Design, supply, installation, testing, and commissioning of Solar PV modules to meet cumulative rated capacity of 202KWp Ongrid plus 33kwOngid and 15.8Kw offgrid system at STOC. Modules will be of silicon Poly Crystalline type with 72 cells and minimum rating of 335 Wp with tolerance of +/- 3%, with minimum 1100 mm cable length. Module efficincy >15.0%, fill factor>0.7, module will be free of PID, module connector suitable for MC4/Bizlink and jucntion box with minmimum IP 67 rating. Module NOCT will be 45±°C with temperature coefficient of power <0.409%/°C, and will be suitable for operation from -20°C to +60°C ambient temperature. Modules will be combined to make array & string of panels to maximize power output along with supply and installation of necessary accessories like fuses, array/string junction box etc., Modules will be certified for relevant dust standards (Applicable standard would be IEC 60068 -2-68).Modules shall be deployed with RF id tag inside lamination as per MNRE guidelines. Guranteed electrical degradation of power generated not exceeding 20% of the minimum rated power over the 25 year period and not more than 10% after ten years period of the full rated original output. Warranty against manufacturing defect, raw material, workmanship, inspection and testing procedures shall be 5 years from the date of commissioning. Modules shall be certified as per IEC 61215-Edition -II, IEC 61646 and IEC 61730-1 & 2 and other applicable IEC/IS standards. Make : Waree/ Tata/ Vikram/Wolt/AMV/Premier solar Note:- (a) MS frame to support solar modules to be measured separately. (b) The rate quoted by the contractor deemed to be included for one year AMC with one electrician.
(a) PV MODULES: (i) The PV modules must conform to the latest edition of any of the following IEC / equivalent BIS (ii) Standards for PV module design qualification and type approval: (iii) Crystalline Silicon Terrestrial PV Modules : IEC 61215 / IS14286 (iv) Thin Film Terrestrial PV Modules : IEC 61646 / Equivalent IS (if available as on last date of receipt of tender) (v) Concentrator PV Modules & Assemblies : IEC 62108 (v) In addition, the modules must conform to IEC 61730 Part 1-requirements for construction & Part 2 - requirements for testing, for safety qualification or Equivalent IS (if available as on last date of receipt of tender)
(b) IDENTIFICATION AND TRACEABILITY Each PV module must use a RF identification tag (RFID), which must contain the following information:- (i) Name of the manufacturer of PV Module (ii) Name of the Manufacturer of Solar cells (iii) Month and year of the manufacturer (separately for solar cells and module) (iv) Country of origin (separately for solar cells and module, Made in India Only) (v) I-V curve for the module (vi) Peak Wattage, Im, Vm and FF for the module (vii) Unique Serial No and Model No of the module (viii) Date and year of obtaining IEC PV module qualification certificate (ix) Name of the test lab issuing IEC certificate (x) Other relevant information on traceability of solar cells and module as per ISO 9000 series. Note: RFID shall be mandatorily placed inside the module laminate.
(c) BALANCE OF SYSTEM (BOS) ITEMS/ COMPONENTS: The BOS items / components of the SPV power plants/ systems deployed under this project must confirm to the latest edition of IEC or equivalent BIS Standards/ MNRE specifications / as specified at Para 2.1 of MINIMAL TECHNICAL REQUIREMENTS / STANDARDS FOR SPV SYSTEMS / PLANTS TO BE DEPLOYED DURING this F.Y UNDER THE PROGRAMMES OF MINISTRY OF NEW AND RENEWABLE ENERGY available on MNRE website
(d) AUTHORIZED TESTING LABORATORIES/ CENTRES Test certificates / reports for the BoS items/ components can be from any of the NABL/ IEC Accredited Testing Laboratories or MNRE approved test centres. The list of MNRE approved test centers may be reviewed and updated from time to time. The list as applicable as on last date of receipt of tender shall be treated as applicable for this tender.
(e) SPECIFICATIONS : (i) Silicon Poly Crystalline SPV cells shall be used in the Solar Photovoltaic module. PV panels should be of any of the make : Made in India only, MNRE approved. The make proposed by the contractor partner shall be got approved from GE. The Department reserve the right of making independent inquiry with MNRE, SECI and NICE as regard appraisal of the proposed make and in case of any adverse observation/ reservation on the proposed make from any one of the make shall not be allowed.
(ii) Peak power rating of the module shall not be less than 325 Wp (iii) The module efficiency shall be more than 16% at standard test condition and the cell should have minimum fill factor of 0.7. It shall be made of high transmittivity glass & front surface shall give high encapsulation gain. (iv) Minimum 1078 nos. of 325 Wp (under STC) Poly Crystalline PV Modules shall be provided to achieve the estimated generation. (v) All materials used shall have a proven history of reliability and stable operation in external applications. It shall perform satisfactorily in relative humidity up to 100% with temperatures between -40° C and +85° C and shall withstand gust up to 150 km/h on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted.
(f) General requirements for PV module: (i) Module shall be made up of mono or poly crystalline silicon cells and shall be arranged as per contractor own design. (ii) The interconnected cells shall be laminated in vacuum to withstand adverse environmental conditions (iii) The minimum clearance between the lower edge of the modules and the developed ground level shall be 300 mm. (iv) Surge arresting device to be provided at junction box, if provided,and module shall be provided with bypass diode. (v) The bidder shall carefully design & accommodate requisite numbers of the modules in the available area (refer layout attached with the tender) to achieve the rated power in his bid. (vi) The SPV module must be IEC 61215 and IEC 61730 Part I and Part II certified from any of the accredited certifying agencies (vii) Each Solar PV modules used in solar power plants/ systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years from the completion of the trial run. (viii) The bidder shall provide the sample solar PV module electrical characteristics including current-voltage (I-V) performance curves and temperature coefficients of power, voltage and current. (ix) The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with captive screws and cable gland entry points or may be of sealed type and IP65 rated.
The successful Contractor shall submit the following documents duly vetted by any one of the MNRE consultant,within Four weeks of placement of work order for approval of Accepting Officer. (a)Design Calculations, : The tenderer should work out design based on the conditions prevalent at Rajouri, building plan, structural specifications, as existing. (b)Plan depicting layout of all equipments and Sub-systems of the PV System.This shall be selfcontained and self explanatory representation of layout of equipments and sub-systems. The dimensioned drawing of the site of work clearly marked with all subsystems components etc shall be submitted by the successful bidder on A1 sheet in colour in triplicate out of which one copy has to be plastic laminated. (c)Schematic Diagram of the Electrical system: This shall contain specifications, sizes,current,voltage and fault levels ratings of all cables,switch gears and instrumentation & control systems and all metering and interlocking etc. Note-The successful bidder shall submit peak AC output at peak DC output with various losses.
All the documents/technical details mentioned above duly vetted as specified above shall be approved by Accepting officer within 15 days of submission.The Accepting may approve the documents as submitted by Contractor or may suggest modification/alteration in documents/technical specifications duly supported with reasons for the same.The work shall be executed based on the approved documents.The decision of Accepting Officer shall be Final and Binding.
The design , drawing and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become departmental property. Department may use these subsequently as deemed necessary.The contractor shall have no claim on these documents and their subsequent use by the department.
After completion the contractor must engage a third party MNRE approved consultant for final testing and third party inspection of executed work.The consultant shall certify that the work has been executed in accordance with vetted and approved design.The contractor shall propose a panel of three consultants for this purpose. The final decision on the consultant to be engaged shall be taken by accepting officer. All cost and charges for engagement of consultant shall be born by the contractor.
Department will give completion of the work to the contractor only on the basis of completion reports submitted by the third party consultant engaged by the contractor
Design, Supply, installation, testing and commissioning of solar grid tied 3 phase inverter outdoor type of with minimum IP 65 rating, with minimum 35 KW AC output at 50°C ambient temperature. Minimum European efficiency of the inverter shall be 98% load as per IEC 61683 standard for measuring efficiency. Maximum DC input voltage shall be 1000 V and inverter supplied shall have upto 10% additional DC input capacity. (Array to Inverter Ratio 1:1), 3 phase AC Nominal Output voltage 400 V + 20 % (320 -480) , Frequency 50Hz (±10% range), PF at rated output capacity: 1 (with range from 0.8 lag to 0.8 lead), Total ITHD: < 3%, Operating temperature range : - 20°C to + 60°C. All inverters should consist of associated control, protection and data logging devices and remote monitoring hardware and compatible with software used for string level monitoring.all as specified and as directed. Other important features/ protection required in the inverter are as under:- (i) Automatic morning wake-up and nightly shutdown. (ii) Mains (Grid ) over-under voltage and frequency protection. (iii) Included authentic tracking of the solar arrays maximum power operation voltage (MPPT). (iv) Array ground fault detection. (v) LCD and Piezoelectric keypad operator interface Menu driven. (vi) Automatic fault condtions reset for all parameter like voltage, frequency and /or black out. (vii) Provision for input and output isolation. (viii) Inverter shall be installed on GI stand made by the angle size 50mm x 50mm x 6mm. Structure burried in ground and shall be 450mm above ground level. Grid Connectivity: Relevant CERC/RERC regulations and grid code as amended and revised from time to time shall be complied. Inverter shall adjust the voltage & frequency levels to suit the Grid. NOTE:- The rate quoted by the contractor deemed to be included array junction box if required at site. Make : Delta/Schneider/KAKO/SMA

Supply, design and fabricate fixed tilt module mounting structure hot dipped galvanised mild steel with coating not less than 80 microns and suitable to withstand wind speed upto 130km/hour and electrolytically compatible channels, bracing purlins of any size, electromagnetic washers, nuts, bolts including cutting, drilling etc.The design should be as per IS code and suitable for the wind speed (as per Wind Zone with correction of wind load at solar panel instalation height) , sun light and climatic condition of the plant loaction. Module Ground Clearance shall be 500mm ± 100mm. The design life should be more than 25 years and minimum yeild strength of steel should be minimum 345 MPA and connecting plates yield strength shall be >250 MPA. The structure should be suitable for easy removing and refixing/replacing of PV modules of the Solar Plant.

Note : On testing after completion of earthing, if the desired earth resistance (less than 5 Ohms) is not obtained, the earthing will be re-done by the contractor at his own risk and cost to the entire satisfaction of the Engineer-in-Charge.

Material and Labour Framed work such as grills, gratings etc with ends of bars shouldered and riveted or forget into spike , framed guard bars , barred iron doors , ladders , walk ways , frame work and similar work conforming to Fe 410-0 or Fe 310-0.
M&L for cement concrete ( 1:4:8) type D2 using 40mm graded stone aggregate for foundation filling of poles as mass concrete. All as specified and as directed.
Boring of holes under road, pavement, hard standing by trenchless technology using ultra sound technique and necessary machine including HDPE pipe of 150 mm dia suitable for 0.4 mpa working pressure.
