The bidder should have Provided minimum 50% of tender quantity (i.e 3 Nos of Vehicle) of Goods Transport vehicle/Transformer Pickup vehicle/ Equivalent vehicle to the utility for the use of DTC pickup in any of KPTCL/ ESCOMs/Local Bodies/Any other Government Offices. in any of the preceding three financial years i.e., (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) as on the date of bid submission. Necessary documentary evidence such as experience certificate issued by competent authority (not below the rank of Executive Engineer) along with DWA copies towards satisfactory completion of the services to be uploaded. Scanned copy of the supporting original Documents shall be uploaded. Bidder should furnish the EXPERIENCE CERTIFICATE in this regard as per Annexure-1 and upload the same
The vehicles should be registered on or after 01.04.2021 and with yellow board. Self-declaration shall be uploaded-Self declaration regarding to vehicle registration
Valid EPF registration certificate shall be uploaded
Valid ESI registration certificate shall be uploaded
Bidder Pan Card shall be uploaded
Valid GST Registration Certificate shall be uploaded
Valid Labour License of registration certificate shall be uploaded
Tours & Travels Registration Certificate from competent authority of GOK.
Valid Professional tax registration certificate shall be uploaded
The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the five Financial years i.e 2021-22 to 2025-26 with HESCOM/KPTCL. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid. Bidder should furnish the self declaration in this regard upload the same as per Annuxer-2
The bidder must not be blacklisted in providing different type of vehicles on hired basis against previous work award orders placed on KPTCL/ESCOMs/ any State Government/Central Government/ Semi Govt. establishments/ Public Sector undertakings as on date of bid opening. Self-declaration in this regard shall be uploaded as per Annexure-3
The bidder should not have been defaulted/short closed due to non performance in execution of works against the order placed by ESCOMs/ KPTCL/ any other Government Distribution/Transmission utilities including PSUs as on date of bid submission. Self-declaration for the same shall be uploaded as per Annexure-5
The annual turnover of Bidder in any one of the 5 (Five) financial years i.e, 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 shall not be less than Rs 18.38 Lakh. The bidder should upload the Copies of Annual turnover certificate and audited balance sheet, profit and loss account duly certified by registered Chartered Accountant & Income Tax return ITR for Three financial years (i.e. from 2023-24, 2024-25 & 2025-26) Shall be uploaded
Liquid assets (Cash credit at Bank +Term deposit in any Nationalized/ Scheduled Commercial Bank) on or after the date of notification of tender + Availability of credit facility in any Nationalized/ Scheduled Commercial Bank shall not be less than Rs 4.59 Lakh which shall be supported by certificate issued by any Nationalized/Scheduled Commercial Bank. The said Original scanned Credit Facility Certificate should possess the name of the Firm and tender Indent number and the credit facility to be issued in the name of Superintending Engineer (Ele), O & M Circle, HESCOM, Shivaganga layout, Hubli. The credit facility certificate should be in the Format Annexed to this bid(ANNEXURE-4). The conditional credit certificates are liable for rejection

However to know the Unit price, the bidder has to mention split up figures, Per Vehicle charge (including driver wages as per MWA) , GST and any applicable taxes etc., in the Remarks Column of ‘Financial ‘ proposal of e-procurement portal
1 Total amount to be filled in financial bid (Lump sum) shall be for Six Months including all taxes.
2 The bidder shall pay wages to drivers as per prevalling Minimum Wages Act for Karnataka.
3 The bidder shall make the monthly payment to its employes before 5th every month, irrespective of payment received from HESCOM.
4 The successful bidder shall also liable to pay the employees portion of EPF & ESI.
5 The 'Price Sheet' should not be uploaded in e-procurement portal, this sheet is for your calculation purpose only.
6 Vehicle additional running Extra Charges per Km beyond 2500 Kms (in Rs)+Taxes of Rs 10/- and Extra Charges per Hour beyond 300Hrs per month (in Rs) + Taxes of Rs 100/- No additional charges for extra Hour.
