   As per Clause 6.0 of Invitation and Instruction to Tenderers.

   (i) Concrete Sleeper Plants (CSPs) approved by RDSO for RDSO Item ID:3100589 [ PRE-TENSIONED PRESTRESSED CONCRETE SLEEPERS FOR BROADGAUGE, METRE GAUGE AND NARROW GAUGE] for undertaking production ofPSC Main Line sleepers or any other category PSC sleepers for IR shall beeligible for Bulk/Regular and Developmental ordering depending upon theirapproval status.(ii) Status of approval of tenderer shall be reckoned as onthe date of tender opening and not thereafter, unless it is a case ofdowngrading/ removal/suspension/banning.(iii) (a) Vendors approved fordevelopmental ordering shall be eligible for developmental order of up to20% of Net Procurable Quantity[NPQ] . (iii) (b) Total developmental orders will be limited to 20% of NPQ.

   Existing manufacturers quoting for supply from a new location after shiftingtheir existing plant should have prior approval for supply from new locationas per instructions of Railway Board vide letter No. 2004/Tk- II/22/11/5 dated22.02.2006.Plants, which have already been permitted for shifting of locationbut have not shifted/started production from new location, even after lapseof one year or more from date of issue of permission letter, shall not beeligible to quote from old location. They will be eligible to quote from newlocation only if they have already obtained the RDSO certification of Plant atnew location, before the date of tender opening. Bidder should indicate (inremarks) if they are quoting for supply from a new location. If so necessarycertificate from RDSO should also be attached.

4. 1.3

   Those plants will be considered closed, which have not manufactured anytype of sleepers (mainline, Turnout, special sleepers) for more than fiveyears reckoning from the date of tender opening. Such plants will not beeligible for tender until and unless fresh RDSO certification/approval isobtained and placed on record. Bidder should submit last 5 yearsperformance along with offer

5. 1.4

   (i) Evaluation of the tender is Itemwise / Consigneewise. Tender is issued making separate item for each Division. Separate ' PL Code' have beenassigned, accordingly for each Division requirement. Any Bidder may submittheir Bids for any one, more than one or for all 'PL Codes'. Minimum offeredquantity by a tenderer for a PL Code (Division) should be atleast 50% of thetender quantity for the PL Code (Division). Offers for quantity less than the minimum quantity as specified above, will be summarily rejected for theparticular PL Code (Division).(ii) Further in addition of above, it is alsostipulated that the bidder CSP quoting for any PL code (Division) will alsohave to mandatorily quote for the PL Code (Division) in which CSP is locatedor for the Division nearest to the CSP. The Bidder should also indicate PlantLocation from which supplies are to be made.Offers of bidders , not quotingfor the PL Code (Division) in which CSP is located or for the PL code (Division)nearest to the CSP, shall be summarily rejected for all the PL Codes(Divisions).

   The Firm should not be black listed/suspended/banned for business byRailway. Bidder should submit self declaration in this regard.
