Runnig operation of HVAC Plant at SLBS.Govt. Medical College and Hospital at Nerchowk Distt mandi (HP) following Special Terms and Condition :-
Scope of Work :-Complete Operation and Monitoring of the HVAC System comprising of all the machineries & equipment installed in the HVAC Plant Room including Chillers ,Cooling Tower, Primary & Secondary Pump, Condenser pumps, VFD Air Handling Units, Ventilation Fans, Hot water Generator etc.throughout the period of contract for 24x7 One Year.
All type of Chemical provide by SLBSGMC/HPPWD(E) towards operation and monitoring of HVAC e.g water treatment, washing of cooling coil of all AHU'S installed in SLBSGMC Campus in all respect.
The temperature and humidity in all Operation theatre (Temp 21⁰C-23⁰C & relative humidity 40-60% ) should be maintain with all satisfication of Doctor's who will be operate.
Any work required for operation and monitoring in proper way as per the operation and monitoring of manuals of respective equipment or as engineering practices as per CPPWD general specification in HVAC works 2017-Appendix-H (monitoring)
Regular monitoring, cleanliness & upkey of the HVAC plant room,Cooling Tower terrace and nearby area is the scope of contractor
Work to be done during Contract period
Chillers :- Carrier Make
1) Day to Day operation and routine monitoring
2) Check the operating parameters of all Chillers and fill-out a daily log sheet
3) Check all set points for proper setting and function. Make sure there are no unused sound and vibrations
4)Check setting for approved sequence/set point of operation at the beginning of each cooling session
5) Check and verify motor ampere load limit.
6) Check all alignment and seals and lubrication of compressor motor and assembly.
7) Check the all pump and seals of oil heater.
8) Check all electrical connection and terminal connection and full tightness.
9) Inspect control boxes acessories wiring and control.
10) To check the safety control/ Microprocessor by conducting a control test.
11) To check/ Calibrate all instruments/ Switches/ Gauge for proper functioning of detailed parameter monitoring of chillier system for diagnose, analysis of chillier health and submitt the report to engineer incharge of site.
COOLING TOWER
1) Day to Day operation and routine monitoring
2) Check the water level, Oil level of gear box.
3) Inspect Clogging of water sump adjust the bleed float and central valve for desired level.
4) Check VFD operation attend troubleshooting and rectify if any clean the VFD with an air Bloor.
5) Water quality such as PH, Hardness, TDS, etc for cooling tower and chilled water line shall be monitoring on a weekly basis and submitt the report to engineer incharge.
6) Chemical treatment of cooling tower water shall be done to make free for corrosion, diposite and biological growth
PUMPS, VFD, AHU AND FCU UNIT
1) Day to Day operation and routine monitoring
2) Check for leakage on suction and discharge pipe.
3) Check for seals and packing gland etc.
4) Check motor and pump for accessive vibration , over heating, noise, etc.
5) Check VFD operation, attend trouble shooting and rectify if any.
6) Service of electrical panel, pump, replacement of primary and secondary control if damaged provide by SLBSGMC and HPPWD Electrical.
7) Clean filter periodical as per PPM.
AHU/FCU
1) Day to Day operation and routine monitoring
2) Check the Unit for noise, vibration and abnormality.
3) Clean the coil and cabinet with oil and water pressure.
4) Use finComb to Straighten the Coil if Any
5) Check the motor belt and pully for better allignment.
6) Check the Unit control valve actuator sensor etc.
7) Clean Y Stainer
8) Check the starter panel that is Star Delta/ VFD Control.
9) Inspect Bloor Belts for Damage, and replace the same if required.
10) Check for air and water leackage.
11) Check light and limit switches interlocking and proper illumination.
HOT WATER GENERATOR Make: Rapid Cool
1) Day to Day operation and routine monitoring
2) Check the unit for any abnormality and rectified it.
3) Chek the operating parameter of all the units and fill out a daily Logg Sheet.
4) Contractor should ensure optimum are as percentage and humidity control in conditioned space and record it in logg book.
5) To check/ Calibrate all instrument / Swithces / Gauges for proper functioning.
6) Check Heater alignment/ controls/ Panels etc. Replace if damage any provide by SLBSGMCH
7) Any other work to upkeep the unit in healthy conditon.
DEPLOYEMENT OF MANPOWER DURING ENTIRE PERIOD OF CONTRACT
1) Senior Supervisor Having Qualification Diploma/B.Tech in Mechanical, Electrical, AC&R with experience 12years for diploma and 09 years for B.Tech in HVAC Plant as Engineer/Supervisor, as required Engineer -in charge at site: 1 No.
2) Technician Having qualification ITI /Diploma in AC&R /Electrical with experience 3 year for ITI/02 year for Diploma in HVAC plant System: 2 Nos.
3) Plant Operator Having Qualification ITI/Diploma in AC&R /Electrical with Relevant Experience minimum 3 year for ITI/02 year for Diploma in HVAC Plant: 2 Nos.
4) Assistant /Helper ITI in AC&R /Electrical or 02 year experience in Air Conditioning/ Electrical/ HVAC System: 3 Nos.
Note :- Contractor has to submit Qualification and Experience document of all employed at site to the Executive Engineer for approval .
OTHER WORKS
1) Monitoring of low side duct.
2) Defuser , Grills , Dampers and cleaning as per Schedule.
3) Leakage reparing etc contactor scope of work.
4) INLINE Fans cleaning as per Schedule.
5) Any other requirement to keep the whole HVAC Plant efficient in proper, Healthy running condition as per operation and monitoring of various equipment.
6) It is mandatory to submit validation/ Calibraton certificate of all instrument used for opeartion and monitoring of HVAC System to Site Engineer at present .
7) The contractor must maintain the all location of the Hospital like temperature, Humidity, Odour and ventilation as per requirement 24x7.
8) If due to any reason any monitoring could not be undertaken, the same to be brought into the notice of Engineer Incharge as soon as Possible.
9) Maintaining Electrical Hygiene for upkeeping of all electrical equipment and system viz. Motors , starter, electrical wiring including cable wrt operation, safety and fire prevention point of view.
10) The contractor should include call back service of all hours around the clock for rectification and complaint immediately if notice during the Operation.
11) Beside the Logg Books, contractor should maintain the complaint register in Plant room so that complaints are entered with the date and time in the register by the Complaintee directly or informed telephonically.
Documents to be Maintained by Contractor
1) Complaint Register
2) Operation Theatre Temperature Register.
3) Report of monitoring done.
4) Daily breakdown monitoring/status report.
5) Plant Log Book
6) Contractor shall be Maintaining of History Card of each Equipment. There will be a checklist for monitoring to be carried as per attached monitoring shedule.
Tools and Plants
Special T & P such as anemometer , tong tester, megger, temperature meter, sling psychrometer, digital PH & TDS meter, Multimeter etc. Should be readily available at HVAC plant. The contractor has to ensure the insurance of all the major equipment of the HVAC system (high side).
Contractors should follow all safety norms and provide necessary safety equipment at their own cost. In case of any accident during the operation/ monitoring of the equipment leading to injuries/damages to human beings equipment and/or loss of life, the contractor shall be fully responsible for setting all claims and indemnity the department against and claim arising out of cush accidents. Consequent damages to other systems will however be recoverable from the Contractor.
