Proposal for Installation of CCTV camera for security surveillance of 11 BN/RPSF /GHZ

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Client certificate from other than Govt Organization should be duly supported by Form 16A/26AS generated through TRACES of Income Tax Department of India. Note: The balance sheet and all financial documents attested/certified by the Chartered Accountant (CA) to substantiate fulfilment of Financial Eligibility Criteria should be with UDIN, Falling which the offer shall be considered as incomplete and will be Summarily rejected without any further reference

(a) The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work each costing not less than the amount equal to 60% of advertised value of the tender.

(b) (i) In case of composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges - substructure, superstructure etc.), tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender,or Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender,or One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender. Note b(i): Separate completed works of minimum required values for each component shall also be considered for fulfillment of technical eligibility criteria.

(b)(ii) In such cases, what constitutes a component in a composite work shall be clearly pre-defined with estimated tender cost of it, as part of the tender documents without any ambiguity.

(b) (iii) To evaluate the technical eligibility of tenderer, only components of work as stipulated in tenderdocuments for evaluation of technical eligibility, shall be considered. The scope of work covered in otherremaining components shall be either executed by tenderer himself if he has work experience asmentioned in clause 7 (a) (ii) of Part-II of GCC or through subcontractor fulfilling the requirements as perclause 7 of Part-II of GCC or jointly i.e., partly himself and remaining through subcontractor, with priorapproval of Chief Engineer in writing. However, if required in tender documents by way of Special Conditions, a formal agreement duly notarised, legally enforceable in the court of law, shall be executed by the main contractor with the subcontractor for the component(s) of work proposed to be executed by the subcontractor(s), and shall be submitted along with the offer for considering subletting of that scope of work towards fulfilment of technical eligibility. In case after award of contract or during execution of work it becomes necessary for contractor to change subcontractor, the same shall be done with subcontractor(s) fulfilling the requirements as per clause 7 of Part-II of GCC, with prior approval of Chief Engineer in writing.

Similar nature of work- Any work involving networking system using switches/ routers//Wi-fi/IP based CCTV in any government organization/PSU.

The bidder shall submit a Manufacturer/OEM Authorization Certificate, specific to this tender, for the quoted brand/model against the schedule items 1 to 8. The authorization shall clearly confirm that the bidder is authorized by the OEM/Manufacturer to quote, supply, install and provide warranty/after-sales support for the offered products under this tender. In case of non-submission or non-compliance with the prescribed OEM authorization requirement, the bid shall be liable for rejection. All cables, interfaces and accessories required for the system shall be as per the OEM's recommended specifications and compatible with the quoted system.

The following documents should be specified for submission along with tender:

LOA and Final bill copy of completed work whose credential submitted vide special technical criteria must be uploaded.

A. List of Personnel, Organization available on hand and proposed to be engaged for the subject work

B. List of plant Machinery available on hand own and proposed to be inducted own hired to be given separately for the subject work.

C. List of works on hand indicating description of work, contract value, and approximate value of balance work yet to be done and date of award.

The tenderers whether sole proprietor, a limited company or a partnership firm he/they should submit authentic proof in terms of partnership deed, proprietorship etc. along with the tender. If he/they want to act through agent or individual partners should submit a power of attorney duly stamped and authenticated by notary Public or by Magistrate in favour of specific person whether he/she/they are partners of the firm or any other person specifically authorizing him/her name to submit the tender, sign the agreement, receive money, witness measurements, sign measurement books, compromise, settie, relinquish any claims, preferred by firm and also sign No Claim Certified and refer all any disputes arbitration.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Rates are inclusive of all taxes/octroi, license fee, royalty charges etc. legally leviable by State , Central Govt. and any other local authority.

GST shall be applicable as per extant instruction on the subject.

Eligibility criteria for works tender in respect of partnership firms.

In case the tenderer is a partnership firms, the experience, solvency and turn over shall be in the name and style of the firm only.

If the tenderer is a partnership firm, all the partners shall be jointly and severally liable for successful completion of the work and no request for change on the certification of the firm shall be entertained.

During the currency of the contract, no partner of the firm shall be permitted to withdraw from partnership business and in such and event it shall be treated as branch of trust and abandonment if the contract.

JOINT VENTURE will not be permitted for the tenders.

For standard Finance criteria and standard Technical - Tenderers are required to submitted authenticated certificate along with the tenders from officers of government or semi - government/public sector under takings under whom the work has been executed indicating there in the name of work executed, value of works/payment details and period during which completed. Such certificate should have signature and seal of the concerned officer. In the absence of such certificate the tender may not be considered.

Earnest Money and Tender Document Cost: Payment of Earnest Money deposit (EMD) & Tender Document Cost (TDC) in respect of e-tendering, should be accepted through net banking or payment gateway only

Deposit Receipts, Pay Orders, Demand Drafts and Guarantee Bonds. These form of Performance Guarantee could be either of the State Bank of India or of any of the Nationalized Banks.
