Tender for Product Storage Tank Cleaning at BPCL
Mathura Installation.
1. We intend to clean the product tanks as follows: -

2. The complete job has to be carried out within the working timings of the depot i.e. 09:00 – 17:30 hours
unless special permission is obtained from the Officer-in-charge of the job/Ops I/C Mathura Installation.
3. Subjected to availability BPCL shall give clearance for one or multiple tanks at a time for which the vendor
shall mobilize the equipment and manpower. For each such mobilization (which may be done for one or
multiple tanks at a time), payment shall be made against the respective RFQ line item. It is to be noted
that quantity in RFQ line item is taken considering maximum number of mobilization and actual no. of
mobilizations may be less.
4. Tanks shall be handed over after removal of product (to the extend possible from Product drain) and tank
manhole opening.
5. The vendor must be aware of explosive limits and toxic hazards and necessary precautions must be taken
for the same. The conditions and precautions mentioned in extracts highlighted and otherwise mentioned
in gasoline tank cleaning manual (Annex 3) is to be ensured.
6. The vendor shall ensure that all the electrical equipment used are FLP in nature further any tools used
shall be non-sparking type only. Under no circumstances Non FLP equipment/Equipment with exposed
wires/Non FLP JB’s shall be allowed inside the depot for use.
7. Tank cleaning shall be carried out using high-capacity vacuum suction FLP machine and hydro jetting
technology only. Cleaning shall be done of complete tank including manhole cover, nozzles, water drain,
product drain, central sump and associated nozzles and fittings.
8. A minimum of six people are required for tank cleaning operations as under : Supervisor, Dresser, Vigil
Keeper, Operator, 2 Workers (minimum) for actual cleaning work.
9. Shifting sludge from storage tank area to sludge pit will be under vendor’s scope.
10. Supply of water, storage drums and electricity shall be in scope of BPCL. All other consumables shall be
in scope of Vendor.
11. The tank cleaning activity shall also include removal of sludge and transportation of the sludge to the
designated sludge pit as directed by BPCL.
12. Proper tank cleaning to be done in all respects including degassing, removal of surface oiliness, rust etc.
Proper housekeeping of site including dyke area and road to be ensured during job execution.
