Ousourcing for maintenance & operation of chilled water central AC plant 3 x 39 TR -03 Nos and 01 No stand by) and manning and operation of Diesel Generator set of 200 KVA installed at plant with connected panels by employing one technically qualified SKILLED AC operator , comprising the components detailed below round the clock daily in 03 shifts of 08 hrs including sunday and holiday. The team detailed at AC plant shall be for:- (a) Smooth functioning of entire AC plant and to maintain the specific temprature between 15 to 25 Degree Cetigrate and RH 65 + 5% all as specified and directed. (i) Hermatically sealed receprocal type compressor including meter etc-03 Nos complete. (ii) Shell & tube condensers. (iii) AHU unit at destance of approx 125 meter from plant room with heating and cooling coil and blower motors. (iv) Mono block pump set for circulation of chilled water for AHU. (v) Chiller for chilled water system capacity 39 TR = 03 Nos. (vi) Mono block pumping set for condenser water circulation. (vii) Electric control panel cubical type in plant room. (viii) Control valve such as expension valve. Thermostar, Humidistat, Solenoid, Valve, Hand shut of valve, antifreeze thermostate and anciliaries such as gauges etc installed in each chiller units. (ix) Ducting for supply air with grills, diffusers and fire dampers/smoke detector, fire protection alarm in plant room. (x) Coolinjg tower FRP induced draft couter flow single shell 78 TR capacity with axial flow fan of cast aluminium including electric motor 3 phase 415 volts, 2 HP capacity with water make up PVC tank 2000 Ltr capacity = 01 No. (xi) Electric control microprocesser based control panel. (xii) Mono block pump sets for Hot water generator. (xiii) Humiditifier. (xv) Condensor, chiller and hot water pipe line with control valve complete. (xvi) Pan type humiditer made out of SS sheet = 02 Nos. (xvii) Condenser, chiller and hot water pipe line complete with control valve. (xviii) Servo voltage stablizer cap 200 KVA 3 phase 415 V, 50 Hz = 01 Nos. (xix) Voltage stabilizer cpaicity 200 watt = 01 Nos. (xx) Recording and maintaining of log sheets of the installation as specified and driected by Engr-in-Charge. (xxi) Prevention maintenance of all equipments as specified. (xxii) Proper mainteance of installaiton including bldg, toilet, garden and light. Note:- 1. The item rate also including normal maint of AC plant cleaning of cooling coils, rectification of gas leakage including minor nuts, belts, V-belts. 2. Area of installation with be kept clean. 3. Diesel required to run the Diesel Generator Set shall be issued under Schedule 'B'.

NOTES - FINANCIAL EVALUATION CRITERIA :- The provision of statutory laws relating to Minimum wages as per Code of wages 2019 including social security such as EPF and ESI shall be strictly adhered by the contractor and the quoted rate shall deemed to include these factors. Following rates of minimum wages, statutory provision and contractor profit & overhead charges shall be deemed to have been considered during financial evaluation :- (a) Minimum wages :- As per as latest notification issued by Government of India/State Government/Local body whichever is higher as on bid submission end date. (b) ESI (Insurance cover) @ 3.25% on minimum wage. In case monthly (26 days) minimum wage are exceeding Rupees twenty one thousand (Rs 21,000/-), ESI shall be exempted. (c) EPF (Employees provident fund) @ 12.00% on minimum wage. In case monthly (26 days) minimum wage are exceeding Rupees fifteen thousand (Rs 15,000/-) EPF shall be calculated for amount Rupees fifteen thousand (Rs 15,000/-) only. (d) EDLI @ 0.5% on total amount. (e) Administration Charges @ 0.5% on total amount. (f) Minimum Bonus applicable is @ 8.33%. (g) Labour cess @ 1% on total amount. (h) GST applicable is @ 18% on total amount. (j) The bidder shall have to be consider their profit and overhead charge on above provision. In case bidder considers Nil profit and overhead charge, the bidder shall be treated as a unresponsive and his offer shall be consider as a non bonafide bid. (k) Any quoted rate against the Sch Item as detailed above which corresponds to/works out to lower than the correspondening prevailing minimum rates of wages/subscription/contribution towards EPF, ESIC, Bonus and LWC shall be treated as non-bonafide and such bid shall not be considered for acceptance. The prevailing rate/wage/contribution shall be as applicable on the bid submission end date. If the Contractor's Profit quoted is equal to zero, the bid will be treated as non-bonafide.

Work done amount will only be paid to the Contractor only after he/she will submit a valid and authentic document in support of having paid the requisite amount of bonus to the workmen i.e. proof of payment. Monthly e banking statement stating payment done to the employees shall be furnished by contractor to the Engineer-in-Charge and the same shall be kept in record duly verified by Engineer-in-Charge alongwith monthly e-banking statement of employed employee EPF account stating monthly deposit of EPF & ESI by the contractor.

Operator shall be well qualified and should be adequately experienced as under :- (a). SKILLED Tradesman - Diploma Holder with 3 years experience or ITI with 5 years experience. (b). SEMI SKILLED Tradesman - class 12th pass with 5 years expeience. (c). Helper - UNSKILLED workmen shall have experience of minimum 3 years in the relevant trade.

In case the operator is found without proper uniform/dress as mentioned earlier, a penalty of Rs 100/- per day per operator shall be charged.

Payment to the worker shall be made on or before 07th day of every month, as per attendance register.

The contractor will submit the employee details as specified in PS of his Contract to the Engineer-in-Charge regarding each person to be employed by him under this contract within seven days from the date of commencement failing which the recovery of Rs 100/- per person per day shall be made from the contractor upto maximum of 15 days. After that the worker shall not be allowed to attend the installations and the contractor shall replace the person immediately otherwise further period shall be treated as absent and recovery shall be made as per P.S clause 71A of this Contract.

If the Accepting Officer finds the labours employed by the Contractor as not competent for the job, the same will be intimated to the Contractor on the 15th day of the same month. Contractor has to replace the respective labour before or on the last day of the month otherwise further period shall be treated as absent and recovery shall be made as per P.S clause 71A of this Contract.

The installations shall be manned and operated on all days as indicated in Schedule ‘A’. In case, the operator of the contractor found missing and / or the installation is found running unattended, during the check of installation by any officer, a penalty of Rs 420/- per shift per operator and or Rs 55/- per hour per operator per installation shall be make from the contractor. In addition to above the manning charges of that shift/period shall also not be paid to the contractor. No claim whatsoever shall be entertained from the contractor on his account.

All tools and machinery required for routine works, preventive maintenance etc. (for example such as pliers, cutter, screw drivers, spanner set, blower, drill machine, crimping tool, megger, earth tester, pipe wrench, tripod, safety equipment‟s etc.) shall be provided by the contractor cost of which is deemed to be included in the quoted rate.

The staff will ensure wearing respective work masks, safety gloves and belts as and when required cost of which is deemed to be included in the quoted rate.

Agency should provide Police Verification & Character Certificate of the manpower. The clearance of the local police with regards the antecedents of the persons deployed by it will be obtained by the agency before deployment of the personnel.

Any extra labour of any nature if required, at any time for attending any type of minor or major repair/break down shall be deployed by the contractor at his own cost for which nothing extra shall be payable.

Cost of conveyance for carrying and for filling of diesel from MES Yard to the installation for running of DG Sets is deemed to be included in the quoted rate.

Log sheets shall be prepared and kept on record in a binded folder covered with leather clad hard cover, all pages serially machine numbered cost of which is deemed to be included in the quoted rate.

After the approval of Operator the Contractor is required to submit at his own cost the cloth bound IDENTITY CARD duly affixed with a Passport size Photograph of Operators and one spare Photograph (both attested by the Contractor) to the Engineer-in-Charge, for his Countersignature. One copy of the Photograph shall be retained by the Department. Any Operator not in possession of requisite IDENTITY CARD shall not be allowed to handle the Installation.

Weekly "off " as per Lobour act to be given to the Operator& reliever to be Provided by the Contractor at no Extra Cost.

M&L for opening of condenser cover of both sides including disconnecting of water pipe line for inlet and outlet of the condenser of each plant. Removing scale/sludge precipitated in the copper tube by push and pull method with iron rod connected with steel wire brush of suitable size as per condenser copper tube size at the entire length of condenser and scraping down the sludge precipitated inside the tube. Closing both side of condenser and circulating the descaling solution, supplied in sealed containers, by 1 HP mono block pump set after mixing it in water in ratio of 1:5 in all tubes of three condenser of each plant through the circulating pump and allow to hold it for 30 minutes for chemical reaction. Opening the condenser from both sides and clean with iron rod connected with nylon brush of suitable size as per condenser copper tube size at the entire length of condenser ensuring that descaling process has been complete; then closing the condenser at both ends and circulating clean water in all the tubes of three condensers of each plant and draining out the same. These processess have to be continued till the tubes are of scales to the complete satisfaction of Engr-in-Charge including fixing new gasket for both ends of the three condensers of each plant, tighten with new nut end bolts. The job also includes Material and labour for making leak proof refrigerent system by vaccumising with in 7.6 mm HG carried out using N-2 gas and maintaining for three hours; at the end of this period vaccum should be maintained for 24 hours complete all as specified and directed by Engr-in-Charge for AC plants of 3X39 TR & 3 x 30 TR capacity. Note :- (a) Supplying the chemical solution for descaling solution for descaling is included in the unit rate quoted. (b) Strength of descaling solution shall be measured with pH paper and if the strength is less than 30%, then the descaling has to be done again by the contractor at his own cost to achieve the desired level of pH and nothing shall be payable extra on this account.

Supply ( in company sealed cylinders of any capacity) and charging refrigerent gas R-22 for filling in 3 x 39 TR & 3 x 30 TR AC compressor as per requirment complete all as specified and directed by Engr-in-Charge. Note: If the recharged refrigerent gas is leaked within 45 days of running of AC plant, the contractor shall recharge gas (including supply) without any extra cost to department.

M&L for topping up/charging compressor oil non freezing type in factory sealed containers in compressor units complete all as specified and directed by Engr-in-Charge.

Supply and fix in replacement 'V' Belt as per sample of existing specifications complete all as specified and directed by Engr-in-Charge. Make: Fenner/ Dunlop.

(i) S&F V Belts of size B-71 complete all as specified.directed by Engr-in-Charge.

(ii) S&F of V Belts of size B-78 complete all as specified.directed by Engr-in-Charge.

M&L for disconnecting, dismantling, taking down burnt out motor from its base and transporting the motor to the Contractor's workshop and back, refixing, testing on full load, commissioning the repaired motor after carrying out the foowing repairs - (i) opening the side covers and removing the rotor and cutting/ removing the burnt coils / winding from stator, (ii) Cleaning the slots carefully, (iii) Rewinding the stator using super enamelled copper conductor wire with same size, number of coils, number of turns / coils as per data acquired from the old burnt motor, including varnishing of two coats, drying using electric furnace, (iv) Testing the coils for there continuity and no current passing through the stator core, (v) Dynamic testing of the rotor and alignment of the main shaft and ensure that no imbalance vibtrations, (vi) Re-assembling the rotor and connecting the end terminals to the terminal plate of the motor, closing the ends with side covers. (vii) Testing and commissioing the electric motor connecting to the electric supply to its full load by connecting the compressor, (viii) Renewal of Bolts, nuts and washers for motors of following size - Note :- Parts renewed i.e Ball bearing shall be measured and paid separately. However filling of grease and oiling extra shall be deemed to be included in Unit rates.

Dismantling existing Monoblock pump with motor 3 HP to 14.75 HP, 3 Phase, 415 Volts, servicing of pump and motor by opening of pump, machining of pump shaft, renewal of gaskets, gland packing, Gun metal bushes, greasing of bearing complete all as specified. Note:- Ball bearing renewed and motor winding shall only be measured and paid separately.

Removing of Alpha filters from their positions and laying out the filters at site for refixing after cleaning them including cleaning of AHU cooling coil using chemical with brass brush in-order to remove all type of sludge/dust precipitated on the coil and filter without any damage to the copper cooling coil and then washing the cooling coil with fresh water and then air blowing the same to the complete satisfaction of Engr-in-Charge. Cooling coil drain water line shall be clean, if any type of obstacle is there in the flow of water, iron body of the AHU inside and outside shall be scrapped down and rubbed out with sand paper including applying one coat primer over a coat of synthetic enamel paint including part of duct portion in the AHU all to the complete satisfaction of Engr-in-Charge.

M&L for Repair to compressor of 3x30 TR AC plant by carrying out following -

(a) Dismantling, taking down of compressor 30 TR. Make : VOLTAS from foundation and opening by unscrewing for locating the of fault and transportation from AC plant to local market Ambala/ Chandigarh and back. Re-fixing in original state after carrying out necessary repairs and testing commissoning on load all as specified and directed.

(b) Replacement of suction and discharge reeds - 01 set (08 Nos)

(c) Replacement of suction & discharge valves-01 set

(d) Replacement of piston and ring- 04 Nos.

(e) Replacement of gudgeon pin-01 set

(f) Replacement of gasket set- 01 set

(g) Replacement of shaft seal assembly-03 set

(h) Replacemet of compressor oil-15 liters

(I) Replacement of 'O' ring -01 set

(j) Replacement of worn out main bearing as per sample- 01 No Note: Replacement include supply and fix of new part and taking down old and unserviceable part

M&L for Pressure testing of entire system of AC plant comprising of three set of condenser, compressor and circulating system with CO2/Nitrogen gas and retain the gas in the system for three days. After three days checking the system to check for any leakage or reduction in the scale of pressure. If any leakage(s) is (are) found, it(they) shall be located and arrested by soldering or by taking an appropriate measure(s) to stop the leakage permenantly.

Cleaning the cooling tower by scraping with wire brush, washing powder and other solvent by removing the deposited impurities such as silt, dust particles mud/sand inside the dome and around the fins, on wiremesh, main shaft, etc and other connected items all as specified and directed by Engineer-in-Charge.

Servicing and maintenance of Rapid cool cap 63 KW Hot water generator (total- 1 Nos) complete by opening the existing assy and draining out complete water including cleaning of the connected components like container, checking of serviceability of heating element, pressure gauge, etc. and reassembling and testing the same after replacemen of unserviceable spares all as specified and as directed. NOTE - Spares to be replaced will be measured and paid separately under the relavant items of this schedule.

Taking out the defective dehumidification pump set alongwith motor from the AHU ( CSU Type) by disconnecting electrically and mechanically, shifting to civil workshop, dismantling the same to remove burnt out windings and defective parts, rewinding the motor with super enemelled copper winding wire including all insulating materials all as per existing, varnishing,drying etc complete and replacing the bearings,bushes as per existing size replacing the pump impeller, reassembling the same shifting to original site, reconnecting electrically and mechanically and testing for proper working complete all as specified and directed for the 0.50 HP 230 volts SP 2780 RPM.

Taking out Hot water generator pump set alongwith motor by disconnecting electrically and mechanically, shifting to civil workshop, dismantling the same to remove burnt out windings and defective parts, rewinding the motor with super enemelled copper winding wire including all insulating materials all as per existing, varnishing,drying etc complete and replacing the bearings,bushes as per existing size replacing the pump impeller, reassembling the same shifting to original site, reconnecting electrically and mechanically and testing for proper working complete all as specified and directed for the 2 HP 230 volts complete all as directed by Engr-in-charge.

Supply & fix water pressure gauge 0-150 Kg/sq cm suitable for fixing with 100 mm dia water circulating inlet & out let pipe by means of proper welding and connection with checking the running water pressure as per specification all as directed by engineer in charge. Make H Guru or equivalent of approved make complete all as specified and directed.

M&L for replacement of water temp gauge dial type 0-120 degree F make H Guru or equivalent of approved make complete all as specified and directed

Supply & fix CT coil rating 200/5 amps, 415 volts of existing specification and make including taking down complete all as specified and directed by Engr-in-Charge.

Supply and fix in replacement ON/OFF Push button switch with two push buttons of existing specification complete all as specified and directed by Engr-in-Charge. Make:L&T/GE/SIEMENS.

Repair to pre- filter, pleated EU4/G4 type, GI frame, media-non wooen synthetic media + alluminium jalli, efficiency 90% down to 10 Micron size 590mm x 590mm x 50mm for central AC plant AHU in case of worn out U/S filter component at the descreation of Engr-in-Charge, tendered will replace the said filter with new one without any price adjustment complete all as specified and directed by Engr-in-Charge.

Repair to pre filter, pleated EU4/G4 type, GI frame, media-non wooen synthetic media + alluminium jalli, efficiency 90% down to 10 Micron size 590mm x 290mm x 50mm for central AC plant AHU in case of worn out U/S filter component at the descreation of Engr-in-Charge, tendered will replace the said filter with new one without any price adjustment complete all as specified and directed by Engr-in-Charge.

Supply and fix in replacement Electronic sensor suitable for 39 TR compressor unit (for chiller & condenser unit) of existing specifications and make complete all as specified and directed by Engr-in-Charge.

Supply and fix in replacement of microprocessor elactronic control card chiller PCB suitable for 39 TR Scroll chiller Cat part No EACOZ0060 of existing specifications and make complete all as specified and directed by Engr-in-Charge.

S&F (in repairs) thermostatic expansion valve of 3x39 TR working on R-22( Ecofriendly) suitable for 1x39 TR AC plant ( Make - Blue Star) including collecting the refrigerent in the empty cylinders arranged by Contractor at his own resources by any means , cutting, welding, brazing, renewal of gasket, nuts, bolts and washers etc. complete all as specified and directed.by Engr-in-Charge.

S&F (in repairs) thermostatic expansion valve of 3x30 TR working on R-22( Ecofriendly) suitable for 1x30 TR AC plant ( Make - Voltas ) including collecting the refrigerent in the empty cylinders arranged by Contractor at his own resources by any means , cutting, welding, brazing, renewal of gasket, nuts, bolts and washers etc. complete all as specified and directed.by Engr-in-Charge.
