Bid submitted without bid security & tender fee shall be treated as
non responsive and shall be summarily rejected.

12 Opening of Technical bid As per Notice inviting Tender / Addendum / Corrigendum.
13 Tender validity period 120 days from the last date of submission of Tender.
14 Security Deposit 5 % of Contract Value to be submitted in the form of (Demand Draft /
pay order / Bank Guarantee in favour of Municipal Commissioner,
Ahmedabad. Bank Guarantee shall be from approved list of AMC of
banks as per attched ANNEXURE - 1 finance dept. latest circular.
and the issuing branch of bank guarantee shall be of Ahmedabad City
only. The validity of the Security Deposit shall be up to valid till
days beyond Date of completion of work.
The Security Deposit shall be payable in 10 days (for tenders upto
Rs.10.0 Lacs) or 15 days (for tenders of Rs.10.0 Lacs and above) from
date of receipt of LOI failing which interest @ 4% per annum will be
charged by AMC.
15 Deductions from Running
a. Retention Money 2 % amount of each Running Bill shall be deducted as a Retention
Money. Such retention money shall be released in the final bill of the

deducted from each running bill.
16 Defect & Liability Period Not applicable in this case. If applicable than refer condition of
contract attached over rule as per form B-1 published by Government.
17 Compansation for Delay 10 % of the actual balance work after Time limit expired.
• All the circulars which were published by Authorities of AMC time by time will be applicable on said
Tender and bound to bidder with out any condition.
• Conditional tenders will not be accepted in any case. Municipal Commissioner reserves the rights to
reject any or all the tenders without assigning any reasons thereof.
• The authorized signatory holding Power of Attorney shall only be the Digital Signatory. In case
authorized signatory holding Power of Attorney and Digital Signatory are not the same, the bid shall
be considered non-responsive.

I/We the undersigned have carefully gone through and clearly understood the Tender documents of above
mentioned project comprising of Notice Inviting tenders, Articles of Agreement, Scope of work, Definition of
terms, notes Instructions/Information to Bidder, Condition of Contract, special condition of contract,
Appendices, Specifications, Bill of Quantities, furnished by AHMEDABAD MUNICIPAL CORPORATION.
I/We do hereby offer to execute and complete the whole of the work within the time specified all in
accordance with the specification, designs, drawing and instruction in writing referred to in the said
document and with such materials as mentioned for, at the respective rates which I/we have quoted in the
Price Bid or at such other rates as may be fixed under the provisions of these conditions.
In the event of this tender being accepted I/We agree to enter into an agreement and when required,
execute the contract, according to your form 1 of agreement as or in default where of I/we bound
myself/ourselves to forfeit the "Earnest Money Deposit."
I/We understand that if I/We shall not enter in agreement within fifteen days or as decided by AMC
from the date of receipt of letter of acceptance, you will forfeit the earnest money paid by me/us and take
necessary action as deemed fit.
I/We have enclosed a Demand Draft / Bank Guarantee as an “Earnest Money Deposit", for the sum as
mentioned in NIT, the full value of which is to be absolutely forfeited to the Employer If I/We fail to
commence the work specified. Otherwise the Employer shall retain the said sum, as on account of such
Security Deposit as provided for in the aforesaid documents.
I/We agree not to employ sub-contractors other than those that may be approved in accordance with
conditions in the aforesaid documents.
I/We understand that Municipal Commissioner is not bound to accept the lowest or any tender,
which are received. I / We also understand & agree that Municipal Commissioner Reserves the right to allot
number of tenders to successful bidders at his sole discretion in case if I / We am/are lowest in more than one
I/We am/are bound to execute the job if the work order is issued within 120 days from the date of
opening of the tender.
I am bound to execute the work by maintaining all Quality aspects/parameters mentioned in the
tender terms and conditions. I am also bound to submit all supporting Genuine Original documents as and
when asked and if any discrepancy found in such documents as well as in the executed Work with respect to
Quality/Quantity at any stage of work or even after completion of work, it will be solely my Responsibility. I
am bound to prove originality of all documents submitted by me and if any Documents found false/fake then
Municipal Commissioner/AMC has right to take any action/penalty/punishment against me.

I am also bound that if I/we, indulged into any malpractice and/or used any inferior quality and/or the
construction of road is found to be of an inferior quality under this contract than in such case Municipal
Commissioner/AMC has right to debar/ blacklist permanently.
I/We agree to pay the Government income-Tax, GST/Sales-Tax (Central and State), Octroi duties,
Royalty on material (i.e. Aggregate, Sand etc.) And any other taxes prevailing and from time to time on such
items on which the same are leviable and the rates quoted by me/us are inclusive of the same.

INSTRUCTIONS TO BIDDERS
1. Scope of Bid
1.1 Competent authority on behalf of The Municipal Commissioner, Ahmedabad Municipal Corporation
(referred to as Employer in these documents) invites sealed bids for the construction of works (as
defined in these documents and referred to as “the work”) detailed in the table given in the Invitation
for Bid (hereinafter called as IFB.) from competent bidder. The bidders may submit bids for the works
detailed in the table given in IFB.
2.0 Source of Funds
Ahmedabad Municipal Corporation has arranged the fund for this project.
3.0 Eligible Bidders
3.1 The Invitation for Bids is open to all eligible bidders meeting the eligibility criteria as defined in this
3.2 All bidders shall provide Qualification Information and Forms of Bid mentioned in the Clause-14. An
agency that has been engaged by the Employer to provide consulting services for the preparation or
supervision of the works, and any of its affiliates, shall not be eligible to bid.
3.3 Any entity which has been declared as non-performing by NHAI / GoG / AMC or the firms those are
blacklisted/ debarred for specified period by AMC, Governement of Gujarat, Government of India or
any other entity controlled by it, would not be eligible to submit the Bid.
4.0 Qualification of the Bidder
4.1 Requires registration:- Register as per Notice Inviting Tender having in Road Works in PWD in Govt.
R&B / CPWD / AMC or equivalent register with any other state Govt. or institutions.
5.0 DISQUALIFICATION
Even though the bidders meet the above mentioned qualifying criteria, they are subject to be
disqualified if they have,
• Made misleading or false representations in the forms, statements, affidavits and attachments
submitted in proof of the qualification requirements; and/or
• Record of poor performance such as abandoning the works, not properly completing the contract,
inordinate delays in completion, litigation history, or financial failures etc. or debarring from AMC
• Tampered the bid document in any manner.
• Colluded with other prospective bidders for this work to arrive at quoted prices for the purpose of
restricting competition.
• Indulged in inducement of any official of AMC and/or their consulting engineer and other advisors
in any manner whatsoever.
• Proposal not submitted in accordance with this tender.
• During validity of the proposal, or its extended period, if any, the bidder changes his commercial
• The bidder qualifies the proposal with his own conditions.
• Proposal is received after due date and time.
• Commercial proposal is enclosed with the same envelope as technical proposal
• The envelope does not show on the outside the reference of bid and thus gets opened before
the due date of opening.
• The E.M.D. is not deposited in full and in the manner as specified in the clause of Earnest

• The tender is in a language other than English or dose not contains its English Translation in
case of other language adopted for tender preparation.
• The tender documents received are not duly signed by authorized person.
• The validity of tender is less than what is stated in the tender.
• Any of the page or pages of tender is/are removed or replaced.
• Any condition which affect the cost.
• If it is joint venture.
5.1 Debarment / Black listing
Notwithstanding the above, the Employer may debar or blacklist any of the bidder(s) for their
misleading or false representations in the forms statements etc. for the period to be decided
by the Employer.
6.0 Cost of Bidding
The bidder shall bear all costs associated with the preparation and submission of his Bid. Employer
will in no case be responsible and liable for those costs.
The Bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and familiarize
himself with the site of Works and its surroundings including source of earth, water, road aggregates
etc. and obtain all information that may be necessary for preparing the Bid and entering into a
contract for construction of the Works. The costs of visiting the Site shall be at the Bidder's own
8.0 Bidders shall not have any dispute or claim for any kind of compensation in case of,
• If the quantity stipulated in the tender items varies or the scope of work changes and thereby total
amount of work increases / decreases up to any extent.
• If the works gets delayed / postponed for some administrative / technical decision whatsoever.
• If the items stipulated in the tender shall not be executed as per site condition/ requirements. No
claim shall be entertained for the same.
• No idle charges shall be paid to contractor for machinery and man power if remain idle and no claim
shall be entertained for the same.

• The bidder is expected to examine carefully all instructions, conditions of contract, contract data,
forms, terms, technical specifications, forms, Annexes in the bid document. Failure to comply with the
requirements of bid documents shall be at the bidder’s own risk. Bids which are not substantially
responsive to the requirements of the bid documents shall be rejected.
10.0 Amendment of Bidding Documents
10.1 Before the deadline for submission of bids, the Employer may modify the bidding documents by
issuing addendum.

10.2 Any addendum thus issued shall be part of the bidding documents and shall be placed on website
www.nprocure.com The prospective bidder shall refer to website to check any addendum before
hours of opening of bids. AMC will not give any advertisement for the same.
10.3 To give prospective bidders reasonable time in which to take an addendum into account in preparing
their bids, the Employer may, at his desecration, extend as necessary the deadline for submission of

C PREPARATION OF BIDS
11.0 Language of the Bid
All documents relating to the bid shall be in the English language only.
12.0 Documents comprising bid
The e bid submitted by the bidder shall be in two separate parts.
• Technical Bid
• Financial Bid
To qualify for award of the contract, each bidder must submit the following documents along with

• Any other material / information required to be submitted in accordance with these

Failure to submit these certificates/documents shall make the bid non-responsive.
Above original documents in physical form in two copies, one marked as “original” and other marked
as “Duplicate”, shall be submitted in a sealed envelope by 18:00 Hrs on the date of physical
submission of bid and addressed to the addressee given in the NIT duly super scribed “Name of Work,
Bid due date and time, Name and address of the bidder”
13.0 Bid Prices
• The contract shall be for the whole works as described in Bill of Quantity based on the percentage
rate in the Bill of Quantities submitted by the bidder..
• All duties, taxes, and other levies payable by the contractor under the contract, or for any other cause
shall be included in the rates, prices and total Bid Price submitted by the Bidder, except otherwise
stated in the Bid document. Employer will not compensate the bidder (contractor) for any change
in duties, taxes and other levies payable by the contractor under the contract and any other reasons.
• The percentage rate and bid price quoted by the bidder shall be fixed up to the completion of Work
and shall not be subject to adjustment on any account, except where expressly specified, otherwise,
in the contract.
14.0 Currencies of Bid and Payment
The currency of bid and payment shall be in Indian Rupees. All payments shall be made in Indian

15.1 Bids shall remain valid for 120 days from last date of submission of tender. A bid valid for a shorter
period shall be rejected by the Employer as non-responsive.

15.2 In exceptional circumstances, prior to expiry of the bid validity (120 days), the Employer may request
that the bidders may extend the period of validity for a specified additional period. The request and
the bidders' responses shall be made in writing or by cable. A bidder may refuse the request without
forfeiting his bid security. A bidder agreeing to the request will not be required or permitted to
modify his bid, but will be required to extend the validity of his bid security for a period of the

16.1 The Bidder shall furnish, a Bid Security of the amount as shown in the Table of IFB as part of his bid, in
the form of Demand Draft / pay order / Bank Guarantee in favour of Municipal Commissioner,

16.3 Any bid not accompanied by an acceptable Bid Security shall be rejected by the Employer as non-

b) in the case of a successful Bidder, if the Bidder fails within the specified time limit to
(i) sign the Agreement; or
(ii) Furnish the required security deposit.
(iii) commence the work after signing the agreement within 15 days
16.8 No interest shall be paid by the owner on any tender guarantee. The issuing branch of the bank
guarantee shall be of Ahmedabad City only.
16.9 Bank Guarantee for Earnest Money Deposit should be executed on non-judicial Stamp papers of
requisite value in accordance with the stamp Act applicable to that particular state of Indian Union,
where executed.
16.10 The executing officers of the bank Guarantee for Earnest Money Bid Security shall clearly indicate in
(block letters) his name, designation, Power of Attorney No. / Signing Power No. etc.
16.11 Each page of the bank guarantee for Earnest Money Deposit shall be duly signed/initialed by the
executing officers and the last page shall be signed in full, indicating the particulars as aforesaid under
the seal of the Bank.
D. SUBMISSION OF BIDS
17.0 Sealing and Marking of Bids
17.1 The bidder shall submit the Technical Bid only. The Bid shall be sealed in separate envelopes and the
three sealed envelopes shall be sealed in an outer envelope. The Bid envelopes shall be marked as
• Complete Tender Document with all necessary qualification related documents (in two copy)
Above two envelopes shall be kept in one envelope and it should be marked as “Technical Bid” and
sealed. This Outer envelope should mention the name of firm of bidder, his address, contact details &
name of the work.
17.2 The inner and outer envelopes
a) Shall be addressed to the Employer at the following address:

Indicate the name and address of the bidder.
• If the outer envelope is not sealed and marked as above, the Employer will assume no responsibility
for the misplacement or premature opening of the bid.
18.0 DEADLINE FOR SUBMISSION OF THE BID
18.1 Complete Bids (including Technical bid and necessary documents) must be received by the Employer
at the address specified in bid information not later than the date indicated on the face sheet of the
document. In the event of the specified date for the submission of bids declared a holiday for the
Employer, the Bids will be received up to the appointed time on the next working day. The Bidder is
further required to submit Documents in Physical Form on or before the Bid Due Date and before the
time of submission as specified in NIT, at the following address:

18.2 AMC assumes no responsibility for inability of a bidder to submit bids through (n) procure e-tendering
portal on account of delay in submission at bidder's end. Bidder shall ensure that they submit the bid
well before the "Due Date & Time of Bid- Submission". AMC shall not be responsible if bidder is not
able to submit the bid on account of failure in network/internet connection or any other technical
18.3 The Employer may extend the deadline for submission of bids by issuing an amendment in
accordance with respective Clause, in which case all rights and obligations of the Employer and the
bidders previously subject to the original deadline will then be subject to the new deadline.
18.4 All bidders are requested to see the website of (n) procure for amendment / corrigendum if any.
18.5 Any Bid received by the Employer after the deadline prescribed in NIT will be rejected and returned
unopened to the bidder.

20.0 NOTIFICATION OF AWARD & SIGNING OF AGREEMENT
The Bidder whose Bid has been accepted will be notified of the award by the Employer prior to
expiration of the Bid validity period by writing, facsimile or e-mail confirmed by registered letter. This
letter (hereinafter and in the Conditions of Contract called the “Letter of Acceptance” will state the
sum that the Employer will pay the Contractor in consideration of the execution, completion, and
maintenance of the Works by the Contractor as prescribed by the Contract (hereinafter and in the
Contract called the “Contract Price”).
The notification of award will constitute the formation of the Contract, subject only to the furnishing
of a Security Deposit in accordance with the provisions of Clause.
The agreement will incorporate all correspondences between the Employer and the Successful
Bidder. It will be signed by the Employer and the Successful Bidder.
21.0 SIGNING OF CONTRACT AGREEMENT
21.1 The Employer and the successful bidder shall enter into a Contract Agreement within 28 days after
the successful bidder (hereinafter called the Contractor) receives the Letter of Acceptance, unless
they agree otherwise, subject to furnishing the security deposit before signing the Agreement with

21.2 Upon issue of ‘Letter of Acceptance’ to the successful Bidder, the Employer will promptly notify the
other Bidders that their Bids have been unsuccessful and release their Earnest Money Deposit / Bid
22.0 SECURITY DEPOSIT
22.1 Within 15 days of receipt of the Letter of Acceptance, the Successful Bidder shall deliver to the
Employer a security deposit in the form of Bank Guarantee for an amount equivalent to 3% of the
Contract Price valid for the period of valid till 90 days beyond Date of completion of work. The
Security Deposit shall be payable in 10 days (for tenders upto Rs.10.0 Lacs) or 15 days (for tenders of
Rs.10.0 Lacs and above)from date of receipt of LOA failing which interest @ 4% per annum will be
charged by AMC.
22.2 The security deposit shall be in the form of a Bank Guarantee in the name of the Employer, from
Ahmedabad branch of any Banks mentioned in the clause no. 16.2 of these tender documents.
22.3 This security deposit shall be released only after the clearance of final bill including pre & post Audit.
22.3 Interest @ 4 % per annum shall be deducted from contractor in case of late submission of security
deposit or late renewal of bank guarantee for the number of days delayed for submission or
discontinuity of the bank guarantee.
22.4 Bank Guarantee to be submitted in the prescribed format enclosed and shall be same verbatim as per
the format. Bank Guarantee shall be submitted on right value of stamp paper and for correct value of

sufficient grounds for cancellation of the award and forfeiture of the Bid Security.
22.6 In case of any contract amendment during execution of the contract enhancing value of the contract
the BG value shall be enhanced accordingly. Validity of BG shall be commercial terms and conditions
22.7 All compensation or other sums of money payable by the Contractor to the Employer under the terms
of this Contract or any other contract or on any other account whatsoever may be deducted from
Security Deposit. Also in the event of the Contractor's Security Deposit being reduced by reasons of
such deductions, as aforesaid, the Contractor shall, within 14 days of receipt of notice of demand
from the Engineer-in-Charge, make good the deficit in Security Deposit.
22.8 Should there arise any occasion under the Contract due to which the periods of validities of Bank
Guarantees as may have been furnished by the Contractor from time to time, are required to be
extended/renewed, the Contractor shall get the validity periods of such guarantees
extended/renewed, and furnish these to the Engineer-in- Charge one month before the expiry date of
the aforesaid Guarantees originally furnished failing which the existing Bank Guarantees shall be
invoked by the Engineer – in – charge. Also in case of any deficit in securities on any account as might
occur or is noticed, the Contractor shall forthwith recoup/replace the same with acceptable Security
22.9 The Bank Guarantee shall be extended within the expiry dates wherever activities as per contract are
not completed in all respects.
22.10 The Security Deposit less any amount due shall, on demand, be returned to the contractor after
days of completion date / Final Bill paid date which ever is later. No interest on the amount of
Security Deposit shall be paid to the Contractor at the time of release of Security Deposit as stated

office within 15 days of LOA.
23.0 Advance Payment and Security
The Employer will not provide any advance payment.

24.0 Dispute Review Expert
In case of all the disputes, decision of the Municipal Commissioner, Ahmedabad shall be final and
binding to the bidder.
25.0 LITIGATION HISTORY
The applicant should provide accurate information on litigation and/or arbitration resulting from
Contractors completed or under execution by him over last five years. If the details of Litigation
History are hidden by the Bidder and later on it comes to the knowledge of the Employer, the Bidder
shall be disqualified for the proposed work and other appropriate actions shall be taken against the

GENERAL CONDITIONS OF CONTRACT
1.0 Liquidated Damages
1.1 If the Contractor fails to complete the works within the original or extended time limit, the Contractor
shall pay penalty of 10% of amount of actual remaining work. The amount of work for which the
scope of contractor is reduced shall not be considered for the calculation of Liquidated Damages.
1.2 Conditions mentioned in the AMC Finance Department Circular AMC no. 18 Date: 23/05/2017 and all
latest Circulars shall be applicable.
2.0 Retention Money
2 % amount of each Running Bill shall be deducted as a Retention Money. Such retention money shall
be released in the final bill of the said work. AMC reserves right to deduct any amount to compensate
the poor performance of the contractor i.e. poor quality or abandoned / incomplete work.
3.0 Subcontracting
3.1 Except where expressly specified in the Contract, the Contractor shall not subcontract any portion of
Work without the approval of the Employer’s Representative. Any subcontracting shall not relieve the
Contractor from any contractual obligations or responsibility under the Contract.
3.2 The Contractor shall not be required to obtain consent for a subcontract for which the name of the
subcontractor and scope of works activities to be performed by him is already stated in the contract
or supply of material or engagement of labour.
4.1 The Contractor shall employ the key personnel named in the Schedule of Key Personnel as referred to in
the Bid document to carry out the functions stated in the Schedule or other personnel approved by
the Engineer. The Engineer will approve any proposed replacement of key personnel only if their
qualifications, abilities, and relevant experience are substantially equal to or better than those of the
personnel listed in the Schedule.
4.2 If the Engineer asks the Contractor to remove a person, without assigning reasons thereof, for his
misconduct or inadequacy of technical skills and experience, who is a member of the Contractor’s
staff or his work force, the Contractor shall ensure that the person leaves the Site within seven days
and has no further connection with the work in the Contract.
4.3 No residential accommodation is allowed at the site of work. The labour huts shall not be erected on the
site of work and contractor shall make his own arrangements to provide such accommodations as per
the rules of the local bodies. He shall make his own arrangements for housing, stores, field office etc.
He shall submit a site layout plan indicating the location of various site facilities to be created by him
at his cost for the execution of work. The Owner shall in no way be responsible for any delay on this
account and no claim on this account whatsoever shall be entertained. All Basic amenities shall be
provided by the Contractor to Labours as per the prevailing labour Laws.
5.1 The Contractor shall have full regard throughout execution, completion and defects liability period to
following safety aspects and shall take all necessary steps to ensure that danger to safety is avoided
all the time in respect of,
Safety of the works
• Safety of the Contractor’s employees and all the persons directly or indirectly engaged by him
• Safety of all the employees including persons working on other contracts of Employer at the
same site of the Employer and Engineers employees engaged at work site.
• Any authorized third party persons on the site.

• Contractor’s plant and equipment
5.2 The Contractor shall provide and maintain at his costs all lights, guards, fencing, warning signs,
barricading, and cones; when and where necessary, or required by Engineer in Charge or by any duly
constituted authority for the protection of the works or for the safety and convenience of the public
5.3 The Contractor shall take all reasonable steps to protect the environment on and off the site and
avoid damage or nuisance to persons or property of the public and others arising as a consequence of
his method of operation.
5.4 The Contractor shall maintain in good condition all work throughout execution, completion, and
defects liability period. The contractor shall be responsible for and to make good all injuries, damages
and repairs, rendered necessary by fire, rain, traffic, floods or other causes.
5.5 All the scaffolding work, wherever required for the execution of work, shall be provided by the
contractor. Nothing extra shall be payable on this account. It shall be provided strictly with double
scaffolding system with all the accessories etc. with adjustable suitable working platforms to access
the areas, with ease for working and inspection. It shall be designed to take all incidental loads. It
should cater to the safety features for workmen. It shall be ensured that no damage is caused to any
structure due to scaffolding.
5.6 All temporary warning/ caution boards display shall be provided and displayed during day as well as
night time by the contractor, wherever required and as directed by the Engineer.
5.7 Arrangement of temporary water and electricity and telephone connection required, by him, shall be
made by the Contractor at his own cost and also necessary permissions directly from relevant Owners
shall be obtained by him under intimation to the Owner. Also all initial and running charges and
security deposit, if any in this regard shall be borne by him. The Contractor shall abide by all the rules/
bye laws applicable in this regard and he shall be solely responsible for any penalty on account of
violation of any of the rules and byelaws in this regard.
5.8 In any case if any fatal accident (major or minor) occurs due to poor safety precautions, the same
shall be completely contractor’s responsibility. All the losses due to such accidents and expenses of
legal matters shall be borne by contractor.
5.9 The Contractor shall be responsible for maintenance and watch and ward of the complete installation
and shall also be responsible for any pilferage, theft, damage, penalty etc. in this regard. The
Contractor shall indemnify the Owner against any claim arising out of pilferage / theft, damage,
penalty etc. whatsoever on this account.
5.10 The Contractor shall depute Site Engineer & skilled workers as required for the work. Necessary
protective and safety equipments shall be provided to them by the Contractor at his own cost and
6.0 Contractor to keep site clean:
During the execution of the work, the Contractor shall keep the site clean. All wreckage rubbish,
excess materials, temporary works no longer required will be removed from site immediately.
7.0 Clearance of site on completion:
The Contractor shall clear away and remove all Contractors equipment, surplus materials, rubbish,
temporary works of every kind.
A. COST CONTROL
8.0 Bill of Quantities
a. The schedule-B shall contain Memorandum showing items for the construction, installation,
testing, and commissioning work to be done by the Contractor.

b. The quantities stated in the schedule B are estimated quantities. The Contractor shall be paid only
quantities calculated after taking measurements of executed work. The rate stated in the
schedule B for each item of work shall apply. The works shall be measured by the Contractor
jointly with the authorized representative of the Engineer and all particulars required by the
representative of the Engineer shall be supplied by the contractor.
c. The work shall be measured net. No allowance for general or local custom, working space etc. is
9.1 The Engineer in Charge shall have power to make any variation of form, quality or quantity of the
works or any part thereof that may, in his opinion, be necessary and for that purpose, or if for any
other reason it shall, in his opinion, be appropriate, he shall have the authority to instruct the
Contractor to do and the Contractor shall do any of the following:
Increase or decrease the quantity of any work up to any extent included in the contract,
Omit any such work,
Change the character or quality or kind of any such work,
Execute additional work of any kind necessary for the completion of the Works or
Change any specified sequence or timing of construction of any part of work.
9.2 No such variation shall in any way vitiate or invalidate the contract, but the effects, if any, of all such
variations shall be valued in accordance with the following sub clauses. Provided that where the issue
of an instruction to vary the Works is necessitated by some default or breach of contract by
contractor or for which he is responsible, any additional cost attributable to such default shall be
borne by the Contractor.
9.3 The Contractor shall not make any such variation without an instruction of the Engineer. No
instruction is required for quantities varying from those provided for the items in the contract
10.1 The basis for the valuation of variations for addition to the Contract Price shall be as follows in the
same order of priority.
a) Variations in the quantities of work in schedule of quantities shall not vitiate the contract.
b) The contractor shall be bound to execute extra items of work as directed by the Engineer-in-
c) Contract unit rates for individual items shall apply to varied quantities where there is a quantity
d) The price variations on extra item will not be given.
e) In case of other non tender items following procedure shall apply.
10.2 If any extra item crops up during the progress of work the same shall be carried out by the Contractor
and he shall be paid at the rate fixed by Employer which shall be fixed as lowest of the rates derived
by rate analysis based on the following three methods. , the priority of the documents forming the
Contract shall be as follows:
(i) If the extra item is included in the S.O.R. of Road & Building Department, Year 2013-14, the rate
of extra item shall be that rate and premium (above or below) quoted by contractor.
(ii) Rate analysis based on prevailing Govt. of Gujarat’s SOR rates.
(iii) Rate analysis based on current market rates. This shall be based on
The material costs, the labour costs, the cost of use of all plant, machinery and equipment,
the cost of all temporary and incidental works, the overheads and the Contractors profit.
The overheads shall be taken at 5 % of the sum of material costs, the labour costs, the cost of
use of all plant, machinery, and equipment, the cost of all temporary and incidental works.
10.3 In case of the rate is to be derived from prevailing market rate, the Contractors profit shall be taken at
10 % of the final rate derived.

10.4 In the event of disagreement, the Engineer in Charge shall fix such rates and prices as are, in his
opinion appropriate and shall notify the Contractor accordingly with a copy to the Employer.
10.5 The Engineer shall determine provisional rates and prices to enable on account payments to be
included in the Interim Payment Certificates, until rates and prices are agreed as final by the
Employer, the Contractor, and the Engineer.
10.6 The Contractor shall not be entitled to additional payment for costs, which could have been avoided
by giving early warning.
11.1 Payments shall be adjusted for deductions for advance payments, retention, other recoveries in terms
of the contract and taxes at source, as applicable under the law. The Employer shall pay the
Contractor the amounts certified by the Engineer.
11.2 If an amount certified is increased in a later date certificate due to corrections in previous certificates
or as a result of an award from disputes review experts, Contractor shall be paid such amount only.
The Contractor shall not be paid any interest upon such delayed payment.
11.3 Items of the work for which no rate or price has been entered in will not be paid for by the Employer
and shall be deemed covered by other rates and prices in the Contract.
11.4 All payments shall be made in Ahmedabad.
12 Taxes and duties
12.1 The rates are inclusive of all the prevailing taxes and duties of the Central, State and Local Governing
bodies prevailing on the date of award of the contract. The Contractor will have to pay all such taxes
and duties for the performance of this Contract. The Employer will deduct from the Contractor’s
monthly and other payments all taxes and duties, which he is bound to recover in accordance with
the applicable law.
12.2 The Contractor shall keep himself fully informed of all acts and laws of the Central & State and local
Governing bodies, all orders, decrees of bodies, tribunals having any jurisdiction or authority which in
any manner affect those engaged or employed, and anything related to carrying out the work. All the
bye-laws lay down by AMC/AUDA and any other local bodies while executing the work shall be
adhered to. All taxes of local bodies shall be borne by the contractor. The Contractor shall arrange to
give all notices required by any authority and to pay to such authority all the fees that may have to be
paid for the material, plants, equipments etc. The Contractor shall also adhere to all traffic restrictions
notified by the local authorities. He shall protect and indemnify the Owner and its officials &
employees against any claim or liability arising out of violations of any such laws, ordinances, orders,
decree, whether by himself or by his employees or his authorized representatives. Nothing extra shall
be payable on these accounts.
13.0 Labour Welfare Cess
As per circular No. GHR/2005/04/CWA/2004/841/M-3 dt. 3/1/05 and G.R. No. CWA/2004-1831-M(3)
dt. 9/12/05 issued by G.O.G. (non-refundable) shall be deducted from every bills which shall be
deposited to Govt. Labour Department for Labour welfare fund.
14.0 Currencies
All payments shall be made in Indian Rupees.
15.0 Advance Payment
No Advance Payment shall be made.
16.0 Cost of Repairs
Loss or damage to the Works or Materials to be incorporated in the Works between the Start Date
and the end of the Defects Correction periods shall be remedied by the Contractor at the Contractor's
cost if the loss or damage arises from the Contractor's acts or omissions.

B. FINISHING THE CONTRACT
17.0 Completion
The Contractor shall request the Engineer to issue a Certificate of Completion of the Works and the
Engineer will do so upon deciding that the Work is completed.
18.0 Termination
18.1 The Employer shall be entitled to terminate the contract if the contractor:
(a) Fails to carry out any obligation under the contract.
(b) Without reasonable excuse fails –
1. To commence the works on site within the period stated in the Appendix to Bid after receipt
by him of a Notice to this effect from the Engineer/Employer after signing the agreement or
2. To proceed with the works, or any section thereof, within 28 days after received notice
3. Has failed to comply with a notice issued or an instruction issued within 28 days after having
4. Abandons the works or otherwise plainly demonstrates the intention not to continue
performance of his obligation under the contract.
5. Sub-contracts the works or assigns the contract without the specific prior written permission
of the engineer.
6. Has failed to furnish the required securities or extension thereof in terms of the contract.
7. Becomes bankrupt or insolvent, goes into liquidation, has a receiving or administration order
made against him, compounds with his creditors, or carries on business under receive, trustee
or manager for the benefit of his creditors, or if any act is done or event occurs which (under
applicable Laws) has a similar effect to any of these acts of event.
18.2 In any of these events or circumstances, the Employer may, upon giving 14 days notice to the
contractor, terminate the contract and expel the contractor from the site. However, in the case of
sub-paragraphs (h), the Employer may be notice terminate the contract immediately.
18.3 The Employer’s decision to terminate the contract shall not prejudice any other rights of the
Employer, under the contract or otherwise.
18.4 After termination, the Employer may complete the works and/or arrange for any other entities to do
so. The Employer and these entities may then use any goods, contractor’s documents and other
design documents made by or on behalf of the contractor.
18.5 The Employer or the Contractor may terminate the Contract if the other party causes a fundamental
breach of the Contract.
18.6 Fundamental breaches of Contract include, but shall not be limited to the following:
(a) the Contractor stops work for 14 days when no stoppage of work is shown on the current
Program and the stoppage has not been authorized by the Engineer;
(b) the Employer or the Contractor is made bankrupt or goes into liquidation other than for a
reconstruction or amalgamation;
(c) The contractor fails to fulfill requirements;
(d) the Engineer gives Notice that failure to correct a particular Defect is a fundamental breach of
Contract and the Contractor fails to correct it within a reasonable period of time determined by
(e) the Contractor does not maintain a security which is required;
(f) the Contractor has delayed the completion of works by the number of days for which the
maximum amount of liquidated damages becomes payable as defined in the Contract data;
(g) if the Contractor, in the judgment of the Employer has engaged in corrupt or fraudulent practices
in competing for or in the executing the Contract.
(h) For the purpose of this paragraph: “corrupt practice” means the offering, giving, receiving or
soliciting of anything of value to influence the action of a public official in the procurement
process or in contract execution. “Fraudulent practice” means a misrepresentation of facts in
order to influence a procurement process or the execution of a contract to the detriment of the
Borrower, and includes collusive practice among Bidders (prior to or after bid submission)

designed to establish bid prices at artificial non-competitive levels and to deprive the Borrower of
the benefits of free and open competition.”
18.7 When either party to the Contract gives notice of a breach of contract to the Engineer for a cause
other than those listed above, the Engineer shall decide whether the breach is fundamental or not.
18.8 Notwithstanding the above, the Employer may terminate the Contract for convenience.
18.9 If the Contract is terminated the Contractor shall stop work immediately, make the Site safe and
secure and leave the Site as soon as reasonably possible and handover the site to the Employer
including all materials and plant and equipment existing there upon.
19.0 Contractor's own responsibility
The contractor is to set out and level the works and will be responsible for the accuracy of the same.
He shall also be responsible for the correctness of the positions, levels, dimensions, and alignment of
all parts of the structures as per instructions given to him. If at any time any error shall appear during
the progress of any part of the work, the contractor shall at his own expense rectify such error if called
upon to the satisfaction of the Engineer in charge.
20.0 Overpayment & Underpayment
20.1 Whenever any claim Fifths payment of a sum to the Municipal Corporation arises out of or under this
Contract against the contractor the same may be deducted by the Municipal Corporation from any
sum then due or which at any time thereafter may become due to the contractor under this contract
and failing that under any other contract with the Municipal Corporation or from any sum due to the
contractor with the Municipal Corporation (which may be available with Municipal Corporation), or
from his retention money, or he shall pay the claim on demand. The Municipal Corporation reserves
the right to carry out post payment audit and technical examination of the final bill including all
supporting vouchers, abstracts, etc.
20.2 The Municipal Corporation further reserves the right to enforce recovery of any over payment when
detected notwithstanding the fact that the amount of the final bill may be included by the Contractor.
20.3 If as a result of such audit and technical examination any over payment is discovered in respect of any
work done by the Contractor or alleged to have been done by him under the contract, it shall be
recovered by the Municipal Corporation from the contractor by way of all the means prescribed above
or if any under payment is discovered by the Municipal Corporation, any amount due to the
contractor under this contract or under payment may be adjusted against any amount then due or
which may at any time thereafter become due before payment is made to the contractor from him to
the Municipal Corporation on any other contract account whatsoever.
21.0 Materials obtain from dismantling
If the contractor, in the course of execution of work is called upon to dismantle any part for reasons
other than on account of bad or imperfect work, the materials obtained from dismantling will be the
property of the A.M.C. and will be disposed of as per instruction of Engineer-in-charge in the best
interest of the A.M.C.
22.0 Dispute to be referred to Arbitrator
The disputes relating to this contract, so far as they relate to any of the following matters, whether
such disputes arise during the progress of the work or after the completion or abandonment thereof,
shall be referred an independent Arbitrator appointed by AMC as far possible in consultation with the
agency if it is necessary and such disputes shall be settled in accordance with the arbitration and
conciliation Act.
(i) The rates of payment under clause 5 for any tools, materials and stores, in or upon the works
of the site thereof or belonging to the contractor or procured by him and intended to be used

for execution of the work or any part thereof possession of which may have been taken by
the Engineer-in-charge under the said clause –5.
(ii) The reduction in rates made by the Engineer-in-charge under clause 9 from the items of
works not accepted as completed fully in accordance with the sanctioned specifications.
(iii) The rate of part of payment for any class of work which is included in the additional or altered
work carried out by the contractor in accordance with the instructions of the Engineer-in-
charge under clause 14 and the rates for which is to be determined under the said clause
(iv) The rates of payment for materials already purchased or agreed to be purchased by the
contractor before receipt of notice given by the Engineer-in-charge under clause 15 and/or
amount of compensation payable to the contractor under the said clause for loss in respect of
such materials.
(v) The amount of compensation which the contractor shall be liable to pay under clause 17 in
the event of this failure to rectify, remove or reconstruct the work within the period specified
in the written intimation or the amount of expenses incurred by the Engineer-in-charge under
the said clause17 in rectifying, removing or re-executing the work or in removing and
replacing the materials or articles complained of.
(vi) The reduction of rates as may be fixed by the Engineer-in-charge under clause 17 for the
inferior work or materials as accepted or made use of.
(vii) The amount of compensation payable by the contractor for damages as estimates and
assessed under clause
(viii) The amount payable to the contractor for the work carried out under clause 33 in accordance
with the instructions and the requirement of the Engineer-in-charge in case where there are
no specifications.
(ix) The awards declared by the arbitrator shall be speaking award giving reasons and calculations
to every item of claims. The decision will have to be implemented by all the concerned.
(x) In case of dispute leading to the contractor or Ahmedabad Municipal Corporation
approaching on Court of Law. It shall be within the jurisdiction where the site of work is
The reference to arbitration proceeding under this clause shall not:
i) Entitle the contractor to stop the Affect the right of the Engineer-in-charge under clause 5 to take
possession of all or any tools, plants, materials and stores in or upon the works of site thereof
belonging to the contractor or procured by him and intended to be used for the execution of the
work or any part thereof.
ii) Preclude the Engineer-in-charge from utilizing the materials purchased by the contractor in any
work or from removing such materials to other places, during the period the work is stopped or
suspended in pursuance, of notice given to the contractor under clause
iii) Progress of the work or the carrying out the additional or altered work in accordance with the
provisions of clause 14 or as the case may be, of clause
23.0 Drawings and Photographs of the Works
23.1 The contractor shall do photography/ videography of the site as and when asked by AMC. No
separate payment will be made to the contractor for this. . The contractor shall have to submit the
same in hard copy as well as soft copy as and when demanded by the AMC.
23.2 No photograph of the works or any part thereof or plant employed thereon, except those permitted
under clause 59.1, shall be taken, or permitted to be taken by the Contractor or by any of his
employees or any employees of his sub-Contractors without the prior approval of the Engineer in
writing. No photographs/ videography shall be published or otherwise circulated without the
approval of the Engineer in writing.

Necessary dropping, shoring and under pinning shall be provided for the safety of the adjoining
work or property, which is to be left intact, before dismantling and demolishing is taken up and the
work shall be carried out in such a way that no damages is caused to the adjoining property.
Wherever required, temporary enclosures or partitions shall also be provide 1. Necessary
precautions shall be taken to keep the dust nuisance down as and where necessary.
Dismantling shall be commenced in a systematic manner. All materials which are likely to be
damaged by dropping from a height or demolishing roof, masonry etc. shall be carefully dismantled
first. The dismantled articles shall be properly stacked as directed.
All materials obtained from demolition shall be the property of Government unless otherwise d
shall be kept in safe custody until handed over to the Engineer-in-charge.
Any serviceable materials, obtained during dismantling or demolition shall be separated out and
stacked properly as directed, with all lead and lift. All unserviceable materials, rubbish etc. shall b
stacked as directed by the Engineer-in-charge.
On completion of work, the site shall be cleared of all debris rubbish and cleaned as directed.
Mode of measurements & payment :
Measurements of all work except hidden work shall be taken before demolition dismantling and no
allowance for increase in bulk shall be allowed. The demolition of lime concrete shall be measured
under this item. Specification for deduction for voids, openings etc. shall be on same basis as that
employed for construction of work.
All work shall be measured in decimal system as fixed in its place subject to the following limits,

This work shall consist of laying and compacting clean, crushed, graded aggregate and granular material,
premixed with water, to a dense mass on a prepared sub-grade/sub- base/ base or existing pavement as the
case may be in accordance with the requirements of these Specifications. The material shall be laid in one or
more layers as necessary to lines, grades and cross-sections shown on the approved drawings or as directed
by the Engineer.
The thickness of a single compacted Wet Mix Macadam layer shall not be less than 75 mm. When vibrating or
other approved types of compacting equipment are used, the compacted depth of a single layer of the sub-
base course may be upto 200 mm with the approval of the Engineer.

Coarse aggregates shall be crushed stone. The aggregates shall conform to the physical requirements set
forth in Table 19-1. Sevaliya/Timba/Ankodiya special aggregate is only acceptable.
If the water absorption value of the coarse aggregate is greater than 2 percent, the soundness test shall be
carried out on the material delivered to site as per IS:2386 (Part-5).

Construction Operations:-
Preparation of Base
The surface of the sub-grade/sub-base/base to receive the Wet mix macadam course shall be prepared to the
specified grade and camber and cleaned of dust, dirt and other extraneous material. Any ruts or soft yielding
places shall be corrected in an approved manner and rolled until firm surface is obtained.
Where the Wet mix macadam is to be laid on an existing metalled road, damaged area including depressions
and potholes shall be repaired and made good with the suitable material. The existing surface shall be
scarified and re-shaped to the required grade and camber before spreading the coarse aggregate for Wet mix

Preparation of Mix
Wet Mix Macadam should be prepared in an approved mixing plant of suitable capacity having provision for
controlled addition of water and forced/positive mixing arrangement like pugmill or pan type mixer of
concrete batching plant. For small quantity of wet mix work, the Engineer may permit the mixing to be done
in concrete mixers.
Quantity of water should not vary from OMC determined as per IS : 2720 (part VIII) by more than agreed limit.
The mixed material should be uniformly wet and no segregation should be permitted.
Spreading of mix
Immediately after mixing, the aggregates shall be spread uniformly and evenly upon the prepared
subgrade/sub-base/base in required quantities. In no case should these be dumped in heaps directly on the
area where these are to be laid nor shall their hauling over a partly completed stretch be permitted.
The mix may be spread either by a paver finisher or motor grader or as per instruction of Engineer-in-Charge
and/or his authorized representative. For portions where mechanical means cannot be used, manual means
as approved by the Engineer shall be used. The motor grader shall be capable of spreading the material
uniformly all over the surface. Its blade shall have hydraulic control suitable for initial adjustments and
maintaining the same so as to achieve the specified slope and grade.
The paver finisher shall be self-propelled, having the following features:
Loading hoppers and suitable distribution mechanism
The screed shall have tamping and vibrating arrangement for initial compaction to the layer as it is
spread without rutting or otherwise marring the surface profile.
The paver shall be equipped with necessary control mechanism so as to ensure that the finished
surface is free from surface blemishes.
The surface of the aggregate shall be carefully checked with templates and all high or low sports remedied by
removing or adding aggregate as may be required. The layer may be tested by depth blocks during
construction. No segregation of layer and fine particles should be allowed. The aggregates as spread should
be of uniform gradation with no pockets of fine materials.
After the mix has been laid to the required thickness, grade and crossfall/camber the same shall be uniformly
compacted, to the full depth with suitable roller. If the thickness of single compacted layer does not exceed
100 mm, smooth wheel roller of 80 to 100 kN weight may be used. For a compacted single layer upto
mm, the compaction shall be done with the help of vibratory roller of minimum static weight of 80 to 100 kN
or equivalent capacity roller. The speed of the roller shall not exceed 5 km/h.
In portions having unidirectional cross fall/superelevation, rolling shall commence from the lower edge and
progress gradually towards the upper edge. Thereafter, roller should progress parallel to the centre line of the
road, uniformly over-lapping each preceding track by at least one third width until the entire surface has been
rolled. Alternate trips of the roller shall be terminated in stops at least 1 m away from any preceding stop.
In portions in camber, rolling should begin at the edge with the roller running forward and backward until the
edges have been firmly compacted. The roller shall then progress gradually towards the centre parallel to the
centre line of the road uniformly overlapping each of the preceding track by at least one-third width until the
entire surface has been rolled.
Any displacement occurring as a result of reversing of the direction of a roller or from any other cause shall be
corrected at once as specified and/or removed and made good.

Along forms, kerbs, walls or other places not accessible to the roller, the mixture shall be thoroughly
compacted with mechanical tampers or a plate compactor. Skin patching of an area without scarifying the
surface to permit proper bonding of the added material shall not be permitted.
Rolling should not be done when the subgrade is soft or yielding or when it causes a wave-like motion in the
sub-base/base course or subgrade. If irregularities develop during rolling which exceed 12 mm when tested
with a 3 metre straight edge, the surface should be loosened and premixed material added or removed as
required before rolling again so as to achieve a uniform surface conforming to the desired grade and crossfall.
In no case should the use of unmixed material be permitted to make up the depressions. Rolling shall be
continued till the density achieved is at least 98 per cent of the maximum dry density for the material as
determined by the method outlined in IS : 2720 (Part-8).
After completion, the surface of any finished layer shall be well-closed, free from movement under
compaction equipment or any compaction planes, ridges, cracks and loose material. All loose, segregated or
otherwise defective areas shall be made good to the full thickness of the layer and recompacted.
Setting and drying:
After final compaction of wet mix macadam course, the road shall be allowed to dry for 24 hours.
Opening to Traffic
Preferably no vehicular traffic of any kind should be allowed on the finished wet mix macadam surface till it
has dried and the wearing course laid.
Surface Finish and Quality Control
of Work Surface evenness:
The surface finish of construction shall conform to the requirements of Clause in Item No. 16&17&18.
Quality control:
Control on the quality of materials and works shall be exercised by the Engineer as per Table 19-3.

Rectification of Surface Irregularity
Where the surface irregularity of the wet mix macadam course exceeds the permissible tolerances
or where the course is otherwise defective due to subgrade soil getting mixed with the aggregates,
the full thickness of the layer shall be scarified over the affected area, reshaped with added
premixed material or removed and replaced with fresh premixed material as applicable and
recompacted. The area treated in the aforesaid manner shall not be less than 5 m long and 2 m
wide. In no case shall depressions be filled up with unmixed and ungraded material or fines.

Arrangement for Traffic
During the period of construction, arrangements for the traffic shall be provided. The Contractor
shall take all necessary measures for the safety of traffic during construction and provide, erect and

certain proportions to create a grade of concrete that meets the specifications for a given construction
project. The ‘M’ in M150 represents mix design, while 150 represents the compressive strength in mega
pascals. Simply put, M150 concrete ratio represents a specific mix design that results in a concrete
strength of 150 megapascals (MPa) after 28 days of curing.
Components of M150 Grade Concrete
The key components of M150 grade concrete are as follows:

Procedure for proportioning M150 concrete mix
Making a concrete mix involves determining the proportion of concrete components viz., cement, aggregates,
admixtures, and water. This evaluation is done to ascertain the desired compressive strength, workability, and
durability after 28 days (about 4 weeks) of curing. Here are the steps involved to make concrete mix design:
1. Calculate the target strength for mix proportioning
Target average strength (f’ck) can be determined with the following formula:
f’ck= fck + 1.65s
f’ck = average target compressive strength at 28 days.
fck = characteristic compressive strength at 28 days.
s = Standard deviation
1.65 = statistical value depending on the accepted proportion of low results and the
number of tests.
2. Selection of water-cement ratio
Different types of cementitious material and aggregates of different sizes, grading, surface texture, shape,
etc., can produce concrete with different compressive strengths for the same ratio of water and cement. The
water content in the concrete impacts its strength, durability and workability. The details of the required
water-cement ratio are stated in Table 5 of IS 456:200.
3. Selection of water content
Aggregate size, shape and texture, cement and other supplementary cementitious material type and content,
chemical admixture and overall environmental conditions impact the water content of concrete. An increase
in aggregate size, use of rounded aggregates, reduction in water-cement ratio and slump and addition of
water-reducing admixtures in the concrete will require less water. Whereas, increase in temperature, cement,
slump and aggregate angularity and decrease in the coarse-fine aggregate proportion will require more water.
4. Calculation of cement content
It can be calculated from the previously obtained quantity of water per unit volume of concrete and
the water-cement ratio. The calculated cement content should be checked against the maximum cement
content recommendations per IS 456:2000.
5. Estimation of aggregate content
A concrete mixture comprises both coarse and fine aggregates in varying proportions, depending on the
grade of concrete, and the overall requirements for the concrete structure. Aggregates of the same nominal
maximum size, grading and type results in a concrete mixture that provides adequate workability when a
certain specific volume of coarse aggregate per unit volume of the total aggregate is used.
6. Determining water content and fine-to-aggregate ratio
To achieve the desired workability, mixing water per unit volume of concrete and the ratio of fine aggregate
(sand) to total aggregate by absolute volume are to be estimated.

the blocks for not less than 21 Days. No other means of curing shall be allowed. The technical specification
of concrete shall confirm to IS 456-2000. The concrete mix is not required to be designed and only nominal
mix as per IS : 456-2000 shall be followed. The proportion of the concrete mix shall be 1:1.5:3 (1 cement :
1.5 coarse sand : 3 graded stone aggregate 20 mm. nominal size) by volume. Concrete work shall have fairly
exposed concrete surface or as specified in the item. The designation ordinary M-10, M-15, M-20, M-25
specified as per I.S. corresponds approximately to 1:3:6, 1:2:4, 1:1.5:3 and 1:1:2 nominal mix of ordinary
concrete, by volume respectively. The ingredients required for ordinary concrete containing one bag of
cement of 50 Kg. by weight (0.0342 m3.) for different proportions of mix shall be as per IS 456-2000. The
proportion of the aggregate for the kerb stone shall be modified as per the approval of the engineer-in-
charge. The water cement ratios shall not be more than those specified as per IS. The cement of the mix
shall be increased, if the quantity of water in a mix has to be increased to overcome the difficulties of
placement and compaction so that the water cement ratio specified in the table is not exceeded. The
maximum size of coarse aggregate shall be as large as possible within the limits specified but in no case
greater than 1/4th of the minimum thickness of the member, provided that the concrete can be placed
without difficulty so as to surround all reinforcement thoroughly and to fill the corners of the form. For
reinforced concrete work, coarse aggregates having a nominal size of 20 mm. are generally considered
satisfactory. Admixture shall be used in concrete only with approval of the Engineer-in-charge based upon
the evidence that with the passage of time, neither the compressive strength of concrete is reduced nor are
other requisite qualities of concrete impaired by the use of such admixtures.
Proportioning shall be done by volume, except cement which shall be measured in terms of bags of
50 Kg. weight. The volume of one such bag being taken as 0.0342 m3. Boxes of suitable sizes shall be used for
measuring sand and aggregate. The size of the boxes (internal) shall be 30cm. x 30 cm. and 38 cm. deep.
While measuring the aggregate and sand, the box shall be filled without shaking ramming or hammering.
The proportioning of sand shall be on the basis of its dry volume and in case of damp sand, allowances for
bulk age shall be made.

For all work, concrete shall be mixed in a mechanical mixer which along with other accessories shall
be kept in first class working condition and maintained throughout the construction. Measured quantity of
aggregate, sand and cement required for each batch shall be poured into the drum of the mechanical mixer
while it is continuously running. After about half a minute of dry-mixing, measured quantity of water
required for each batch of concrete mix shall be added gradually and mixing continued for another one and
a half minute. Mixing shall be continued till materials are uniformly distributed and uniform colour of the
entire mass is obtained and each individual particle of the coarse aggregate shows complete coating of
mortar containing its proportionate amount of cement. In no case shall the mixing be done for less than
minutes after all ingredients have been put into the mixer. Mixers which have been out of use for more than
30 minutes shall be thoroughly cleaned before putting in a new batch. Unless otherwise agreed to by the
Engineer-in-charge, the first batch of concrete from the mixture shall contain only 2/3rds of normal quantity
of coarse aggregate. Mixing plant shall be thoroughly cleaned before changing from one type of cement to
The degree of consistency which shall depend upon the nature of the work and methods of vibration
of concrete, shall be determined by regular slump tests in accordance with IS : 1199-1959. The slump of
mm. to 25 mm. shall be adopted when vibrators are used.
All Moulds shall be cleaned and made free from standing water, dust, snow or ice immediately before
placing of concrete.
Formwork/Metal Mould for exposed concrete surface (If indicated):
All the moulds shall be checked for exact dimensions of the Precast blocks. All the edges of the Precast
blocks shall confirm the profile of the final drawing & edges/ curvatures of the moulds shall be checked
accordingly. Moulds shall be regularly checked for correctness of dimensions of Blocks, twists, bends due to
handling, etc.. before starting every days work.
Care shall be taken to set all formwork/Mould in perfect line, level (or in required camber or slope as
specified) and plumb. Formwork/Mould propping shall be strong, rigid and sturdy. The formwork/Mould
shall be as per pattern & design shown in drawings. Formwork/Mould shall be done accurately and precisely
so as to achieve neat, clean and smooth concrete surface, in line, level and plumb. Clinks, twists, offsets,
warps, riveting etc. in plates or forms shall not be allowed. Before placing concrete, forms shall be
thoroughly cleaned off of all rust, dust and loose materials. Colorless oil or grease of approved quality shall
be applied before placing steel. Also the formwork material will be of wood/plywood/steel or any sort of
such material, as approved by the Engineer in charge, so that all exposed concrete surfaces have uniform

Removal of Moulds:
Specific time shall be identified for removal of moulds, such that the concrete of the Precast blocks shall
gain strength to withstand the stresses generated due to self weight and handling to drying yards without
any deformation to shape/ dimensions/ edges.

Drying Period: Sufficient time shall be given to the block after it is removed from the mould so that it can
gain strength and dry in shade to prevent any cracks due to shrinkage. This shall be done in drying yards.
Curing of block shall be done only in curing pond and curing shall be done for minimum 14 days.
Drying period after removing from pond & before delivery to site:
Water should be drained of from the block before it is actually sent to the site. Time should be
provided for proper draining of water which may be present in the block kept for curing in the pond.
Precaution shall be taken while transporting of the blocks to site.
The blocks should be loaded and unloaded with due care so as to avoid generation of stresses leading to
breaking of block. Care should be taken to prevent the block from breaking during transporting.
The pits of the size 0.15 M in width and required depth shall first be excavated, true to line and level.
The relevant specifications of item A- 1 shall be followed for excavation work. The pits shall be filled with a
layer of 0.05 M. thick sand bedding. The curbs then shall be placed in position of which 50mm. shall be
below road. Care should be taken to maintain proper line and level. The joints between the kerbs shall be
pointed with C.M. 1:2 and cured for minimum seven days.
Sampling and testing of concrete:
Samples from fresh concrete shall be taken as per IS : 1199-1959 and cubes shall be made, cured and
tested at 7 days or 28 days as per requirements in accordance with IS : 516-1959. A random sampling
procedure shall be adopted to ensure that each concrete batch shall have a reasonable chance of being
tested i.e. the sampling should be spread over the entire period of concreting and cover all mixing units.
At least 1 sample shall be taken from each shift. Ten test specimens shall be made from each sample,
5 for testing at 7 days and the remaining 5 at 28 days. The samples of concrete shall be taken on each day of
the concreting as per above frequency. The number of specimens may be suitably increased as deemed
necessary by the Engineer-in-charge when procedure of tests given above reveals a poor quality of concrete
and in other special cases. The average strength of the group of cubes cast for each day shall not be less
than the specified cube strength of 200 Kg/cm2. at 28 days. 20% of the cubes cast for each day may have
value less than the specified strength provided the lowest value is not less than 85% of the specified
strength. If the concrete made in accordance with the proportions given for a particular grade, does not
yield the specified strength, such concrete shall be classified as belonging to the appropriate lower grade.
Concrete made in accordance with the proportions given for a particular grade shall not, however, be placed
in a higher grade on the ground that the test strength are higher than the minimum specified. If rock
pockets/honeycombs in the opinion of Engineer-in-charge are of such an extent or character so as to effect
the strength of the structure, materially or to endanger the life of the steel reinforcement, he may declare
the concrete defective and require the removal and replacement of the portion of the structure affected.

pieces in position for complete kerb system with chamfered type of kerbs including necessary accessories
of kerb like radius kerbs, angles and quadrant kerbs, droplet kerbs etc. complete as per drawing. Kerb shall
be fixed as paper joint without any jointing material. However cement mortar shall be provided at the
backside of kerb stone joint. (Sample must be approved) Cost of excavation, cutting , base , side filling shall
includes as directed engineer - incharge in above item description as per BOQ

Providing and Laying of Rubber Moulded Paver Block Grey/Coloured 60 mm thick, M-35 Grade of any size ;

mechanically compacted. The work of paving blocks shall be executed in line and level by skill mason of

the paver block shall have resonably good, plain finished. Paver blocks shall be compacted and shall be

plant should equipped with automatic control panel for maintaining water cement ratio from batch
to batch to obtain concrete of uniform quality and strength. The plant should be equipped with
adequate mechanism for mechanized loading of raw materials into mixer and conveyor belt for
transportation of concrete from mixer to concrete block making machine to maintain quality of wet
The factory should have well designed curing area to ensure adequate curing of paver blocks.
Laboratory (Desirable but not essential) :
The testing equipment should have required in the Laboratory as per the following: A Compression
testing machine of adequate capacity.
Other tools and equipment for testing raw materials and paver blocks.
Systematic record of test results of various paver blocks manufactured in the factory. Concrete Mix

Specifications For Coloured Paver Blocks:
Coloured concrete paver blocks shall be manufactured as per attached specifications using or
equivalent approved colour Pigment of “BAYER” Make “BAYFERROX IRONOXIDE PIGMENTS” with
minimum colour pigment of 3% by weight of cement. The colour shade shall be “RED” as selected
by AMC before commencement of the work. White cement shall be used for colored pavers to
obtain the desired colour shade. The job also includes providing 50 mm thick sand bedding to match
the shade of the paver block.
The colour of the paver block shall be guaranteed against fading of colour for period of 12 months
from the date of laying of the same at site.

Pavers Block Characteristics:
The concrete pavers should have perpendicularities after release from the mould and the same
should be retained until the laying. The surface should be reasonably smooth and of anti skid and
anti glare type. The paver should have uniform chamfers to facilitate easy drainage surface run off.
The pavers should have uniform interlocking space of 2mm to 3mm to ensure compacted sand
filling after vibration on the paver Surface. The concrete mix design should be followed for each
batch of materials separately and automatic batching plant is to be used to achieve uniformity in
strength and quality. The pavers shall be manufactured in single layer only. Skilled labour should be
employed for laying blocks to ensure line and level of laying, desired shape of the surface and
adequate compaction of the sand in the joints. The pavers shall be of cement gray colour without
any pigment & for coloured pavers refer “specifications for coloured pave`” The pavers are to be
skirted all round with kerbing using solid concrete blocks of size 150mm X 250mm X 380mm. The
kerbing should be embedded for 100mm depth. The concrete used for kerbing shall be cured
properly for 7 days minimum.

Sampling and Testing Procedure for Paver Blocks
INTERNAL – Average of minimum 3 samples per 5000 Blocks.
Method of sampling :
Before laying paver blocks, each designated section comprising not more than 5000 blocks, shall be
divided into ten approximately equal groups. Three blocks shall be drawn from each group.
Marking and identification :
All samples shall be clearly marked at the time of sampling in such a way that the designated
section of part thereof, and the consignment represented by the sample, are clearly defined.

The sample shall be dispatched to the approved test laboratory taking precaution to avoid damage
to the paving in transit. Protect the paving from damage and contamination until they have been
tested. The testing shall be carried as soon as possible, after the sample has been taken. As soon as
practicable after sampling. The samples shall be stored in water at 20 degree C 5 degree C for
hours prior to testing.
The item is to be executed as per instructions and to the entire satisfaction of Engineer-in-Charge
and/or his authorized representative using Rubber mould and Table vibrator for Kerb instead of
mechanical press system.
Extra rate for excavation of asphalt payment of any thickness including demolishing the asphalt
carpet, metal, soling etc. complete with stacking the materials as directed. The road surface of
asphalt shall carefully be opened to full width as directed by the Engineer-in-Charge and/or his
authorized representative.
Excavation area shall be properly identified and marked in rectangular shape. The road crust shall
be opened up to entire depth i.e. including soling. All the materials shall be separately deposited in
such a way and in places as may be determined by the Engineer-in-Charge and/or his authorized
representative. In case rubble not being so deposited or being mixed up with the excavated
materials will not be allowed for refilling. The cost of materials shall be charged from the
contractor. The decision of the C.E. shall be final and binding to the contract.

booklet for General Technical Specification for building works. The rate shall be for a unit of SMT.
ITEM No.28 & 29 :
Paver Block : Providing and laying shot blasted Non - interlocking, Paver blocks of specified thickness, size,
grade of concrete and colour machine made and blasting by automatic shot blasting machine and high
density of as per approved sample of approved make for footpath, parking areas, service lanes,cross over
and other areas as mentioned in the drawing. Including providing and laying 50 mm thick average bedding
layer of coarse sand below paver block as per required grading and specification. Laid paver block shall be
mechanically compacted. The work of the paving blocks shall be executed in line and level by skilled mason
of flooring work only. Small size of paver block with same specification shall be used at residue or at end. It
should be laid in such a way that the no cutting of the paver block to be necessary. If cutting of paver block
shall be required , than cut by machine only and laying to be done by skilled flooring mason. The finished
surface of the paver block shall have coarse sand Texture Finish. Pave blocks shall be compacted and shall
be re-laid if necessary. Actual laid area shall be measured and paid without any wastage. (A) 60 mm &
mm thick M-35 grade Grey Paver block of size 200mm x 200mm. (AMC approved rate)
The scope of work:

Test For Compressive Strength:
Testing Machine:
The testing machine shall be of suitable capacity for the test and capable of applying the load of the
rate specified. It shall comply, as regards repeatability and accuracy, with the requirements of
clause 2.1 of BS: 1881-Part
The sample specimen shall be tested in a wet condition after being stored for at least 24 hours in
water maintained at a temperature of 20 oC + or – 5 oC. Before thespecimens are submerged in
water, the necessary area shall be determined.
The plates for testing machines shall be wiped clean and any loose grit or other material removed
from the contact faces of the specimen. Plywood, nominally 4 mm thick shall be used as packing
between the upper and lower faces of the specimen and the machine plates and these boards shall
be larger than the specimen by the margin of at least 5 mm
at all points. Fresh Packing shall be used for every specimen tested.
The specimen shall be placed in the machine with the wearing surface in the horizontal plane and in
such a way that the axes of the specimen are aligned with those of the machine plates.
The load shall be applied without shock and increased continuously at the rate of approximately
N/ Sq.mm per minute until no greater load can be sustained. The maximum load applied to the
specimen shall be recorded.
Calculation of corrected strength for individual Blocks:
The compressive strength of each block specimen shall be calculated by dividing the maximum load
by full cross section area of the block and multiplying with an appropriate factor of:-

Compressive Strength Calculation:
The average corrected compressive strength for the designed blocksection shall be calculated.
4.0 Method of laying:
Blocks shall be placed on the sand bedding etc. which were well rammed so as to act as firm bed.
Blocks shall be laid in such manner that no gap shall be left in between. Blocks so laid shall be
compacted by means of mechanical compactor or equivalent compacting method so as to obtain
required finished surface. All the joints shall be matched and if any manufacturing defect is
detected the lot shall be replaced and relaying shall be done with out any extra cost up to
satisfaction of Engineer in charge.
50 to 80 mm thick coarse sand shall be laid as cushioning layer for arranging the paver blocks. Joints
of the paver blocks shall be filled with the sand.
The paver blocks shall be laid properly on the prepared sub-base as per manufacturer's specification
and as per Architect and Engineer-in-charge's instruction.

Paver block shall be laid by the approved agency only. If manufacturer of the paver block providing
the laying services, then it shall be laid through the supplying agency only. The labourers for paver
block fixing shall be skilled flooring mason only. Only cutting tool shall be used for cutting the paver
block. Full depth cutting toll shall be used for proper finished surface after cutting. Manual cutting
or breaking of the paver block is not permitted.
After laying of the paver block fine sand shall be spread over it and paver block shall be compacted
with mechanical compactor. Any settlement or undulation in the laid area shall be repaired

Before starting the concrete the bed of the foundations trenches shall be cleared of all loose materials and
watered and rammed as directed. The proportion of cement, sand and hand broken stone aggregates shall be
one part of cement, 3 parts of coarse sand, 6 parts of hand broken stone aggregates and shall so measured by
volume. The concrete shall be mixed in a mechanical mixer at the site of work. Hand mixing may however be
allowed for smaller quantity of work if approved by the Engineer-incharge. When hand mixing is permitted by
the Engineer-in charge in case of breakdown of machinery’s and in the interest of the work. it shall be carried
out on a water tight platform and care shall be taken to ensure that mixing is continued until the mass is
uniform in colour and consistency. The quantity of water shall be sufficient to produce a dense concrete of
required workability for the purpose. The concrete shall be handled from the place of mixing to the final
position in not more than 15 minutes by the method as directed and shall be placed into its final position,
compacted and finished within 30 minutes of mixing with water i.e. before the setting commences. The

concrete shall be laid in layers of 15 cms. to 20 cms. The concrete shall be rammed with heavy iron rammers
and rapidly to get the required compaction and to allow all the gaps to be filled with mortar. After the final

from the date of placement The concrete shall be measured for its length breadth and depth, limiting
dimensions to those specified on plan or as directed.

Any soil which generally yields to the application of pickaxes and shovels, spades, rakes or any such ordinary
excavating implement or organic soil, gravel, silt, sand turf loam, clay, peat etc. falls under this category. For
materials and workmanship for earthwork and excavation, relevant specification IS: 3764 & IS 1200 (Part I)
shall be followed.
The depth of the excavation shall be as per the item description.
Clearing the Site:

The site where the Development has to be carried out shall be cleared and all obstructions, loose
stones, materials and rubbish of all kind, bush; wood and all type trees shall be removed, as
The materials so obtained shall be the property of the Client and shall be conveyed and stacked as
directed, within 50-m. lead. The roots of the trees coming in the sides of the trenches shall be cut
and coated with hot Bitumen.
All types of trees, woods etc. which requires prior permission of Govt./ Forest Authority / Municipal
Commissioner, before cutting shall be cut after obtaining such permission from them. It shall be the
Client's responsibility to obtain such permission from the respective authorities.
The rate of site clearance is deemed to be included in the rate of earthwork, for which no extra will

Engineer-in-charge. The Contractor shall assume full responsibility for alignment, elevation and
dimension of each and all parts of the work. Contractor shall supply labours, materials, etc. required

They shall maintain the same as long as required and directed.
The excavation shall be carried out in true line and level and shall have the width and depth, as
shown in the drawings or as directed. The Contractor shall do the necessary shoring and strutting or
shall provide necessary slopes to a safe angle or steps, as required or directed, at his own cost. No
extra payment shall be made for such precautionary measures, taken. The bottom of the excavated
area shall be leveled both longitudinally and transversely, as directed, by removing excess soil and
watering, as required. No earth filling will be allowed for bringing it to level, if by mistake or any
other reason, excavation is made deeper or wider than shown on the drawings or as directed. The
extra depth or width shall be made up with sand filling, as specified for the bottom level of the
subsequent finishing at the cost of the Contractor or as directed by Engineer-In-Charge.
The Contractor shall at his own expense and without extra charge make provision of supporting all
utility services, lighting the excavated areas, separating and stacking serviceable materials
neatly,shoring, timbering, strutting, bailing out water either sub-soil or rainwater, including
pumping at any stage of the work. Excavated areas shall be kept free of water while masonry or
concrete or relevant base works are in progress and till the Engineer-in-charge considers it
Disposal of the Excavated Stuff:
The excavated stuff of the selected type shall be used in filling the excavated areas wherever
required inlayers, including ramming and watering, ensuring proper compaction etc. complete.
The Contractor shall remove the balance of the excavated quantity from the site of work, to a place,
as directed and for all lift.
The lead is the shortest practical route and not necessarily the route actually taken. The decision of
Engineer-In-charge shall be final in this regard.

Mode of Measurement and Payment:
The measurement of excavation of excavated area shall be made according to the sections shown
on the drawing or as per sections given by the Engineer-in-charge. No payment shall be made for
surplus excavation made in excess of above requirements or due to stepping and sloping back as
found necessary, on account of conditions of soil and requirements of safety.
The rate shall include for clearing the site, surface dressing, making layout for road, fixing
permanent grid points with MS iron posts, embedded in C.C. 1:2:4, placed sufficiently away from
the existing traffic lines and establishing bench marks etc.
The rates shall include for necessary shoring, timbering and strutting for protection of sides of the
excavated area, pumping out rain or surface water at any stage of construction so as to keep the
excavated area dry, to the satisfaction of the /Engineer-in-charge.

2.0 Workmanship:
2.1.1 The materials required for work of painting work shall be obtained directly from approved
manufacturers or approved dealer and brought to the site in maker's drums, kegs etc. with seal
2.1.2 All materials not in actual use shall be kept properly protected, lids of containers shall be kept closed
and surface of paint in open or partially open containers covered with a thin layer of turpentine to
prevent formation of skin. The materials which have become stale or flat due to improper and long
storage shall not be used. The paint shall be stirred thoroughly in its container before pouring into
small containers. While applying also the paint shall be continuously stirred in smaller container. No
left over paint shall be put back into stock tins. When not in use, the containers shall be kept properly
2.1.3 If for any seasons, thinning is necessary, the brand of thinner recommended by the manufacturer
2.1.4 The surface to be painted shall be thoroughly cleaned and dusted. All rust, dirt and grease shall be
thoroughly removed before painting is started. No painting on exterior or other exposed parts of the
work shall be carried out in wet, damp of otherwise unfavorable weather and all the surfaces shall be
thoroughly dry before painting work is started.
2.2 Application:
2.2.1 Brushing operations are to be adjusted to the spreading capacity advised by the manufacture of
particular paint. The paint shall be applied evenly and smoothly by means of crossing and laying off.
The crossing and laying off consists of covering the area over with paint, brushing the surface hard for
the first time over and then brushing alternately in opposite directions two or three times and then
finally brushing lightly in direction at right angles to the same.
In this process, no brush marks shall be left after the laying off is finished. The full process of crossing
and laying off will constitute one coat.

2.2.2 Each coat shall be allowed to dry completely and lightly rubbed with very fine grade of sand paper
and loose particles brushed off before next coat is applied. Each coat shall vary slightly in shade and
shall be got approved from Engineer-in-charge before next coat is started.
2.2.3 Each coat except the last cost shall be lightly rubbed down with sand-paper of fine pumice stone and
cleaned of dust before the next coat is applied. No hair marks from the brush or clogging of paint
puddles in the corners of panels angles of mouldings etc. shall be left on the work.
2.2.4 Approved best quality brushes shall be used.
(1) Contractor Shall have to Submit the manufacture test certificate of retro reflective sheet before

3.0 Mode of measurements & payment :
3.1 Any type of C.C. Central verges curbs surface shall be measured under this item.
3.2 All the work shall be measured not in the decimal system as executed subject to the following limits
unless otherwise stated hereinafter :
(a) dimensions shall be measured to the nearest 0.01 metre.
(b) Areas shall be worked out to the nearest 0.01 Sq. metre.
3.3 No deductions shall be made for openings not exceeding 0.5 sq. mt. each and no addition shall be
made for painting to beadings, mouldings, edges, jambs, soffits, etc. of such opening.
3.4 The different surfaces shall be grouped into one general item, areas of uneven surface being
converted into equivalent plain areas in accordance with the mode of measurement for payment.
3.6 The rate shall be for a unit of one sq. meter.
The Contract unit rate for painting shall be payment in full compensation for furnishing a labour,
materials, tools, equipment, including all incidental costs necessary for carrying out the work at the
site conforming to these Specifications complete as per the approved drawing(s) or as directed by the
Engineer and all other incidental costs necessary to complete the work to these Specifications.

2.1.3 If for any seasons, thinning is necessary, the brand of thinner recommended by the manufacturer
2.1.4 The surface to be painted shall be thoroughly cleaned and dusted. All rust, dirt and grease shall be
thoroughly removed before painting is started. No painting on exterior or other exposed parts of the
work shall be carried out in wet, damp of otherwise unfavorable weather and all the surfaces shall be
thoroughly dry before painting work is started.
2.2 Application:
2.2.1 Brushing operations are to be adjusted to the spreading capacity advised by the manufacture of
particular paint. The paint shall be applied evenly and smoothly by means of crossing and laying off.
The crossing and laying off consists of covering the area over with paint, brushing the surface hard for
the first time over and then brushing alternately in opposite directions two or three times and then
finally brushing lightly in direction at right angles to the same.
In this process, no brush marks shall be left after the laying off is finished. The full process of crossing
and laying off will constitute one coat.

2.2.2 Each coat shall be allowed to dry completely and lightly rubbed with very fine grade of sand paper
and loose particles brushed off before next coat is applied. Each coat shall vary slightly in shade and
shall be got approved from Engineer-in-charge before next coat is started.
2.2.3 Each coat except the last cost shall be lightly rubbed down with sand-paper of fine pumice stone and
cleaned of dust before the next coat is applied. No hair marks from the brush or clogging of paint
puddles in the corners of panels angles of mouldings etc. shall be left on the work.
2.2.4 Approved best quality brushes shall be used.

3.0 Mode of measurements & payment :
3.1 Any type of C.C. Central verges curbs surface shall be measured under this item.

The scope of work consists of providing and laying mild steel reinforcement and TMT CRS Fe-500
reinforcement for RCC works of various components of the structure. This may be Tisco or any other
approved manufacturer branch and corrosion resistant steel bars approved by the Engineer-in-charge. This
includes cuttings, bending, binding, placing, with all equipments and labour required for the work as directed
by the City Engineer, Ahmedabad and all operations covered within the intent and purpose of the
BENDING OF REINFORCEMENT
Reinforcing steel shall conform accurately to the dimensions shown on relevant drawings and conforming to
the relevant IS codes (latest revision). Bars shall be bent cold to the specified shape and dimensions or as
directed by the City Engineer, AMC,Ahmedabad using a proper bar bender, operated by hand or power to
attain proper radii of bends.Bars shall not be bent or straightened in a manner that will cause injury to the
material. Bars bent during transport or handling shall be straightened before being used on work; they shall
not be heated to facilitate bending.
The bending of the TMT bars shall be carried out as per the following:
PLACING OF REINFORCEMENT:
All reinforcing bars shall be accurately placed in the exact position shown on the drawings, and shall be
securely held in position during placing of concrete by annealed binding wire not less than 1 mm in size and
conforming to IS: 280 and by using stays blocks or metal chairs, spacer, metal hangers, supporting wires or
other approved devices at sufficiently close intervals. Bars will not be allowed to sag between supports nor
displaced during concreting or any other operation over the work. All devices used for positioning shall be of
non-corrodible material. Wooden and metal supports will not extend to the surface of concrete, except
where shown on the drawings, placing bars on layers of freshly laid concrete as the work progresses for
adjusting bar spacing will not be allowed. Pieces of broken stone, brick or wooden blocks shall not be
used.Layers of bars shall be separated by spacer bars, precast mortar blocks or other approved
devices.Reinforcement after being placed in position shall be maintained in a clean condition until completely
embedded in concrete. Special care shall be exercised to prevent any displacement of reinforcement in
concrete already placed. To protect reinforcement from corrosion, concrete cover shall be provided as
indicated on the drawings. All bars protruding from concrete to which other bars are to be spliced and which
are likely to be exposed for an indefinite period shall be protected by a thick coat of neat cement grout.In the
case of columns and walls, vertical bars shall be kept in normal position with timber templates having slots
accurately cut in for bar position. Such templates shall be removed after the concreting has progressed upto a
level just below them.Bars crossing each other, where required, shall be secured by binding wire (annealed)
of size not less than 1mm and conforming to IS: 280 in such a manner that they do not slip over each other at
the time of fixing and concreting. As far as possible, bars of full length shall be used. In case this is not
possible, overlapping of bars shall be done as directed by the City Engineer, AMC, Ahmedabad. When
practicable, over lapping bars shall not touch each other, but be kept apart by 25 mm or 1 ¼ times the
maximum size of the coarse aggregates whichever is greater, by concrete between them. Where this is not
feasible, overlapping bars shall be bound with annealed steel wire, not less than 1 mm thickness twisted tight
in eight shape around the lapped bars. The overlaps shall be staggered for different bars and located at fixed
locations only along the span where neither shear nor being moment is maximum.

drawings, joints of reinforcement bars shall be
butt welded so as to transit their full strength. Welded joints shall preferably be located at points where steel
will not be subject to more than 75 percent of the maximum permissible stresses and welds so staggered that
at any one section, not more than 33 per cent of the rods are welded. No –pre-warning or post heat
treatment is necessary. Inter-pass temperature should be limited to 200º C with low heat input and
equivalent strength low hydrogen type electrode. Suitable means shall be provided for holding the bars
securely in position during welding. It must be ensured that no voids are left in welding and when welding is
done in 2 or 3 stages, previous surface shall be cleaned property. Ends of the bars shall be cleaned of all loose
scale, rust, grease, paint and other foreign matter before welding. Only competent welders shall be employed
on the work. Welded pieces of reinforcement shall be tested. Specimens shall be taken from the actual site
and their number and frequency of tests shall be as directed by the City Engineer, AMC, Ahmedabad.
The TMT bars shall be tested for any or all of the following tests as directed by the Engineer-In-charge
(1) Alternate immersion test
(2) Salt spray test
(3) Atmospheric exposure test
(4) Sulphur dioxide test
(5) Potentio dynamic test
Tolerance for formed and concrete dimensions shall be as per IS: 456 unless specified otherwise.
Tolerances specified for horizontal or vertical building lines or footings shall not be construed to permit
encroachment beyond the legal boundaries.
MODE OF MEASUREMENT AND PAYMENT
The unit rate for concrete work under various categories shall be all inclusive and no claims for extra payment
on account of such items as leaving holes, embedding inserts, etc. shall be entertained unless separately
provided for in the schedule of quantities. No extra claim shall be also be entertained due to change in the
number, position and /or dimensions of holes, slots or openings, sleeves, inserts or on account of any
increased lift, lead or scaffolding etc. All these factors should be taken into consideration while quoting the
unit rates. Unless provided for in the Schedule of Quantities the rates shall also include fixing insets in all
concrete work, whenever required.Payments for concrete will be made on the basis of unit rates quoted for
the respective items in the Schedule of Quantities. No deduction in the concrete quantity will be made for
reinforcements, interests etc.and opening less than 0.100 of sq. m in areas where concrete is measured in sq.
m and 0.010 cum where concrete is measured in cum. Where no such deduction for concrete is made,
payment for shuttering work provided for such holes, pockets, etc. will not be made. Similarly the unit rates
for concrete work shall be inclusive or exclusive of shuttering as provided for in Schedule of
Quantities.Payment for beams will be made for the quantity based on the depth being reckoned from the
underside of the slabs and length measured as the clear distance between supports. Payment for columns
shall be made for the quantity based on height reckoned upto the underside of slab/beams.The unit rate for
