The pre-qualification requirement is as under:

i) Financial Criteria:

1. Avg. annual turnover of last seven financial years should not be less than

Rs.10,00,000/- C.A. certificate for the same to be provided along with tender

2. Should have a solvency certificate of Rs.01 lacs. Solvency certificate should not be

more than one year old.

ii) Working Capital:

Agency/applicant should give undertaking that Agency has access to or has available.

and/or credit facility minimum or equal to Rs.2,50,000/-.

iii) Experience Criteria for each work:

One work of contract of Vehicles like Cesspool, tanker, tractor tanker , truck

3. Joint Venture (JV)

Joint Venture will not be permitted for this tender. However, experience of JV shall

be considered for individual JV partner based on the proportionate share of each

individual partner in the JV for the purpose of qualification criteria and based on

this qualification individual JV partner can bid in the same name and style of

individual company forming part of JV. For this purpose, the bidder shall enclose

• Technical Proposal Signed Documents shall be submitted in electronic format only through online

by scanning. The E-tender with signed and stamp, Pre-proposal Minutes of the Meeting,

Addendums issued, Work Experience Certificate, Financial documents (turn over, working capital,

net worth), company profile, pan card, GST certificate, solvency and all necessary documents etc.,

shall be submitted online only without any financials.

• After opening of online Technical Bid, the procedure for the pre-qualification shall be

adopted and the e-Price Bid of only successful qualified bidder shall be opened for final

evaluation of the contract. The decision of Municipal Commissioner regarding the pre-

qualification shall be final and binding to all the bidders.

• The Tender of those bidder(s) those who fail to submit the required documents physically

within the stipulated date and time will be treated as none responsive and their Price Bid

will not be opened.

• The bidder should not have been Black Listed or debarred by Government of India / Government of

Gujarat or any State Board / Corporations, since inception of the firm / Company. A Declaration in

this regard on Rs.300/- Stamp Paper duly Notarized (original),shall have to be submitted as

per format Annexure, along with the tender fee and EMD fee physically submitted RMC office

through Regd. AD / Speed post. failing in which will be automatically rejected and disqualified.

 Professional Tax, EPF, ESIC, GST, EC,RC, Contract Labour Act. Statutory Registration must be

compulsory wherever applicable.

• The bidder should provide accurate information on any litigation history or arbitration

resulting from contracts completed or under execution by him over the last ten years. This

should also include such cases, which are in process / progress. A consistent history of

awards against the bidder may result in failure of the bid. In case the bidder has not

provided such information and has come to the notice of the authority, the tender will be

rejected at what so ever stage and in such case all the losses that will arise out of this issue

will be recovered from the tenderer / bidder and he will not have any defense for the same.

General Terms and Condition for Bid Documents for Transfer of Leachate from Nakarawadi Solid Waste

Disposal site to near by STP

1. The Contractor will have to provide Machineries nos. 02 (Two) or more for 05 (Five) month at Nakarawadi

Disposal Site for Transfer of Leachate from Nakarawadi Solid Waste Disposal site to near by STP.

2. Earnest Money Deposit (EMD), Tender fee and Black Listed or debarred Declaration shall be send to Deputy

Executive Engineer, WOW Cell, Solid Waste Management Department, Rajkot Municipal Corporation on as

per milestone date including as mentioned in Tender for the work.

3. The Sealed tender document shall be sent either by Registered Post AD or by Speed Post (Only Postal

Authority) to the address mentioned above Cover without EMD, Incomplete data, sent after stipulated time

limit, shall not be accepted. Rajkot Municipal Corporation will not be responsible for the delay caused by

Postal Authority for submitting the Tender Copy.

4. Rate shall be filled in online only.

5. The validity of the rate quoted by the Contractor will be 120 days from the opening of Tender. If in case the

Tenderer abide to take back the Tender before the validity period of Tender then the EMD will be forfeited and

with the permission of the judicial panel the Tenderer may be debarred for the same.

6. The rate is presumed to have been quoted consideration the terms & conditions and details mentioned in

Tender. The rates for any incomplete data will not be considered.

7. After receiving the work order, Contractor shall have to deploy Machineries following the instruction given by

engineer in charge of this work.

8. The Contractor shall make a Contract Agreement on his own expense on the stamp paper of Government of

India. Along with that the Contractor shall also deposit the Security Deposit Amount which is 5 % of the

Tender Amount of the work by Bank Guarantee (Only Nationalized Bank) in favor of The Commissioner,

Rajkot Municipal Corporation, payable at Rajkot.

9. Security deposit amount will be kept reserved until the contract time limit is over, and will be released after the

completion of work satisfactorily and after releasing the Final Bill.

10. Keeping in consideration of the Terms and Condition, Details of work, Instructions etc. and other factors

related to the work the Contractor shall abide for the same and accordingly the rates should be quoted.

11. No Advance Payment will be made. The Payment will be done after submitting the Bill . The Contractor shall

pay the Bank Charges for the Payment done by Demand Draft. The Payment will be done after deducting

Income tax, etc. as per the law. The Contractor shall quote the Rates including all types of Tax and Levies

Duties. Rajkot Municipal Corporation will pay the GST extra if, applicable.

12. For any required assistance regarding the work, the queries will be solved Deputy Executive Engineer, WOW

Cell, Solid Waste Management Department, 3rd Floor, Room No.2, Rajkot Municipal Corporation, Rajkot –

360 001during working days.

13. The work shall be executed as per the instruction issued by engineer in charge of this work.

14. Contractor is responsible to keep the Machineries in well working condition. In case any breakdowns in the

Machineries during the execution of work will be considered under the responsibility of the Owner and will be

repaired by the Owner of the Machinery at his own Risk and Cost.

15. Machinery which are deployed on site which is either own or rented agreement given at the time of execution

16. While the Machines are allotted for the Contract work, Government / Semi-Government rules and regulations

shall be followed strictly by the Contractor and simultaneously the Mechanic / Worker working shall be kept

aware of Pre-Accident Safety Management. All steps shall be taken by the Contractor on his own Risk and

Cost. The entire responsibility of the above lies with the Contractor.

17. Municipal Commissioner’s decision will be final if in case any controversial matter arises during the execution

18. Any disputed matter regarding the Agreement will be abided to the jurisdiction of Rajkot Court only.

19. Whether to accept the tender or reject the individual tender or reject all the Tenders or whether to whom the

work shall be given among all agencies will be solely under the rights of Rajkot Municipal Corporation where

no specific reason will be given.

26. In case the Contractor stops the Machineries which is deployed for the work without any valid reason then the

amount of Security Deposit paid by the Contractor and all payable amounts will be forfeited legally and will

be debarred for any work of RMC.

27. If the Execution of work does not found to be satisfactorily executed as per Terms & Conditions of the work a

legal notice of will be served by Rajkot Municipal Corporation to the Contractor and will be debarred from the

work. Further Security Deposit amount will be forfeited and will be debarred for any work of RMC.

28. Tenderer will filling and draining of Leachate his own cost and deployed necessary machineries.

29. Tenderer will collect receipt from STP while draining of leachate.

30. In case of contractor draining of leachate other than STP then Rs.10,000/- fine will be imposed.

31. In case of contractor leaking of tanker on road is found then Rs.1,000/- fine will be imposed.

32. Machineries which are to be deployed for Transfer of Leachate from Nakarawadi Solid Waste Disposal site to

near by STP shall be in good working condition. The Machinery shall be deployed daily after cleaning and day

to day care regarding maintenance shall be taken as and when required.

33. Prevailing Government Rules and Regulations are applicable for this work.

34. After receiving the order for deployment of Machinery, the Contractor shall follow the Terms & Conditions

and accordingly arrange the Machinery as mentioned in the Contract within stipulated time limit. If the

Contractor fails to do so, the deposited EMD / Security Deposit amount deposited by the Contractor will be

and found to be faulty, the Engineer In-charge is empowered to reject the particular Machine and the

Contractor shall have to replace the same Machinery with other machinery.

36. The work schedule as decided by Engineer in charge for day to day work is binding to the contractor.

37. The rates shall be quoted as per the details mentioned in price bid for the work regarding the deployment of

Machinery. This shall be quoted in the price bid only.

38. RMC invites tender for hiring of the machinery for 5 month.

(a) If in case Machines Nos. 2 (Two) which are to be used for Nakarawadi Disposal Site stops

technically or any other reasons, the following penalties will be levied.

(b) If tenderer not completed per month 300 trips then penalty shall be imposed on remaining trips Rs.1000/-

per trip (Ex. If any month 295 trips are done. 05 trips are not done on this month then penalty will be

levied on 05 trips = 5 X 1000=Rs. 5000/-)

40. The Contractor shall be responsible for day to day labor law, Income Tax, etc. and other related applicable

41. If the driver or the cleaner for any reason remains absent on working day, the Contractor shall arrange the

substitute driver and cleaner and shall replace with immediate effect so as to continue the work smoothly.

Apart from the appointed driver and cleaner by the Contractor, no other person shall be allowed to drive or to

go nearby the Machine.

42. No advance Payment shall be paid to Contractor. The payment of the bill will be done after deducting all the

relevant taxes. For the Payment to be made by Demand Draft, Contractor shall pay the Bank charges for the

43. The rates quoted for deploying the Machine will be inclusive of the rates for Diesel, Driver, Cleaner, all

necessary equipment of the Machine.

44. Maintenance charges for the Machinery, Road Tax, Insurance Policy, Salary of Driver and other expenses,

RTO Tax, Uniform and other Taxes are presumed to have been included in the quoted rate. No other amount

will be paid apart from the Hire Charges quoted by the Contractor.

45. Entire responsibility of bringing the Machine to site, taking care, maintaining and to take back will be of

Contractor. Municipality will only be responsible for the Payment. All other formalities regarding the Machine

to be used such as Policy of the Machinery, Driver license, if applicable the RTO Passing, PUC Certificate etc

lies with the contractor. If accident occurs during the execution of work, entire responsibility will be of the

Driver, Owner of the Machine and the Contractor.

46. During the execution of work, if any breakdown happens to the Machine, any mob activity takes place with the

Machine, or any damage done to the property, any fire hazard takes place, or any natural calamity occurs, then

the Contractor shall take the responsibility for the same. Rajkot Municipal Corporation is not responsible and

does not take any responsibility for the above mentioned factor.

47. If in case the Machines deployed for the Contract met with accident then the damage caused to the Machine or

if any person met with an injury or dies in an accident, then the person driving or the owner or the Contract

Agency will be solely responsible for the same. For that the owner of the Machine shall have to prepare a

separate Agreement. Rajkot Municipal Corporation will not be responsible and does not take any

responsibilities for the same.

48. During the execution of work if the driver’s careless attitude or any unofficial attitude leads to the loss of

Rajkot Municipal Corporation then the charge Rs.500/- for that will be taken from the Contractor.

49. If the execution of work by the Contractor / Agency does not found to be satisfactory then Rajkot Municipal

Corporation reserves the rights to reject the Contract and the decision of Rajkot Municipal Corporation will be

Wages Act and the Contractor will be solely responsible for the same.

53. During Monsoon / unavoidable conditions, if the situation demands for working of more than 300 trips the

Contractor is abiding to execute the work. The Payment will be done to the Contractor on the basis of number

of trips worked in a month.

54. The total amount of maximum penalty charged shall be 10 % of the total Tender amount. Decision of the
