Note:The amount put to tender consist of the following. a)Turn Key Amount Excluding GST Rs. 34.71 Crores. b) GST Amount Rs. 6.25 Crores. c) Total Amount: Rs.40.96 Crores. d) The amount put to tender is exclusive of GST. 2.The financial bid evaluation will be based on 1(a) above.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

First Electronic Document (TECHNICAL BID) SHALL CONTAIN THE FOLLOWING QUALIFYING DOCUMENTS: For Individual Bidders I.A copy of the valid Karnataka PWD Class-1 /CPWD Registration Certificate. II. Copy of Valid Employees Provident Fund Registration Certificate. III.Copy of Valid GST Registration Certificate. IV.Lastest copy of the Income tax returns (ITR-V) field for the year 2025-26 mentioning PAN.V.Valid ESI registration certificate with latest paid challan.VI.The intending bidder/ firm/ company should furnish list of Man power, machinery available with them for taking up the work As per section 5. VII.The details in support of pre qualification criteria as mentioned in para 4.0 below. VIII.Technical details containing document with preliminary designs, working methodology in support of their bid as per the bidding document vide Para 04 of IFB

Second Electronic Document shall contain financial Bid. The First Electronic Document (Technical bid) will be opened first and thereafter Second Electronic Document (financial bid) will be opened only of those bidders who qualify in the technical bid. In case the lowest bidder fails to produce the original documents for entering into an agreement or the original documents submitted does not match with the uploaded documents or found false ,then his bid is treated as non-responsive bid as per clause 26(4)of the KTPP rules barred from participation in any of the tenders invited by the a part from forfeiting the EMD paid through E cash. 3.Issue and submission of Tender Documents

To qualify for award of this contract, each tenderer (individual) in his / her name in the last five years (2021-22 to 2025-26) should have satisfactorily completed (at least 90% of contract value) as a prime contractor, at least One lift irrigation / Tank filling scheme /Water supply Scheme of value not less than Rs. 20.50 Crores(usually50% of the amount put to tender under this contract). Work done certificate issued by an officer not below the rank of Executive Engineer of the concerned Division and Countersigned by the Superintending Engineer of the concerned circle is to be uploaded for the technical bid. The cost of completed works of the previous year shall be given a weightage of 10% per year to bring it to the price level of financial year in which tenders are invited

The annual turnover from all classes of civil engineering works should be costing not less than Rs. 82.00 Crores, (usually not less than two times the estimated annual payments under this contract) in any of the two financial years during the last five years (2021-22 to 2025-26). Audited profit and loss account certified by a practicing Chartered Accountant along with the copy of income tax returns filed for the years indicated above should be furnished. Duly mentioning UDIN on Turnover certificate (from CA). The annual turnover of previous year shall be updated to the year of tender invitation at 10% per annum

Liquid asset and/or availability of credit facilities of not less than Rs. 13.70 Crores (Unconditionalcredit lines/letters of credits/certificates from nationalized banks) for meeting the fund requirement etc. The contractor should upload necessary documents issued by the nationalized banks as per prescribed format enclosed as Annexure I to the notification

The intending bidder (Individual) should have Executed in any one year, during the last five years (i.e., from 2021-22 to 2025-26). the following minimum quantities of work 1.supplied, erected, tested, completed and commissioned MS pipes of above 600 mm (inner diameter) for a length not less than 11.70 Km 2.Earthwork in Excavation/ Casing Embankment 40806.00 cum 3.Cement Concrete M-20 and Above 1068.00 Cum 4. Reinforcement Steel work 88193.00 Kg The work done certificate should be obtained from a competent authority not below the rank of Executive Engineer of the concerned division and countersigned by the uperintending Engineer of the concerned circle

Availability by owning 50% of the required/specified flowing key and critical equipment for this work and the remaining 50% can be deployed on lease/hire basis for all works provided, the relevant documents (Commitment agreements etc.) for availability for the work are furnished (Documents to be scanned and enclosed)The intending bidder/firm/company/Joint venture should furnish details of ownership/ lease certificate of the following minimum requirement of machineries Excavator-2Nos, Tipper-4Nos, Concrete mixer-2Nos, Vibratory Road Roller-1No, Ultrasonic testing units-1No, Radio graphic testing units-1No,CRANE - Capacity 8 Tonnes above-2Nos

Necessary work experience certificate issued by the competent authority not below the rank of Executive Engineer, duly countersigned by the Superintending Engineer office of same circle indicating the name/items of work executed, date of commencement, date of completion and the total cost of work executed shall be enclosed to the tender. Tenders without these details are liable for disqualification

To qualify for a package of contracts made up of this and other contracts for which tenders are invited in this IFT, the Tenderer must demonstrate having experience and resources to meet the aggregate of the qualifying criteria for the individual contracts

Bid Capacity:Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value.The available tender capacity will calculated as under Assessed available tender capacity -(AXNX1.5-B)

Where:A -Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N -Number of years prescribed for completion of the works for which tenders are invited. B -Value, at 2026-27price level, of existing commitments and on-going works to be completed during the next two years (period of completion of the works for which Tenders are invited)

Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

General Conditions: The bid shall be technically evaluated based on the specifications indicated in Section-5 titled Contract Data and Scope of work in bid document

The Bidder shall not be under Corporate Debt Restructuring (CDR) / Strategic Debt Restructuring (SDR) or Bureau of Industrial and Financial Reconstruction (BIFR) in the last 5 Years prior to bid submission date. In this regard, the Bidder shall submit along with Bid, a certificate from their Statutory Auditor with a declaration that, the Bidder is not under CDR / SDR or BIFR

During technical evaluation, if the employer finds that any certificates / information furnished is false, such bidders will be disqualified and barred from participation in the bid

If any bidder fails to satisfy the conditions mentioned above, such bids will be rejected and their financial bids will not be opened

For laying M.S. pipe line the contractor shall engage only those agencies who have done similar job

The bidder should enclose the detailed methodology of execution of the scheme as per the scope of work

The Bidder shall be responsible for successful performance of the contract

The Bidder to participate in the tender under single bid basis only. Any violation will attract disqualification of the bid

The contractor/authorized signatory should attach his/her scanned signature to the Schedule-B before uploading and also submitting their tenders

If any of the dates mentioned above happen to be a general holiday, the next working day holds good

The diameters of the rising main and thickness of the rising main shall not be less than the figures indicated in the enclosed diagram. Further any discrepancies in the above shall not account to financial implications to the employer

The tenderer has to make his own assessment and quote his amount accordingly and tenderer has to submit information regarding breakup cost of such items. However, during construction, for whatever may be the reason, if there is any decrease in length of the raising main/gravity main as assessed by the tenderer, the contract price is adjusted by proportional decrease in the contract amount on prorata basis. However, If the length as assessed by the tenderer is more than indicated length, the tenderer should include such extra cost in quoted amount itself. As such contract price is not to be exceeded for this purpose

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

Corrigendum will be published in the web site/ newspapers of all modifications /corrections if any

The intending bidders should note that, if any of lands either in part/ parts or in whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take the possession of such land and start the work by obtaining consent of the land owners before commencement of work at no extra cost to the Nigam and no claim / delays whatsoever relating to on account of non-availability of land would be entertained

The contractor shall also abide by the other conditions as laid down in Bid document

Debarment of tenderers: The procurement entity may debar tenderer for a period not exceeding 3 years from participation in its tenders following such procedures as may be prescribed on the ground that tenderer is engaged in corrupt or fraudulent practices in competing or executing the contract including misleading the procuring entity or any stage of procurement activity with a fraudulent intention. ( KTPP Act 26A)

They should abide by the directions of Government towards recovery of 1% (or as modified by the Government from time to time) Cess from the contractors bill under the provisions of building and other constructions worker welfare cess Act 1996

The intending bidders are advised to visit the site of work, make themselves familiar with local situation about the availability of construction materials, work men, land required for construction activities, etc and shall upload along with bid with details of references for visit of different parts of the scheme in the form of photographs of site

The contractor is responsible for any damages due to natural calamity the government or Nigam will not give any compensation for until the completion of maintenance period

The work proposed as per the scope of work. If any additions/alteration involved for during execution, it is the responsibility of the agency to deliver the goods as per contemplated scope of the work without causing any damages to existing infrastructure. If any damages occur during execution, the same shall be restored to the original condition at no extra cost

The intending bidder/firm are advised to visit the work site before submission of the tenders

The contractor should mention their recent correct postal address & mail address in declaration forms

The tender processing charges paid by the bidder/firm are not refundable even if the tender is cancelled

All materials like steel, cement, MS pipe etc., required for successful completion of the above work should be procured by the contractor only. No supply of any materials shall be made by KNNL

The bidder/firm shall send the authorization letter for their representation duly attending their signature

Operation & Maintenance period/Defect liability period for this work (Rising main) is 60 months from the date of completion of work. The contractor shall take the responsibility of 5 years O&M including 2 years defect liability period from the date of issue of certificate by the competent authority for successful commissioning of the project

The bidder/firm shall adhere to accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work & also land acquisition problems if any

Topographical errors if any will not be the ground for any claims by the bidder/firm

The amount put to tender is exclusive of GST

The Validity period of EMD shall be for a minimum period of 225 days from the date of opening of the tenders

The EMD of the unsuccessful bidder will be refunded only after the acceptance of the tender by the competent authority as per tender clause

The tender inviting authority has got right either accepting tender or rejecting the tender without assigning any reasons

The contractor should submit the standard Operation and maintenance manual for works executed and a copy of manual should be maintained at site office

In case of death of contractor after executing the agreement commencement of the work , his legal heir if any eligible registered contractor and willing can execute and complete the work at the accepted tender rates irrespective of the cost of the work

Incomplete tender documents will be rejected

Other terms and conditions as per standard Bid document

The Intending bidder may visit the site of work and also access the tender documents well in advance

Conditional tenders will not be accepted

Tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The TENDER PROCEESING FEE will not be refunded

The KNNL reserves the right of rejecting all or any of the tenders without assigning any reasons, if the quoted rates for the items fall below the estimated rates, the successful bidder produce an additional performance Guarantee in the form of Bank Guarantee for the difference amount of rates and estimated rates before executing agreement with KNNL. case of contractor quoting rate of the above estimated rates, then the amount over above will be withheld during the progress work

The employer is not responsible for any delay in accessing e - procurement Portal

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders

As the amount put to tender is exclusive of GST. Rates quoted by the contractor shall be exclusive of GST. The contractor is also required to pay quarry Fees, Royalties, Octroi Dues levied by the state Government or any Local body or an authority and ground rent, if any, charged by the Executive Engineer for stacking materials. No Extra Payment on this account will be made to the contractor.

All the formats prescribed in the bid document shall be filled by the bidders in a complete manner. Incomplete formats may constitute sufficient reason at the discretion of KNNL for rejection of the bid

All scanned documents to be uploaded shall be in original and the Executive Engineer will verify the original documents at any stage before recommending for approval.

Further particulars, if any, required by the bidders can be had from the office of the Executive Engineer, KNNL, MRBCC, Division No 1, Naragund during office hours on all working days. It may be noted that if any of the calendar of any event mentioned above happen to be General Holiday / Declared holiday, the next working day will hold good for the respective events

The work includes all lead and lift / delift and work shall be carried out as per instruction of engineer-in-charge of the work. And all the specification as per Indian road congress and all relevant Indian codes. The rate for the specifications in the Schedule-B includes all lead and lift, irrespective of distance and height

The Bidder shall ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date of bid submission

The undersigned reserves the right to either postpone or to cancel the entire process of tender

If KNNL wishes to engage third party consultants for quality control assessment, apart from the KNNL quality control and field tests, the contractor should co-operate with both Quality control authorities and the third party

Building and other construction workers welfare cess

Design and drawing pertaining to the work should be got approved by the competent authority of KNNL before execution of work

Even though the Tenderers meet the above criteria, they are subject to be disqualified if they have: a) made misleading or false representations in the forms, statements and attachments submitted in proof of the ualification requirements and/or b)record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc.and/or c) Participated in the previous Tender for the same work had quoted unreasonably high tender prices and could not furnish rational ustification

The Tenderer has to produce all the relevant Documents as indicated in the Bid Document in originals during the opening of the Technical Bid Mandatorily . This is in addition to Uploading all the relevant Documents in the e-procurement portal. If the Originals are not submitted, the Tender will be rejected

All other documents which are required to be submitted are to be uploaded in the e-Procurement Portal in General Documents section, while electronically submitting the bid. If any of the Documents as desired are not submitted the Tender will be rejected

The land acquisition proposals are to be prepared during survey of Alignment for ( Both Raising & Pressure Main as per latest Land Acquisition Act in the prescribed format by the bidder

All the works are to be carried out as per the Standard specification Issued from time to time

ADDITIONAL SECURITY: The contractor has to furnish Additional security deposit for unbalance tender as per clause 29.1 of ITT, to an amount equal to difference in contract price and amount put to tender, in addition to 5% performance guarantee (in any of the form prescribed) while concluding the Agreement

ROYALTY: Royalty as per Govt. notification No.CI 115 MMN 2019, Bangalore Dated: 30-06-2020 issued by department of Mines and geology, Government of Karnataka and the subsequent government notification shall be paid by the contractor by the deduction from his bills. The schedule of royalty charges is annexed.

The maintenance period is for a period of five (5) years after successful commissioning of the project. The tenderer has to make his own assessment and quote his amount accordingly and tenderer has to submit information regarding any Break down for whatever may be the reason. It is the obligatory on the part of the tenderer to restore the system within 48 hours

The contractor shall produce the Material Dispatch Receipt (MDR) from department of Mines and Geology for exemption.

As per GO FD 5 EXP -12 2023 dated 15.05.2023 the contractor shall be abide to provide e Bank Guarantee towards Security Deposits
