The Bidders shall have adequate knowledge of carrying out repairs of 11kV/433V class Conventional, and Star Rated type distribution Transformers of 25/63/100 kVA capacity (self-declaration certificate should be submitted).
Annual financial turnover of any one year out of last three years of the firm/ individual shall not be less than hundred percent (100%) of the amount put to tender. In this context the bidder shall furnish copy of the audited financial report for the year 2020-21, 2021-22 & 2022-23 duly certified by the Chartered Accountant
The bidder should have liquid assets and/ or availability of credit facilities (bank balance/ Deposit/ Overdraft facility/credit lines/letters of credit / certificates from banks) not less than 25% of the amount put to tender for meeting the fund requirement. The liquid asset is considered with respect to the latest audited balance sheet and credit lines / letters of credit / certificates from bank which shall have valid currency.The conditional liquid assets and/ or availability of credit facilities issued from the bank will not be accepted
Those bidders who have already established Two or more than two transformer repair centers (25kVA, 63kVA & 100kVA) in the jurisdiction of CESC and having the remaining award period more than six months from the date of floating of this tender are not eligible (self-declaration certificate should be submitted). If the bidder is found to have made false claim, Bid security (EMD) so deposited will be liable for forfeiture
The Bidder should have repaired minimum of 500 Nos. of different capacity 11 kV class Conventional, & Star Rated type Distribution Transformers during any one year of preceding 3 years i.e. 2020-21, 2021-22 & 2022-23. A performance Certificate to this effect shall be furnished by competent authority not below the rank of Executive Engineer of O & M division of ESCOMs and DWA shall be uploaded in this regard
The bidder shall possess the registration of EPF, ESI, GST, Pollution control Board certificate (KSPCB), labour license or equivalent certificate and PAN card. The copy of original registration documents and the evidence for statutory payments made for EPFs, GST statements shall be uploaded
The bidder shall possess all testing equipment and tools required for repair of Transformers as per Annexure. CESC reserves the right to inspect this equipment. (Self-attested copy of possessing the equipment to be uploaded)
The bidder should submit the undertaking stating that, if he becomes successful/L1 bidder, he will establish the repair centre within 30 days from the date of issue of DWA and submit all the necessary statutory clearance certificates/Authorization letters from Concerned authority like Karnataka State Pollution Control Board (KSPCB), etc.., for the newly established place, within 45 days from the date of issuance of DWA. Failing which CESC shall cancel the DWA
The bidder should furnish the details of at least one person employed with minimum qualification of Diploma in Electrical Engineering
The bidder should have sufficient infrastructure facility for repair of at least 150 Transformers per month. In support of the same, he shall produce documentary evidence (Self-attested copy for having sufficient infrastructure facility to be uploaded)
The failure rate of the transformers repaired in the preceding 03 years 2020-21, 2021-22 & 2022-23 by the bidder within the guarantee period should be less than 6% (six percentage) in each year. The certified letter from the officer not below the rank of Executive Engineer of concerned ESCOM O&M division in which transformers were repaired by the bidder shall be uploaded
The bidder should not have been Black-Listed by any Government Department/Power Utility in Karnataka or any other state. The bidder should submit a self-declaration certificate in this regard
