance and communication facilities, such as two-wheelers and mobile phones, to all lift technicians to ensure prompt attendance and effective service delivery. (f) The contractor shall comply with all applicable and prevailing labour laws, rules, and regulations, including their latest amendments. (g) Wages paid to personnel deployed under the contract shall not be less than the minimum wages notified by the State Government or the Central Government from time to time, whichever is higher. (h) The contractor shall be responsible for making all statutory contributions and subscriptions towards Insurance, EPF, ESI, Labour Welfare Cess, and any other applicable levies. The contractor shall also pay Gratuity, Bonus, and other statutory benefits to the workmen as per existing Labour Rules, Acts, and Regulations. The rates quoted shall be deemed to be inclusive of all such statutory liabilities. (j) DRESS CODE: The contractor shall provide all deployed workmen with a uniform (formal pant and T-shirt) bearing printed/embroidered details showing the “Name of the Firm and Designation” on the front and “GE [U-I] [V]” on the back of the T-shirt. Suitable protective clothing and safety gear shall also be provided. Safety shoes shall be mandatorily issued to all personnel, and no person shall be permitted to enter the work site without wearing proper safety shoes.

(k) The contractor shall be solely responsible for any accidents or injuries sustained by the workmen during the execution of the contract. In the event of minor or fatal injury, partial disability, or any untoward incident arising due to non-adherence to safety regulations, IE Rules, improper maintenance of lift systems/safety mechanisms, mishandling, incorrect operation, lack of safety knowledge, or any other circumstances whatsoever, the contractor shall settle all compensation claims. In case of failure to do so, the Department reserves the right to recover the amount as determined by the Labour Commissioner/Court of Law from any dues payable to the contractor. No claim shall be entertained against the Department in this regard, and no compensation shall be payable by the Department. The contractor shall also provide and maintain adequate first-aid boxes to meet emergency situations. (l) The contractor shall carry out periodic inspections, preventive maintenance, repairs, and overhauling, as and when required, of all mechanical and electrical components of the lifts, including electric motors, gear units, door drives, controllers, pulleys, limit switches, relays, and allied equipment, complete in accordance with the manufacturer’s recommendations and as directed by the Engineer-in-Charge. All safety systems, including ARDs, shall be maintained in serviceable condition round the clock, and the cost of associated spares, batteries, and components shall be deemed to be included in the quoted rates. No extra payment shall be made on this account. (m) The rate quoted shall be deemed to be inclusive of cleaning of the lift cabin, sills, machine room, COPs, LOPs, and all associated lift areas. Cleaning shall be carried out twice daily, once in each shift, to maintain the lift premises clean, neat, tidy, and to ensure smooth functioning of the lift system. (n) The lift technician shall be stationed at a central location between the group of five (5) lifts serving the nearby buildings to facilitate prompt access and monitoring. The technician shall visit and inspect each lift at intervals not exceeding thirty (30) minutes to check and ensure that the lifts are operating properly and safely at all times.

(o) The contractor shall ensure that the lift technician is present during the entire shift period as specified in the contract. In case any technician is found absent for any shift or at any time during the shift hours, the same shall be treated as absence for the entire shift. In such cases, the shift shall not be measured for payment, and in addition, a penal recovery equivalent to the rate quoted per shift shall be made from the contractor’s dues. (p) In the event of any passenger being trapped inside the lift, the lift technician shall immediately respond upon receiving the information/complaint and take necessary action to rescue the passenger(s) safely, and in no case shall the rescue operation exceed thirty (30) minutes from the time the information is received. If the rescue operation is not completed within thirty (30) minutes for any reason whatsoever, the concerned technician shall be treated as absent for that shift and recovery shall be effected from the contractor’s dues as per the applicable clauses prescribed for technician absence, in addition to non-measurement of the shift. (q) The contractor shall ensure continuous monitoring, prompt rectification of minor issues, and immediate reporting of any malfunction or abnormality to the Engineer-in-Charge. All manpower, supervision and incidental requirements for carrying out the above activities shall be deemed to be included in the quoted rate and no extra payment shall be admissible on this account. (r) If the bidder is not the Original Equipment Manufacturer (OEM) of the lifts, the tenderer shall mandatorily upload a valid Memorandum of Understanding (MoU) obtained from the respective OEM(i.e M/S ESCON or M/S LT Elevators), confirming provision of technical support and deployment of trained personnel for carrying out repairs, replacement, and testing of lift components, accessories, and controllers strictly through the OEM. The MoU shall be uploaded online along with the Technical Bid, failing which the bid shall be summarily rejected and the Financial Bid shall not be opened. No representation, clarification, or correspondence in this regard shall be entertained at any stage. (Make of Lift:- M/S ESCON and Major component replaced by M/S LT Elevator in special repairs.)

Supply only Push button 12 to 24 V DC round/oval to match the existing shape and size along with existing colour of LED backlight for LPB and COP complete all as specified and as directed.

Supply only Mineral oil of Viscosity ISO VG 220-Index 95-Additive EP for gear box complete all as specified and as directed.

Supply only A3 sized acrylic board with six number of studs fit to one wall of the car cabin all as specified as directed.

M & L for Rewinding Main Motor of 11 KW Capacity, 3 Phase, 380 Volts, 1440 RPM using super enamelled copper conductor of suitable gauge including insulation, varnishing, packing and testing etc, cleaning, greasing etc. and testing including replacement of nuts and bolts for foundation etc. complete all as specified and as directed.

Inspection and testing of each lift by a Licensed Lift Inspector/Competent Person approved by the Government of Andhra Pradesh for obtaining the Lift Worthiness Certificate twice during the contract period. The original certificate shall be submitted to the Engineer-in-Charge, and a copy shall be displayed prominently inside each lift cabin as directed.
