Tender for Electrical Works (Phase-1)- HT Powerline Modification (Crossings & Transformer Shifting); Electrification of Station Buildings/Approach Road/Platform/S&T Accommodation/ LC Gate Works (Ernakulam-Thuravur Section), Re-Erection of 280KW Solar Panel (Ernakulam Area), and Electrical/AC Plant Maintenance of various Construction Offices in MAQ-CAPE section & Housekeeping of Electrical offices in Ernakulam area.

The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where

V= Advertised value of the tender in crores of Rupees; N= Number of years prescribed for completion of work for which bids have been invited.

The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover.

The tenderers shall submit requisite information as per Annexure-VIB (in Part V - Annexures of Tender document), along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate 1.2.1 from Chartered Accountant duly supported by Audited Balance Sheet. The Annexure VIB should be signed by the tenderer and chartered accountant and non-submission of the requisite information in specified format will lead to rejection of the offer summarily.

Electrical Contractors License -. The contractor should have a valid electrical contractor license for voltage equal or more than 11kV from the concerned statutory authority of any states of India and the Copy of the same should be uploaded with the tender offer. The electrical license should be in the name of the firm. If the voltage class of the license is not mentioned in the license, the license should be treated as "B"class license only. It must be ensured that the validity of electrical license should be valid during the entire contract period duly renewing at appropriate time for extending validity. Non submission valid Electrical License by the bidder shall result in summarily rejection of his/their bid.

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited

Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or

Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or

One similar work costing not less than the amount equal to 60% of advertised value of the tender.

One Single similar work means: "Tenderer should have experience in execution of any electrical work which includes High voltage (11KV or above) electrical system works of various types of installations"

GST: It may please be note that the supplier of goods and/or services for the said tender /agreement, would be subject to GST Act and Rules as applicable from time to time.

Taxes applicable from time to time will be deducted from the total contract value.

The tenderers shall submit a copy of certificate stating that all their statements/documents submitted along with bid are true and factual. Standard format of certificate to be submitted by the bidder is enclosed as Annexure-V. In addition to Annexure-V, in case of other than company/ Proprietary firm, Annexure -V(A) shall also be submitted by each member of a Partnership Firm / Joint Venture (JV) / Hindu Undivided Family (HUH / Limited Liability Partnership (LLP) etc, as the case may be. Non submission of above certificate(s) by the bidder shall result in summarily rejection of his/their bid. It shall be mandatorily incumbent upon the tenderer to identify, state and submit the supporting documents duly self attested/digitally signed by which they/he is qualifying the Qualifying Criteria mentioned in the Tender Document.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

The tenderer has to quote individual rates per unit per item for all Schedule items.

The quantities given in the tender document are indicative only. It is the responsibility of the contractor to work out the actual quantity required for execution of work. Any variation in quantity required shall be informed to the Engineer-in-Charge. In the case of operation of quantity less than the quantity indicated in the tender schedule, the payment will be released as per the agreed rates for the actual quantity executed and no compensation will be given for lesser quantity operation. In case the quantity required to be operated more than the quantity indicated in the tender schedule, the same shall be operated for the actual quantity required at site even if the variation is going beyond 150% of the agreed quantity. The payment for such excess operation will be released as per clause no. 42.2 of GCC (part-2 of this tender document). However the contractor should ensure that the variation of individual items in excess of 50% of the individual quantity should not result in variation of total tender value beyond 150% of the agreement value.

All terms and conditions available in the tender document are binding on the tenderers.

Railways reserves the right to accept or reject any or all the tenders and toward the work in whole or in part without assigning any reason for such action.

General conditions of contract-April 2022 and its correction slips from time to time will be applicable for this contract. The work should be carried out as per the terms and conditions available in the tender document.

The schedule shall be read in conjunction with the specification/Explanatory notes given at Part-IV of the tender document.
