SCHEDULE 'A' PART - I (OUTSOURCING SERVICES)

Providing services for operation, maintenance of electric supply and water supply installations including internal electrification of buildings at MTRDC Technical Area by deploying skilled, qualified persons having experience in handling similar equipments/services and periodical maintenance to equipments, maintaining log sheets, complaint register, maintenance register, breakdown register etc complete. The scope of work/services to be provided by contractor in each shift and number of shifts in day for MTRDC Technical Area are enumerated below and as specified in particular specification in following areas :- MTRDC Technical area at HMT Complex (Main Building and JC Bose Building) in general shift (excluding Sundays and Holidays), Shift timings from 0830 Hours to 1730 Hours with Electrician - 02 Nos and Helper - 1 No per shift NOTES :- (i) Details of equipment/services to be maintained are indicated as appendices in PS. (ii) Various items required for replacement are regulated by the department except those given under relevent items of schedule ‘A’ as supply only. However replacement cost of these items are deemed to be included in this item. (iii) The Items mentioned under relevent items of schedule ‘A’ shall be supplied by the contractor as and when required at site and the same shall be measured and paid under relevant items of Sch 'A' Part - II. (iv) Tenderer shall maintain relevant slips of complaints attended and materials used duly signed by users and any other documents as signed by dept and cost of the same is deemed to be included in the rate quoted.

Notes for Sl Item No 1.00 to 2.02 (including Sub Items) Contd., (v) T&P, HT fuse wire and safety gear required for attending to the complaints will have to be arranged by the tenderer at no extra cost to the department. Attention is drawn to latest minimum fair wages payable as notified (time to time) by Govt Of India / State Govt / Local body whichever is higher, including taxes as applicable and quote their rates accordingly. Contractor shall not have any claim on account of misunderstanding / under quoting in this regards. vi) Tenderer shall arrange insurance to his work-men and relevant proofs of the same shall be submitted to the department as and when demanded, the cost for the same is deemed to be included in the rate quoted. Responsibility of compliance of labour regulations in force lies with the tenderer. The provision of statutory laws relating to minimum wages, EPF, EDLI, ESIC, Bonus, GST, Cess & other levies payable shall be strictly adhered to by the contractor. The Contractor shall produce proof of wages, EPF, ESIC, Bonus paid against the respective workmen while claiming payments. vii) Absent from duty of technician is not permissible as E&M services are essential in nature. However, the absence will invite penalty as specified in tender and recovery shall be done through recovery statement from the payment due to Contractor. The tenderer will have no claim whatsoever on this account and decision of Accepting officer in this regard will be final and binding.

Notes for Sl Item No 1.00 to 2.02 (including Sub Items) Contd., viii) Tenderer shall work out and quote the rates under Col 5, Col 7, Col 9, Col 11 & Col 13 for each item / sub items. Rate quoted under Col 9 (overheads and Profits) shall also deemed to include for consumable items, uniforms, stationery charges, etc., required for proper operation and maintenance of equipments. viii) Bid submitted by Tenderer under following stipulations shall be treated as non - bonafide / invalid / disqualified and such bids will not be considered for acceptance and in such case the lowest bidder shall be determined from amongst the valid / bonafide bids only :- a) Quoting wages under Col 5 against any item / sub-items of BOQ shall not be less than the prevailing minimum rates of wages payable as notified by Govt. of India/ Concerned State Govt / Local body whichever is higher. b) Quoted rate under Col 7 i.e., Bonus, shall not be less than Minimum payable (8.33%) and shall be based on actual payment basis. c) If quotes under Col 9, OH & Profits, Consumable items, uniforms, stationery charges, etc., quotes "Nil" or "Zero" consideration d) ESIC % under Column 13 is @ 3.25% subject to Salary less than 21,000/- as per instructions in vogue x) In case Contractor is liable to pay EPF, % quote under Column 11 shall not be less than % applicable as per EPF & MP Act and its latest notifications / amendments. xi) Quoted rates shall deemed to be inclusive of all taxes, cess, levies as applicable including GST. x) Any variation in minimum wages, liability of EPF, ESIC, EDLI, BONUS, LWC, GST shall be adjusted from re-imbursement / recovery as specified in Special Conditions here-in-after. The prevailing wages / Contribution prevailing on the bid submission end date shall be considered as base for adjustment / re-imbursement as specified here-in-after.

Notes for Sl Item No 1.00 to 2.02 (including Sub Items) Contd., xi) Exemptions / limiatations, if any shall not be considered while quoting rates, EPF, ESIC, BONUS, LWC as the same shall be calculated during actual contribution payable depending upon the salary of the individual based on the number of days engaged in the work. xii) Contractor’s attention is invited to Labour Wages Act with regards to payment of wages to the individuals engaged under this work. Contractor shall make the payments to their staff / employees by Cheque or through NEFT in their Bank Account, and the particulars of same shall be submitted to the department while claiming any payment. No payments will be made, unless proof of payment of wages through bank account is submitted by the Contractor/firm while claiming bills. xiii) The wages, / contribution towards EPF, EDLI, ESIC, Bonus shall be paid by the GE in RAR / Final bill only after submission of valid and authentic document in support of proof of payment / contribution of requisite amount to the workmen by the Contractor. In case, the Contractor fails to submit proof of payment made to Workmen, no payment will be made by Department. xiv) Payment in respect of any item / sub-item of BoQ in RAR / Final bill towards the wages, EPF, EDLI, ESIC, Bonus shall be made on the actual amount paid to the Workmen by the Contractor, subject to maxium of the rate quoted under respective heads, plus his quoted OH&P & LWC and no extra claim by the Contractor shall be admissible in this account. In case, Contractor pays less than quoted rates, payments will be made on the actual amount paid by the Contractor plus his quoted OH&P & LWC and no extra claim by the Contractor shall be admissible in this account and onus of responsibility of violation of respective Acts rests with Contractor.

Taking down existing ceiling fan/exhaust fan of any sweep with blade and down rods etc from ceiling/walls by unscrewing the nut bolts, opening the split pin and keeping in safe custody repairing and re-fixing the same after repairs, preparing the surfaces and spray painting with two coats of synthetic enamel paint, writing MES No. complete all as specified and as directed. NOTE: Repairs shall be measured and paid for separately under respective items.

Disconnecting, taking down ceiling fan, with blade, inspecting motor assembly, replacing burnt out capacitors, split pins, etc, servicing, cleaning, greasing, removing all deposited materials, checking for smooth functioning, re-assembling the same complete all as specified and directed. NOTE:- Cost of PVC capacitor bracket -1 No, split pins - 6 Nos, 2.5 mfd capacitor - 1 No, shall deemed to include in this item.

Rewinding of ceiling fan motor with super enameled copper winding wire of suitable gauge after cutting and removing burnt winding, including varnishing of new winding and drying up carefully all as specified and directed.

Dismantling / opening of exhaust fan of 300/450mm sweep motor assembly inspecting all dismantled parts repairing replacing the unserviceable parts and following components with new ones including oiling greasing reassembling motor assembly all as specified and directed. NOTE:- Cost of PVC capacitor bracket -1 No, split pins - 1 Nos, & 2 mfd Capacitor - 1 No, shall be included in this item.

Rewinding of exhaust fan motor 300/450 mm sweep with super enameled copper winding wire of suitable gauge after cutting and removing burnt winding, including varnishing of new winding and drying up carefully all as specified and directed.

Excavation in trenches in hard / dense soil not exceeding 1.5 metre wide not exceeding 1.5 metre in depth; for laying of cables not exceeding 10 Sqm on plan and not exceeding 1.5 m in depth and getting out , trimming sides, forming bottom surface to required level complete all as specified and as directed .

Returning filling with excavated soil, including spreading, leveling , watering and well ramming in layers not exceeding 25 cm in soil as directed .

Removing of excavated soil to a distance not exceeding 50 m & depositing where as directed at a level not exceeding 1.5m above starting point all as specified and as directed.

Supply and lay cable XLPE insulated armoured LT cable 1100 volts grade of size 10 Sq mm 2 core, in trenches/ on walls / poles including suitable MS clamps for fixing if required, connecting, testing and commissioning including taking down or pulling out the existing unserviceable cable complete all as specified and as directed Notes:- Earthwork, sand filling, brick protection, lugs shall be measured and paid separately under relevant items of this schedule.

Servicing and painting of two / four pole structure consisiting of poles, rolled steel joists mild steel channels and supports with one coat of aluminium paint including colour code for RYB to indicate the colour code for body earthing and lightning arrestor complete including taking proper shut down, greasing the GOD switch, tightening of all bolts & nuts, replacement of ACSR conductor, PVC sleeves, wornout lugs, PG clamps and HT fuses in the structure as required at site including two coats of white wash for masonary plat form, one coat of synthetic enamal paint for weld mesh, removing of weeds / plants inside the yard and cleaning the entire premises complete all as specified and as directed.

Servicing of HT VCB's of 800 amps capacity after removing contact unit from HT panel including cleaning, greasing of all moving parts, tightening of bolt and nuts and removing carbon deposits and sludge including adjusting spring tensions, tightening all cable interconnections, blowing hot air to remove moisture content from the unit compactment, including re-fixing, testing and commissioning complete all as specified and as directed.

Servicing of LT ACB's of capacity 630/800 amps complete with microprocessor relay by with-drawing ACB from cabint compartment including cleaning, greasing of all moving parts, tightening of bolt and nuts and removing carbon deposits and sludege including adjusting spring tensions, tightening all cable interconnections, blowing hot air to remove moisture content from the unit compartment, including re-fixing, testing and commissioning complete all as specified and as directed.

Supply only, auxillary contact 10 A capacity suitable for ACB 630/800 Amps with 2 NO + @NC coil voltage 220 V, AC, 50 Hz complete with accessories after taking down old one all as specified and as directed.

Demolishing old earthing pit, and providing new earthing pit with material and labour for earthing complete with Galvanized Iron earth plate electrode 600 mm x 600 mm x 6.3 mm buried directly in ground vertically in pit of depth not less than 2.25 metre below normal ground level with top edge of the earth plate at a depth not less than 1.5 metre below normal ground level surrounded from all sides with mixture of charcoal and common salt in alternate layers and electrode connected to GI earth strip of 32 x 6 mm, by means of bolts, nuts, check nuts and washers, earth wire protected by galvanized steel pipe 20 mm bore (light grade) connected to earthing test point all as shown in electrical plate No. 3 of SSR-2009 Part I and including necessary excavation and earth work in any type of soil, 40 mm bore light grade GI pipe for watering funnel wire mesh, PCC chamber in cement concrete (1:3:6), type C1 , manhole cover with RCC (1:2:4), type B-1, reinforced with 6 mm dia MS round bars @ 15 cm c/c both ways for cover and MS frame etc., complete all as specified and as directed NOTES :- (i) The quoted rate deemed to include earth strip and protection pipe up to 7.5 metre from earth plate / earth point/test point. (ii) Earth pit shall be constructed at least 0.5 metre away from each earth chamber.
