   The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order, No.: P- 45021/2/2017- PP(BE-II) dated:16.09.2020 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor

   PRICE VARIATION CLAUSE: APPLICABLE (AS BELOW): i) RATE OF FINISHED PRODUCT MENTIONED IN PO IS BASED ON PRICE CIRCULAR DATED. 14.03.2026 OF M/S 'NALCO' FOR RAW MATERIAL- ALUMINIUM INGOT: IE07 (Rs.3, 72,050/- PER M.T). ii) FOR ANY INCREASE / DECREASE IN THE PRICES OF THE ABOVE RAW MATERIAL DURING CURRENCY OF THE CONTRACT THE BASIC PRICE OF THE FINISHED PRODUCT WILL BE INCREASED/DECREASED AS PER THE PRICE OF INGOT IE07. FOR PURPOSE THE FORMULA TO BE USED IS AS UNDER: P = P0 + {W x (S2 - S1)} P = FINAL BASIC PRICE TO BE PAID TO VENDORS P0 = CONTRACTED BASIC PRICE. W= WEIGHT OF THE ITEM IN KG. S1 = PRICE OF NALCO ALUMINIUM INGOT IE07 IN KG i.e. RS. 372.05/KG. AS PER NALCO PRICE CIRCULAR DATED 14.03.2026. S2 = PRICE OF NALCO ALUMINIUM INGOT IE07 IN KG.AS PER NALCO PRICE CIRCULAR AS ON ONE MONTH PRIOR TO CALL FOR INSPECTION / ONE MONTH PRIOR TO DATE OF SUPPLY IN CASE OF CONSIGNEE INSPECTION . WEIGHT OF THE PL No. 33584667 ITEM WILL BE TAKEN AS 22.85 Kg & WEIGHT OF THE PL No. 33584692 ITEM WILL BE TAKEN AS 45.57 Kg. iii) THE PRICES TO BE TAKEN FOR THE PURPOSE OF WORKING OUT PVC ADJUSTMENT WILL BE THAT PREVAILING ON THE DATE 30 DAYS PRIOR TO THE DATE OF CALL FOR INSPECTION. iv) VARIATION (UP OR DOWN) TAKING PLACE WITHIN THE ORIGINAL DELIVERY PERIOD OF THE CONTRACT WILL BE TO MCF ACCOUNT. FOR VARIATION BEYOND THIS PERIOD, UPWARD VARIATION WILL BE TO FIRM'S ACCOUNT AND BENEFIT OF DOWNWARD VARIATION IF ANY, SHOULD BE PASSED ON TO MCF. v) TENDERER SHOULD QUOTE THEIR RATE AS PER ABOVE BASE PRICE AND DATE OF PVC ONLY FAILING WHICH THEIR OFFER MAY BE REJECTED.
