Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Any Registered Tenderer, individual, Firm / Agency / Partnership firm / Company / Class-III and above Contractor Registered in KPWD or Public Sector undertaking having suitable Technical, Financial and Managerial capabilities satisfying the following conditions are eligible to apply.

The Tenderers shall have Memorandum of Article of Association and Power of Attorney, authorizing the signatory, as the case may be.

The letter of authorization by the Tenderer of a person or persons duly authorized to bind the tenderer to the Contract shall be indicated by written power-of-attorney, as the case may be.

The Tenderer shall have enrolled with Income Tax Department and should furnish copy of PAN Card issued under Income Tax Rules.

The Tenderer shall have enrolled under Goods and Service Tax Rules and should furnish copy of Goods and Service Tax Certificate issued under Goods and Service Tax Rules.

The Tenderers shall have enrolled in Labour department, issued by State / Central Government under labour Act and valid till the completion of the contract.

The Tenderers shall have enrolled under Provident Fund Registration Certificate (PF).

The Tenderers shall have enrolled under Employers State Insurance Registration Certificate (ESI).

The Tenderer at his own responsibility and risk is encouraged to visit and examine the Site of Works and its surroundings and obtain all information that may be necessary for preparing the Tender and entering into a contract for construction of the Works. The cost of visiting the Site shall be at the Tenderer own expense.

All duties, taxes, and other levies payable by the contractor under the contract, or for any other cause, shall be included in the rates except Goods and Service tax (GST), submitted by the Tenderer. GST will be reimbursed by the Employer at the prevailing rates to the Bill amount, and as amended from time to time. No enquiries or requests will be entertained later by this office. (Refer Government Circular FD 417 EXP-12 2024 dated 09-08-2024).

The Tenderer shall fill in labour rates not below the minimum wages prescribed by all existing labour Enactments and Rules made there under, Regulations, Notifications and Bye laws including amendments that may be issued under any labour law (including Rules), either by the Central Government or the State Government or the Local Authority. Wherever labourers are engaged in executing items proposed, where labour rates are not specifically mentioned to quote as per the number of labourers required in executing the items, the labour rates shall be paid as above.

Corrigendums / Addendum if any, will be published in the e-procurement portal only.

The Financial bid of those Tenderers who fulfill the eligibility criteria and qualification information, shall be opened.

Bangalore Development Authority reserves the right to accept / reject any or all tender without assigning any reasons.

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e.2019-2020 to 2023-2024) : Mandating satisfactory completion as prime contractor, for at least one similar work such as Cleaning and maintenance including removal and disposal of garbage of premises, building corridor and floor area of office building, general toilets and officers toilets and allied works, of value not less than Rs. 59.00 lakh.

Work Done Certificate

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e.2019-2020 to 2023-2024) : executed in any one year, the following minimum quantities of work :1 Cleaning of Office Floors, Toilet floor, Corridors, lobbies, Storage Furnitures, Electrical and Electronic equipments, Doors, Windows, etc., 1705000.00 sQM 2 External Area, Sweeping and terrace cleaning 1438500.00 Sqm

Capabilities of Vendor

Each Tenderer should further demonstrate : Liquid assets and / or availability of credit facilities of no less than Rs. 29.10 lakh (Credit lines/ letter of credit/ certificates) from Nationalized / Scheduled banks for meeting the fund requirement etc.
