Document uploading for Turnover : : Documentary evidence in the form of certified Audited Balance Sheets of the last three Financial Years i.e. 2022-23, 2023-24 and 2024-25 OR a certificate from the Chartered Accountant/Cost Accountant indicating the Turnover details the last three Financial Years i.e. 2022-23, 2023-24 and 2024-25 shall be uploaded with the offer. In case the date of constitution/incorporation of the bidder is less than three years, the Average Turnover in respect of the completed Financial years after the date of constitution shall be taken into account for this criteria. Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
If the agency fails to comply with the contract terms or delivers unsatisfactory performance, the contract shall be cancelled/terminated, and a penalty equivalent to 5% of the total contract value shall be imposed.
The firm shall ensure punctuality, boking and supply of vehicles round the clock even at short notice.
The firm shall be responsible for any violation of traffic rules on the part of the driver and shall be responsible to pay penalty, if any, on that behalf.
Payment Term : Payment shall be made once the service provider submits the relevant documents for the services used on monthly basis to DGM/G office. Payment shall be made only after submission of invoices, logbook, service feedback etc. Non-submission of the same may lead to delay in payment.
The firm shall be fully responsible for any accident and shall be responsible to pay compensation as per rules enforced by government from time to time.
The firm shall be fully responsible for any accident, mishap, damage to vehicles or railwaymen and material being carried therein and all consequence arising thereof.
Validity of the contract : Contract will be valid for two years from the date of issue of LoA/Work Order which may be extended at the same terms and conditions of the contract up to one year subject to satisfactory performance. Decision of the purchaser/user for judging the performance of a service provider as satisfactory for extension of the contract duration will be final and binding to the service provider.
Special Option Clause : : Ordered quantity can be increased up to full tendered quantity at the same terms and conditions of the contract. Total order quantity on all firms including the Special Option Clause quantity will not be more than the tendered quantity
All vehicles provided shall have all the necessary permits/licenses/clearances such as, but not limited to fitness certificate, PUC, full comprehensive insurance, road permit, registration certificate, as per the Motor Vehicles Act, RTO and other applicable laws and statutory bodies, for providing commercial vehicles for this service. It is to ensured that the relevant documents are valid during the entire period of the Contract/Agreement. The documents relevant to the contract including ownership certificate of the vehicle shall be provided by the Service Provider to the Railway at the time of issue of work order as well as on demand.
Commercial vehicles : : Vehicles with commercial registration only are required to be provided.
The time of service provided shall start from the point of pick up to the point of final drop off and the garage hours and km shall not be included.
Rates quoted by the firm/service provider shall be inclusive of driver's wages, lubricants, repair, maintenance charge, insurance charge, Parking charge, Night charge, etc. All taxes (lived by state/central Govern including income Tax, GST, Toll tax, etc shall be born by the service provider
Age of Vehicles : : Age of the vehicle on the date of issue of Work Order should not be more than three years and during the use the age of the vehicle should not be more than five years.
To protect and/or to indemnify the Railway against any claims or suits, the Service Provider shall maintain an insurance which shall cover all the liabilities arising out in the execution of the contract.
Payment for monthly extra Km run and/or extra Hours of duty shall be made as mentioned in relevant para and Annexure-II
Deductions for non-performance : As per Annexure-III
The standard duty limits for vehicles are 80 kilometers and 12 hours per day. Once a driver has reported for duty, they may not refuse to travel to any location as directed by the user. The driver is also required to work beyond the standard limits of 80 kilometers and 12 hours whenever necessary. Fixed charges will apply for duties performed up to 80 kilometers and 12 hours. Any usage beyond these limits will incur additional charges, calculated on a per-kilometer and per-hour basis. Explained in Annexure-II
The driver must have a valid driving licence, be well-mannered, and be well acquainted with the New Delhi/Delhi/NCR area, as well as well- versed in traffic rules. The driver shall report for duty on time, wearing a proper and clean uniform with a name badge, and must carry a valid driving licence at all times.
The car drivers should be provided with a mobile phone along with clear instructions to keep the phone switched on at all times.
No night charges or food allowance will be paid to the driver.
The firm shall be responsible for providing any number of vehicles as required, at any time
Orders for providing vehicles to visiting officials will be issued exclusively by the office of the DGM/G, and these orders must be attached to the bill at the time of submission. Payment for such services will be arranged by this office.
Splitting : Railway intends to split the tendered qty in two Service Provider/Agency for hiring of vehicles. There is no commitment for hiring any minimum number of vehicles from any particular agency. The service shall be utilized as per requirement of the railways
