HIRING OF RESOURCES FOR MANAGEMENT OF ELECTRICAL SYSTEM / DG SET INSTALLATION AT AF II AND OTHER OUTSIDE LOCATION UNDER GE (AF) STATION JAMNAGAR NO. 01

Amount

Note:- (i) Contractor’s special attention is invited that the Estimated cost for M&O Part of this BOQ is Rs.34,36,920.00 based on prevailing rate of Schedule of Minimum fair wages. If the total quoted amount of M&O Part of the BOQ is less than the estimated cost of the same, then the lowest bidder will have to deposit FDR/BGB in favour of Accepting Officer within 07 days of opening of Financial Bid for the difference in estimated cost of M&O part & quoted amount of M&O part. (ii) In case the said FDR/BGB is not submitted within stipulated period as mentioned above, the contractor shall be banned for 06 months & their bid will be rejected and finance bid will not be opened. FDR/BGB submitted shall be released only after satisfactory completion of work on submission of proof of payment that all the person deployed under this contract has been paid not less than Schedule of Minimum fair wages as mentioned under Note No.3.09 to 3.10 here in after.

MANNING AND OPERATION

Hiring resources for management of DG Sets installation (at Sarmat Range at Jamnagar) consisting of diesel engine driven generating sets with LT Panels for continuous operation with one operator per shift of 08 hours for three Shift in a day (including Sunday & holiday) all as specified and directed by Engg -in-charge. Note:- Minimum qualification of operator(FGM) shall be ITI (Electrician)

Hiring resources for management of DG Sets installation (at NDB Gandhinagar at Jamnagar) consisting of diesel engine driven generating sets with LT Panels for continuous operation with one operator per shift of 08 hours for three Shift in a day (including Sunday & holiday) all as specified and directed by Engg -in-charge. Note:- Minimum qualification of operator(FGM) shall be ITI (Electrician)

Hiring resources for management of Electrical Installation and DG set 2 Nos at 309 TRU of 11 KV installation consisting of VCBs,Power Transformer, with LT Panels with complete power supply maintenance of unit for continuous operation with one operator per shift of 08 hours for three Shift in a day (including Sunday & holiday) all as specified and directed by Engg -in-charge. Note:- Minimum qualification of operator (Electrician) shall be ITI (Electrician) with 2 years experience for performing similar type of work.

Notes for all items of this BOQ :- Contractors special attention is invited that The Accepting Officer reserves the right to terminate the contract or par thereof due to administrative reason without any prior notice. No compensation shall be made to the contractor for termination of contract / part thereof.

(i) Contractor / his operator will be responsible to operate all the above plants / machinery when ever required and as asked / directed by AGE / JE during shift

(ii) The contractor shall not pay wages lower than minimum wages for labour as fixed by Govt of India / State Govt. / Union Territory (Whichever is higher) under Minimum Wages Act or Contract Labour (Abolition and Regulation Act). For item Nos 1 & 2 of the BOQ, Minimum Wage for Skilled / Clerical category will be considered. For item No 3 of the BOQ, Minimum Wage for Highly Skilled category will be considered

(iii) Contractor special attention is invited that payment of operator / labour shall be made only through Account payee cheque and same shall be deposited in bank account of operator / labour. Documentary evidence for the same shall be submitted to Engineer -in-Charge before payment of RAR/Final bill.

(iv) Contractor and his person detailed for manning of various installations shall also be responsible for serviceability of all equipment installed in various installations. In case of any major fault occurs in the installation he will report directly to concerned JE E/M / AGE E/M. Person deputed for operation will be responsible for minor maintenance such as checking of oil, checking of Diesel, checking of battery terminal and cleaning of all equipments and cleaning of installation room, maintenance of LT panels and surrounding areas complete.

(v) In case absence of any operator / workmen from any shift will be penalized with a penalty of double the rate quoted by the contractor in addition to the shift not taken in to consideration for payment.

(vi) Safety equipment's will be provided to all tradesman without any extra cost to government.

(vii) Log book (Sheet), daily breakdown register and other requisite registers will be maintained by operator and get it signed by on duty tradesman & JE i/c on daily basis & monthly signed by Engineer-In-Charge and contractor and other details as specified in PS.

(viii) Communication eqpt (cell phone) at each installation hired for resource management should be provided (strictly camera less & no internet access) intimation of cell phone number shall be provided immediately on takes over of site by the contractor. The same shall be effective during period of running of contract. (Necessary permission for cell phone to be obtained from Airforce authorities by the contractor)

(ix) Quoted rate by the contractor shall be deemed to include cost of reliever and general cleaning of the DG Sets / Transformer / LT Panel / RMU / VCB / CSS and surround area of the installation including necessary T&Ps shall be provided by contractor.

(x) The Contractor shall maintain the attendance register for the operator employed by him and same shall be signed by JE & Engineer - in - Charge and will be produce at RAR / FB / or as and when required / demanded.

MAINTENANCE

Supply and fix in repair lead acid battery 12 V 150 AH with initial charging, fixing & connecting, at site, taking out old battery all as directed by Engr-in-Charge. Make :- Exide / TATA /Amron / Standard Furukava

Supply and fix in replacement of MCB TPN 40 Amps 4 pole all as specified and directed by Engineer-in-charge.

Supply and filling of coolant in 25 Litres Pack in CAN for toping up of Radiator of DG sets of various capacity all as specified

M&L for distilled water (electrolyte ) to be filled in lead acid batteries all as directed by Engr-In-Charge

Supply only engine oil 20 W 40 for DG set for top up and replacing engine oil complete all as specified. Make :- Servo/HP/BP

M&L for repairing / servicing of DG set of capacity 50 to 160 KVA (Make : Kirloskar), silent type DG set, by dismantling of sub assembly like injectors, governor, self starter, dynamo engine wiring, terminal contacts and safety controls, exhaust system, fuel pump etc including arresting leakage of oil sump and replacement of defective spare parts, such as oil filter, diesel filter, air filter, gaskets miscellaneous nut bolt etc and reassembling the sub assembly after carrying out necessary repairs including testing of DG Set for smooth running on proper load to the satisfaction of Engineer-in-Charge. Note : (i) Quoted rates shall be deemed to include cost of oil filter, diesel filter, air filter, gaskets miscellaneous nut bolt etc.
