Certificate without UDIN will not be considered.

RequiredTo qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25 satisfactorily completed as prime Man Power Service Provider, at least one similar Services such as-SUPPLY OF MANPOWER/ Mazdoor for Road conductor,Similar Work

Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Tenders from Joint ventures are not acceptable.

When the bidder quotes lesser then the Minimum Wages for the employees. The Tender will be considered for rejection as per Labour Act.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

Any discrepancies observed in the documents uploaded by the tenderer the tender shall liable to rejection.

All the formats prescribed in the bid documents shall be filled in complete manner and shall be uploaded properly, signed by the tenderer

Conditional tenders will not be accepted.

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

Any change / extensions, etc. in the tender schedule (calendar of events) will not be published / advertised through newspapers changes will be updated on/in KPP Portal only.

The Department is not responsible for any delay in accessing KPP-procurement portal.

Under this contract, the GST is Included in the item wise basic rates

The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

The time stipulated for Providing Service is 12 Months.

The intending bidder should furnish the copy of valid Registration Certificate issued from Labour Department GOK.

The tenderer shall furnish required information in all formats. Scan and upload all Formats/Original documents required for this bid to the e-procurement portal. The Original Formats/Documents shall be produced at the time of opening of Bid for physical verification.

The Man Power Service Provider should quote the rates considering prevailing Minimum Wages as per Karnataka Minimum Wages act- 1954 and current statutory charges like GST, ESI, EPF and others In case if quoted rates are less than minimum wages and current statutory charges such quoted tenders will be liable for rejection

Applicable taxes will be deducted as per the Norms

Earnest Money Deposit will have to be in any one of the forms as per the instructions in the financial bid document and shall have to be valid for 45 days beyond the validity of the tender.

The Man Power Service Providers are instructed to submit only relevant information with records as required and specified in qualification criteria, no junk, superfluous and un necessary documents should not be uploaded

The Successful Tenderer shall have to be submit 5% of Security Deposit on accepted tender amount in the form Bank Guarantee or FDR in the name of Executive Engineer, PWD Division, Hassan

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria

As per Government Circular No. FD/263/EXP-12/2022, Dated 11/05/2022 Tender Clause ITT 24.3. If Successful Bidder not made Agreement with Employer then the EMD Amount will be forfeited and Tender will be Rejected

The person deployed by the contractor should not be below 18 years of age. Employment of child labour will lead to termination of the contract. The contractor should engage only such personnel, whose attendance have been thoroughly verified, including character and police verification and other formalities. The contractor shall be fully responsible for the conduct of the personnel deployed by them.

For better management and smooth services, A Man source services Complaint Register shall be maintained by the contractor for recording the complaints from the client officials through the inspection of the site, material on site, attendance sheet of the personnel, weekly report, client letter/ fax/e-mail, verbal complaints etc. The contractor should take necessary corrective action on any such complaints on priority basis.

Tenderers who meet the above specified minimum qualifying criteria will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity equal to (AxNx2.5 - B) A equal to Maximum value of Man power Supply service executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress. 1 Year where B equal to Value at 2025-26 price level, of existing commitments and on-going works to be completed during the next 1 Year form the probable date of Award of this contract.

The estimated rates are inclusive of EPF, ESI, labourcess, Service Charges, mobilization resources vz. labour, finance, livelihood and any other statutory deductions. The Bidder should pay the Monthly salary to the Outsource Employees on or before 5th of every month without fail

The Bidder Should Submit Outsource Employees Bank /EPF/ESI Details with valid documents and deduction of the same should be submitted on every month.

If the contractor is Stopping of Supplying of Services without any notice during the contract period or if there is a problem with the contract, the security deposit will be forfeited and a necessary action will be taken. The damage caused by the Service will be recovered from the Man Power Service Provider

Bidder should be conversant with the local languages.

The Man Power Service Provider should provide all amenities to his personnel such as Identity card/badges etc., Man Power Service Provider should also take care of all safety and risk management of the personnel deployed during the period of contract.

The Employer reserves the rights to accept any Tender and to reject any or all Tenders as per Standard Tender Document.

The staff is the employee of the Man Power Service Provider and not of the Government Department. The Government Department shall at no time directly or indirectly employ the Man Power Service Provider staff for the services of any other nature or deal with any personnel in any capacity during the tenure of this contract.

The Man Power Service Provider should maintain muster roll of its employees.

The Man Power Service Provider shall regularly remit the EPF& ESI (both employers & employees contribution) & Labor cess contribution to Government as per existing rules and shall pay all the legitimate statutory and mandatory remittances to the concerned respective departments and produce the copy of the paid challans once in every 3 months (quarterly) & failing which payment for the succeeding months will be withheld by the Department

The Man Power Service Provider shall produce the copies of the Service tax remittances made and quarterly Returns

The Tenderer should submit the scanned copy of the last 5 years balance sheet indicating the Service contract receipts certified by the chartered with the balance sheet indicating the contract receipts certified by the chartered accountant with UDIN No/Auditor & Tax consultant with their registration no, who ever is applicable.

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 (a) achieved in at least TWO financial year of annual Financial Turn over

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 satisfactorily completed as prime Man Power Service Provider, at least one similar Services

In case of accidents/problems encountered by the employees while performing duty at department office and in relation to it then the compensation must be paid in accordance with the Worksman Compensation Act by the SERVICE PROVIDER himself.

The Contractor shall maintain proper and detailed record for the job carried out by their employees and shall also maintain all records and returns as necessary Labour Act, Minimum Wages Act, ESI Act, PF Act, etc, as relevant and applicable from time to time

The Contractor should provide PF A/c number, ESI Card and Photo Identity card to the contract employees posted at PWD. This should be done immediately but not later than one month from the date of signing joint agreement

Contractor shall have to abide by the Labour Laws of Government and have to extend the statutory due/benefit to the person who will be deployed.

The contractor should employ only registered labours/Gangmans as per Govt. Circular No. PWD/198/BMS/2009/ Dated: 24-06-2009. As per EPF & MP act 1952 in respect of the employees engaged by or through contractors, agencies and contractors shall have provident fund code no. & all the contract employees deployed by them are enrolled as members of provident fund

Tender invited only for eligible contractors registered under Contract Labour Regulation and Abolition Act, 1970 with Karnataka Labour Department.

Bidders are requested to read the Bid Documents before submission of their bid.

Department will not supply any materials, and the cost of the Tender form shall not be refundable

Tenderer should be Registered in Karnataka Labour Department and copy should be uploaded in E-portal Attested by the Gazzeted officers not below the rank of Executive Engineer.

The Bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and familiarize himself with the Site.The costs of visiting the site shall be at the Bidders own expense

The successful bidder has to follow the Government circular No. PWD/995/IFA Dated: 24/05/2024

The Tenderer should submit the scanned copy of the last 5 years balance sheet indicating contract receipts duly certified and to submit the balance sheet indicating the contract receipts certified by the chartered accountant with UDIN No/Auditor & Tax consultant with their registration no as per the IT guidelines who ever is applicable the Contractors should have Registration of GST.

Work sanctioned under head of Account: 3054-04-337-1-10-200 District and Other Road maintenance

To qualify for award of this contract, each tenderer should furnish qualification information as per section 3 of Standard Tender Document attached to this tender.and also upload Scan copy of pan card, Valid GST registration certificate & also upload address proof certificate(Aadhar Card/DL/Pass port etc..) contractor should mention valid Email ID, communication Address, Phone Number properly

The bidder shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs. The tender fee is non-refundable and The employer is not responsible for any delay in accessing KPPP portal.

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

The contractor should be responsible for all deduction of the labours wages as per the Labour Act.The Public Works Department will not be held responsible for the same.

Bidder should submit copy of the service tax registration certificate

Bidder should submit copy of the EPF, ESI registration certificate obtained from respective competant Authority

Bidder should submit GST registration certificate

Bidder should submit copy of the PAN Card.

Bidder should submit Declaration about Non black list by Notary

For the above item of Services, irrespective of the rate quoted by the agency bounded to pay the wages not less than the prevailing labour wages act rate fuel charges of Rs. 2500/- per month including GST as per the circular No PWD/995/IFA Date: 24-05-2024 along with payable current statutory allowances like ESI, EPF.. as prescribed by Labour Department from time to time for the personnels deployed to accomplish the Services

The Salary of the persons disployed for accomplishing the work /services has to be paid mandatory in time within 5th of every month with out fail.

The Government and the Contractor have to abide to any increase or decrease in GST during agreement period
