Name of Work: “Providing, supplying, lowering, laying, jointing, hydro‑testing, and
commissioning of Mild Steel (MS) pipeline, including all associated and allied works,
for the onshore laying and offshore installation of the NC‑9 bulk water pipeline
including piling and encasing works in creek along the Surajbari Bridge, including all
necessary crossings and structural supports at Maliya, Taluka Maliya, District Morbi.”
(1) The bidder shall quote his firm and fixed price for the entire work under this Contract,
defined in more details in various sections of this bid document.
(2) The rates and prices shall be submitted in the electronic formats given by n-procure
which is called Schedule-B. Rates and prices received in any other formats will be
rejected and the Bids will be disqualified.
(3) It will be entirely at the discretion of the Employer to accept or reject the bidder’s
proposal, without giving any reasons whatsoever and the bidder shall not be permitted
to withdraw his bid on this account.

(5) In Schedule-B the Bidder shall quote prices for the work.
(6) The bidder should quote his bid premium or rebate at the end of Schedule B and
Schedule C. The rates shall be quoted in reference to detail BOQ (Schedule B1, B2,
…... Schedule E and Schedule C) in line with Volume III Price Bid. If bidder does not
wish to quote premium or rebate, he should indicate "at par" in the blank space
preceding "% above / below" in Schedule B and Schedule C. Thereafter bidder shall
work out and indicate the Total offered bid amount both in words and figures for Total
amount of Schedule B and Schedule C. For any excess over tender quantities, Extra
items and variations in quantities, refer clause no. 14 on Volume- 1B – General
Condition of Contract.

(7) Price quoted in SUMMARY (SCHEDULE-B) shall be firm and fixed during the
pendency of the contract, except for item under- price variation clause. Each item rate
of Schedule B and Schedule C shall be worked out by applying the same %
above/below or “at par” quoted for the Total Tender amount (Total of Schedule B and
Schedule C) given in detail in Volume III Price Bid.
(8) The agency with the lowest quoted percentage rate (by considering rebate if any), will
be considered as L-1 agency. The same percentage (above/below) quoting shall be
applicable to all rates in capital works (Schedule B) and O&M works (Schedule C).
(9) Wherever for a particular item the quantities have been specified payment shall be on
unit rate basis and unit variation in quantity will be paid with pro rata basis.

(24) The prices shall be quoted exclusive of GST but inclusive of all other taxes, royalties
and duties prevailing at the time of submission of the bids. Statutory variation if any
during the currency of contract shall have to borne by the agency which shall not be
reimbursed by the GWIL.
(25) The rates quoted shall be exclusive of GST, but inclusive of all other taxes, duties
which shall not be paid extra. While GST will be paid for admissible part of actual work
done at the approved tender rates and tender conditions of price variations. GST shall
be paid as per prevailing rates at the time of payment. The TDS shall be deducted at
source as per provisions of IT rules and GWIL policy.
(26) The rates should be quoted exclusive of GST but inclusive of all other taxes as per
Volume-I (B), General Conditions of Contract, Clause No.
(27) The bidder shall have to quote the rates in this tender keeping in view of the GST. The
complete responsibility of taxes, duties, levies rests with the Contractor/agency only.
(28) The process requires that the bidder shall quote his price for the work components
fix during the entire period of performance of the contract except price variation
allowed for supply of MS/DI/ pipe as per Volume-1B Clause no. 59, General condition
(29) Payment shall be made for the components, as per schedule of payment. Total cost
will be worked out on the basis of the work done of individual items/ components, and
percentage rates quoted in Price Bid.
(30) Royalties: The contractor shall be liable to pay the royalty of the quarried materials/
minerals used in the construction of works at the rates specified in the Narmada Water
Resources, Water Supply & Kalpsar Dept. Resolution No. GEN-2010-595- (6) - M.I.

(31) Agency shall have to take Insurance policy and intimate to GWIL along with the
evidence within time limit. In case of non-compliance entire responsibility shall be rest
with the contractor and required amount shall be recovered from any due amount of

Providing and executing interconnection of existing MS pipeline with new MS pipeline, including
cutting, alignment, jointing by welding and/or bolted flanged connections, supply and fixing of

to achieve a secure and leak-proof connection, as per the instructions of the Engineering In-charge.

The blind flange installation at the end of the existing 1829 mm dia and 1300 mm dia pipelines shall
be executed during connection work of the new 1829 mm dia pipeline with the existing 1829 mm dia
Diversion of watercourse by providing cofferdam:
Design, Providing and constructing cofferdam, including excavation to required alignment and
section, supplying and placing approved soil brought from outside filled in empty cement/gunny bags
to form the impervious core, properly stacked, interlocked and compacted, including slope dressing
and protection to ensure stability against water current and hydraulic pressure, complete with all
labour, materials, tools and plants. Minimum Top width of cofferdam shall be 0.6 m and minimum Rupees
slope shall be 1V : 1.5 H and minimum free board shall be 0.5 m from the high water level or as per Seventeen
design. The cofferdam shall be designed and constructed in a phased manner to ensure Thousand Five
continuous and unobstructed flow of the watercourse while enabling safe diversion and Hundred Fifty
execution of work in dry conditions. The cofferdam shall be designed and executed to maintain a Seven and Seven
minimum working width of 6 m to facilitate installation, handling, and laying of encased MS pipeline Paise
as well as execution of pile works. The scope shall include continuous maintenance of the cofferdam
in sound and watertight condition during the execution period, attending to leakages, damages, and
settlement, including dewatering operations as required. The work further includes dismantling and
complete removal of the cofferdam after completion of works and restoration of the riverbed to its

Dismantled at Surajbari Bridge.
Dismantling, demolition, cutting, safe removal, handling, stacking, loading, transportation and
clearance of the existing Steel Truss support structure and existing MS Pipeline system installed
on Surajbari Bridge, including all associated specials, fittings, valves, flanges, joints, supports,
hangers, anchor arrangements, brackets, fasteners and appurtenant works, complete in all
respects, after successful completion, testing, commissioning and satisfactory operation of the
new pipeline system. The Contractor shall plan, coordinate and execute the entire work in
accordance with the requirements of the Tender Documents, Conditions of Contract, Technical
Specifications and directions of the Engineer-in-Charge, ensuring complete safety and protection
of the existing bridge structure, carriageway, utilities, personnel and public property, without
causing damage to any part of the bridge or disruption to existing vehicular traffic and public
movement. The Contractor shall take all necessary precautions and make adequate
arrangements for safe execution of the work with minimum hindrance to bridge operations and
surrounding activities. Upon completion of dismantling activities, the Contractor shall remove all Rupees Nine
debris, scrap, temporary works and surplus materials and leave the site, bridge structure and Crore
surrounding area in a neat, clean and serviceable condition to the satisfaction of the Engineer-in- Seventy One
Charge. This includes all labour, supervision, tools and tackles, cranes, equipment, temporary Lakh Only

The details of existing Steel Truss and MS pipeline items are as follows.
(1) Existing Steel Truss on each side of Surajbari Bridge for supporting the existing MS pipeline.
(2) Existing MS Pipeline on each side of Surajbari Bridge, including removal of all associated
specials, fittings, valves, flanges, and jointing materials. The MS pipeline shall be considered
between the blind flanges installed at the upstream and downstream ends of the existing
pipeline, after its disconnection and integration with the new pipeline system.
