Pre Qualification/ Eligibility Criteria:
1. The bidder must have experience of at least one work of similar nature of
40% of tender amount. The said work must be completed in last seven
financial years. The bidder shall have to submit the required certificate
from the competent authority.
“Similar nature of work” means “SITC of central Air condition system with
allied Electrical, Mechanical Work in Government, Semi-Government
organization. The work experience of private project will not be
The bidder must submit the copy of Completion Certificate (3A Form)
along with copy of Work Order for the same:-
i) Substantially completed works means those works which are
completed at least 90% of original contract price on the date of
submission of this tender and execution is satisfactory.
ii) The work may have been executed by the applicant as prime
contractor or as a member of a joint venture. In case a project has
been executed as a joint venture, joint venture proportion will be
taken into consideration.

8. Financial Criteria
The bidder must have achieved a minimum annual turnover in any one year over
the last seven financial years of the total value of this contract.

debarred & delisted by any Municipal Body / Urban Local Body / Development
Authority in any State Government Body or undertaking / any department or
undertaking of Government of India, since inception of the firm
/ Company. Such a case will be rejected out rightly. A Declaration in this regard on
Rs.300/- Stamp Paper duly Notarized shall have to be submitted as per Annexure
along with the tender documents. Submission of the bid document without such
Notarized declaration will be rejected out rightly.
9. All required documents submitted should be duly certified and self attested.
10. After opening of online Technical Bid, the procedure for the pre-qualification shall be
adopted and the e-Price Bid of only successful qualified bidder shall be opened for
final evaluation of the contract. The decision of Municipal Commissioner regarding the
pre-qualification shall be final and binding to all the bidders.
11. Conditional Tenders will be out rightly rejected.
12. The agency has to submit all required documents as per tender pre-
qualification criteria with the on line submission of the bid within the
stipulated date and time. The physical submission shall be made in Sealed
Envelope and the name of work shall be super scribed on the top of the
envelope.( Tender fee, EMD and no black list affidavit)

14. The Tender of those bidder(s) who fail to submit the required documents
physically within the stipulated date and time will be treated as non
responsive and their Price Bid will not be opened.
15. Price Bid must be submitted Online only as per n-procure procedure.
16. The jurisdiction area will be Rajkot.
17. Security Deposit / Performance Guarantee: -
5% of Contract Value in Form of Bank Guarantee or FDR.
If the Contract price offered by the selected bidder is lower than 10%
but up to 20% of the Estimated project Cost than the additional
performance security shall be calculated @ 20% of the difference in the
Estimated project cost minus 10% of the Estimated project cost and
Contract price offered by the selected bidder.
If the Contract price offered by the selected bidder is lower than 20%
of the Estimated project Cost than the additional performance security shall
be calculated @ 30% of the difference in the Estimated project cost minus
10% of the Estimated project cost and Contract price offered by the
selected bidder.
The Additional performance security shall be treated as part of the
performance security.
The performance security shall be valid beyond 60 Days of the defect
Liability period and the additional performance security shall be valid
beyond 28 Days of Project completion Date.
Final SD will be calculated on the time of Final Bill be actual
completion amount.
18. Commissioner, Rajkot Municipal Corporation, Rajkot, reserves the right to
accept / reject any or all e-Tender(s) without assigning any reasons thereof.
19. In case of any queries related to the tender, the prospective bidder may email the

20. Bidder has to quote their rates without GST and including other taxes. The invoice
should be submitted by contractor showing the breakup of GST in the bill. GST
will be paid extra at the prevailing rate at the time of execution.
21. After opening of Technical Bid, the procedure for the pre-qualification shall be
adopted and the Price Bid of only successful qualified bidder shall be opened for

Site Description, Scope of Work and General Requirement.
Rajkot Municipal Corporation has constructed a library in Ward No. 3. The SITC work of
the Central Air Condition System in this library is to be done in the existing building.
The agency will have to visit the site and submit the design of the Central Air Condition
System along with the tender.
The whole project has to execute with 1 Year of Defect Liability Period +
Years of Comprehensive Maintenance. Annual comprehensive maintenance will
have to be done for a period of total five years, which will be paid every year as per
the price of the tender.

COMMON TERMS AND CONDITIONS OF THE TENDER
I. The conditional tender will not be accepted and will be rejected outright.
II. The tender for the work shall remain open for a period of 120 days from the last date of
submission of the tender and the tenderer shall not be allowed to withdraw or modify the
offer on his own during this period. Any modifications or additions in terms and conditions of
this tender not acceptable to The Municipal Commissioner, Rajkot Municipal Corporation,
Rajkot shall without prejudice to any right or remedy, be at liberty to forfeit in full said earnest
money absolutely.
III. RMC reserves the right to reject all the tenders of the lowest or any other tender which is the
judgment of the RMC and also does not appear to be in its best interest and the tenderer shall
have no cause of action or claim against the RMC of its officers, employees, successors for
assignees for rejection of its tender.
IV. It must be clearly and distinctly understood that the conditions of contract and specifications
shall be rigidly enforced and no relaxation on the grounds of customs prevailing shall be

VI. It is considered that the tenderer has visited the site of work, fully acquainted himself with the
local situations regarding materials, labour and other factors pertaining to work at site and
studied the design, plans and estimates before submitting the tender. No further price
escalation will be entertained in redesign of any of items related to this project. Proof of Site
Visit to be submitted along with Tender Documents.
VII. The work is to be completed in all respects as per the time schedule from the date of written
order to be commencing the work. Within this period, the bidder shall take approval of all
documents & drawings and as per tender specification from relevant Engineer-in-charge.
VIII. All fees, Royalty or rent of any land/Ware house to store any material related to any project
will be paid by bidder.
IX. In execution of work, if any connection of electricity cable, telephone line, water supply line,
underground drainage line, gas line or any private line of any private property will be cut or
damaged by any person or machinery or equipment of bidder, all responsibility will be of
bidder and bidder has to pay whatever charges incurred to joint it in proper workable
X. O & M period shall commence from the date of issue of satisfactory Installation, Testing and
Commissioning certificate (one year defect liability period + Five years comprehensive

ESI Act as per prevailing norms.
XV. PROFESSIONAL TAX
The bidder shall have to pay the Professional Tax for current financial year imposed by

Note:- All the General Conditions referred to hereinabove shall form an integral and inseparable part
of this Tender Document. The provisions, terms and conditions specified under General Conditions
Nos. GC, in their entirety, shall be deemed to be applicable to and binding upon this Tender.
In this Contract, the following terms shall be interpreted as indicated:
(a) “The Contract” means the agreement entered into between the Purchaser and the
Tenderer, as recorded in the Contract Form signed by the parties. Including all
attachments & appendices thereto and all documents incorporated by reference
(b) “The Contract Price” means the price payable to the Tenderer under the Contract for
the full and proper performance of its contractual obligations;
(c) “The Goods” means all of the equipment, machinery, and / or other materials which
the supplier is required to supply to the Purchaser under the Contract;
(d) “Services” means services ancillary to the supply of the Goods, such as transportation
& insurance, and any commissioning, provision of technical assistance, training and
other such obligations of the Tenderer covered underthe Contract;
(e) “The Purchaser” means the Organization purchasing the Goods; and
(f) “The Tenderer” or “The Bidder” or “The Agency” means the individual or firm
supplying the Goods under this Contract.
The Goods supplied under this Contract shall conform to the standards mentioned in the
Technical Specifications, and, when no applicable standard is mentioned, to the authoritative
standard appropriate to the Good’s country of origin and such standards must be appropriate
with Indian standards shall be the latest issued by the concerned institution.
3.0 Patent Rights
The Tenderer shall indemnify the Purchaser against all third-party claims of infringement of
patent, trademark or industrial design rights arising from use of the Goods or any part thereof
4.0 Security Deposit
The successful bidder has to submit the Security Deposit @5% of Contract Value in the form of
Bank Guarantee or FDR (Nationalized/Scheduled Bank) before signing the contract. Validity of
DD / FDR / Bank Guaranty will be 78 Month from the date of Agreement.
If the contract price offered by the selected bidder is lower than 10% but up to 20% of the
estimated project cost then the additional performance security shall be calculated @ 20% of
the difference in estimated project cost minus 10% of the estimated project cost and contact
price offered by selected bidder.
If the contract price offered by the selected bidder is lower than 20% of the estimated project
cost then the additional performance security shall be calculated @ 30% of the difference in
estimated project cost minus 10% of the estimated project cost and contact price offered by
selected bidder.
The full security deposit amount shall be refunded, without any interest, after deduction of
dues, taxes, penalties etc. (if any) after successful completion of defect liability period for the

5.0 Tools & Tackles:
All tools and tackles required for the job shall have to be procured by the contractor at his cost
and they will be retained their property. The contractor will have to maintain reliable sets of
tools and tackles in adequate quantities so as to complete the job as expeditiously as possible.
6.0 Inspections and Tests
The Purchaser or its representative shall have the right to inspect and / or to test the Goods to
confirm their conformity to the Contract. The special conditions of contract and / or the
Technical Specification shall specify what inspections and tests the Purchaser requires and
where they are to be conducted. Mostly inspections and tests may be carried out of goods
origin place and it is willingness of purchaser to conduct it or not. The Purchaser shall notify
the Tenderer in writing of the identity of any representatives retained for these purposes.
The inspections and tests may be conducted at goods’ origin or on the premises of the
Tenderer with agency, at point of delivery and / or at the Good’s final destination. Where
conducted on the premises of the Tenderer, all reasonable facilities and assistance (including
access to site, drawings and production data) shall be furnished to the inspectors at no charge
to the Purchaser.
If any inspected or tested Goods fail to conform to the Specifications/tender conditions, the
Purchaser may reject them and the Tenderer shall either replace the rejected Goods or make
all alterations necessary to meet specification requirements free of cost to the Purchaser.
The Purchaser’s right to inspect, test and, where necessary, reject the Goods after the Good’s
arrival on site shall in no way be limited or waived by reason of the Goods having previously
been inspected, tested and passed by the Purchaser or its representative prior to the Goods’
shipment from the Place of origin inspection of any material.
Nothing in above clause shall in any way release the Tenderer from any warranty or other
obligations under this Contract.
At random sample will be collected from ordered - materials is received at site/store and
taken to Govt. recognized institution / laboratories for testing under relevant standard only
getting satisfactory test report certificates same shall be accepted and payment will be
processed. All expanses to carry-out any tests will be born / deposited by the tenderer.
Tenderer or his authorized representative can remain present during sampling. If any test fails
the contractor has to replace the same within 10 days.
RMC will engage TPI/PMC agency, if required, from its approved agencies. The bidder is fully
responsible to repair, replace or re-arrange the goods/materials/workmanship of all nature, if
the same is failed in TPI. The decision of TPI Agency and RMC shall be final and bound to the
bidder in this respect.
RMC along with PMC/ TPI may visit the manufacturer’s site, testing laboratory etc. to witness
QAP, inspections, routine Tests etc., if required. The cost for such visit, conveyance etc. will be
borne by the tenderer.
Inspection charges and expenses for inspection at OEM workplace will be bare by Contractor.
Charges include Traveling, Lodging and Boarding Charges. Within Gujarat mode of Traveling
will by Road / Rail and in case of Interstate travel mode of travel will be by air.
Inspection will be done by RMC official along with PMC / TPI Person and cost for the same will
be bare by contractor.
The agency has to bear the expenses for all the tests and inspections required to be carried
out for this tender works. For Inspection agency has to bear all expenses like travelling, Hotel
Stay, food etc. of as much as RMC/PMC staff. Inspection will be done at OEM Work Place.
Mode of Traveling is either by AIR or By Train and it is based on the location or based on
traveling Hour.
7.0 Performance Backup Charges
The tenderer must submit FDR or Contract cum Performance Bank Guarantee or deduct from
final bill of 05% of total amount of actual work done as Performance Backup Charges (Other
final bill of 05% of total amount of actual work done as Performance Backup Charges (Other
than the security Deposit) after the successful completion of the project before preparation of
final bill. The same will be returned to the contractor after completion of defect liability
period. No interest will be paid on this Performance Backup Chagres.
8.0 Transportation
Where the Tenderer is required under the Contract to deliver the Goods, FOB, transport of the
Goods, up to and including the point of putting the Goods, up to and including the point of
putting the Goods on board the vessel at the specified port of loading, shall be arranged and
paid for by the Tenderer, and the cost thereof shall be included in the Contract Price.
Where the Tenderer is required to affect delivery under any other terms, for example, by post
or to another address in the source country, the Tenderer shall be required to meet all
transport and storage expenses until delivery.
9.0 Guarantee Period/Defect liability: (Minimum 1 Years)
The successful tenderer shall have to stand guarantee against bad workmanship and supply of
poor quality and / or defective materials for minimum 05 years after the date of successful
completion of the total installation and handing over the same to RMC. Any defect /
discrepancy detected during this guarantee period will have to be made good by the
contractor at his costs and risks.
If, by any reason, RMC is required to rectify such defects/ discrepancies detected during this
guarantee period/defect liability period, the entire cost involved will be released from the
dues payable to the contractor bills / Bank Guarantee by RMC.
In case of damage to the any parts of the exacting and new project/system occurred due to
external accidents, causalities or damages due to natural calamities, the bidder must restore
the project or parts thereof without any additional payments towards the labour work,
however, RMC will pay the bidder for the supply of the material as per the tender approved
rates or as per prevailing SOR of RMC during the whole Performance Guarantee Period.
10.0 Assignment
The Tenderer shall not assign, in whole or in part, its obligations to perform under the
Contract, except with the Purchaser’s prior written consent.
11.0 Sub contracts
The Tenderer shall notify the Purchaser in writing of all subcontracts awarded under the
Contract if not already specified in his Tender. Such notification, in his original Tender or later,
shall not relieve the Tenderer from any liability or obligation under the Contract.
12.0 Delays in the Tenderer’s Performance
Delivery of the Goods and performance of Services shall be made by the Tenderer in
accordance with the time schedule specified by the Purchaser.
In case of any such delay or poor work, RMC will impose the penalty @0.1% of the contract
value per day maximum to 10% of the contract value given in the work order. However, if such
delay is prolonged beyond the required realization of the project or an unexcused delay by the
tenderer in the performance of its delivery obligations shall render the tenderer liable to any
or all of the following sanctions: i) forfeiture of its performance security, ii) imposition of
liquidated damages (iii) termination of the contract for default.
The Municipal Commissioner, RMC reserves the rights to terminate/black list/debar the
contract during contract period without assigning any reason and remaining work carried out
by other agency as the risk and cost of tenderer and forfeit the security deposit.
13.0 Force Majeure
The Tenderer shall not be liable for forfeiture of its performance security, liquidated damages
or termination for default, if and to the extent that, its delay in performance or other failure to
perform its obligations under the Contract is the result of an event of Force Majeure.
For purposes of this clause, “Force Majeure” means an event beyond the control of the
Tenderer not involving the Tenderer’s fault or negligence and not foreseeable. Such events
may include, but are not restricted to, acts of the Purchaser either in its sovereign or
contractual capacity, wars or revolutions, fires, floods, epidemics, quarantine restrictions and
freight embargoes.
If a Force Majeure situation arises, the Tenderer shall and promptly notify the Purchaser in
writing of such condition and the cause thereof, Unless otherwise directed by the its
obligations under the Contract as far as reasonably practical, and shall seek all reasonable
alternative means for performance not prevented by the Force Majeure event.
14.0 Termination for Insolvency
Every contractor shall, unless exempted in writing by the Concerned Engineer, produce along
with his tender a solvency certificate of his financial ability. If he fails to produce such a
certificate his tender will not be considered.
The Purchaser may at any time terminate the Contract by giving written notice to the
Tenderer, without compensation to the Tenderer, if the Tenderer becomes bankrupt or
otherwise insolvent, provided that such termination will not prejudice or affect any right of
action or remedy which has accrued or will accrue thereafter to the Purchaser.
15.0 Governing Language
The Contract shall be written in the language of the bid, as specified by the Purchaser in the
Instruction to Tenderer. All correspondence and other documents pertaining to the Contract
which are exchanged by the parties shall be written in that same language.
16.0 Applicable Law
The Contract shall be interpreted in accordance with the Indian laws.
Any notice given by one party to the other pursuant to the Contract shall be sent in writing (or
by Letter/fax/scanned copy through email) to the address specified for that purpose in the
Special Conditions of Contract.
Any notice shall be effective when delivered or on the notice’s effective date, whichever is
18.0 Taxes and Duties
Customs / import duty, excise duty, and any other taxes on finished products, sales tax on
works contract and turnover taxes, if any, paid by the Contractor under any central, state or
local government rules and regulations will be Included to the Contract Price. Only GST will be
19.0 Child Labour Act
No Contractor shall employ any child having less than 18 years, as it is prohibited by the Child
Labour Prohibition and Regulation Act, 1986. The bidder is fully responsible to follow the
related regulations of such act.
20.0 Brand Names
The maker of Equipments shall be as per attached list. If make of a particular item is not given
in the tender, then prior approval of RMC for that make must be required.
The Goods supplied under the Contract shall be fully insured against loss or damage incidental
to manufacture or acquisition, transportation, storage and delivery in the manner specified or
directed by EIC.
This project is with comprehensive O&M of five years, any parts/spares/components of the
whole project are stolen by any means and damage by any accident, the contractor has to
replace the same without any extra charges.
22.0 Extra Item of Work ;

23.0 Measurement of Work
The measurements of work will be taken according to the usual method in use in the Rajkot
Municipal Corporation and no proposals to adopt alternative methods will be accepted. Add.
City Engineer’s decision as to what is ‘the usual method in use in the Rajkot Municipal
Corporation’ will be final.
24.0 No claim to any payment or for restriction of work
In the case of such delay in the supply of materials, RMC shall grant such extension of time for
the completion of the works as shall appear reasonable in accordance with the circumstances
of the case. The decision of RMC as the extension of time shall be accepted as final by the
Action and compensation in case of bad work : If, at any time before the expiry of defects
Liability, period, it shall appear to Additional City Engineer or EIC of the work, that any work
has been executed with unsound, imperfect or unskilled workmanship or with materials or
inferior quality or that any materials or articles provided by him for the execution of the work
are unsound, or of a quality inferior to that contracted for or are otherwise not in accordance
with the contract, it shall be lawful for Additional City Engineer to intimate this fact in writing
to the Contractor and then notwithstanding the fact that the work, materials or articles
complained of, may have been passed, certified and paid for, the Contractor shall be bound
forthwith to rectify, or remove and reconstruct the work so specified in whole or in part as the
case may require, or if so required shall remove the materials or articles so specified in whole
or in part and provide other proper and suitable materials or articles at his
own charge and cost, and in the event of his failing to do so within a period to be specified by
The Additional City Engineer in the written intimation aforesaid, the Contractor shall be liable
to pay compensation at the rate of one percent on the amount of the estimate of the
rectification for every day not exceeding ten days during which the failure so continues, and in
the event of any such failure as aforesaid continuing beyond ten days, Additional City Engineer
may rectify or remove, and re-execute the work or remove and replace the materials
complained of, as the case may be at the risk and expense in all respects of the Contractor
should The Additional City Engineer consider that any such inferior work of materials as
described above may be accepted or made use of, it shall be within his discretion to accept the
same at such reduced rates as he may fix therefore, However, the contractor shall be
responsible for normal maintenance of the work till the final bill for the work is prepared by
the engineer / officer of RMC.
25.0 Defect Liability Period (12 Months):
The Contractor shall be responsible to make good and remedy at his own expense any defect
which may develop or may be noticed before the period mentioned hereunder from the
certified date of completion. The Engineer-in-charge shall give the Contractor a notice in
writing/by e-mail/in verbal about the defects and the Contractor shall make good the same
within 48 hours of receipt of the notice.
In the case of failure on the part of the Contractor, Engineer-in-charge may rectify or remove
or re-execute the work at the risk & cost of the Contractor. The Engineer-in- charge shall be
entitled to appropriate the whole or any part of the amount of the security deposit towards
the expenses, if any, incurred by him in rectification, removal or re-execution.
The Defects Liability period shall be as under:
(a) The period shall be 60 months from the date of start of O & M period. (AMC)
The successful tenderer shall have to maintain the whole project in complete working
condition for 60 months from the successful date of installation and completion of the project.
In case, the agency is failed to maintain the working of the sports lighting system as per the
O&M conditions of the tender, the Municipal Commissioner reserve rights to
blacklist/Terminate/debar the agency and to forfeit the tenderer’s Performance Backup
Charges as well as Security Deposit Setting out the Works
The Contractor shall be responsible for the true and proper setting out of the works in relation
to original points, lines and levels of reference given by the Engineer in writing or shown on
the Drawings and for correctness, subject as above mentioned in the position, levels,
dimensions and alignment of all parts of the works and for the provision of all necessary
instruments, appliances and labor in connection therewith.
27.0 Amenities to be Preserved
The Contractor shall cause the least possible interference with the existing amenities, whether
natural or manmade. No tree shall be removed/cut without permission of the Engineer’s
Representative and clearance of the site shall generally be kept to the minimum necessary for
the works and temporary works. Temporary works shall be sited so as minimize the number of
trees to be cut.
All necessary actions for any diversion of traffic shall be arranged by the contractor with all
indicating signboards while work in progress with adequate lighting system during night
28.0 Safety Measures and Services
The Contractor shall be responsible for the safety of all workmen and other persons entering
or in the works and shall take all measures necessary to ensure their safety to the approval of
the Engineer’s Representative.
Contractor shall provide and maintain at his own expenses all lights, guards, fencing and
necessary watchmen when and where necessary or ad required by Owner / Engineer for the
protection of the works or for the safety and convenience of those employed on the works
and the public. Contractor shall also provide at his cost traffic barricades, men for diverting
and controlling traffic, necessary sign boards for diversion of traffic. In the event of failure on
the part of Contractor, Owner man with or without notice to Contractor put up a fence or
improve a fence already put up or provide and/or improve the lighting or adopt such other
measures as he may deem necessary, and all the cost of such work and procedures as may be
adopted by Owner/Engineer shall be borne by Contractor. Maintenance of adequate warning
and general lighting at nights at place of work is essential.
Contractor shall take the necessary permission and clearance of all the authorities like
department of Roads, traffic, Water Supply and Drainage; Electricity Board, Telephone
Company, etc. Wherever necessary and observe the regulations regarding the execution of
work in congested areas, heavy traffic areas, etc.
29.0 Liability of accidents to persons
In the case of an accident, in respect of which compensation may become payable under
Workmen’s Compensation Act by the tenderer.
30.0 Clearing Site on Completion
On completion of the Works, the Contractor shall clear away and remove from the site all
Constructional Plant, surplus materials, rubbish, Temporary Works of every kind and leave the
whole of the site and the works clean and in a workmanlike condition to the satisfaction of
The Engineer-in-charge.
31.0 Safe custody of stores:
The bidder will be entirely responsible for all the erected poles and materials used by him for
the works and the executed portion of the works till it is officially taken over by RMC.
It would be the responsibility of the bidder to keep the insurance policy alive throughout the
entire period of execution and till the installation is handed over to RMC for any loss, damage
or theft of materials and/or erected works before taking over by RMC.
32.0 ST, IT & PT clearance etc:
The bidder is responsible for ST, IT and PT clearance.
33.0 Labor license:
The bidder will have to abide by the provisions of contract labour (Regulation & Abolition) Act.
1970. For the purpose, principal employer’s certificate would be issued by RMC, if required.
34.0 Accidents:
RMC shall neither be responsible nor shall be liable to pay any compensation for any accident
caused to any worker / public arising out of execution of work / executed portion of work till it
is finally taken over and handed over to RMC/Appropriate Authority.
35.0 Stoppage of work:
RMC shall not be responsible nor be liable to pay any compensation for any interruption of
work in the field due directly to war, strike, civil commotion, lockout, risk, earthquake
tempest, lightning, flood, cyclone etc. which occur beyond its control. Similarly, RMC also
would neither be held responsible nor liable for compensation for stoppage of contractor’s
work in the field arising out of resistance
/ resentment of local public.
36.0 Non-interference with existing services:
During execution, the erection contractor will be required to take all precautionary measures
not to interfere / dash / disturb with any service line for electrical, water, drainage, petro-
products or similar other service. In case such things happen incidentally the same has to be
made good at his own cost within least possible time so that public service is disturbed for a
minimum period of time. In case of road cutting utmost cares should be taken not to disturb
public transport facilities. After the work the road should be so repaired as to restore original
shape. Whenever require, contractor should work in night shift also.
The successful tenderer must coordinate with the other concerned authority/agency for
smooth execution of the work. If the successful tenderer is not able to co-ordinate with
other agencies in time, any obstruction for other works like road, drain made by him will be
corrected in his own cost.
37.0 Execution of work:
Execution of the work should be carried out as per standard practices followed by the
instructions of the Engineer-in-charge. Not-with-standing what has been stipulated in the
specification or elsewhere in this tender, all works carried out and all materials supplied shall
conform to relevant I.E. Rules and I.S.S. The work shall be completed in all respect including
providing all sundry materials. All size given in this tender is tentative only, so bidder has to
design all electrical items & get approval of all items before installation from Engineer-in-
charge. All responsibilities which is either regarding faulty design or any reason where lighting
not found as per the tender will be of bidder/lead partner.
38.0 Comprehensive Maintenance work & Handing Over /Taking Over:
After successful Design, Supply, Installation, Testing and Commissioning of AC system, A
Completion certificate for SITC work has to be obtained from EIC / PMC. Comprehensive
Maintenance period for 5 (five) years will commence after date of SITC work completion.
During the Comprehensive Maintenance period agency has to keep complete AC system in
healthy condition. Agency has to rectify any faults arising in the AC system during the
Comprehensive Maintenance period at his own cost. charge will be paid for this as per tender.
Delay in rectification more than stipulated time will be penalized as per penalty clause
mentioned in the tender.
After successful completion of 5 (five) years comprehensive Maintenance and on completion
of the defect liability period of 12 months for AC system RMC will take-over complete AC
system as per tender condition
39.0 Formalities for Electricity Connection
The contractor has to do necessary liaison like registering of application, submission of test
report etc as and when required with PGVCL related to acquisition of electricity connection for
sports lighting. All the charges like Application Registration Charges, Demand Charges, Test
Report Charges will be reimbursed to the contractor against the submission of the original
41.0 PRICE AND PAYMENT
The Tenderer must understand clearly that the prices quoted are for the total works or the
part of the total works quoted for and include all costs due to materials, labour,
equipment, supervision, other services, royalties, taxes etc. and to include all extra to cover
the cost. No claim for additional payment beyond the prices quoted will been entertained and
the Tenderer will not be entitled subsequently to make any claim on any ground. Price
escalation clause will not be applicable for this tender in any condition.

42 .0 Payments towards Running Account Bill (RA Bill)

45.0 RETENTION MONEY:
Pursuance to clause 44 (Terms of Payment) any on at money due to the Contractor for work
done, Corporation will hold as Retention money five (5) percent of the value of work. The
retention money will not normally be due for payment until the completion of the entire work
and till such period the work has been finally accepted by the Corporation and a completion
certificate issued by the Corporation.
Award of the contract or the rejection or e-Tenders will be made during the Tender validity
After all contract contingencies are satisfied and the Notice of Award is issued, the
successful Tenderer shall execute the Contract Agreement within the time stated and
shall furnish the Bond as required herein. The contract Agreement shall be executed,
in form stipulated by the Owner.
If the Tenderer receiving the Notice of Award fails or refuses to execute the Contract
Agreement within the stated time limit or fails or refuses to furnish the Bond as
required herein. The Owner may annul his award and declare the e-Tender security
forfeited and will take action as deemed fit.
A corporation, partnership firm or other consortium acting as the Tenderer and
receiving the award shall furnish evidence of its existence and evidence that the
officer signing the contract agreement and Bonds for the corporation, partnership firm
or other consortium acting as the Tenderer is duly authorized to do so.

made for that work.
5)Before starting the work The Agency must submit the complete layout drawing showing all details and there for work
must commence only after it is approved by incharge engineer.
6) The Agency must visit the site before bidding for the tender ,considering the existing building structure of the shroff
road library before bidding the rate of work. After the work order is issued no any terms ,condition or demand from the
Agency will not be accepted.
7) A site visit confirmation letter must also be attached with the tender documents.
8) The central Ac system must be designed in such a way that a minimum temperature of 20 Degree Centigrade is
maintained and adequate airflow is delivered to all areas of the building.
9) After the compition of SITC work of AC system if a minimum temperature of 20 degree C .and proper airflow are not
achieved the Agency must carry out necessary modification at his own expense, No separate payment made for this
10) The Central AC system should have minimum sound Disturbance so that people reading in the library feel no noise
11) In case of any extra Item carry out to complete this project , the rate will be applied as per current R & B SOR. No on
or less percentage will apply.
12) All cables will be used copper during compate this work.
13) Earthing must be done every parts of Centrally AC system and installed safety devie like Under voltage, Over voltage
,Surge voltage when any fault create due to PGVCl power system, all responsibility carry by contractor and no any extra
payment done by Rajkor municipal corporation.
14) If any minor civil work require for complte the work like,wall jari,core cutting,foundation work of outer unit etc are
in scope of Agency.
Important Note :-
The approved contract and price will be valid for one year, in which if AC system are to be
installed in any other building of Rajkot Municipal Corporation, the work will have to be done as
per the approved price and tender terms and condition by the agency and a separate security
deposit will have to be given for that work.

The Conditions of this obligation are:

TECHNICAL SPECIFICATIONS FOR VRV/VRF /HVAC WORK
UNITARY REFRIGERATION EQUIPMENTS
1.1 The scope briefly consists of, but not limited to, the following:
Designing, Supply, Installation, Testing & Commissioning of the VRV /VRF HVAC units Operating on R
410A refrigerant complete with necessary tools and tackles for operation and maintenance.
Installation of the units with other components as per specifications and complete the total system.
Make available at site the manufacturer’s factory trained technical representative to co-ordinate the
initial start up, testing and commissioning of the units. Testing (factory and field), commissioning,
supervision, training of client’s representatives as well as complete the related documentation work.

3.0 GENERAL REQUIREMENTS
3.1 The unitary air conditioners shall include Refrigeration compressor, Drive Motor, Air cooled
Condensing Unit, Evaporator, Refrigeration Piping, Automatic control system enclosure etc.
3.2 The equipment assembly shall be well balanced to achieve minimum vibration and noise. The
condensing unit mounted outdoor shall be suitable for the climate and atmosphere condition prevailing to
avoid / minimize corrosion. Necessary anti corrosive treatments shall be provided for the metallic
3.3 The equipments shall meet the requirements indicated in the equipment data and shall meet the cooling
load specified at the outdoor design data furnished and the distance / static head between the outdoor and
the indoor units.
4.0 SPECIFICATION OF EQUIPMENT / MATERIAL AND INSTALLATION STANDARDS
4.1 VRV / VRF - INVERTER SCROLL COMPRESSOR
Units shall be air cooled, variable refrigerant volume air conditioner consisting of one outdoor unit
and multiple indoor units. Each indoor units having capability to cool or heat independently for the
requirement of the rooms.
It shall be possible to connect minimum 10 indoor units on one refrigerant circuit. The indoor units on any
circuit can be of different type and also controlled individually. Following type of indoor units shall be
connected to the system:
Ceiling mounted cassette type
Ceiling mounted Ductable type
Floor Mounted Air handling Unit type
Fan Coil Units
Hi-Wall Split Units
Compressor installed in outdoor unit shall be equipped with at least one inverter compressor up to 16HP, two
inverter compressors up to 32 HP and above this, three inverter compressors. The system shall be capable of
changing the rotating speed of inverter compressor by inverter controller to follow variations in cooling and
Outdoor unit shall be suitable for mix match connection of all type of indoor units.
The refrigerant piping between indoor units and outdoor unit shall be extended up to 150m with maximum
50m level difference without any oil traps.
Both indoor units and outdoor unit shall be factory assembled, tested and filled with first charge of refrigerant
before delivering at site. Necessary tapping of refrigerant gas should be made after inter connection of both
indoor units and outdoor units.
4.1.2 OUTDOOR UNIT
The outdoor unit shall be factory assembled, weather proof casing, constructed from heavy gauge mild steel
panels and coated with baked enamel finish. The unit should be completely factory wired tested with all
necessary controls and switch gears:
All outdoor units above 5 HP shall have minimum two scroll compressors and be able to operate even
in case one of compressor is out of order.
No of outdoor unit required at site will be as per the design and hence HVAC Installer has to submit
the HVAC System design before proceeding for work.
Size of the outdoor unit will be approved by EIC/ PMC. Please submit required documents before
execution of work at site.
In case of outdoor units above 16HP (MULTI MODULAR), the outdoor unit shall have at least
inverter compressor so that the operation is not disrupted with failure of any compressor.
It should also be provided with duty cycling for automatically switching starting sequence of multiple
outdoor units/compressors.
The noise level shall not be more than 60 dB(A) at normal operation measured horizontally 1m away
and 1.5m above ground level.
The outdoor unit shall be modular in design and should be allowed for side by side installation
The unit shall be provided with its own microprocessor control panel and gauges.
On / Off Control of Outdoor unit will be from Control room and necessary arrangement will be done
by the HVAC Installer. No any extra payment will be given for such arrangement.
The outdoor unit should be fitted with low noise, aero spiral design fan with large airflow and should be
designed to operate compressor-linking technology. The unit should also be capable to deliver 55Pa external
static pressure to meet long exhaust duct connection requirement.
The condensing unit shall be designed to operate safely when connected to multiple fan coil units, which have
a combined operating nominal capacity up to 130 % of indoor units.
4.1.3. COMPRESSOR
The compressor shall be highly efficient scroll type with a COP of more than 3.5 and capable of
inverter control. It shall change the speed in accordance to the variation in cooling or heating load
All outdoor units shall be designed for automatic capacity control to meet load fluctuation and indoor
unit individual control. All parts of compressor shall be sufficiently lubricated stock. Forced
lubrication may also be employed.
Oil heater shall be provided in the compressor casing.
4.1.4. HEAT EXCHANGER
The heat exchanger shall be constructed with copper tubes mechanically bonded to aluminum fins to form a
cross fin coil.
The aluminium fins shall be covered by anti-corrosion resin film.
The unit shall be provided with necessary number of direct driven low noise level propeller type fans
with digital controlled motor arranged for vertical discharge. Each fan shall have a safety guard.
4.1.5. REFRIGERANT CIRCUIT
The refrigerant circuit shall include liquid & gas shut-off valves and a solenoid valves at condenser end.
All necessary safety devices shall be provided to ensure the safely operation of the system.
4.1.6. SAFETY DEVICES
All necessary safety devices shall be provided to ensure safe operation of the system.
Following safety devices shall be part of outdoor unit; high pressure switch, fuse, crankcase heater, fusible
plug, over load relay, protection for inverter, and short recycling guard timer.
4.1.7. OIL RECOVERY SYSTEM
Unit shall be equipped with an oil recovery system to ensure stable operation with long refrigeration piping
4.1.8. INDOOR UNITS
4.1.8.1. GENERAL
Indoor units shall be either ceiling mounted cassette type, or ceiling mounted ductable type or floor mounted
Air handling type or other as specified in BOQ. These units shall have electronic control valve to control
refrigerant flow rate respond to lead variations of the room.
a) The address of the indoor unit shall be set automatically in case of individual and group control
b) In case of centralized control, it shall be set by liquid crystal remote controller.
The fan shall be dual suction, aerodynamically designed turbo, multi blade type, statically & dynamically
balanced to ensure low noise and vibration free operation of the system. The fan shall be direct driven type,
mounted directly on motor shaft having supported from housing.
The Fan shall be designed for friction free operation for usage in Explosive areas, Also the electrical drives /
parts shall be of Flame proof design for usage in explosive areas.
The cooling coil shall be made out of seamless copper tubes and have continuous aluminum fins. The fins shall
be spaced by collars forming an integral part. The tubes shall be staggered in the direction of airflow. The
tubes shall be hydraulically/ mechanically expanded for minimum thermal contact resistance with fins. Each
coils shall be factory tested at 21kg/sqm air pressure under water.
Unit shall have cleanable type filter fixed to an integrally moulded plastic frame. The filter shall be slide away
type and neatly inserted.
Each indoor unit shall have computerized PID control for maintaining design room temperature. Each unit
shall be provided with microprocessor thermostat for cooling and heating.
Each unit shall be with wired LCD type remote controller. The remote controller shall memorize the latest
malfunction code for easy maintenance. The controller shall have self-diagnostic features for easy and quick
maintenance and service. The controller shall be able to change fan speed and angle of swing flat individually
as per requirement.
4.1.8.2. CEILING MOUNTED CASSETTE TYPE UNIT (MULTI FLOW TYPE)
The unit shall be ceiling mounted type. The unit shall include pre-filter, fan section and DX-coil section. The
housing of the unit shall be powder coated galvanized steel. The body shall be light in weight and shall be able
to suspend from four corners.
Unit shall have an external attractive panel for supply and return air. Unit shall have four way supply air grilles
on sides and return air grille in center.
Low gas detection system and very low operating sound.
All the indoor units regardless of their difference in capacity should have same decorative panel size for
harmonious aesthetic point of view. It should have provision of connecting branch ducts.
4.1.8.3. CEILING MOUNTED DUCTABLE TYPE UNIT
Unit shall be suitable for ceiling mounted type. The unit shall include pre filter, fan section & DX coil section
.The housing of unit shall be light weight powder coated galvanized steel. The unit shall have high static fan for
Ductable arrangement.
4.1.8.4. CEILING SUSPENDED TYPE
Unit shall be suitable for ceiling suspended arrangement below false ceiling. The unit includes pre-filter, fan
section & DX coil section. The housing of unit shall be light weight powder coated galvanized steel.
4.1.8.5. Fan Coil Units
The thermostat shall be space type for cooling/heating. The thermostat shall be snap acting, line voltage,
mercury bulb type with a differential 1.1 deg. C. It shall have min. (3) Three speed controls complete with
wiring etc. Snap acting thermostat shall operate on 220±6% volts, 50 cycles/ second, single phase AC supply.
4.1.8.6. CENTRALIZED TYPE REMOTE (TOUCH SCREEN TYPE) CONTROLLER
A multifunctional compact centralized controller shall be provided with the system. The Graphic Controller
must act as an advanced air-conditioning management system to give complete control of VRV air-
conditioning Equipment, It should have ease of use for the user through its touch screen, icon display and
color LCD display.
It shall be able to control up to 64 groups of indoor units with the following functions:-
a) Starting/stopping of Airconditoners as a zone or group or individual unit.
b) Temperature settling for each indoor unit or zone.
c) Switching between temperature control modes, switching of fan speed and direction of airflow,
enabling/disabling of individual remote controller operation.
d) Monitoring of operation status such as operation mode & temperature setting of individual indoor units,
maintenance information, trouble shooting information.
e) Display of air conditioner operation history.
f) Daily management automation through yearly schedule function with possibility of various schedules.
The controller shall have wide screen user friendly color LCD display and can be wired by a non polar 2 wire
transmission cable to a distance of 1 km. away from indoor unit.UPS / Battery backup for 4 Hours.
4.1.8.7. UNIFIED ON/OFF CONTROLLER
Unified ON/OFF controller shall be supplied which shall be controlled through centralized type remote

a) On/Off as a zone or individual unit.

4.1.8.8. REFRIGERANT PIPING
All refrigerant piping for the air conditioning system shall be constructed from soft seamless upto 19.1mm and
hard drawn copper refrigerant pipes for above 19.1mm with copper fittings and silver-soldered joints. The
refrigerant piping arrangements shall be in accordance with good practice within the air conditioning
industry, and are to include charging connections, suction line insulation and all other items normally forming
part of proper refrigerant circuits.
All joints in copper piping shall be sweat joints using low temperature brazing and or silver solder. Before
jointing any copper pipe or fittings, its interiors shall be thoroughly cleaned by passing a clean cloth via wire
or cable through its entire length. The piping shall be continuously kept clean of dirt etc. while constructing
the joints. Subsequently, it shall be thoroughly blown out using nitrogen.
After the refrigerant piping installation has been completed, the refrigerant piping system shall be pressure
tested using nitrogen at pressure of 20Kg per sq.cm and 10 Kg per sq.cm (lowside). Pressure shall be
maintained in the system for 24 hours. The system shall then be evacuated to minimum vacuum if 700mm hg
and held for 24 hours.
The air-conditioning system supplier shall be design sizes and erect proper interconnections of the complete
refrigerant circuit.
The thickness of copper piping shall not be less than 20gauge for pipes upto 19.1mm and 18guage for above
The suction line pipe size and the liquid line pipe size shall be selected according to the manufacturers
specified outside diameter. All refrigerant pipes shall be properly supported and anchored to the building
structure using steel hangers, anchors, brackets and supports which shall be fixed to the building structure by
means of inserts or expansion shields of adequate size and number to support the load imposed thereon.
To protect nitrile rubber insulation of exposed copper piping from degrading due to ultra violet rays &
atmospheric condition, it shall be covered polyshield coating with atleast two coats of resin and hardener
(Make- poly bond company) above nitrile rubber insulation. Fiberglass tape shall be helically wound & coated
with painted two coats of resin with hardener to give smooth & plain finish.
4.1.8.9. PIPE INSULATION
a) Refrigerant Pipe Insulation
The whole of the liquid and suction refrigerant lines including all fittings, valves and strainer bodies, etc. shall
be insulated with 9mm thick elastomeric nitrile rubber as specified in BOQ.
b) Drain Pipe Insulation
Drain pipes carrying condensate water shall be insulated with 6 mm thick elastomeric nitrile rubber
For proper drainage of condensate, U Trap shall be provided in the drain piping (wherever required). All pipe
supports shall be of pre fabricated & pre painted slotted angle supports, properly installed with clamps etc.
