In the event that the quoted value of any package exceeds the permissible percentage limit, as specified, with respect to the Overall Grand Total quoted by the bidder, the Financial Bid shall be treated as non-responsive and shall be rejected without any further consideration.

Monthly Operations & Maintenance (OPEX under WP4) charges shall NOT be billed as a fixed monthly lump sum. Instead, OPEX shall be computed on a pro-rata basis determined as below at the time of invoicing: Active Deployed Instances: OPEX shall be proportional to the number of LCCC, RCCC, and NCCC instances where the Unified NHAI ATMS Software has been successfully deployed, integrated, and for which the Implementation Agency is actively providing O&M support under the contracted SLA. Formula: Pro-Rata OPEX = (Active Instances / Total Contracted Instances) × Full Monthly OPEX Rate.
