Underground Drainage, Strom Water Drain, Solid Waste Management Etc. Development Related Project Work.

Under Different Grants, Yojana Or Municipal Fund.

The work of the consultancy work is decided in three phase as under.

I. Detail survey, data Planning, Designing, Estimating and to prepare the project including all.

II. To get the accordance for A.A & T.S getting the loan or grant from Govt. Organization and invites the

1.0 Scope of work in detail :

i. Collection of data and information about the existing structure system.

ii. Deciding the norms and parameters for designing the system in consultation with the municipal

4. Preparation the project implementation chart for the whole project keeping in mind the fund flow

expected as well as the minimum interruption in the services being provided in town. Preparation of

Prequalification documents for short listing competent contractors and undertaking the whole procedure

of prequalification for the approval of the local body.

5. Preparation of the detailed tender document and invitation of tenders.

6. Evaluation of the tenders received, preparation of and evaluation report, presentation two the local body

with specific recommendations for approval of the tender by the local body.

General condition:-

1. Agency must have to mention fee for all stages, phases of work compulsory. The fees are for the entire

work or any part of work there of and will be as per Nagarpalika requirement.

2. The fees include all the works related to the project, all papers, drawing, design, traveling and other

incidental expenses.

3. The designs and reports prepared by the consultants shall be the property of the local body. But the same

should not be given to any agency without prior consent of the consultant.

4. Any dispute arising out of the contract shall be settled by mutual discussion failing which through

arbitration in accordance with the Indian arbitration act.

5. The date of commencement of the project will be treated from the date of the work order.

6. For various installments, the consultants shall submit bills in duplicate with advance stamped receipt.

7. The agreement for the consultancy shall be subject to Bhanvad jurisdiction.

8. All the final documents prepared shall be provided to the local body in three (3) copies extra copies if

16 The consultant have to assign and appoint one or more than one qualified site supervisor for each and

every kind of work separately as required.

17 The consultant have to maintain all site work register like steel, cement, cc cube, pipe line etc. as per

instruction of RCM office, consultant has to appoint qualified degree holder civil engineer for this work.

 The above terms of reference refers to three different parts of consultancy and all the parts may be

undertaken simultaneously or separately and may go on as parallel activities.

 The Consultant has to do the work in close consultation with the Nagarpalika authorities and instruction of

municipal engineer for at all stages.

 The name of consulting firm who shall qualify for selection shall be entered into the short list to be approved

by Bhanvad Nagarpalika. Bhanvad Nagarpalika shall be competent to reject any or all submission for

qualification without assigning any reasons.

ELEGIBILITY CRITERIA FOR PMC SERVICES

The following criteria shall be fulfilled by the bidder as a minimum to qualify for further

evaluation and opening of their price proposal:

(a) Copy of Office Establishment proof (Certified copy of constitution of firm with detail setup of firm)

(b) List of Equipment and technical staff with proof of salary credited by consultant

(c) Copy of PAN card

(d) Copy of PF Certificate

(e) Copy of G.S.T. Certificate

(f) Professional tax paid copy (Consultant have to prove that proposed staff is working with the firm either way

of submitting TDS or Professional Tax copy)

(g) EC and RC Registration Certificate (both certificate must be attached with employee professional tax (RC)

Consultant, Valuer & Land Survey

(i) The consultant/firm is an Indian Commercial entity and having registration/empanelment in Government

/ Semi Government Organizations including any State Govt. Undertaking (like GMFB, GUDM, GRHB,

TCGL, Municipal Corporations, and the consulting firm be in existence since last ten years or more on

last date of submission. The Consultant/firm Should submit attested copy of registration/empanelment

with State Government Department in appropriate class. (Government empanelled agency give work

preference) & Attached Copy of empanelment Letter.

2. Experience in Key Activities:

a) Consultant/firm should have experience of having successfully completed Similar work in Nagarpalika

DPR Approval and supervision work with bill verification.

b) Copy of Form-3A duly signs with govt. authority of below listed projects.

- The Bidder must have completed work of Underground drainage work projects amounting Rs. 25 Crore or

more as a Project Management consultant (PMC) or as a DPR preparation consultant in last 5 years

- The Bidder must have completed work of Water supply projects amounting Rs. 25 Crore or more as a

Project Management consultant (PMC) or as a DPR preparation consultant in last 5 years

- The Bidder must have completed work of Building projects amounting Rs. 25 Crore or more as a Project

Management consultant (PMC) or as a DPR preparation consultant in last 5 years.

- The Bidder must have completed work of Roads (CC/Paving Block) projects amounting Rs. 25 Crore or

more as a Project Management consultant (PMC) or as a DPR preparation consultant in last 5 years

- The Bidder must have completed work of Roads (Asphalt) projects amounting Rs. 10 Crore or more as a

Project Management consultant (PMC) or as a DPR preparation consultant in last 5 years

- The Bidder must have completed work of Garden/River Front projects amounting Rs. 15 Crore or more as a

Project Management consultant (PMC) or as a DPR preparation consultant in last 5 years.

c) Attested Copy of original certificates in support of above requirements shall be enclosed in hard copy

for verification, certified by the respective employer or his authorized representative, not below the rank

of an Executive Engineer or equivalent. Original Certificates of the same shall be produced for

verification on demand by employer. In case of any of the above works being carried out in joint

venture or association, the same shall be certified by client only not below the rank of an Executive

Engineer or equivalent and the certificate in this regards from other JV partner is not acceptable.

12. In case of suspension of work or withdrawal of work at any stage, payment shall be made to consultant

based on work carried out by consultant till that stage. The consultants are not entitled to get any payment

beyond the stage for which consultancy services are not availed by Bhanvad Nagarpalika.

13. The consultant shall prepare drawings, designs, outline specifications and estimate of cost by the cubic

measurements or on areas bases on schedule of the rates of the executing agency plus tender percentage

and / or on Bureau of Indian Standard (Previously ISI) specifications and per requirements. In the absence

of rate in the aforesaid schedule of rates, the same shall be arrived at by actual analysis.

15. Consultant shall be solely responsible for the competency and the detailed design if they have quoted only

for Part-I and for supervision and quality of work if they have quoted only for Part-II and for complete

work (i.e. for competency and designed and supervision and quality) if they have quoted for both Part-I

and Part-II combined for the work entrusted to them.

16. Consultant must have own qualified and well experienced structural engineer, Site engineer. The

consultant shall assume full responsibilities for the design and specifications for the items described in the

scope of work. The client will have full access to the details of the calculation and the structural designs

for purpose of scrutiny for satisfying themselves as to their correctness. The structure engineer of the

architect/ consultant has to render all necessary help for the above scrutiny.

17. No change shall be made in the approved drawings and specifications at site without the consent of the

client and consultant.
