ANNUAL MAINTENANCE CONTRACT FOR MANNING AND OPERATION ALONGWITH MAINTENANCE OF 145KV GAS INSULATED SWITCH GEAR AND 132KV MRSS SUBSTATION AT NAVAL STATION RAMBILLI NEAR VISAKHAPATNAM

Annual maintenance contract for Manning and Operation alongwith Maintenance of 145kV GIS & 132kV MRS substation at Naval Station Rambilli by providing the manpower for smooth and trouble free operation of the installations round the clock including Sundays and holidays for i.e. three shift ( One shift of 8 hrs) for First Year complete all as specified and as directed by Engineer-in-Charge. Following manpower required for Maintaince and Operation:- The contractor shall provide the following manpower through Project manager of OEM of the equipments:- (a) Station In charge -01 No (detailed for General Shift only)- BE/BTech Engineer in electrical Engineering with 7-10 years of work experience of relevant field. (b) Shift Engineer- 03 No (detailed for three shifts )- BE/Diploma Engineer in Electrical Engineering with 7-10 years of work experience of relevant field. (c) Technician - 01 No (detailed for General Shift) ITI passed minimum 5 years experience of relevent field. (d) Helper - 03 No (detailed for Three Shift) ITI passed minimum 02 years experience of relevent field.

Item No. 1 (Contd..,) The following plants/machinery to be supervised and to be maintened:- (a) 132kV Switchyard-01 No. (b) 145kV Gas Insulated Swichgear system-05 bayNos. (c) 132/11KVA Power Transformers - 02 Nos. (d) SCADA system-01 No. (e) Incoming/Outgoing HT 11kV switchgears-35 Nos. (f) Stn Transformer 500kVA - 01 No. (g) Control and relay panels, Tap changer panels of MRSS-01 Lot. (h) 11kV Capacitor banks and APFC Panel. (j) 05 Ton EOT crane. (k) CCTV system. (l) Fire Fighting system. (m) SAS-01 Lot. (n) DC Battery Bank(220V-02Set,110V-02Set) (o) HVAC system. (p) LT panels-01 Lot and UPS 10 KVA -01 No. Visual Cheking:- (a) All equipments/items to be visually checked by the operator and serviceability report to be filled in log sheet. Any fault or unserviceable of equipments to be informed to JE E/M and Engineer-in-Charge. Visual Checking as per PS clause:- (a) All equipments/items to be visually checked by the operator and serviceability report to be filled in log sheet. Any fault or unserviceable of equipments to be informed to Engineer/JE E/M and Engineer-in-Charge. Monitoring of Equipments:-

Item No. 1 (Contd..,) (a) Daily log sheet shall be maintained by the contractor & the log sheet shall be provided by the contractor as per Performa given by the department be inspected thoroughly before switching on. (b) Maintaining duty log sheet and checking all parameter of metering devices. (c) Checking of various meters for measurement of current, voltage etc, including recording of these readings in log sheet and also recording of any unwanted signal of spark, sound in switchgears/eqpts etc. (d) Switchgear and equipments shall be properly cleaned. (e) Dress shall be provided for manpower employed (dress colour to be approve prior approval of Engr-in-Charge). (f) One mobile phone with sim to be provided at site for commnication and fault rectification. (g) All complaints to be attended by the technicians and cleaning/cutting of grass/bushes/tree branches/unwanted plants in yard area, MRS/GIS buildings etc complete by employees provided by the contractor. (h) Conveyance facility to be provided by the contractor in station premises for attending the faults/complaints.

Notes for Items Nos. 1 to 3 :- Quoted rate shall deemed to include the following mandatory provisions related to wages/safety and misc benefits for workmen (i) The contractor shall provide all facilities to the workmen to facilitate them in conveyance/ safety. (ii) Minimum wages shall be as applicable for skilled workers under scheduled employment of [Employment on the construction or maintenance of roads or in building operations] and shall be maximum of the minimum wages published by the Central Government under the schedule and the minimum wages published by the Andhra Pradesh Government under the schedule. (iii) The contractor shall submit all the proofs for payment of minimum wages, EPF, ESIC, bonus etc. as per the statutory requirement for claiming any interim payment otherwise they shall submit the acts and the statutory provisions along with the proofs, provisions, affidavits etc. which shall have to prove any exemption of the firm and their employ from such statutory requirements. The contractor shall only be paid after satisfying the statutory requirements (iv) The contractor shall pay to his worker in their Aadhaar Linked Bank Account and copy of statement of Bank Account shall be provided to GE before release of any payment. (v) Fixing charges for all components/spare parts shall be deemed to be included in item No 1 to 3 above and nothing extra shall be admissible on this account. All components/spare parts shall be measured and paid separately as supply only item in this schedule. (vi) Fixing charges for additional items to be incorporated as per site requirement other than specified in BOQ as provided by department/user shall be deemed to be included item no. 1 to 3 above and nothing extra shall be admissible on this account.

Supply only renewal of antivirus protection for SCADA software system with licence for 05 years capable of taking care of complete data monitoring, data logging and control function at 132/11 KV sub-station MRS, Utility center-10 Nos (with GPRS compatibility for 10 utility center) spread across Naval Station consisting of services, work station, desktop computers, operating system, communication products and object softwares assembled from industry strandard products compatible to IEC 61850 protocol on 132KV system and modbus protocol on 11 KV substation as per existing system all as specified and as directed.

Supply only SCADA system wiring/cabling system all as specified and as directed.

Supply only for Internal accessories like MCB, control wiring, terminal block, earth bus, power sockets, hearter, heater switch etc for 145Kv GIS LCC panel, 132/11KV control and relay complex panel & 132/11Kv RTU panel all as specified and as directed. Note:- (i) ABB/Schneider/Seimens existing make/brand of defective components/spare parts or any reputed suitable make and as approved Engineer-in-Charge. (ii) The rate quoted by the bidder shall also include for repais/replacement of minor spares other than as specified above for 132 Kv MRS/145 Kv GIS SF6 based are included in the quoted rates like transformer bushing clamps, earth wire clients, 120KN polymer insulators, zebra conductors and all other misc E/M items etc included where individiual cost less than Rs. 5000/- each. Where the cost of item is more than Rs. 5000/- and not included in above and required at site shall be paid as per market rate/star rate.
