Terms & Conditions:
1. Bidders may submit their offer on their own letterheads giving full specifications. Bidders have
to quote for CCTV Equipments having the same specifications enclosed as Annexure-A. Offers
should be written in ink, or typewritten, and correction, if any, must be attested. Penciled
quotations will not be accepted. Delivery period should be clearly stated.
2. The Quotation must be according to Technical Specifications provided in enclosed Annexure-A.
Non-adherence to any of the requirement or feature or specification may lead to rejection of the
3. The bidder is requested to submit bids in two separate envelopes marked “Technical Bid” and a
“Price Bid”. Tenders should be enclosed in a sealed cover, subscribed “Submission of Tender for
Supply of CCTV Equipment” and should reach this office on or before the last date and time
fixed. Bids received thereafter will not be considered.
4. The bidders are requested to send their brochures mentioning the product specifications and
technical details along with the quotation.
5. The price quoted should be inclusive of all taxes, duties, handling, freight, forwarding, transit
insurance, installation, commissioning, FOR on-site basis.
6. The bid must specify the amount considered as tax and which taxes have been considered.
7. Final decision of the acceptance of the bids rests with the competent PDEU authority who may
or may not accept the lowest bid. PDEU reserves the right to accept or reject the bid without
assigning any reason.
8. Jurisdiction : Gandhinagar
9. Insurance coverage should be done by the bidder for the systems from factory till the store
house and then until commissioning and handing over to PDEU of the systems or it would be
sole responsibility of Vendor. The damage, if any, has to be borne by the vendor or the damaged
parts have to be replaced by vendor as decided by PDEU authorities.
10. The vendor will be responsible for hardware supply, installation, testing and commissioning of
Equipments and System at PDEU Campus, Raisan Village, Gandhinagar. The vendor will be
responsible for carrying out tasks, as defined herein, for installation and commissioning of
CCTV/networks equipments at PDEU campus.
11. The vendor shall not transfer/assign the contract to any other party.
12. Payment terms: 50% of the payment after delivery, 47% of the payment will be made after
satisfactory installation and commissioning of all the equipments and system. The remaining 3%
will be made after 12 months and will be treated as a performance guarantee or upon giving a
performance bank guarantee for a period of 12 months.

13. The vendor must provide on-site support within 3 hours of registering a complaint failing which
penalty @ 10% of the performance guarantee amount will be levied. (i.e. Penalty will be charged
as a % of the performance guarantee, not the complete amount).
14. In case of late delivery or delay in commissioning the equipment, PDEU reserves the right to
charge 0.5 % of the value of the unfulfilled part of the order per week of delay as liquidated
15. Upon completion of the work, the bidder must demonstrate that the performance (throughput)
of the network is as per specifications.
16. The bidder has to maintain 99% uptime (on monthly basis) for resolving equipment/system
problems at the PDEU site. Defective parts should be replaced within 12 working hours of the
complaint by the bidder. The percentage of the uptime will be calculated based on the time to
repair/rectify a fault from the time the complaint is made to the time it is rectified. If the above
uptime is not maintained, penalty @ 2% for every 1% decries in up time or the part thereof up to
95%. In case downtime is less than 95% PDEU may at its discretion initiate other action.
Notwithstanding the above, PDEU may get problems rectified at the cost of the bidder.
17. The bidder shall be responsible for timely maintenance of equipments for a period of three years
from the date of successful commissioning which shall be all inclusive services, including any and
all cost related to such services.
18. Spares required for rectifying the problems to ensure requisite uptime should be maintained
19. PDEU may vary the quantity of items ordered as per requirement. PDEU may also place orders
for additional quantity of the equipment at the rate quoted in the bid for a period of one year
from the bid date.
20. In case the model of the equipments supplied is discontinued, the supplier shall ensure the
availability of the parts for at least 5 years from the date of supply.
