Provision of services for routine maintenance and operation of the equipment /Electrical installation and sub station set, collection of fuel maintenace of installation etc, attending complaints of no power supply (HT/LT)or petty repire,cleaning and up keeping of equipments and surrounding etc all as directed by Engineer in Charge at DHQ -3 accomodation at Panambur & Coast Guard Residential Area at Kunjathbail, MANGALORE and other mentioned in particular specification & Sch 'A' Notes as a scope of work in two shifts by employing 02 skilled electrician of 08 hrs in each shift including Sunday and holidays by employing man power as given below complete all as specified and directed. For skilled operator as under for deployment:- DHQ -3 accomodation at Panambur (i) Out Door transformer 160 KVA - 01 Nos, (ii) Out Door transformer 100 KVA - 01 Nos (iii) LT distribution panel - 03 Nos, (iv) HT Two Pole structure - 01 Nos (v) HT four Pole structure - 01 Nos, (vi) Light Point - 1000, (vii) Fan Point - 350 (viii) Lt UG Cable - 750 RM (ix) 5/15 Amps Socket - 330 Nos Coast Guard Residential Area at Kunjathbail (i) Out Door transformer 160 KVA - 01 Nos, (ii) Out Door transformer 250 KVA - 01 Nos (iii) LT distribution panel - 03 Nos, (iv) HT Two Pole structure - 01 Nos, (v) HT four Pole structure - 01 Nos (vi) Light Point - 6000(vii) Fan Point - 550 (viii) Lt UG Cable - 6146 RM, (ix) 5/15 Amps Socket - 1000 Nos (x) Lt OH Line - 60 RM Shift timings are as under :- 1st Shift : 0930hrs to 1730 hrs - 2 Electrician 2nd Shift : 1730 hrs to 0130hrs -2 Electrician (a) TOTAL NO OF SKILLED OPERATOR:- Total man power : 04 no Electrician Per Day ( 02 Electrician in each shift) as directed by Engineer-in-charge as per site requirement accordingly the duty roaster which to be submitted by the contractor before commencement of month. Contractor shall employ Two Worksman for each shift. [Note : Operators may be engaged in any shift as per site requirement & shall be deployed accordingly as per duty roaster to be submitted by the contractor before commencement of every month.]

Rate Quoted by Bidder as stated under item No-1.00 towards Basic wages, EPF contribution, ESI contribution, Bonus, Service Charges/ Profit and Overhead charges and any other taxes, unforseen elements, Dresses/Uniform, Registers, Identity cards, First aid box. Tools & Plants, stationary and other misc expenditure etc, Labour Welfare Cess of works and towards Effect of all taxes, cess, levies as applicable including GST.

Notes for srl item No. 1 to 2 :- (i) Each shift is for 08 hours including Sunday and holiday (with necessary reliever) (ii) Contractor shall employ 01 skilled operator with ITI/recognised ITC qualified Electrician for carrying out the work in each shift. (ii) The installation shall be run in 2 Shift started 0930 hrs to 1730 hrs and 2nd shift shall start from 1730 hrs to 0130 hrs. (iii)Contractor has to provide sufficient tools such electricians tools kit, earthing rod, safety belt, multi meter , megger etc and kept at site for entire contract period (iv) The contractor shall employ Electrician with ITI/recognised ITC an attendance register of all the staff employed as per above and get it authenticated by nominated person of the department (v) Any damage done to the installation and equipments by mishandling of the same by the operator, the same shall be make good the entire satisfaction of GE without any extra cost to Govt.

(vi) Daily maintenance all as per manufacturer's instruction including minor repairs, greasing, lubrications, replacement of gland ropes etc, including area cleaning, cutting of grass from the roots and keeping the premises in hygeine condition shall be included in the rate quoted. The unit rate quoted against item shall deemed to inclusive of the cost of items (cottons, soaps etc) required for daily maintenance of minor nature and any repair to the foot valve system by replacing the leather flap, rubber insertion, nut & bolts etc. Operator shall maintain maintenance register for each installation showing all day to day maintenance / activities carried out daily

(vii)Skilled : The operating staff employed should possess the qualification of ITI or higher with three year experience in their respective trades. The Electrician should be through in electrical work and should have knowledge about motor, starter, controlling panel. VCB, ACB, FPB, Cable joint, GOD repairs,Transformer,APFC Panel,etc. (viii) In case any staff found absent during the surprise check the recovery of the contractor will be made double of the quoted rate of each shift in addition to disallowing payment for the period of absent. (ix)The rates quoted is inclusive for attending all complaints of internal / External electrification and water supply break downs including Liaison with state Electricity and water supply (PHD) department to restore supply incase of break down /failure of supply. (x)Any other minor work to restore the electric supply as directed by the Engineer-in-charge. (xi)The rate quoted is deemed to include the cost towards uniform for the staff employed for wearing during the working hours . The uniform shall be Pants, shirts & shoes and the pattern of the uniform shall be decided by Engineer-in-charge. (xii)The rate quoted is deemed to be inclusive of supply and maintenance of document such as log sheet of DG sets, pump set, complaints register, earth test register, attendance register, plant log sheet etc all as directed and plant maintenance record book and daily log sheet to be submitted to concerned JE otherwise absent report will be initiated for those shift for which log sheet are not submitted. (xiii)The rate quoted is deemed to be inclusive of cost towards keeping the substation and pump house surrounding area neat clean during the contract period

(xiv)The rate quoted is deemed to be inclusive to tools and safety equipment, CRC SPARY, minor consumables such as PVC insulation tape, screws, fuse wire, clips,ferrul,locks,First Aid Box required for running and maintenance of plants. (xv)The contractors shall be fully responsible for making payment to trades men /helper as per the minimum wages act of the Regional/Central Labour Commissioner & (whichever is higher) alongwith EPF, ESI and Bonus etc (xvi)The contractor shall be fully responsible for the insurance, accidental cover if any labour welfare for the tradesman engaged in this maintenance and operation contract as per mentioned in Indian labour Act. No extra claim on this account is admissible from the department.

(xvii) Duty roster for each month to be prepare in advance and display in each pump house showing the person on duty in each shift including the reliver for off duty as per Labour Act. (xviii)Necessary inventory for the items installed at site to be prepared jointly for handy taking over of assets between Department and contractor any deficiencies in items notices during the period of contract, the contractor shall be liable to make good to the items with the items original specifications as received at the time of Taking Over. (xix)It will be contractor's responsibility to submit all the documents as asked by Security Department of concerned area to obtain necessary Entry passes to the working area and copy of the same should be submitted to the Engineer-in-charge.All operator shall be qualified certificates produced within 7 days for the issue of work order otherwise the operator should remove from duty (xx)All the plants to be kept in serviceable condition with minor Repairs and Replacements Any Major Faults occurred to be intimated to concerned JE / Engineer-in-charge so that the same can be immediately (xxi)If any Person found absent from the duty, recovery will be made at the double rate derived from contractor's quoted rate per shift per person. (xxii)Spares required for urgent repairs of E/M equipment’s will be issued as and required basis at MES Store yard subject to availability of the stores. Cost for fixing of the items is deemed to be included in item No 1 to 5 above

(xxiii)The payment shall be made to the employees by the contractor through AADHAAR linked bank account and proof of payment shall be produced for each payment made. (xxiv) RAR PAYMENT. Contractor shall submit payment proof of wages through Aadhar link bank account alongwith proof of payment of EPF & ESI (both employees & employers part) for claiming the RAR from dept. (xxv)The contractor shall furnish the RAR / FB to Engg-in-charge alongwith the following documents for payments failing which NO PAYMENT will be disbursed to the contractor and continuous negligence on these matter may reflects adverse comments on his performance resulting BAN in future tender issue :- (a) Attendance Register in original duly signed by the engaged staff, contractor, AO/OS of the respective office and Engineer-in-charge. (b) Wages register duly signed by the Engineer-in-Charge. (c) Proof of Aadhar linked payments of monthly wages and bonus in the form of Bank slips / attested copies of individual pass books duly signed by Engg-in-charge. (d) Proof of deposit of provident fund(EPF) and ESIC contribution to the respective authority duly signed by contracts and Engg-in-charge. (e) Details of workmen worked duly entered in MB month wise duly sign by contractor Engg-in charge. (xxvi). The contractor will adhere to pay monthly payment cycle to the employees irrespective of RAR/funds availability with department to avoid embrassing situations to the principle employer and failing which will be liable to pay 5% penalty of monthly quoted rates as per CA in the next RAR.
