• Net Profit (Submission of audited balance sheets acceptable to the Employer, for the last five [5] years to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. The Bidder should have made a Net Profit in any three [3] years in the last five [5] years)
• Net Worth (The Bidder should have made a Net Worth not less than 10% of Estimated Cost Value (ECV) in latest financial years of last [5] five years)
• Annual Turnover ("Annual Turnover in any one [1] year in last five [5] year must not be less than 40% of the Estimated Cost Value (ECV) (calculated as total certified payments received for Contracts in progress or completed, within the last five [5] years).
Note:
1. Financial turnover and cost of completed works of previous financial years shall be given a weighting of 8% per year to update the costs.
2. Year 1 will be the latest completed financial year, preceding the bidding. Year 2 shall be immediately preceding year 1 and so on. In case the Bid Submission date falls within 3 (three) months of the close of the latest financial year, the bidder shall ignore such financial year for the purpose of its bid and furnish all its information and certification with reference to the 5 (five) years preceding its latest financial year i.e. 2025-26. For the avoidance of doubt, financial year shall, for the purpose of the Bid hereunder, mean the accounting year followed by the Bidder in the course of its normal business.)
• Bid Capacity ("Bidders who meet the minimum Qualifying Criteria stipulated in Clause 2.1 to 2.6 will be qualified, only if, their Available Bid Capacity is more than the Total Bid Value of the Works.
The Available Bid Capacity shall be assessed/ calculated as under:
Assessed Available Bid Capacity = A x N x 1 - B
Where;
A = Maximum Value of Civil Construction & Maintenance Works executed in any One [1] year during the last five [5] years updated to the price level of financial year [2026-27] by the Bidder taking into account of the completed as well as works in progress.
N = Number of years prescribed for completion of the works for which bids are invited.
B = Value updated at the price level of financial year [2026-27] of existing commitments and on-going works to be completed by the bidder during the next 84 months or Sum of the values updated at the price level of financial year of [2026-27] the existing commitments and ongoing works to be completed by each of the JV partner during the next 84 months. However; where the bidders are bidding for more than one [1] Contract Packages, the Value of its other allotted works will be included in the value of ?B? and the Employer may write a letter to the bidder to submit self-declaration regarding allotment of new works other than the works declared in the bid. The bidder shall be obliged to submit the above details within the stipulated time and before the date of evaluation of technical bid. Any non-compliance in this regard by the bidder shall be treated as bid non-responsive and shall be liable for rejection of bid. The Bidder is to complete form of Current Contract Commitments as part of their Bid for the determination of this value and Current Contract Commitments must be duly certified by the Engineer-in-charge.)
• Financial Resources (The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: Credit Lines/ Letter of Credit / Solvency Certificates from Banks etc. shall be not less than 10% of the total Estimated Cost Value)

• General Experience (Experience under Road Maintenance or Improvement Contract or Construction Contract as Contractor/ Sub-Contractor, SBD, CMBD, HAM, EPC, BOT, BOOT (Developers/ Operators) or Civil Works/Management Contractor for at least the last five [5] years prior to the applications submission deadline)

• Initial Tentative Program of Performance ("To demonstrate a clear understanding of the requirements of the Contract, Bidders shall provide the following:
(i) a bar chart sub-divided into sections for each road showing the major activities to be carried out for Ordinary Maintenance Works, Initial Rectification Works, Periodic Maintenance Works and Minor Improvement Works (separately for Improvement & Strengthening).
(ii) activities shall be shown against time, with linkages shown between related/ sequential activities as far as possible and appropriate;
(iii) a bar chart or schedule showing the usage of major plant, including those listed in Contractor?s Equipment. Duly supported with equipment planning and deployment, showing with broad calculations justifying the bidder?s capability for the execution and completion of the work as per the technical specifications and within the periods of completion as per the stipulated milestones.)

(5.05 B) Providing and laying bituminous concrete with higher capacity batch type hot mix plant using crushed aggregates of specified grading, premixed with bituminous binder @5.4 percent of mix and filler, transporting the hot mix to work site, laying with a hydrostatic paver finisher with sensor control to the required grade, level and alignment , rolling with smooth wheeled, vibratory and tandem rollers to achieve the desired compaction as per MORT&H specification clause no. 507 complete in all respects.
(5.11) Providing and laying 25 mm thick mastic asphalt wearing course with paving grade bitumen meeting the requirements given in table 500-39, prepared by using mastic cooker and laid to required level and slope after cleaning the surface, including providing antiskid surface with bitumen precoated fine grained hard stone chipping of 13.2 mm nominal size at the rate of 0.005 cum per 10sqm and at an approximate spacing of 10cm center to center in both directions, pressed into surface when the temperature of surfaces is not less than 1000c, protruding 1mm to 4mm over mastic surface, all complete as per clause 516.
(5.13 B (ii)) Recycling pavement by cold milling of existing bituminous layers, planning the surface after cold milling, reclaiming excavated material to the extent of 30 percent of the required quantity, hauling and stock piling the reclaimed material near the central recycling plant after carrying out necessary checks and evaluation, adding fresh material including rejuvenators as required , mixing in a hot mix plant, transporting and laying at site and compacting to the required the grade , level and the thickness, all as specified in clause 519. (Using by Dense Graded bituminous macadam Grading II)
(6.01) Construction of dry lean cement concrete Sub- base over a prepared sub-grade with coarse and fine aggregate conforming to IS: 383, the size of coarse aggregate not exceeding 25 mm, aggregate cement ratio not to exceed 15:1, aggregate gradation after blending to be as per table 600-1, cement content not to be less than 150 kg/ cum, optimum moisture content to be determined during trial length construction, concrete strength not to be less than 10 Mpa at 7 days, mixed in a batching plant, transported to site, laid with a paver with electronic sensor, compacting with 8-10 tonnes vibratory roller, finishing and curing.
(6.02) Construction of un-reinforced, dowel jointed, plain cement concrete pavement over a prepared sub base with approve grade cement @ 400 kg per cum, coarse and fine aggregate conforming to IS 383 as per actual Design Mix, possessing 28 days minimum compressive strength of 40 (Forty) Mpa and 28 days minimum flexural strength of 4.5 (Four point five) MPa, maximum size of coarse aggregate not exceeding 25 mm, mixed in a batching and mixing plant as per approved mix design, transported to site, laid with a fixed form or slip form paver, spread, compacted and finished in a continuous operation including provision of contraction, expansion, construction and longitudinal joints, joint filler, separation membrane, sealant primer, joint sealant, debonding strip, dowel bar, tie rod, admixtures as approved, curing compound, finishing to lines and grades as per drawing.
(8.04) ((iv)) 60 cm equilateral triangle. Providing and fixing of retro- reflectorised cautionary, mandatory and informatory sign as per IRC :67 made of class-B Type IV retro reflective sheeting fixed cover 2 mm thick aluminium sheeting vide clause 801.3, 3mm/4mm thick aluminium composite material sheet depending on the size of the sign fixed over back support frame of min 25 x 25 x 3 mm Angle mounted on a mild steel circular pipe 65 NB, 3.2 mm thickness firmly fixed to the ground by means of properly designed foundation with M25 grade cement concrete 45 cm x 45 cm x 60 cm, 60 cm below ground level as per approved drawing. The sign shall be maintained as per section 12 of IRC 67.The retro reflective sheeting shall be tested for a certificate of having the sheeting tested for coefficient of retro reflection, daytime colour and luminance, shrinkage, flexibility, linear removal, adhesion, impact resistance, specular gloss and fungus resistance, 3 years outdoor weathering and its having passed these tests shall be obtained from International/Goverment Laboratory/Institute by the manufacturer of the sheeting and in case the certificate is obtained from international condition, it should also be obtained from indian condition within 3 years of launching of product by the manufacture in abroad.Alternatively, a certificate conforming to ASTM specification (D4956-09) on artificial accelerated weathering requirements from a reputed laboratory in India can be accepted provisionally.In such a situation, the Employer/Client, if so desires could seek for a performance guarantee which would released after receipt a certificate meeting the requirement of three years outdoor weathering of the sheeting as per IRC 67:2012 & proof of the same report shall be uploaded while quoting tendor. The retro reflective sheeting shall be covered under 7 years warranty to be provided from the original sheeting manufacturer, as per Clause 6.9 of IRC 67:2012. At the end of 7 years, the sheeting shall retain atleast 80% of its original retro-reflectance. When totally wet, the sheeting shall show not less than 90% of the value of the desired retro reflectance.

(8.35 (b)) Reflective Raised Pavement Marker with Shank (Cat Eye/Road Stud) Supplying and fixing of raised pavement marker with made of aluminium alloy or plastic body moulded from ASA (Acrylic Styrene Acrylonitrite) or HIPS (High Impact Polystyrene) or Acrylonitrite Butadiene Styrene (ABS) or any other suitable material approved by the Engineer. The marker shall support a load of 13,635 kg tested in accordance with ASTM D4280. The reflective panels shall consist of number of lenses containing single or dual prismatic cubes capable of providing total internal reflection of the light entering the lens face.Lenses shall be moulded of methyl methecrylate conforming to ASTM D788 of equivalent.The slop or retro-reflecting surface shall preferably be 35+/-5 degree to base and the area of each retro- reflecting surface shall not be less than 13.00 sq.cm the marker height shall not be less than 10 mm and shall not exceed 20 mm & width shall not exceed 130 mm. The base of the marker shall be flat within 1.3 mm, all road studs shall be legibly marked with the name,trade or other means of identification of the manufacturer, epoxy installations, excess adhesive around the edge of the marker, excess adhesive on the pavement and adhesive on the exposed surface of the markers shall be immediately removed. The contractor shall submit a two year warranty for satisfactory field performance including stipilated retro-reflectance of the reflecting panel, to the Engineer.In addition, a two year warranty for satifactory infield performance of the finished road marker shall also given by the contractor who carrier out the work of fixing of reflective road marker. In Case the markers are displaced, damaged, get worn out or lose their reflectivity compared to stipulated standards, the contractor would be required to replace all such markers within 15 days of the intimation from the Engineer, at his own cost.

(6.02) Construction of un-reinforced, dowel jointed, plain cement concrete pavement over a prepared sub base with approve grade cement @ 400 kg per cum, coarse and fine aggregate conforming to IS 383 as per actual Design Mix, possessing 28 days minimum compressive strength of 40 (Forty) Mpa and 28 days minimum flexural strength of 4.5 (Four point five) MPa, maximum size of coarse aggregate not exceeding 25 mm, mixed in a batching and mixing plant as per approved mix design, transported to site, laid with a fixed form or slip form paver, spread, compacted and finished in a continuous operation including provision of contraction, expansion, construction and longitudinal joints, joint filler, separation membrane, sealant primer, joint sealant, debonding strip, dowel bar, tie rod, admixtures as approved, curing compound, finishing to lines and grades as per drawing.

(8.35 (b)) Reflective Raised Pavement Marker with Shank (Cat Eye/Road Stud) Supplying and fixing of raised pavement marker with made of aluminium alloy or plastic body moulded from ASA (Acrylic Styrene Acrylonitrite) or HIPS (High Impact Polystyrene) or Acrylonitrite Butadiene Styrene (ABS) or any other suitable material approved by the Engineer. The marker shall support a load of 13,635 kg tested in accordance with ASTM D4280. The reflective panels shall consist of number of lenses containing single or dual prismatic cubes capable of providing total internal reflection of the light entering the lens face.Lenses shall be moulded of methyl methecrylate conforming to ASTM D788 of equivalent.The slop or retro-reflecting surface shall preferably be 35+/-5 degree to base and the area of each retro- reflecting surface shall not be less than 13.00 sq.cm the marker height shall not be less than 10 mm and shall not exceed 20 mm & width shall not exceed 130 mm. The base of the marker shall be flat within 1.3 mm, all road studs shall be legibly marked with the name,trade or other means of identification of the manufacturer, epoxy installations, excess adhesive around the edge of the marker, excess adhesive on the pavement and adhesive on the exposed surface of the markers shall be immediately removed. The contractor shall submit a two year warranty for satisfactory field performance including stipilated retro-reflectance of the reflecting panel, to the Engineer.In addition, a two year warranty for satifactory infield performance of the finished road marker shall also given by the contractor who carrier out the work of fixing of reflective road marker. In Case the markers are displaced, damaged, get worn out or lose their reflectivity compared to stipulated standards, the contractor would be required to replace all such markers within 15 days of the intimation from the Engineer, at his own cost.
