PROVIDING MANPOWER SERVICES TO KSPDCL

The tenderer should have provided manpower services as mentioned below in any State/ Central Government Departments /Organizations, Public sector / Banks and Financial Institutions, KSPDCL/KPTCL / ESCOMs for a minimum period of One year from FY 2021-22 to 2024-25. Minimum17 Nos of Highlyskilled/Skilled/Semiskilledman power to any single organization and minimum 27 Nos of Unskilled/Office Staff and Drivers to a single organization OR Total 44 Nos (Min 17 Nos of highly skilled/ Skilled/Semiskilled and 27 Nos of Unskilled/Office Staff and Drivers) to a single organization.

The tenderer should be a registered company under Indian Companies Act 1956/2013.

The tenderer shall be a reputed manpower providing agency having valid registration certificate issued by Department of Labour / Directorate of Industries and Commerce, GOK for Providing manpower Services

Registration Certificate under Employees State Insurance Act

Provident Fund Registration Certificate issued by the Regional Provident Fund Commissioner (PF Registration)

Goods & Service Tax Registration Certificate

Certificate of Registration under Professional Tax issued by Commercial Tax Officer, Govt. of Karnataka

PAN card of the agency

License issued by Controlling Authority under section 7 of the Pvt. Security Agency Regulation Act, 2005

ISO 9001-2015 Registration Certificate

The tenderer should have achieved in at least two financial years in the last five years i.e., from FY 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24 a minimum financial turnover of Rs. 348 Lakhs (two times the estimated annual payment). Audited annual account statement/balance sheet/profit or loss statement/IT returns for the preceding five years (i.e. from FY 2019-20 to FY 2023-24) shall be uploaded. Annual turnover certificate duly certified by the registered chartered accountant of India shall be uploaded and should be UDIN certified

Agencies whose contracts have been terminated/ foreclosed by any State Government/Central Government/PSUs during last 5 years due to non-fulfillment of contractual obligations are not eligible to bid

The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with any of the State Government/Central Government/PSUs. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid.

The bidder shall comply with all the provisions under Karnataka Minimum Wages Act, Labour Laws such as EPF, ESI and Payment of Wages etc. and provide the necessary proof of its compliance every month along with the bill. The tenderer shall comply with all the statutory requirements evidencing the same.

Undertaking to the effect that the Successful Bidder shall comply with the relevant orders/circulars/ notifications with respect to SC/ST and women reservation quota as issued by GoK from time to time while deploying the above staff to KSPDCL.

The bidder should not have been blacklisted by any State/Central/ Generating/Transmission Utility as on the date of bid submission. Bidder shall upload the self-declaration for the same. Non furnishing of the declaration will result in rejection of the bid

Validity of the bid for 180 days from the date of submission.

The Bidder shall upload the Power of Attorney in the prescribed format on Rs.500/- non-judicial stamp paper. Further Power of Attorney shall be sent in original to Chief Executive Officer, KSPDCL, Bangalore so as to reach after the last submission date & on or before the date & time of opening Techno-commercial Bids.
