1. PRE-QUALIFICATION CRITERIA AND EVALUATION PROCEDURE
1.1 DETAILED ASSESSMENT
Morbi Municipal Corporation Invite Tender for Door-to-Door /Gate /Spot / GVP
MSW collection and transportation up to fresh waste management plant/ Dumpsite/
RTS By Own closed body vehicles, with tipping arrangement including labors for a
concession period of 5 years in accordance with the solid waste management rules of
2026 and its latest amendments in Morbi Municipal Corporation.
As per work of tender, a sealed tender shall be submitted to the Municipal
Commissioner, Morbi Municipal Corporation. Online tender need to be filled
till dt. While EMD and Supporting Document Need to be Submitted till dt. in
the name of Municipal Commissioner, Morbi Municipal Corporation.
Envelope of original demand draft for tender documents fees & EMD shall be sealed
& super scribed with the name of work, contractor’s name & address & send to
Municipal Commissioner, Morbi Municipal Corporation.
✓ Experience certificate of at least 02 years of continuous experience in
Door-to-Door/Gate/Spot Municipal Solid Waste collection, segregation
and transportation OR Successful execution of similar Municipal Solid
Waste collection/ transportation work in at least 15 (fifteen) ULBs, with
the work having been carried out for a minimum period of one year in
each ULB in duration up to dd/mm/yyyy (Year 2023-24, 2024-25, 2025-
26) up to (dd/mm/yyyy) for door-to-door garbage collection work/ from
the employer shall be submitted along with the application incorporating
clearly the name of the work, Contract value, billing amount, date of
commencement of works, satisfactory performance of the Contractor and
any other relevant information as per Annexure
✓ Startup & MSME relaxations will be applied as per current Gujarat State
Procurement Policy 2024 (GSPP-2024).
✓ Pre-qualification of applicant will be based complying minimum criteria
regarding their particular, financial position and other relevant
information as demonstrated by the applicant’s response in the forms
attached to the Latter of application. The qualifications, capacity and
resources of proposed subcontractors will not be taken into account in
determining the Applicants compliance with the qualifying criteria. The
applicant to note specifically that all information given including those
in the form of various formats must be supported by certificates from
respective authorities (not less than Executive Engineer or equivalent)
and must be duly attested.
Contractor can furnish the details on the separate sheets but the format
should not be changed in any case.

2. QUALIFYING CRITERIA
Tenderer/Bidder must be having following financial and technical experience as mentioned
A. FINANCIAL CAPACITY
• “Financial Statements” consist of profit-and-loss statements, balance sheet, Audit report
• “Annual Turnover”: Average annual turnover of the bidder must have archived the
average of last 3 years (Year 2023-24, Year 2024-25, 2025-26 i.e., it shall be counted
from date 01-04- 2023 to 31-03-2026) shall be equal to or more than 30 % of the 1st

be taken into consideration.
• Positive Net worth: Bidder shall have Positive Net worth 12 % of the tender estimated cost.

All applicants must submit audited annual reports / financial reports of last three years.
Firms that do not publish financial statements, such as partnerships, submit specially prepared
statements duly stamped and signed by chartered accountant. A qualified external auditor

B. TECHNICAL CRITERIA:
➢ Bidder shall have work experience of Door-to-Door waste collection with labor from society,
colonies, apartments, slum area and transportation work with close body small goods vehicle
or LCV having for Municipal Corporation.
➢ Bidder Must have Ownership of minimum 80 garbage Tipper and need to provide its RC
Book and Insurance copy along with tender that too registered on or after 01/01/2025 and
must be on bidder’s name.
➢ Bidder must have experience of the digital property survey of ULBs and need to submit
its reports along with the certificate approved by the concerned authority.
Note: - Experience of digital (Software and Mobile Application based) property survey will
only be considered.
➢ Bidder must submit work order, work completion certificate, contract agreement and other
supporting document to show the experience for technical evaluation. The bidder shall fulfill
the criteria mentioned below table Column (3).

c. three #Similar works in which yearly work quantum should not be
less than 40% (i.e. 14,600 MT per Year) of the estimated yearly work*
of this tender.
#Similar works means collecting solid waste / segregated solid waste from residential area (i.e. from
societies, colonies, apartments, spot, slums etc.), commercial area and institutional area etc. on day-to-
day basis by using labors and close body vehicles with tipping arrangement of category small goods vehicle
& or LCV and transporting collected waste to nearest refuse transfer station, storage site, dumping site etc.
*Average quantity of continuous two years which are highest among last 7 years shall be considered for
• Minimum 2 (two) years of continuous experience in Door-to-Door/Gate/Spot
Municipal Solid Waste collection, segregation and transportation; OR
Successful execution of similar Municipal Solid Waste collection and
transportation work in at least 15 (fifteen) ULBs, with the work having been carried
out for a minimum period of one year in each ULB.
• New vehicles or vehicles should not be older than 01/01/2025 to be deployed
by contractor for this work.
In case of needed more vehicles if it is available with Morbi Municipal
Corporation it will provide on rental basis as shown in table with following
o Driver and manpower in scope of agency.
o Diesel, Petrol, CNG will be in scope of agency.
o O and M is in scope of agency including change of genuine require parts.
o All government dues like PUC, vehicle insurance, Manpower insurance in
scope of agency.

C. SPECIAL NOTES
A. Disqualification
✓ Even though the Applicants meet the above criteria, they are subject to be disqualified and
forfeiture of EMD (with approval of competent authority) and agency will be debarred from
Morbi Municipal Corporation, if Applicant or any of its constituent partners has:
o Made misleading or false representation in the forms, statements, and attachments
submitted in proof of the qualification requirements.
o During verification, if it is found from client that of poor performance such as
abandoning the works, or financial failure or abnormal delay in work etc.
o Regarding litigation in case where bidder/its parent/ subsidiary/ associate
company(ies) is involved in illegal practice like any activities of corruption,
coercive practice or debarred/blacklisted in the past by any government/
organization in respect of performance of bidder, it is to state that MMC authority
requires that bidders under these contracts observe the highest standard of ethics
during the procurement and execution of such contracts. In pursuance of these
MMC authority (1) will reject a proposal for award if it determines that the bidder
has engaged in any corrupt or fraudulent practice in compacting for this contract
or in past history and (2) will reject the proposal if it found debarred/blacklisted
by any state government/ government of India (3) the bidder or its parents/
subsidiary/ associate company is under liquidation or bankruptcy been debarred
blacklisted for its poor performance in central government organization / state
government organization / equivalent authority
/ MMC / any ULB / and applicable / valid at the time of last date of this tender
o The bidder does not respond promptly and diligently to requests for supplemental
information required for the evaluation of bid.
o If the bid document is incomplete.
1. The experience as sub-contractor shall not be considered.
2. Power of Attorney of each individual firm shall be submitted on Rs. 300 Non-Judicial
Stamp paper and shall be notarized.
B. RECEIPT OF TENDER DOCUMENTS:
a. Following condition shall supersede relevant condition mentioned elsewhere
in the bidding document:
b. E.M.D & Tender fee shall be submitted in electronic format through online (by
scanning) while uploading the bid. This submission shall mean that E.M.D &
tender fee are received for purpose of opening the Bid. Accordingly, offer/tenders
of those tenders, whose E.M.D & tenders fee is received electronically, shall be
opened. However, for realization of EMD and tender fee, bidder shall send the
EMD as well as Tender fee in original through RPAD/Speed post/ by courier to
reach Solid Waste management Department (MMC office) on Date. Up to 17:00
Hour. Punitive action shall be initiated for non-submission of EMD & Tender
fees in original to MMC Office by bidder including abeyance of registration and
cancellation of E- tendering code for one year. All documents of supporting of
Bid shall be in electronic format only through online (by scanning) during the
bidding period & hard copy will not be accepted separately."
c. All the technical documents must be Attested which shall be colored scanned
to be original and clearly readable. Documents which are unreadable, scanned in
black and white or gray shall not be acceptable for technical evaluation.
d. The documents submitted by bidders shall be spiral/ hard bound. If the technical
documents submitted by bidder found without binding, MMC will not be
responsible in case of any document lost or misplaced.
e. Copy of Agreement, Work Order, Work completion Certificate shall be submitted
in English and Gujarati Language only.
f. Copy of Agreement Work order, Work Completion Certificate, if submitted in
other language, shall be submitted along with translated copy in English
Language which shall be certified, duly signed and stamped from authorized
translator and shall get it notarized.
g. Price Bid shall have to be quoted strictly online only. No hard copy of price bid
shall be accepted.
h. Addenda/Corrigendum / Errata to these tender documents, if issued must be
signed and submitted online and in hard copy also.

Perpetrations of tender document:
1. Tenderer shall carefully examine the tender documents and fully inform themselves as to all
the conditions and matters, which may in any way effect the work or the cost Should a
Tenderer find discrepancies, error or omission from the specifications or other documents or
should he be in doubt as to their meaning, he should address query to the concerned authority,
Any resulting interpretation of the tender documents will be issued to all Tenderers as an
Addenda/Corrigendum / Errata. Verbal clarification and/or information given by the
Tenderer shall not be binding on the Corporation.
2. Modification of Documents: Modification of specifications and extension of the closing date
of the tender. If required will be made by an addendum. Notification of addendum will be
published on website only. These shall be signed and shall form a part of tender. The
Tenderer shall not add to or amend the text of any of the documents except in so far as
may be necessary.
3. Addenda / Corrigendum / Errata: Addenda / Corrigendum / Errata form part of the contract
documents and full consideration shall be given to all Addenda / Corrigendum / Errata in the
preparation of tenders. Tenders shall verify the number of Addenda / Corrigendum / Errata
Issued, if, any and acknowledge the receipt of all Addenda / Corrigendum / Errata in the
Tender. Failure to do so may cause the Tender to be rejected.
Technical bid and qualification documents mentioned in the tender and price bid shall not be
submitted in physical form. Please note that Non-Submission of Hard Copies of technical Bid as
well as price Bid does not absolve the bidders from any liability created from the bid condition
and bidding process. Price bid shall have to be quoted strictly online only.

Successful bidders upon Intimation from MMC.

Opening of Tender
After receiving the tender by MMC from bidders, technical bid shall be opened first and detailed
evaluation of all the documents submitted by bidders shall be done. Price bid of only technically
qualified bidders will be opened. Bidders who have quoted the lowest rate shall be eligible for
execution of work after doing negotiation if required, the corporation reserves the right to reject
the lowest or any other or all tenders or part of it which in the opinion of corporation does not
appear to be its best interest. Date and time of opening of price bid which shall be intimated in
advance to the bidders.

Pre-Operational Activities
The Firm shall have to complete the various survey activities, POI allocation, TPM (TIME
PLACE MOVEMENT) analysis etc. within 2 month from date of award of work & before
starting operation of collection of collected household waste in the service area. The firm shall
commence all activities conversely.
The bidder shall survey the project area (every household, commercial establishment, bulk
waste generator residential & bulk waste generator commercial unit) with digital mode only
within 1 months from award of work. Survey data shall include address, ownership detail,
communication details and geo tagged photograph of property. If any (every household,
commercial establishment, bulk waste generator residential & bulk waste generator
commercial unit) find that their data is not linked with the application, they may be able to
send their detail through such Application. If contractor fails to do so penalty will apply as per
penalty clause.
The bidder shall make TPM Route plan for each vehicle after completion of survey as
per (1000 ±20%) houses, based on 8 working hour shifts per vehicle.
The bidder shall generate POI and provide location data excel file to enable GPS service
provider/e-gov. department generate route and its planning. POI marking shall be in such a
way that entry area, middle area, end area of each & every society shall be covered based on
society length & vehicle movement area but in any case, entry and end location of society etc.

Where ever there are bungalows, Tenement, Row houses etc. where Door to Door waste
collection impossible, contractor has to collect waste on Door-to-Door waste collection basis.

MUNICIPAL CORPORATION.
The contractor shall have to submit TPM for various POI regarding the work which shall be
executed in a ward / zone by a vehicle and shall be approved by MORBI MUNICIPAL
CORPORATION. If door to door (Primary Waste Collection) vehicle if found working early
& / or late by 45 minutes for attending the POI than schedule time, then penalty for such
event shall be levied. As per penalty clause. In case of heavy traffic areas Time of POI to be adjusted by
the bidder and get approved before changing the time.
The agency will not accept C&D waste or soil. Additionally, waste other than kitchen waste
from the food and beverage units must be collected within the designated wards assigned by

may be extended for another 2 years if MORBI MUNICIPAL CORPORATION and the bidder
wants to continue the services if operations are found suitable.
All the vehicles to be used by the agencies in the operations here have to be new ones
or not older than 01/01/2025.
Contractor should provide the separate close body vehicle for kitchen waste collection of
Restaurants/ Hotels/ Food Stall/ Party Plots daily as per TPM and GIS data for MIS.
Among the vehicles to be used by agencies, considering the current operational requirements

For the old/ any e-rickshaw type goods vehicles to be allocated by MORBI MUNICIPAL

operations. (including insurance) including full repair of these vehicles, charging of batteries,
rear body hydraulically operated fabrication body work etc. which the agency will have to bear
at its own expense and finally these vehicles to be returned to MORBI MUNICIPAL

At present MORBI MUNICIPAL CORPORATION is collecting garbage per day out of which 80 %
waste is being collected using door to door (Primary Waste Collection) collection system & rest of 20 %
MSW is collected from identified spots in ward office through different system by either MORBI
MUNICIPAL CORPORATION or by engaging private agency.
1. To be in line with norms prescribed by Solid Waste Management rules 2026 and its latest amendments
Door to Door (Primary Waste Collection) collection system along with collection of segregation of waste
is most essential. Contractor shall collect and transport waste in segregated manner i.e. 4 types of waste
in each vehicle. Mainly separate collection of wet waste, dry waste, household hazardous waste and
sanitary waste from MORBI MUNICIPAL CORPORATION. Contractor should perform IEC
activity to help MORBI MUNICIPAL CORPORATION to promote Segregation of waste at
source. Photographs of every IEC activity should be attached with print and submitted to MMC.
2. To cater the need of Door to Door (Primary Waste Collection) Collection, the interested party shall have
to come forward with number of close brand-new fabricated body small goods vehicles / LCV Vehicle
(Tata Intra V30/Ashok Leyland Dost/Similar Type Any Make, LCV – Tata 407 Pickup/Ashok Leyland
Partner/Similar Type Any Make). Total numbers of small goods vehicles / LCV are provided in table.
Based on survey work, TPM (TIME PLACE MOVEMENT) finalization in consultation with ward /
zone, nos. of small / LCV vehicle shall be finalized & put in use.
3. Door to Door (Primary Waste Collection) garbage collection and transportation of waste shall have to be
done daily, i. e. all 7 days a week including National Holidays, Festivals and Sundays. Extra vehicles shall be
deployed during festival or as and when required as directed by MORBI MUNICIPAL CORPORATION.
4. The Contractor will ensure that the waste materials stored in the close vehicles are not dumped / emptied at any
place other than the one specified by the MORBI MUNICIPAL CORPORATION. Disposal of waste in any other
area will be termed as Deficiency of Service and MORBI MUNICIPAL CORPORATION reserves the rights to
terminate the Contract for Deficiency of Service.
5. During the transportation, contractor shall ensure that no garbage shall spill, litter on road (out of the closed
vehicles), and no overloading of waste or bags shall be hanged around the vehicle.
6. The contractor shall not allot his work to another agency as sub contract. If found, the work order of the contractor
shall be rejected. The contractor can sub contract with the agency which deals with supply of labour to fulfill the

9. The Contractor should cover 100% POI as per TPM (TIME PLACE MOVEMENT).
10. If contractor not cover POI than contractor shall be penalize by MORBI MUNICIPAL CORPORATION as
mentioned in tender.
11. The bidder shall have to quote rate on basis of 8 working hour shift per vehicle with 1 driver, 1 labor, fuel
and comprehensive operation & Maintenance of vehicle including all support staff, vehicle insurance
waste collection from slum, narrow lanes using, hand cart, cycle rickshaw, equipment’s, etc.
12. The quoted rate is based on 8 hours of operation the vehicle which includes;
a. The time taken for door to door (Primary Waste Collection) collection.
b. The time taken for dumping material to the Processing site.
c. Moving the Vehicle from one place to another,
d. Lunch break of operation (not included) - time will be decided & communicated by
zonal SWM officer in charge as per work and site requirements.
e. All required activity on site & to execute entire work successfully on day-to-day
f. Successful bidder shall make the arrangement of driver, labour, maintenance
staff, supporting staff, admin staff etc. accordingly.

13. The bidder shall deploy required new fabricated closed body vehicles with 1 driver and 1 labor as per ward

22. Religious waste from all religious places shall be collected by separate vehicles and the religious waste shall
be transport to the treatment plant/processing unit. If any innovative approach is decided by MORBI MUNICIPAL
CORPORATION then the bidder prescribes work accordingly for the waste shall be collected from such places
by allotting a vehicle and disposed /handed as directed by the MORBI MUNICIPAL CORPORATION.
23. No garden waste shall be collected in closed body vehicle.
24. In the MORBI MUNICIPAL CORPORATION given to successful bidder for this work, if any selected
locality/slum or similar area MORBI MUNICIPAL CORPORATION wish to allot / has allotted to special group
/ NGO / Mandal, successful bidder will not carryout work in such area. Decision of MORBI MUNICIPAL
CORPORATION will be final & biding to all.
CONTRACT PRICE:
The Bidders are expected to work out their own rates, considering different aspects of scope of work. This
includes all requirements under the Contractor's responsibilities for performing different tasks and, what
so required for the bidding documents, the acquisition of all permits, approvals and licenses, etc.,
operation, maintenance, training services and such other items and services as required to perform as per
scope of work specified in the bidding documents, all in accordance with the conditions of the Contract.
MMC will help for GPCB/CPCB permission. All duties, taxes (excluding GST) and other levies payable
by the Contractor under the Contract shall be included in the rates to be quoted in " Schedule of rate (1)
The corporation reserves the right to increase or decrease the scope of work. Contractor shall have to carry
out extra work at the pro rata base for that work and as per the price approved in the bid for additional
requirement. On specific occasions, MMC reserves the right to ask the contractor to provide additional
cleaning services. The contractor is bound to provide the same at a short notice of few hours. The rates
for additional services requested by the Municipal Commissioner will be mutually agreed upon between
the contractor and the Municipal Commissioner.
1. The contractor shall provide well-trained, disciplined, honest and sincere workforce, which shall be
maintained throughout the contract period. The contractor shall make a site visit and satisfy himself
regarding the requirements of work. No additional payments will be made if contractor needs to increase
the workforce, equipment, cleaning material at a later stage to meet the requirements of the work.
2. The contractor shall ensure that the supervisors and cleaners are all mentally stable and are able to
communicate properly. They should not pose any hazard, create nuisance to the general public. Contractor
shall give preference to local Valmiki Samar labors for the work. Contractor must have to pay the salary
through banks to the labors, drivers and another workforce regularly. Contractor shall be fully
responsible for honesty and behaviors of its workforce. The final decision of the same will be of Municipal
3. The Supervisor shall have to be qualified, experienced, competent and authorized by the contractor to
take decisions at site. Such supervisor shall be deemed to have full authority of the contractor and any
instructions given to him by the corporation officers shall be deemed to have been given to the contractor.
The Supervisor should be accessible at all times at site and should have a mobile phone in person at all
times. The contractor shall ensure that the supervisor or any other authorized representative must
invariably be available either in person or over the telephone every day for taking necessary Instruction
and for proper co-ordination.
4. The contractor must comply and follow all the rules and regulations and disciplinary measures
pertaining to the work, labor, safety etc. Contractor shall have to produce Employee labor license and
P. F. license and must follow rules and regulations as amended in law. The expense of having the license
shall be borne by contractor. Contractor has to maintain PF, ESIC, Professional tax account of their staff.
MMC shall not be responsible for the same.
5. The Contractor shale indicates the manpower minimum one supervisor for one ward for segregation
purpose in each ward and one worker with each vehicle, further 1 supervisor for work coordination per
ward shall be provided. Any decrease in the workforce shall have to be suitably approved by the
Municipal Commissioner before the actual reduction in the workforce takes place. The contractor shall,
at no time, reduce the work force without taking the Municipal Commissioner into confidence. The
Municipal Commissioner shall deduct payments to the Contractor for the days of reduced workforce.
6. The Contractor, may, at his own cost and responsibility, consider 'increasing his workforce,
equipment's, and materials in order to meet the requirements of the work. Contractor has to ensure
presence of adequate Workforce to carry out the task effectively to the satisfaction of the corporation. The
contractor shall be solely responsible for the behavior and honesty of its workforce.
7. The Municipal Commissioner reserves the right to ask for the replacement of the personnel not found
fit enough for the want of discipline, honesty, sincerity or quality. The same shall have to be replaced by
the contractor without any extra cost to the corporation.
8. The work force provided by the contractor shall have to be properly dressed in full uniformipent, shirt),
gloves and shoes etc, all the working time. Each person provided by the Contractor shall have to display
the identity card on the uniform, with photo. The contractor shall provide sufficient number of lady
cleaners where applicable. Contractor has to arrange for all drivers, helpers, operators, labours, etc. and
incur their salaries, wages, etc, and all liabilities and responsibilities lle with him.
9. To avoid mishap or accident during the operation, the Contractor shall ensure that only skilled
staff/drivers with sufficient experience in their respective trade are deployed on the job and are not put to
over exertion as per prevailing labour laws of the State and/or Central Government.
10. The Staff/drivers deputed by the Contractors during the course of contract must behave decently with
the corporation's officer and staff. The Contractor shall have to withdraw such person, who is found to be
undisciplined, misbehaving, under the influence of any intoxicant or whose services are considered
detrimental to the Corporation's interest, falling which the corporation may serve a Notice to the
Contractor. Failure to replace the personnel after issuance of notice by the corporation is sufficient ground
for termination of the Contract. It will not be binding on the part of the corporation to justify the reasons
to the Contractor for advising such withdrawal of staff.
11. The Driver must be always being in possession of a valid professional driving license.
12. Contractor shall deploy Vehicle with payload capacity of around 3000 kg. for LCV or with payload
capacity of around 800 kg for small goods vehicle with hydraulic tipping facilities during the tenure of
contract period. Vehicle shall be as per the specification, model etc. mentioned in specification clause and
new fabricated design of close body with four compartments and must be approved by Central Workshop
department of MMC. Contractor shall provide minimum 1 vehicle for 1000 ± 20% houses / units as per
approved TPM. The contractor shall have to increase the number of vehicles as per the instructions given
by MMC from time to time if required over & above nos, given for respective zone. Additional cost for
such additional number will be given on pro-rata basis based on rates approved in tender.
13. Number of Vehicles to be allotted.
1. Vehicle operation hours during normal working conditions shall be from Morning 7:00 AM to
6:00 PM 1 for residential area cum commercial area in the same route. Whereas separate vehicle
will be put in use in the evening time 6:00 PM to 12:00 PM or based on ward/zone requirement
for commercial & vending areas. The contractor shall ensure that his personnel report work every
day at designated time and schedule. The contractor shall make provision for presence of requisite
manpower during national holidays and festivals so that the work is not affected at any site in the
Ahmedabad city. The corporation for working on holidays, national holidays and festivals will
make no separate payments. The Contractor should ensure presence of his workforce at the
specified time. The Contractor shall not be paid for any overtime charges for working at late hours
so as to complete the scope of work and maintain the cleanliness at various locations. The
contractor, through his supervisor shall daily inform the corporation about the number of
workforces who have reported to work. Minimum one supervisor for each ward and two workers
with each vehicle will be provided by contractor. Contractor shall provide one driver (Vehicle
operator) and two workers with each vehicle with necessary equipment's (such as PPEs) for
garbage collection.
2. Vehicle operation hours for collecting waste from commercial areas/bulk generator shall be from
9:00 AM to 1:00 PM & 6:00 PM to 12:00 AM as per assigned TPM for the particular zone as per
the requirement. Ward Officer/Asst. Municipal Commissioner can change the timing for collecting
garbage from commercial areas. Capacity and number of vehicles shall be provided considering
time limit and TPM.
3. Vehicle operation hours for collecting kitchen waste from Restaurants/ Hotels/ Food Stall/ Party
Plots shall be from 11:00 AM to 3:00 PM & 9:00 PM to 12:00 AM as per assigned TPM for the
particular zone as per the requirement. Ward Officer/Asst. Municipal Commissioner can change
the timing for collecting garbage from restaurants/ Hotels/ Food Stall/ Party Plots. Capacity and
number of vehicles shall be provided considering time limit and TPM.
4. The corporation has the right to charge the contractor for any damage caused to corporation assets
and the same shall be recovered from the contractor with immediate effect.
5. The contractor shall submit the information related to the collection of waste if asked by the Solid
waste management department of the respective zone within time limit.
6. In case of breakdown of vehicle, the contractor shall have to arrange for repairing of that vehicle
on urgent basis and during that period, spare vehicle which is available at zone as decided shall be
deployed to carry out door to door (Primary Waste Collection) work. If in case, all the spare
vehicles are deployed for collection of garbage against the requirement of covering the number of
breakdown vehicles, then with the permission of ward/zone officer, contractor shall provide
optional vehicles such as tractor, pedal rickshaw to collect the garbage from the assigned route.
This decision shall be counted as legal and no penalty for such shall be levied from contractor. But
if contractor fails to repair the breakdown vehicles and deploy them for door to door (Primary
Waste Collection) work within 7 days then the penalty of Rs. 1000/- per vehicle on daily basis
shall be levied till vehicle will be repair & put in use and the work shall be executed by optional
arrangements of vehicles deployed. Ward officer (zone) shall be informed regarding the
breakdown of vehicles. If such negligence occurs at regular intervals, then the work assigned to
contractor for that ward shall be allotted to another agency and further the contract of existing
contractor shall be terminated, and MMC may debar the existing contractor. Regarding
maintenance of vehicle MMC central workshop will check & suggest penalty for noncompliance.
7. Apart from solid waste, contractor shall not collect, transport and dispose other waste (construction
and demolition waste, industrial waste etc.). If found doing so, that trip shall not be counted as
well as penalty will be charged. It is unlawful for the contractor to dump or dispose of solid waste,
garbage, or recyclables upon any street, alley or other publicly owned property unless expressly
authorized by the corporation for special collection programs.
8. Contractor shall issue logbook (diary) for each vehicle provided for carrying out door to door
(Primary Waste Collection) work every month. Details shall include name of driver, in time of
vehicle (timing of each trip), out time of vehicle, kilometer, work done by vehicle etc. shall be
recorded in logbook every day and shall be signed by MMC officer. The odometer of each vehicle
shall be in functional mode. The details will be checked and verified Ward officer.
Work related Conditions/Important notes
1. The contractor should collect the waste from Residential and Non-residential zone situated in a
particular zone as per TPM schedule. If a unit has one common gate, then waste can be collected
from there. The waste from societies, bungalow, and commercial units shall be collected by
driving vehicles inside the premises if possible. The name of the project is "DOOR TO DOOR"
in which waste generated at residential and non-residential zone is gathered in a bin and that
waste is collected by an assigned agency. Waste shall be collected by driving the vehicles inside
the premises if possible. If not, then the waste should be collected from gate or from a place as
assigned. Ward officer shall help to agency to carry out this work by following proper guidelines
and norms. Residential and non-residential units shall provide bin on their own cost for their
respective units from which the assigned agency shall collect waste on daily basis.
2. The city will provide a working transfer station facility on permanent basis. Vehicles must collect
garbage from residential/non-residential units and unload garbage at transfer station in hopper. If
in future, new transfer station is constructed at any zone, then as per the instructions of MMC, the
contractor/s shall have to execute the work accordingly. No extra payment shall be made for that.
3. The information of requirement of vehicle is explained in Work Force Clause with reference to
number of residences. If the area of zone expands in future, number of vehicles provided by
contractor shall be increased as per the instructions given by MMC from time to time if required.
No extra payment shall be made separately for that.
4. The activity is under essential service; contractor is not allowed to stop this work at any point of
time. If the contractor fails to start the work on time after issue of work order, then EMD of the
contractor shall be forfeited and if the agency is found to be poor in performance for carrying out
door to door (Primary Waste Collection) work or Notwithstanding, if contractor stop/leave the
work by his own discretion then Security Deposit of the contractor shall be forfeited and
additional expenditure for execution of remaining work shall be recovered through, if be needed,
legal proceeding and Agency shall be debarred/blacklisted subject to approval of competent

be executed in a zone by a vehicle to Deputy Municipal Commissioner and Zonal SWM officer.
6. Contractor shall collect garbage from residential zone, multi-story buildings, slum area, etc.
Contractor shall also collect garbage from non-residential units, Commercials units, mall,

7. Contractor shall have to maintain 10% inventory of vehicles, by mapping equivalent extra
property to working vehicles. The purpose of spare vehicles is to replace the faulty vehicle. 10%
spare vehicles shall be kept as per tender condition. The spare vehicles will be inspected by
Central workshop department and regarding the maintenance of vehicle, Central Workshop
department will inspect the vehicles on regular intervals. Contractor must submit the details of
vehicles to Assistant Municipal Commissioner and Solid Waste Management Department as per
prescribed format given by the department.
8. The vehicles which have collected wet and dry segregated waste shall have to be weighted at
MMC Transfer station/waste treatment plant/landfill site. Separate weight for wet and dry waste
shall be taken for each trip. The weight taken for each trip shall be recorded and the contractor
shall collect the weighing slip and produce whenever the RA bill is submitted to verify the

MMC and payment shall be made accordingly.
10. Contractor shall fix GPS system on all the vehicles as directed by MMC; system shall be
developed to generate daily report which shall be verified by assigned officer. The system should
be operated round the clock. If the system is found not working because of contractor's
negligence, payment will be done as per penalty clause.
11. Contractor shall take a picture of collection of waste from residential zone and shall upload it to
"Smart City Mobile App "as & when such instruction given by MMC & app is in force. In slum,
chawl areas, contractor shall facilitate monitoring facilities by providing QR Code / other Al
based technology as instructed by MMC at their own cost. Contractor shall bear all the relevant
expenses. Contractor has to co-ordinate with MMC IT Department and accordingly integrates the
software /program/dashboard applications as per prevailing requirements of MMC.
12. Agency shall depute zone supervisor reporting to zone office and ward supervisor to concern
wards. Further field supervisor for D2D vehicle will be deployed by agency for collecting
segregated waste & to create awareness in households. The Supervisor shall have to be qualified,
experienced, competent and authorized by the contractor to take decisions at site. Such supervisor
shall be deemed to have full authority of the contractor and any instructions given to him by the
corporation officers shall be deemed to have been given to the contractor. The Supervisor should
be accessible always at site and should have a mobile phone in person always. The contractor shall
ensure that the supervisor or any other authorized representative must invariably be available
either in person or over the telephone every day for taking necessary instruction and for proper
co-ordination. List of name and mobile number of people assigned by
contractor shall be submitted to solid waste management department and zone / ward office.
13. The contract period shall be of 5 years from date of commencement of work. if the work
done by contractor is found satisfactory then the contract shall be extended to further
years by mutual understanding between the contractor and MMC. 100% of the new
vehicles shall be deployed by the contractor, MMC will not make any extra payment for
that. The rate approved will be fixed for first year. After that the increase in rate at 5% for
successive years will be paid to Contractor. MMC will not make payment if price escalation
for fuel, lubricants or any other miscellaneous etc. is levied by government.
14. Vehicles shall be kept clean and in up-to-date condition and shall be in a state of perfect working
condition which is to be provided to municipal corporation for carrying out door to door (Primary
Waste Collection) garbage collection work. As per the Indian labour law, the contractor shall
provide adequate facilities for their safety and basic amenities required in daily routine to drivers
15. Fitness certificate from RTO department shall be collected by contractor for vehicles which is to
be used for door to door (Primary Waste Collection) / gate garbage collection work. If the vehicles
fail the fitness inspection test done by RTO even before completion of 5 years then also the
contractor shall have to provide new vehicle against the vehicle which has failed in fitness
inspection test.
16. Contractor shall have to establish the parking for workshop and maintenance of vehicles at his
own cost. Morbi Municipal Corporation, if possible, shall allot place for establishment of
workshop at particular zone of work as per MMC Norms. Moreover, contractor shall have to pay
property tax and other relevant taxes, light bill, water bill etc. (as per the MMC norms and law if
payable). MMC will arrange water supply system, drainage system and Road up to the gate of
place provided to build workshop. The contractor shall vacant the place whenever informed by
MMC. Contractor shall build the workshop on his private place at his own cost and risk.
17. Waste should be collected from the door or gate systems of societies, apartments, and other
residential complexes. Additionally, waste should also be collected from the designated waste
storage systems within these units and complexes.
1. The Bidder will have to arrange for safety equipment as per guidelines of government such as
helmets, safety belts, gumboots, First Aid box etc. and obey the Safety norms specified by the
Gujarat Government vide its latest Resolution.
2. All workers shall be insured against any mishap.
3. The contractor shall be responsible for any kind of mishap occurs at the site, parking, workshop

8. All the lights of vehicles such as headlight, brake light, side Indicators, reverse light indicator etc.
shall be kept clean, visible and in working condition.
ACCIDENT/DAMAGES/CLAIMS/LIABILITIES
1. In the event of any accident/damage while the vehicles are in the service of the corporation, the
corporation shall be completely free from any liability of any nature occurred with the accidents
done. The contractor will be fully and exclusively responsible for any damage to his vehicles or
any of his equipment's attached with the vehicles or dumpers including driver and attendants.
2. The contractor will be fully and solely responsible for any death or body injury to his staff
member or any of the people/person in the employment of the Contractor. This includes any
third-party claims.
3. The contractor will be solely responsible for any consequences under laws, arising out on any
accident caused by his vehicles, Machinery or his employees to the property or personnel of the
MMC. It is contractor's responsibility to take insurance of his employee, medical facility, work
compensation etc. as per workman compensation act and all other relevant laws.
4. The MMC shall not be responsible for any claim/compensation that may arise due to
damages/injury /death pilferage to the Contractor's Vehicles, Machinery, property, staff party or
the property under any circumstances while providing services under the Contractor. Further,
MMC will not provide any Insurance, medical facility, workman compensation, etc. to the staff
INDEMNIFICATION
1. The Contractor shall bear responsibility for loss of or damage to the property, death or injury to
person (or any claim against MMC in respect thereof and all expenses relating thereto) suffered
by MMC in connection with the services provided under the contract resulting from any negligent
act or omission of the Contractor without recourse to the MMC. The contractor will hold the
MMC fully indemnified in respect thereof. The indemnified party shall have the right, but not the
obligations, to contest defend, and liquidate any claim, action. Suit or proceeding by any third
party alleged or asserted against MMC in respect of, resulting from, relating to or arising out of
any matter for which the MMC is entitled to be indemnified there under, and the reasonable costs
and expenses thereof shall be subject to the indemnification obligations of the Contractor there
under. The contractor shall be liable for all payments, proceedings, liabilities including payment
of counsel fees.

charges (if any) etc.
2. 80% payment (lumpsum) as ad-hoc/ advance will be paid to contractor every monthly/depended
on available grants based on submission of bill by contractor. Whereas balance payment based

& verification of bills. The payment of bill shall be made on the basis of quantity of shift recorded
as per ward office. Final bill amount shall be paid to contractor once the bill submitted by bidder
is checked and verified by concerned authority.
3. The Contractor shall raise monthly bills to the as finally agreed and approved under the contract
which hall be paid as above. Contractor has to submit bill along with proof of payment made to
the employee/workers through bank system only. Further contractor has to submit proof of
payment for PF, ESIC, Bonus etc. A certificate Issued by concerned ward officer for work carried
out satisfactorily shall be submitted along with the bill along with the fitness certificate and
technical report related to vehicle issued by RTO and certificate /reports for GPS and other
relative aspects issued by CCC/SWM dept.
4. The contractor shall provide bank details i.e. name of bank, branch, account number, MICR code of
bank, permanent account number, IFSC code of bank, etc. compulsory for receiving the

responsibility and payable by the Contractor.
7. All statutory payments to the workforce should be done immediately upon becoming due. The
proof of payments made and any statutory deductions from the wages of the workforce shall be
submitted within one week of making payments.
8. If the contractor fails to collect and transport segregated waste in door to door (Primary Waste
Collection) vehicle, the payment for that trip will be deducted proportionately based on final
approve rate & even penalty for not collecting segregation waste will be imposed.
The MORBI MUNICIPAL CORPORATION reserves the right to carry out inspection, as and when
required of the various locations where work is in progress, without intimating the contractor. Any short
coming found during inspection shall have to be attended immediately by the contractor or his supervisor.
However, continuous short comings shall invite the penalties from the contractor. The penalties imposed
on the contractor, shall be recovered from the monthly bill. The MORBI MUNICIPAL
CORPORATION reserves the right to treat continuous short comings as “Deficiency of Service” and
terminate the Contract with immediate effect. All materials of standard quality and confirming to IS Code

basis. It should display status information of all vehicles i.e. Running, Idle or Standby. The
Dashboard view should provide the following information:
1. Authentication based real-time vehicle-tracking module.
2. There shall be an aggregated real-time view of all vehicles, its location, movement and
other real time details shall be available.
3. There should be a facility to club the area specific and category specific vehicles in

VEHICLE TO BE DEPLOYED DOOR TO DOOR WASTE COLLECTION WORK
1. The New Vehicles put in use for this work shall comply minimum Euro Vi/latest norms for
chassis which shall be applicable to Morbi city/as approved by RTO norms.
2. Close body existing vehicles which are to be used by bidder for collection of door to door
(Primary Waste Collection) garbage shall be of make year 2026 OR LATEST. The condition
of vehicle should be up to date and RTO passing and fitness certificates etc are as per the
RTO norms. Design & other parameters of vehicle must be approved by Central Workshop

4. The design of close body vehicles which is to be used for carrying out door to door (Primary
Waste Collection) refuse garbage collection work shall be as per the specifications. Wet and
dry waste collection partition shall be provided as directed by MMC.
5. Considering segregation at source concept as current prospect, provision of flexible
compartment for collection of dry waste and wet waste from source in close body vehicles
shall be designed as per the suggestion and specification of MMC and contractor shall collect
and transport solid waste in a segregated manner in Dry Waste, Wet Waste and Household
Hazardous Waste (which shall be collected in a bin which shall be attached / hanged outside
the compartment. The bin shall be detachable) as per SWM Rules 2026 its latest amendments
up to the Disposal /Processing Facility as suggested by MMC.
6. The doors of close body container should have fixed, and firm leak proof locking arrangement
and all the vehicles shall have hydraulically operated tipping system. Vehicles having manual
tipping system shall not be allowed to use for this work. Locking system of rear body shall be
designed in such a manner that littering of waste while transporting shall be avoided when the
container is filled with waste.
7. Any charges of any authority, Govt. / Semi Govt. or any charges, deposits, dues, taxes fuel,
oil, Lubricants, total taxes, octroi duty, etc., is connected with the service. MMC shall not be
responsible for payment of such charges. However, it must be exclusive of GST (if /as

to verification and necessary actions. If in case the contractor changes the vehicle while
executing MMC for the work, contractor shall inform to zone office
Detailed Specification of Vehicles to be used for carrving out Door to Door Garbage collection work.

capacity of 3 MT in consultation with SWM department as per the terms and condition of the
contract. in places where the roads narrow and it is difficult to maneuver for close body vehicle,
use of hand cart, E rickshaw vehicles should be provided as per available with MMC if not

4. The design of close body vehicles which is to be used for carrying out door to door refuse garbage
collection work shall be as per the specifications given and approved by MMC.
5. Considering segregation at source concept as future prospect, provision of flexible compartment
for collection of dry waste and wet waste from source in close body vehicles shall be designed as
per the suggestion and specification of MMC.
6. The doors of close body container should have fixed and firm leak proof locking arrangement and
all the vehicles shall have hydraulically operated tipping system. Vehicles having manual tipping
system shall not be allowed to use for this work.
7. Locking system of rear body shall be designed in such a manner that littering of waste while
transporting shall be avoided when the container is filled with waste.
8. Govt. Authorities, Semi Govt. or any charges, deposits, dues, taxes fuel, oil, Lubricants, Vehicle
insurance, PUC, total taxes, octroi duty, etc., connected with the service. MMC shall not be
responsible for payment of such charges. However, it must be exclusive of GST (if/as applicable).
9. Required hand cart shall be deployed for collecting garbage from slum, chawl etc. are as situated
at zone on daily basis by contractor.
10. All vehicles provided for carrying out door to door work shall have valid insurance, RTO fitness
certificate, PUC and other government approved related documents. The contractor shall have to
submit the documents every year to MMC and follow the rules and regulations for the same on
regular basis. Inspection regarding the same shall be done by MMC on regular intervals. Further
driving license of driver shall be shown to SWM ward officer every day before start of work.
11. Contractor shall submit the copy of RC book and relevant necessary documents of those vehicles
which shall be provided for carrying out door to door work to solid waste management department
and central workshop for verification and necessary actions. If in case the contractor changes the
vehicle while executing the work, contractor shall inform to solid waste management department
12. Vehicles which are provided by MMC shall be returned to MMC in condition satisfactory to MC
MMC/his authorized representative.
FORE CLOSURE OF CONTRACT IN FULL OR IN PART
If at any time after acceptance of the tender the Commissioner shall decide to abandon or reduce the
scope of the works for any reasons whatsoever and hence not require the whole or any parts of the works
to be carried out, he shall inform the Contractor in writing to that effect and the Contractor shall have
no claim to any payment or compensation or otherwise whatsoever, on account of any profit or
advantage which he might have derived from the execution of the works in full but which he did not
derive inconsequence of the foreclosure of the whole or part of the works.
The Contractor shall be paid at the contract rates full amount of works executed.
Provided always that nothing herein contained shall be deemed to render the Contractor liable for or in
respect of or to indemnify the Municipal Corporation against any compensation or damage causes by
the Excepted Risks.
Force Majeure shall mean such an Event or Circumstance or combination of events and which are
beyond the reasonable control of the affected party and which the party could not have prevented by
Good Industry Practice or by the exercise of reasonable skills and care for the purpose of discharging
its obligations under the contract. The Force Majeure will tend to have material adverse effect on the
performance of such affected party.
Following shall be the events and circumstances of Force Majeure: Act of War (whether declared or
undeclared), invasion, armed conflict or act of foreign enemy, blockade, revolution, riots, insurrection,
civil commotion, act of terrorism, or sabotage. The expropriation or compulsory acquisition or seizure
of the assets of The Contractor by any Governmental Instrumentality, provided that this clause shall not
apply where such Act constitutes a remedy or sanction lawfully exercised as a result of a beach by the
Contractor of any Indian Law or Indian Directive but excluding any change in law. Act of God epidemic,
lightning, earthquake, cyclone, whirlwind, flood, tempest, storm, drought, lack of water or other unusual or
extreme adverse weather or environmental conditions, action of the elements, meteorites, fire or
explosion to the extent generated from the source external to the Contractor or his assets due to reasons
other than, those caused by negligence of the parties, chemical or radioactive contamination or ionizing
Procedure for Calling Force Majeure: The affected party shall notify to the other party in writing of the
occurrence of the Force Majeure as soon as reasonably practicable, and in any event within 24 hours
(Twenty-four hours) after the Affected Party knew, or ought reasonably to have known, of its occurrence
and that the Force Majeure would be likely to have a material impact on the performance of its
obligations under the Contract. The notice shall include full particulars of the nature of Force Majeure
event, the effect it is likely to have on the Affected Party's Performance of its obligations and the
measures, which the Affected Party is taking, or proposes to take, to alleviate the impact of the Force
Majeure Event and restore the performance of Its obligations under this Contract, it shall promptly give
the other party written notice to that effect provided that in no event shall the suspension of performance
be of greater scope and of longer duration than is necessitated by Force Majeure, The rights and
obligations of the Affected Party shall be suspended to the extent they are affected by the Force Majeure
MMC shall not be liable to make any payments to the contractor for it being affected on account of
Force Majeure which shall be payable only for a duration of not more than 15 (fifteen) days from the
date Force Majeure is declared.
MMC reserves the right to terminate postponed if the Force Majeure continues for more than 15 (fifteen)
days at a stretch.
TERMINATION OF CONTRACT:
1. If work of Door-to-Door collection is found unsatisfactory by Morbi Municipal Corporation (MMC),
MMC shall terminate the contract after giving notice period of 90 days and in this case decision of MC-
MMC, for forfeiture of SD/EMD etc. and debarring/ blacklisting the agency shall be binding to the

CONTRACT PRICE:
1. The Contract price will be as per bid in Schedule of rate and will be inclusive of all expenses necessary
for the performance of the services under the contract. Such expenses include but not restricted to
payments to RTO, Labour Authorities, Local and Municipal Authorities, Govt. Semi Govt. or any
charges, deposits, dues, taxes fuel, oil, lubricants, levies, total taxes, octroi duty, etc. connected with the
service. However, GST will be extra if applicable (i.e. rate will be quoted without GST)

The increase in rate as a 5% for successive years will be paid to Contractor as shown in table below.

4. Payment shall be made on actual work for Door-to-Door waste collection work & transported to
transfer station / Fresh Waste Plant. No payment will be made for spare vehicles & off-road vehicles.
5. The tender system should be operated for a period of first 5 years and the period of operation
may be extended for another 2 years if the operations are found suitable by municipal
6. All the vehicles to be used by the agencies in the operations here shall be new ones, and these vehicles
shall to be removed from service after 5 years from the commencement of operation, and new ones have to
be deployed. All the old vehicles have to be replaced with new vehicles before the completion of
7. Among the vehicles to be used by the agencies, considering the current operational requirements for
Door-to-Door collection vehicles etc., about 90% small goods vehicle type, while about 10% LCV i.e.
Tata 407, Eicher or those types will have to be used IN consultation with MMC. However, Nos. & timing
may vary depending on route survey, TPM requirement etc.
8. For the old e-rickshaw type goods vehicles to be allocated by MMC, the agency will have to provide
its own manpower and all the necessary operations (including insurance) including full repair of these
vehicles, electricity charges for charging of E vehicles etc. shall have to be bear by agency and finally
these vehicles shall be returned to MMC.
9. Contractor has to quote rate including cost of deployment of handcarts with labour & separate labour
considering the quantity mentioned in tender, scope of work & terms of tender for collection of
household waste from narrow lanes etc., and unload it into LCV/Small goods vehicle as required.
10. Contractor has to quote rate in price bid format for providing handcart with labour & separate
manpower with equipment to collect waste from narrow lanes etc. shall be quoted as part of the door to
door collection activity.
