Special Eligibility Criteria

   1) Technical Eligibility Criteria: i) The bidder shall provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer and has adequate machine and manufacturing capacity and a "Quality Assurance Programme". The information as per Annexure-B may please be furnished. The manufacturer must have a valid ISO 9001 certificate on the original date of closing of bid and a copy of same should be submitted along with the bid. The Axle Turning Lathe being tendered shall be in the scope of ISO certificate. ii) The bidder must have supplied at least 03 nos. of same/similar machines in last 07 years (to be reckoned from the original date of closing of bid). The list/statement of past supplied made in last 07 years of the same/similar machine asked for shall be attached along with purchaser's name and address, purchase order number & date (PO copy to be enclosed) phone & e-mail of contract person, quantity supplied, date of contract person, quantity supplied, date of supply and commissioning/PTC (copy to be enclosed) should be submitted along with offer. The copies of such purchase orders as mentioned in the list specifying parameter/specification shall also be attached with the offer to establish equivalent/similarity aspect of machine as mentioned in para (iii) below. iii) For the purpose of similarity, similar machine required under para (ii) means Axle Turning Lathe with Turning Length between centres of minimum 3000 mm and Spindle Motor power minimum 37 KW iv) Performance certificate of at least 1 no. of such Axle Turning Lathe which is counted for the purpose of meeting qualifying criteria, supplied in the last seven years (to be reckoned from the original date of closing of bid) and working satisfactorily for at least one year from the date of commissioning shall be enclosed with clear signature and address of the end user/purchaser in whose premises the machine is installed and commissioned. The certificate shall not be older than one year from the original date of closing of bid. The performance certificate issued between the original tender closing date and any extended tender closing date (in case where tender closing date has been extended) are also acceptable. In cases where an agent or authorised representative submits a bid on behalf of the Original Equipment Manufacturer (OEM) with a tender-specific authorisation from the OEM, the credentials, past performance of the OEM shall only be considered for the purpose of evaluation of the offer. v) All necessary information/documents required for establishing reference requirement as per para (i) to (iv) should be submitted by the bidder along with the original offer itself. No clarification/correspondence will be sought/entertained in this regard. In case no information or incomplete information is furnished by the bidder, their offer will be summarily rejected.    (a) Requirement of a vendor to be a Class I local supplier and Class II local supplier (certification to be provided as per revised " Public Procurement (Preference to Make in India), Order 2017 dated 16.09.2020 [referred as PPP-MII order 2017 in subsequent paras]), for the tendered item(s), shall be a mandatory condition in addition to other qualifying criteria, including status of Vendor approval, which may be applicable for purchase of the item. (b) Offers of only Class-I local supplier and Class-II local supplier, as defined under the PPP-MII order 2017 and amendment thereof, shall be considered for any ordering.

   Have you ensured that you have not quoted /uploaded any commercial/ technical deviations/ financial term in place other than specified in the tender enquiry or otherwise the same will not be considered and will be ignore? Any contract placed after ignoring such financial/ commercial terms at the place other than the specified in tender enquiry will be binding on you.

   Have you read the Public Procurement Policy: Make in India guidelines attached to the tender and offered bid after complying the conditions mentioned therein?

   Please ensure that you have attached relevant MSE certificate if you claim for preferential treatment as MSE. Railways may cancel the contract for defaulted part by forfeiting SD commensurate to that lot.

Commercial-Compliance

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 percent for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender condition.

   E- invoice declaration : Firm to submit declaration regarding e- invoices while claiming the payment by those suppliers which are exempted from e- invoices as under : "We hereby declare that though our aggregate turnover in any preceding financial year from 2017-2018 onwards is more than the aggregate turnover notified under sub - rule (4) of rule 48, we are not required to prepare an invoice in terms of the provisions of the sub-rule."

   Evaluation Criteria: The total value of the offer shall be calculated based on: i) ) The cost of basic Machine ii) Cost of Concomitant Accessories. iii) Cost of any other Accessories which in opinion of supplier is essentially required for making the machine fully functional. iv) Cost of Turnkey Charges viz. Civil work/Foundation, Installation, Commissioning & Prove out and Training Charges etc. v) Cost of Preventive maintenance during 1st & 2nd year of warranty Period. vi) Cost of Comprehensive AMC for a period of five years vii) Applicable duties and taxes, packaging, insurance, freight etc. Note: Tenderer should quote AMC rate for each of the five years i.e. 1st year, 2nd year .... And so on. The AMC price for each year will be firm(fixed). The CAMC charges would be added to the FOR destination price after applying the rate of discounting @10% for M&Ps for the purpose of comparative evaluation of the offer. CAMC shall be operated, managed and paid by consignee.

   For evaluation firm has to quote their price considering the cost of Basic Machine, Concomitant Accessories, Essential Spares, Essential Services, insurance, freight, cost of foundation, installation, Commissioning, prove out & training and other items as per the requirement. The rates and other financial terms quoted in relevant columns of financial bids in IREPS will be final for all purposes and rate quoted else where will not be considered. The bidders should quote the total price considering the price of Basic Machine, Concomitant Accessories, Essential Spares, optional accessories and Essential Services as per para 3 of the Tech.Spec Part-I as part of their financial bid only.
