| 1The required scope of work involves four primary components: (I) The Supply and Commissioning of a Real-Time, Radar-Based Speed Detection System, which includes the SITC of a High-Precision Radar-Based Instantaneous Speed Detection Camera Unit with an integrated Onsite Processing Module (OPM), utilizing radar for real-time speed measurement and secure data transmission to a remote Command and Control Center (CCC) via existing data cable infrastructure, and also the installation of an IP65 rated, high-brightness, daylight-visible, minimum 2 ft x 2 ft Outdoor Display Panel for instantaneous speed dissemination. The speed measurement accuracy should be ± 5 Km/hour. The optimum camera operating range should be atlease 250 meters during the day and 100 meters during night. The LED board should support emoji display for speeds exceeding specified speeds. (II) The Mounting and Ancillary Infrastructure, which requires the supply and installation of non-gantry type structural support and associated mechanical accessories (clamps, brackets, conduits) for the secure mounting of the radar sensor, camera module, and LED display panel at the specified operational height. (III) The Remote Data Processing and Analytics Server, which mandates the SITC and configuration of an Artificial Intelligence (AI)-Enabled Remote Processing Server (RPS) for high-volume, real-time data ingestion and advanced analytics, with core functionality including real-time speed data processing, high-security data storage, hosting the operational dashboard, and providing authorized remote system access. (IV) Software Provision, which includes functionalities, such as instantaneous speed detection, comprehensive dashboard access, analytics and reporting. | |||||

| 2Supply, installation, testing, and commissioning of an advanced Artificial Intelligence (AI) enabled Autonomous Road Surveillance System. This system shall process real-time video streams from existing Internet Protocol (IP) surveillance infrastructure to execute the following core functionalities: (a) Computation of Average Speed of vehicles across designated road segments utilizing Automatic Number Plate Recognition (ANPR) and precise entry/exit timestamp correlation from the cameras. (b) Detection of two-wheeler No-Helmet violations. The solution must provide a dashboard with all violation entries, analytics, reporting, event storage and role based access control. The interface should also provide web based interface and secure login credentials for authorised users. | |||||

| 5Comprehensive Annual Maintenance for the Instantaneous Speed Detection System and the Autonomous Road Surveillance System (including No-Helmet Detection and Average Speed Detection) shall be provided, encompassing proactive and reactive support. This includes mandatory quarterly preventive maintenance, continuous system health monitoring, requisite software updates, model recalibration, calibration checks, and timely repair or replacement of faulty components (excluding major hardware). Maintenance services are further enhanced by continuous remote support and the deployment of a dedicated Onsite Technical Support Engineer for operational monitoring, first-level troubleshooting, and ensuring high system uptime. Additionally, Server Maintenance and Software Support will be delivered, covering critical aspects such as security patching, AI model performance tuning, robust backup management, log auditing, and overall server uptime assurance to maintain optimal system functionality and data integrity. | |||||
