Special Eligibility Criteria

   (a) Railway reserves the right to place purchase order for bulk or entire quantity on valid RDSO approved sources for Item ID 3100596001. (b) The status of the firm shall be reckoned as on the date of tender opening and not thereafter. But in case of downgrading / removal/ suspension or banning etc. after opening the tender,such changes will be taken in to account while deciding the tender. (c) Vendors approved by any centralized vendor approving agencies for developmental orders with condition of prototype approval and/or field trial, will not be considered for any ordering as per Railway Board letter No.2021/RS(G)/779/7 dated 09/05/2025. (d) Where there are not more than three Indian Suppliers categorized as Approved Vendor for a particular item, developmental vendors can be considered for placement of bulk order without anyquantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load etc. shall be considered in a transparent manner, subject to rates being reasonable. Quantity allocation among eligible vendors shall be based on pre-decided tender criteria. Such orders shall be treated as bulk order. (e) Authorized dealers of approved sources should submit the Tender specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained.

   1. Validity of offer: No deviation is permitted for validity of offer. The bid having validity less than that stipulated in tender (to be reckoned from closing date of tender) shall be deemed as commercially unresponsive and is liable to be rejected.
