Shed cleaning, general cleaning of EMU/MEMU coaches at Narkeldanga EMU Carshed, TRS/North & TRS/NH along with internal cleaning, stain removing of EMU coaches at Narkeldanga EMU Carshed, during day/night for two(02) years i.e. 730 days.

T2- Liquidity It is necessary that the firm can with stand cash flow that the contract will require until payments received from the Employer. Liquidity therefore becomes an important consideration. This shall be seen from CA certified financial data based on the last audited balance sheets. Net current assets i.e. Liquidity should be clearly mentioned in the financial data, that the applicant has access to or has available liquid assets, lines of credit and other financial means to meet cash flow (5% of the estimated value of the work) for this contracts, ascertified by the CA. In case the Net Current Assets i.e. Liquidity (as seen from the CA certified financial data)are negative, only the Banking references will be considered. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant. The Banking reference should be from a Scheduled Bank in India and it should not more than 3 months old as on date of submission of bids.

T1- Annual Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times theadvertised Bid value during the last three previous financial years and in the current financial year upto the date of opening of the tender . The audited balance sheet reflecting financial turnover (in clear terms) certified by chartered accountant with her stamp, signature and membership number shall only be considered. Financial data for the last three audited financial years, as applicable, has also to be uploaded by the tenderer in along with audited balance sheets. The financial data shall be certified by chartered accountant with his stamp,signature and membership number. Also, if the tenderer doesn't submit financial data for any of the abovefinancial years, then his application shall not be considered and may be rejected.

The tenderer/contractor should upload a copy of his valid contractor/trade license in PDF format or submit GST certificate.

Definition of Similar Work :- (i) Mechanized or manual Cleaning activities of Coaches in Indian Railways/any Metro Railway in India OR (ii) Mechanized en-route cleaning of trains under the Clean Train Station. (iii) Cleaning activity Under Municipal Corporation/Municipality, (iv) Cleaning activity under OBHS, (v) Cleaning activity at station/railway colony (vi) Cleaning activity at Work Shop or at Electric shed/C&W depot. (vii)Annual maintenance and operations contract of Bio-Toilets of Railway coaches. etc

Work Experience The bidder should have satisfactorily completed in the last three previous financial years andthe current financial year upto the date of opening of the tender, one similar single service contract for aminimum of 35% of advertised value of the bid. To this effect, the Tenderer should submit the copy of credentialcertificate issued by employer/ client showing nature of work, cost/value of work, date of start, date of completion, final payment received and penalty imposed (if any) with overall performance.

The power of attorney in the name of the person authorizedto do all correspondence related to work along with resolution passed by the board of Director. Copy of POA (Powerof Attorney) may be attached.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Cost of Tender Document and Earnest Money should not be clubbed and to be deposited separately.

In case the office remains closed on the date of opening day of tender due to any unforeseen circumstances like bandh, strike, natural calamities, riot and civil commotion etc. The tender will be opened on the next working day at same time and place.

The GST Act and Rules will be applicable.

The advertised rates are inclusive of GST @ 18%. Contractors should quote their rates accordingly.

TDS@ 2% on total work done exclusive of taxes will be charged as (1% for CGST and 1% for SGST) or 2 % for IGST as per Railway Board Guidelines.

Tender Papers:- The intending tenderer is advised to study theTender papers carefully. The tenderershall alsoacquaint himself with the local condition, nature of work and allother matters pertaining thereto. The submission of tendershall bedeemed to have been done after careful studyand examinationof the tender papers with a full under standingof the implications there of. Any information relating tothetender may be obtained from the office of the Sr.DivisionalElectrical Engineer/TRS/SDAH on anyworking day during theoffice hours up to 16.00 hrs. Tenderer, if required, may cometo the office ofSr.DEE/TRS/SDAH to understand the scope ofwork before processing the tender documents.

The successful tenderer will have to execute anagreement containing the Terms & Condition of thework.TheRailway Administration reserves the right to reject any tendereither in whole or in partwithout assigning any reason whatso ever.The final acceptance of the tender shall rest withthecompetent authorities of railway who reserves the right toaccept or reject any tender withoutassigning any reasonthere of and does not bind himself to accept the lowest tenderonly.

If the tenderer fails to observe or comply thestipulation,the amount deposited as security shall beforfeitedto the Railways.If the tenderer expires after the submission ofhis tender or after acceptanceof his tender, the Railways shalldeem such tender as cancelled. If a partner of a firm expiresafter thesubmission of their tender or after the acceptance ofthe tender, the Railway will deem such tender ascanceledunlessthe firm retains its character. The earnest money willbe refunded to the unsuccessfultenderer/tenderers withina reasonable time. The earnest money deposited bythe successfultenderer/tenderers will be retained towardsthe security deposit for the due and faithful fulfillment ofthecontract but shall be forfeited if the contractor/s fail/sto execute the agreement bond or start the workwithin 7 daysofthe acceptance of his/their offer.

The Railway reserves the right to verify allstatements,information and documents submitted by thebidderin his tender offer, and the bidder shall,when so required bythe Railway , make available allsuch information,evidence anddocuments as may be necessary for such verification. Anysuchverification or lick of such verification , by the railway shallnot relieve the bidder of its obligations orliabilities here undernor will it affect any rights of the railway there under.

Before submitting of a tender, the tenderer will be deemedto have satisfied himself by actualinspection of the siteand locality of the works, that all conditions liable to beencountered during theexecution of the works are taken intoaccount and that the rates he enters in the tender formsareadequate and all inclusive forthe completion of works to the entire satisfaction of theEngineer.

Multiple L-1 : In case of more than one L-1 bidders, tender may be awarded totenderer having higherBid Capacity. In case Bid Capacity is also the same,tenderer having done more value of similar workin last three previous financialyears and current financial year up to the date of opening of the tender,maybe selected for the award.
