Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

EMD and Tender processing fee shall be paid through e-Payment using the following four modes of Payment, Credit card payment, Direct debit payment, National electronic fund transfer, Over the Counter (OTC)

The intending bidder should furnish the certificate of registration issued by State / Central / Public Sector Organizations

The departments shall not be responsible for non-accessibility of e Procurement portal due to internet connectivity issues and technical glitches

Conditional tenders will be rejected

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs

The tender processing fee will neither be refunded nor will be transferred to other works

The CNNL reserves the right of rejecting any or all of the tenders without assigning any reason and will not be bound to accept the lowest tender

Royalty on construction materials and other taxes will be deducted as per prevailing Government order Royalty Recovery from the contractors bill will be made as per Government Circular No.CI 115/MMN 2019, Bangalore Date:30-06-2020 & Circular from the office of Director Mine & Geology Department Dt: 03-07-2020 & further any Orders/Circulars issued by Government Of Karnataka from time to time, a) The percentage quoted by the contractor must be inclusive of all applicable taxes etc.,(Excluding excise duty) The contractor is also required to pay quarry Fees, Royalties, Dues levied by the state Government or any Local body or an authority and ground rent, if any, charged by the Executive Engineer for stacking materials. No Extra payment on this account will be made to the contractor.

Amount put to tender includes cost of cement, Steel and other materials and labour charges. The rates quoted must also be inclusive of all applicable taxes Excise Duty, Royalty, Octroi, Quarry fee etc., No extra payment on this account will be entertained

Contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorised quality control authority, before execution

One percent (1%) of the bill amount of the successful tenderer will be deducted towards the construction labour welfare fund as per Government Order LD / 300 /LET / 2006 Bangalore dated 01-01-2007 and Government letter No. PW / 134/BMS / 2007 dated 27-07-2007

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

If any of the dates mentioned above happens to be a General Holiday, the next working day will hold good in lieu of the date mentioned

The work includes all lead and lift and work shall be carried out as per the instructions of the Engineer-in-Charge of the work. The rates in the schedule-B include all lead and lift irrespective of distance and height. No extra charges will be paid for additional lead and lift

The validity period for E.M.D. shall be for a minimum period of 90 days from the date of opening of tenders

All the conditions prescribed in the CNNL Tender Document should be followed. As per circular No.CNNL.Cicular-1/2015-16/ Dated:26-12-2015 third party inspecting agency for the said work will be engaged, apart from the Quality Control and field tests of the Nigama and contractor should co operate with the third party test and Quality Control authorities

In addition to the above, all the conditions, as stipulated in the tender booklet of CNNL should be followed

Contractors should have to upload the scan copy of all necessary qualification documents and submit the original documents/certificate duly attested by notary while tender evaluation in the HR Division office, Kushalanagar for verification

Defect liability period depending upon nature / type of work is as under.a)For all the cross drainage works aqueducts/ embankment and other works costing less than Rs. 50 Lakhs the defect liability period is 3 years form the date of completion of the entire work. b)For all cross drainage works/aqueducts/embankment and other works costing more than Rs. 50 Lakhs the defect liability period is 5 years from the date of completion of the entire work. c)For all types lining and other works the defect liability period is 3 years from the date of completion of the entire work. d)For works like road, silt and other small works which will be taken up out of maintenance grant the defect liability period shall be 3 months from the date of completion certificate and shall not be later than 6 months from physical completion of the entire work

If the rate (s) quoted by tenderer for any item (s) of work is / are below the estimated rates of the department then the contractor shall furnish an additional performance security in the form of FDR should purchased from Nationalized Bank in favour of EE, HR Division,Kushalanagar for an amount of the difference between the cost as per quoted rate and the estimated rates for each work. & the same should be Submit at the time of Agreement. In case of contractor quoting rate above 125% of the estimated rates, then the amount over and above 125% will be withheld during the progress of work

The successful Tenderer, within 20 days of the receipt of the letter shall deliver to the Employer a Security deposit in the form of FDR in the name of the Executive Engineer, HR Division, Kushalanagar. given below for an amount equivalent to 5% of the Contract price in accordance with the Conditions of Contract. Security Deposit Will be with held till the expiry of the defect liability period

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

The contractors assessed available tender capacity will be calculated as per the clause 3.1 of STD tender document Attached

All precautions should be taken by the contractor so that there are no damages to such public/ private properties

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client

Contractor should follow strictly the prevailing rules of labour act

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost

Even though the Tenderers meet the above criteria, they are subject to be is qualified if they have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and/ or-record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc.

The undersigned reserves the right to either postpone or to cancel the entire process of tender

Increase in GST shall not be paid in extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension

The successful bidder should execute work agreement within 10 days from the date of issue of Letter of Acceptance, failing which his tender will be cancelled on Risk & Cost basis & his EMD will be forfeited and the name of the tenderer will be debarred for participation in the tendering process for the procurements of this procurement entity for a period of one year from the date of default.

The bidder should furnish a copy of GST certificate

This work tender is Reserved (After randomization)for only CAT-II (A) Contractors , bidders Must & Should upload the Valid Caste Certificate issued by the Competent Authority. Otherwise the tender may be rejected

The contractor belonging to CAT-II (A) shall be domicile of the state of karnataka for more than 10 years

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end
