As Per work of tender, a sealed tender shall be submitted to the Chief officer
Thasra Nagarpalika. Online tender need to be filled till dt. 15/07/2026 Upto
18.00 Hour. While EMD and Supporting Document Need to be Submitted till
dt. 21/07/2026 Upto 17.00 Hour in the name of Chief officer Thasra
Envelope of original demand draft for tender documents fees & EMD shall be sealed

Bidder shall have work experience of Door-to-Door waste collection with labour
from society, colonies, apartments; slum area and transportation work with
their own close body small goods vehicle or LCV having appx.700kg to 1000kg
pay load capacity for Thasra Nagarapalika.
Bidder must submit work order, work completion certificate, contract
agreement and other supporting document to show the experience for technical
evaluation. The bidder shall fulfill the criteria mentioned below table.

Disqualification
Even though the Applicants meet the above criteria, they are subject to be disqualified and
forfeiture of EMD (with approval of competent authority) and agency will be debarred
from ULB, if Applicant or any of its constituent partners has:

submitted in proof of the qualification requirements.
During verification, if it is found from client that of poor performances as abandoning the
works, or financial failure or abnormal delay in work etc.
The bidder does not respond promptly and diligently to requests for supplemental

Pre-Operational Activities
The Firm shall have to complete the various survey activities, POI allocate on, TPM (TIME PLACE
MOVEMENT) (TIME PLACE MOVEMENT) analysis etc. Within 2 months from date of award of
work & before starting operation of collection of collected house hold waste in the service area. The
firm shall commence all activities conversely.
The bidder shall survey the project area (every household, commercial establishment, bulk waste
generator residential & bulk waste generator commercial unit) with digital mode only within three
months from award of work. Survey data shall include address, ownership detail, communication
details and geo tagged photograph of property. If any (every household, commercial establishment,
bulk waste generator residential & bulk waste generator commercial unit) find that their data is not
linked with the application, they may be able to send their detail through such Application.
The bidder shall make TPM (TIME PLACE MOVEMENT) (TIME PLACE MOVEMENT)/Route
plan for each vehicle after completion of survey as per 1200±20% houses, based on 8 working hour
shifts per vehicle considering minimum of 2 trips. In order to ensure efficient waste management, it
is imperative that each vehicle collects a minimum weight of 750 kg of waste Trip & weight will be
calculated on basis of monthly work carried out & average will be calculated based on numbers of
trips carried out weight collected. Failure to meet his requirement will result in the application of a
penalty. Failure to meet this requirement will result in the application of a penalty.
The bidder shall generate POI and provide location data excel file to enable GPS service provider/e-
Gov. Department generate route and its planning. POI marking shall be in such a way that entry area,
middle area, end area of each & every society shall be covered based on society length & vehicle
movement area but in any case, entry and end location of society etc. must be covered in POI.
Contractor has to coordinate with to zonal SWM officer & as per his consent final POI will be located.
Where ever there are bungalows, Tenement, Row houses etc. where Door to Door waste collection
is possible, contractor has to collect waste on Door-to-Door waste collection basis. However, in
apartment, Flat, multi-story building etc. contractor has to collect waste on gate to dump basis.
The bidder shall make arrangement of vehicles as per approved route by ULB.
The contractor shall have to submit TPM (TIME PLACE MOVEMENT) (TIME PLACE
MOVEMENT) (Time Place Movement) for various POI regarding the work which shall be executed
in a ward / zone by a vehicle and shall be approved by ULB. If door to door (Primary Waste
Collection) vehicle if found working early& / or late by 45 minutes for attending the POI than
schedule time, then penalty for such event shall be levied.
Old/new e-rickshaw vehicles provided by ULB have to be used in dense areas like Chali, Pol, slum
where large vehicles cannot go. In which also the agency will have to arrange the driver labors and
the permit. Also, for areas/places where e-rickshaws cannot go, handcarts in the number
specifiedinthetenderwillhavetobeprovidedbytheagencyalongwithitsmanpower.Moreover, in those
places where it is found necessary to send only man power to collect garbage, manpower along with
necessary equipment will have to be sent to collect garbage.
The agency will not accept C&D waste or soil. Additionally, waste other than kitchen waste from
the food and beverage units must be collected within the designated ward assigned by the agency.
The tender system should be operated for a period of first 6 months and the period of operation may
be extended for another more years if ULB wants to continue the services if operations are found
For the old/any e-rickshaw type goods vehicles to be allocated by ULB, the agency will have to
provide its own manpower and all the necessary operations. (Including insurance) including full
repair of these vehicles, charging of batteries, rear body hydraulically operated fabrication body work
Etc. which the agency will have to bear at its own expense and finally these vehicles to be returned
to Thasra Nagarpalika
The bidder should increase the waste segregation level by 5% every month. Failure to meet this
requirement will result in penalties for the bidder.
At the end of the completion of one year 100% of all vehicles must come with segregated waste .In
case any vehicles found with less segregation of waste based on CCTV checking at MRF site along
with visual checking 10% penalty will be deducted based on the finalized tender rate converted into
trip rate, for that trip as a penalty for not collecting segregated waste.

At present Thasra ULB is collecting garbage per day out of which 80% waste is being collected using
door to door (Primary Waste Collection) collection system & rest of 20 % MSW is collected from
identified spots in ward office through different system by either Corporation or by engaging private
agency. The compacted waste collected in HLE (Hook Loader Equipment) is transported to final disposal
site deployed by private agencies / ULB.
1. To be in line with norms prescribed by Solid Waste Management rules 2016, Door to Door (Primary
Waste Collection) collection system along with collection of segregation of waste is most essential.
Contractor shall collect and transport waste in segregated manner i.e. 4 types of waste in each vehicle.
Mainly separate collection of wet waste, dry waste, household hazardous waste and sanitary waste from
ULB. Contractor should perform IEC activity to help ULB to promote Segregation of waste at source.
2. To cater the need of Door to Door (Primary Waste Collection) Collection, the interested party shall have
to come forward with number of close brand-new fabricated body Small goods vehicles / LCV Vehicle
(Tata Intra V30/Ashok Leyland Dost/Similar Type Any Make, LCV – Tata 407 Pickup/Ashok Leyland
Partner/Similar Type Any Make). Total numbers of Small goods vehicles / LCV is provided in table.
Based on survey work, TPM (TIME PLACE MOVEMENT) Finalization in consultation with
ward/zone, nos. of small/LCV vehicle shall be finalized & put in use.
3. The contractor must have at least Seven door-to-door collection vehicles (BS-6 model) with the above
description and solid waste management rules
4. Door to Door (Primary Waste Collection) garbage collection and transportation of waste shall have to be done
daily, i. e. all 7 days a week including National Holidays, Festivals and Sundays. Extra vehicles shall be deployed
during festival or as and when required as directed by ULB.
5. The Contractor will ensure that the waste materials stored in the close vehicles are not dumped / emptied at any place
other than the one specified by the Department. Disposal of waste in any other area will be termed as Deficiency of
Service and ULB reserves the rights to terminate the Contract for Deficiency of Service.
6. During the transportation, contractor shall ensure that no garbage shall spill, litter on road (out of the closed vehicles),
and no over loading of waste or bags shall be hanged around the vehicle.
7. The contractor shall not allot his work to another agency as sub contract. If found, the work order of the contractor
shall be rejected. The contractor can sub contract with the agency which deals with supply of labour to fulfill the

Waste Collection) collection work. The leaflet should have information regarding schedule of waste to be collected,
timing, methodology and contact number of agency collecting waste for lodging complaint if required.
9. Route has to be made after surveying each house hold by the contractor. This route has to be made keeping in mind

10. ULB will give existing E-rickshaws / new one based on availability with ULB however tenderer has to carry out all
necessary repair maintenance, body fabrication to convert into hydraulic tipping body etc. without any extra cost to

13. If contractor not cover POI/RFID reader pole than contractor shall be penalize by ULB as mentioned in tender.
14. The bidder shall have to quote rate on basis of 8 working hour shift per vehicle with 1 driver, 1 labour, fuel and
comprehensive operation & Maintenance of vehicle including all support staff, waste collection from slum, narrow
lanes using, hand cart, cycle rickshaw, equipment’s ,etc.
15. The quoted rate is based on 8 hours of operation the vehicle which includes;
a. The time taken for door to door (Primary Waste Collection) collection.
b. The time taken for dumping material to the Processing site.
c. Moving the Vehicle from one place to another,
d. Lunch break of operation(not included)-time will be decided & communicated by
zonal SWM officer
e. Officer in charge as per work and site requirements.
f. All required activity on site & to execute entire work successfully on day-to-day

The ULB reserves the right to carry out inspection, as and when required of the various locations where work is in
progress, without intimating the contractor. Any short coming found during inspection shall have to be attended
immediately by the contractor or his supervisor. However, continuous short comings shall invite the
penalties from the contractor. The penalties imposed on the contractor, shall be recovered from the
monthly bill. The ULB reserves the right to treat continuous short comings as “Deficiency of Service”
