Comprehensive Annual maintenancecontract of Roof Mounted package units (RMPUs) of AC coaches(LHB & SGAC) including escorting, operation ,maintenance & troubleshooting of AGTL based trains for a period of 03 years (1095 days) at AGTL coaching depot.

Financial Standing:The Bidders will be qualified only if they haveminimum financial capabilities as below - i)T1- Annual Turnover: Thebidder should have an aggregate financial turnover not less than 1.5times the advertised Bid value during the last three previous financialyears and in the current financial year upto the date of opening of thetender. The audited balance sheet reflecting financial turnover certifiedby chartered accountant with his/her stamp, signature and membershipnumber shall be considered. In absence of stamp, signature andmembership number / UDIN on Audited Balance Sheets the offer will besummarily rejected. (ii) T2-Liquidity: The bidder should have access to orhas available liquid assets, lines of credit and other financial means tomeet cash flow that is valued at 5% of the estimated bid value net ofapplicant's commitments for other contracts. The audited balance sheetand/or banking reference certified by chartered accountant with herstamp, signature and membership number shall be submitted by thebidder along with bid.Banking reference should contain in clear terms theamount that bank will be in a position to lend for this work to theapplicant/member of the Joint Venture/Consortium. In case the NetCurrent Assets (as seen from the Balance Sheets) are negative, only theBanking references will be considered. Otherwise the aggregate of theNet Current Assets and submitted Banking references will be consideredfor working out the Liquidity. The banking reference should be from aScheduled Bank in India and it should not be more than 3 months old ason date of submission of bids. In Case of JV firms overall liquidity of JVfirm shall be assessed by arithmetic sum of liquidity of all members of JV.Tenderers must submit relevant documents in support of having fulfilledabove criteria. Offers not meeting the above eligibility criteria will beconsidered unsuitable. Railway reserves the right to accept/reject anytender, without assigning any reason for the same.

The bidder should have satisfactorily completed in the last threeprevious financial years and the current financial year upto the date ofopening of the tender, one similar single service contract** for aminimum of 35% of advertised value of the bid. *Completed servicecontract includes on- going service contract subject to payment of billsamounting to at least 35% of the advertised value of the bid. Workexperience certificate from private individual shall not be accepted.Certificate from public listed company/private company/Trusts havingannual turnover of Rs 500 crore and above subject to the same beingissued from their Head office by a person of the company duly enclosinghis authorisation by the Management for issuing such credentials. Notes:The bidder shall submit details of work executed by them in theprescribed format along with bid for the service contracts to beconsidered for qualification of work experience criteria clearly indicatingthe nature/scope of contract, actual completion cost and actual date ofcompletion for such contract.

** Similar service contract means:- "Escorting contract for Roof MountedAC package unit for LHB variant AC coaches by the Approved Vendorsincluded in the list of Approved Vendors issued by RDSO for manufactureand supply of electrical items" or "Maintenance contract for RoofMounted AC package unit for LHB variant AC coaches by the ApprovedVendors included in the list of Approved Vendors issued by RDSO formanufacture and supply of electrical items" or "Manufacture and supplyfor Roof Mounted AC package unit for LHB variant AC coaches by theApproved Vendors included in the list of Approved Vendors issued byRDSO for manufacture and supply of electrical items"

Migration to GST regime - Special Tender Conditions: The rates should clearly indicate the rate of applicable duties and taxes included in the prices quoted by them. Any variation in tax structure/ rate due to introduction of GST, shall be dealt with under Statutory Variation Clause. It should be ensure that bidders/tenderers are GST compliant and quoted tax structure/rates are as per GST Law.

Contractor should submit the GSTIN number and same should be mentioned in the bills along with a copy of GSTIN registration certificate while submitting the bills to accounts for audit and payment, As GST is scheduled to implemented wef 01.07.2017. Without GSTN, no bill will be accepted w.e.f. 01.07.2017

From 01.07.2017 GST has been implemented. Hence, new tax structure on materials and labour will be applicable to both Railway & contractor .
