A. QUALIFICATION / ELIGIBILITY CRITERIA:-
Agency who has Registered / Recognized with Animal Welfare Board of India can submit Bids &
Provide Certificate of Recognition with Animal Welfare Board of India & Agency also has trained staff
including Veterinary Doctor, Veterinary Assistance & Dog Catcher for ABC work by Animal Welfare
Board of India or Equivalent Institute.
B. Financial Criteria:-
Average Annual financial turnover of the bidder of any 3 years, out of last 5 years should be at least
10 Lacs. Chartered Accountant‟s separate certificate shall be attached.
C. Experience Criteria:
Bidder shall have the experience of atleast 500 number of dog sterilization work related to the
assignment in handling job (Catching of Street Dogs, Perform Sterilization Operation, Anti-Rabies
Vaccination, Post-operative care of Sterilized Dogs and Release at Same Location from they were
caught) from any Govt. / Semi Govt. / Organization/ Institutions/ Municipal Corporation/ Limited
Company/ Registered Trust etc, in any one year out of last 5 years.
D. Certificate of Registration of agency / bidder with any govt. authority/organization
E. EMD & Tender Fee:
An Earnest Money Deposit and Tender fee (Non-refundable) in form of pay order/Bankers‟cheque
Demand Draft in favour of " CHIEF OFFICER, KARJAN NAGARPALIKA, KARJAN, payable at
Karjan, of any Nationalized or Schedule Bank shall accompany along with the qualification's
documents be submitted with tender.
F. NON-BLACK ISTING BOND:
The bidder has to furnish the undertaking on the non-judicial stamp paper of Rs.50/-duty Notarized
regarding his firm is not black listed in anywhere in India at the time of E-Tendering. This
undertaking should be submitted during the physical submission of Qualification documents.

PRELIMINARY DEFINITIONS
1. "Act" means Gujarat Municipal Corporation Act.
2. “Applicable Law” means all relevant laws in force and effect as of the date hereof and which may be
promulgated or brought into force and effect hereinafter in India, including judgment, decrees,
injunctions, Writs or orders of court, as may be in force and effect during the subsistence of this
Tender Document.
3. “Bid Document” shall mean the document submitted by the Bidder, pursuant to understanding and
agreeing with the terms and conditions set out in this Tender Document.
4. “Contract” shall mean the agreement to be entered into between KARJAN NAGARPALIKA and the
successful Bidder.
5. “Data” shall mean the information in relation to KARJAN NAGARPALIKA made available to the
Bidder for the project.
6. “Project” shall mean Dog Sterilization vaccination Work as per Animal Birth Control Rules, 2023. in
Karjan Nagarpalika in accordance with the procedures, specifications and target set out in the
Contract and Tender Document.
7. “Project Schedule” shall mean the schedule submitted by the Bidder together with the Statement of

9. “Statement of Work” shall mean the work order issued by Authorized concern officer of the Karjan
Nagarpalika, pursuant to which the Bidder shall commence the work.
10. "Tender Document " shall mean this Tender Document and shall include Introduction, Invitation for
Bids, Instructions to Bidders, Scope of Work, Technical Requirements Specifications, Functional
Requirements, Specifications and the terms and conditions and Schedules, Annexure or addendum
hereto, as may be amended from time to time.
11. “ABC” shall mean Animal Birth Control Rules,
12. “CNVR” shall mean Catch-Neuter-Vaccinate-Release.
13. “NGO” shall mean Non-Government Organization/ Institution/organization Agency.
14. “AWBI” shall mean Animal Welfare Board of India.
15. “KNP” shall mean Karjan Nagarpalika.
16. "Module" means document in writing for dog population management and rabies eradication
published and updated by the Board from time to time, which shall serve as the Standard Operating
Procedure for Animal Birth Control program for street dogs.
17. “Certificate” means the Certificate of Project Recognition issued by the Board to any Animal Welfare
Organization or local authority for the purpose of the Animal Birth Control Programme under these

NOTE ON SCHEDULE:
1. It will be entirely at the discretion of the employer to accept or reject the bidder's proposal without
giving any reasons whatsoever and the bidder shall not be permitted to withdraw his bid on this account.
2. The prices shall be firm for one year. If work period is extended there after then 5% escalation in
above price at the request of bidder can be decided by Competent authority.
3. Karjan Nagarpalika reserves the right to distribute / re-allocate the work of Zone/ward /areas to
more than one agency.

General Terms and Conditions for Contract
Name of Work: “ABC, Stray Dog Sterilization / Mass Vaccination work as per Animal Birth Control Rules,
2023. in Karjan Nagarpalika”
1. Set out below are the terms and conditions under which Agency has agreed to carry out for Client the
above mentioned assignment specified in the attached terms of reference.
2. For administrative purposes Sanitary Inspector (SI), Karjan Nagarpalika, Karjan or an officer authorized
by him has been assigned to administer supervise assignment and Agency will provide all relevant
information needed to carry out the assignment.
3. The CHIEF OFFICER, KARJAN NAGARPALIKA, KARJAN, may find if necessary can change/ extend
work if required In the event of termination, the Agency shall be paid for the Service rendered for caring
out assignment upto the date of termination and the Agency will provide the any reports or parts thereof,
or any other information and documentation gathered under this agreement prior to the date of
4. The Agency has to undertake the assignment in accordance with the highest standard of professional
and ethical competence and integrity, having due regard to the nature and purpose of assignment, and
to ensure that the staff assigned to perform the services under this agreement, will conduct themselves
in a manner consistent there with.
5. The Bidder will not assign this work/contract or any portion of the contract to others without Karjan
Nagarpalika prior written approval.
6. The CHIEF OFFICER, KARJAN NAGARPALIKA, KARJAN reserves the right to reject or terminate the
contract at any time without giving any notice, and the agency will not be able to claim or produce
argument for the same, or no legal matter shall be raised by the agency.
7. CHIEF OFFICER, KARJAN NAGARPALIKA, KARJAN reserves the right to change Zone/ward work
area or any terms & condition of contract.
8. The agency shall duly follow all prevailing government rules & regulations as applicable from time to

10. During this work, if any injury or death occurs to any third person whether he is Staff or any person on
road or casualty to property, complete responsibility of such casualty will be of agency. Karjan
Nagarpalika will not be responsible for any such casualty. Even though if any person claims for any
compensation for injury or death or go under any legal If any procedure is ordered against Karjan
Nagarpalika. claimed amount it will be deducted from agency‟s bill or due or deposit etc,
11. Duration of Contract is for 1 years and thereafter contract can extended upto 1 yrs with mutual consent
and with approval of Competent authority 5% Escalation will be allowed on written request of agency
with approval /decision of Competent authority.
12. The behavior and language of the employee of agency must be proper.
13. During this contract, if it is found that agency or his staff undergoes malpractice or irregularity or
agency‟s activity damages the economic or other interest of Karjan Nagarpalika. Penalty also impose on
agency and also Contract will be terminated without any prior notice. The agency will be blacklisted for
such act by Karjan nagarpalika.
14. Bill of the work done can be produced by Agency in Karjan Nagarpalika by agency for twice in the
month. payment will be done as per Karjan Nagarpalika norms.
15. As per the prevailing rules of Government, TDS, GST and other applicable charges shall be
deducted from the bills of agency.
16. Agency has to furnish attested copy of PAN Number, Adhaar card etc, of bidder.
17. Agency has to bid as per E-Tender.
18. Per unit price should be inclusive of all taxes, charges as per norms/rules like i.e. Catching of Dog,
Perform Sterilization Operation, Post-operative care and release of dogs, Micro Chiping, insurance and
taxes inclusive of all expenses etc.
19. An Earnest Money Deposit and Tender fee inform of DD/Pay order/Bankers‟ cheque shall accompany
along with the qualification's documents. Without E.M.D. and tender fee E-tender will be rejected.
20. Validity period of bid will be 180 days after the date of opening e-Tender.
21. The successful bidder will have to submit Security deposit @ 3 % of the cost of the work in form of
Demand Draft, Bankers cheque, Pay-Order, Bank Guarantee and an agreement deed in favour of
CHIEF OFFICER, KARJAN NAGARPALIKA, KARJAN, on the stamp paper of Rs.100/- if SD is in case of
Security Deposit deposited instead of cheque/D.D./BC If the contractor fails to submit the agreement
deed and Security deposit in the stipulated time limit, i.e. within 15 days of intimation, the E.M.D. for this
contract will be forfeited and the contractor will be black listed for work of Karjan Nagarpalika. Bank
Guarantee must be of Scheduled or Nationalized Bank payable at Karjan Nagarpalika.
22. Security deposit shall be submitted for period of 1 year & 2 months can be extended there after if time
limit extended of any Scheduled Bank or Nationalized Bank Payable at Karjan ngarpalika jointly in the
name of Agency and "Karjan Nagarpalika", Karjan.
23. The cost of stamp paper and adhesive stamp shall be borne by the agency.
24. The Bidder has to start work within 30 days of work order issued.
25. Any modification or any changes in work or technical specifications done by Karjan Nagarpalika official,
bidder has to follow these changes without any dispute /argument. No extra cost will be given for the
modifications or changes.
26. Bidder can contact for more information and details regarding tender to the Sanitary Inspector (SI),
Karjan Nagarpalika, Karjan.
27. PROFESSIONAL TAX: The bidder shall have to pay the Professional and also the bidder shall have to
produce Enrollment Certificate for the same.
28. TAXES: Bidder has to pay taxes of all vehicles use for this work. While Property tax of the centre will be
borned by Karjan Nagarpalika.
29. G.S.T GST if applicable shall be implemented as per prevailing rate from the bill amount.
30. PERMIT: Bidder has to take renewals permit renewals, insurances etc, required for all vehicles use for

32. INSPECTION OF WORK: Inspection of work in field or Centre site shall be carried out by authorized
officer/representative of Karjan Nagarpalika.
33. JURISDICTION: In the event of any dispute or difference arising out of this e-tender/contract, to
arbitrator a Chief Officer or an officer appointed by him as arbitrator the jurisdiction of the Court shall
be Karjan While executing the agreement, the bidder has to follow all times by all laws, rules regulations
etc., in force.
34. STATUTORY VARIATIONS: The work quoted by the Bidder will be on the basis of current criteria of
work, which is Catch-Nuter-6 day post-operative care-Release etc. of ABC Rules.
35. Conditional bid will not be accepted and same will be treated as non-responsive.
36. E-TENDER AGREEMENT: The bidder shall be required to enter into an agreement for due
performance of the contract. The stamp duty on all documents to be executed in connection with this
contract to be entered into shall be borne by supplier. The security deposit (SD) shall be deposited for
required value. The contract agreement will have to be executed on a stamp paper of appropriate value
as per value orders in force for the time being.
37. Extension for delay: If the work is delayed by (1) Force Majeure, (2) Serious loser damage by fire, (3)
Strike, Bandh, Curfew, Rally, Heavy rains, Flood, Cyclone, Earthquake or Such Natural Calamities
occurs or Any other case, which is beyond the control of contractor/Karajn Nagarpalika and remains for
more than 20 days, agency have to represent before Karjan nagarpalika will be decided the
reasonableness / period of delay extension. with valid reasons & documents.
38. CHIEF OFFICER, KARJAN NAGARPALIKA, KARJAN, reserves the right to accept or reject any or all
the e-tender(s) without assigning any reasons thereof.
39. Technical Bid will be opened as per mile stone date as mentioned date and after evaluation of
Technical Bid, only of those Bidder who will be qualified in Technical Bid Evaluation.
40. Tender fees will not be refunded under any circumstances.
41. Tender fee and EMD in the form DD / Pay Order / Bankers cheque payable at Karjan specified in
Technical Bid only shall be accepted.
42. Tender or bid without tender fees, Earnest Money Deposit (EMD) and which do not fulfill all or any of
the condition or submitted incomplete in any respect will be rejected.
43. Bidders shall submit necessary registration certificate of AWO/ TRUST/ NGO/ SOCIETY /organization/
AWBI etc. govt. competent authority required for execution of such work as per government
rules along with tender document.
44. Each Bidder shall submit only one Bid
45. At any time prior 72 hours to the last date and time of submission of Bids Karjan Nagarpalika may, for
any reason, whether at its own initiative or in response to clarifications requested by any bidder, modify
the tender by the issuance of Addenda. All interested Bidder shall have to check the
www.tender.nprocure.com. The Bidder shall not transfer the TENDER document / Work / Sub-Contract
to another interested party.
46. Earnest Money Deposit (EMD)
1. Each Bid shall be accompanied by EMD as per mentioned in tender notice.
2. The EMD shall be in the form of a crossed demand draft, Bankers Cheque, Pay-Order in favour
of CHIEF OFFICER, KARJAN NAGARPALIKA, KARJAN on any Nationalized/Schedule bank
payable at Karjan.
3. The EMD shall be forfeited in the following cases:
A. If the Bidder withdraws its Bid during the interval between the Bid Due Date and expiration of the
Bid Validity Period.
B. If the successful Bidder fails to provide the Security Deposit & fulfill agreement within the
stipulated time or any extension thereof provided by Karjan nagarpalika;
As part of the evaluation, the Bids shall be checked for responsiveness with the requirements of the
tender and only those Bids, which are found to be responsive, would be further evaluated in
accordance with the criteria, set out in this tender.
48. Karjan Nagarpalika reserves the right to reject any Bid, if:
(a) If the tender is incomplete; or
(b) At any time, a material misrepresentation is made or discovered; or
(c) The bidder does not respond promptly and diligently to requests for Supply information required
for the evaluation of the Bid.
49. In case the Bid is found to be non-responsive, the Bid would be evaluated in accordance with the
Qualification Criteria as set out in Tender Notice.
50. In case the Bid is found to be inadequate, Karjan Nagarpalika may request the bidder for clarifications
to the Bid submitted. As part of the evaluation of the Bid, Karjan Nagarpalika may also request the
bidder to submit clarifications.
51. Only those agencies, who meet the Qualification Criteria, would be Considered.
52. The Bidder for the DOG STERILIZATION WORK IN KARJAN NAGARPALIKA may be the considered.
However Karjan Nagarpalika is not bound to accept any tender which may receive against this tender.
Chief Officer had right to accept/reject tenders, fully or Partially reject bids. Karjan Nagarpalika can
allot the work to more than one agencies in the interest of Karajn Nagarpalika.
53. Karjan Nagarpalika may either choose to accept the bid of bidder.
54. In case there are two or more bidder then Karjan Nagarpalika may in such case call all such bidders
discussions and select the bidder on the outcome. The selection in such cases shall be at the sole
discretion of Karajn Nagarpalika.
55. Karjan Nagarpalika shall declare the Successful Bidder. Karjan Nagarpalika will notify the Successful
Bidder through a Letter of Award (Preliminary work order) that its Bid has been accepted.
56. Notwithstanding anything contained in this tender, Karjan Nagarpalika reserves the right to accept or
reject to annul the bidding process or reject all at anytime without any liability or any obligation for
such rejection or announcement, without assigning any reasons thereof.
57. Any company /organization /institution/subsidiary/association or any of their having same promoter are
not eligible to participate who has been blacklisted by any of Govt. Department or any ULB‟s (Urban
Local Bodies in India). If it comes to the notice of the Karjan Nagarpalika authority at any point of time,
during the tendering or execution stage of the work that the Bidder has been blacklisted by any Govt.
organization (as mentioned above), then all the payments due to him shall be forfeited and agency will
be blacklisted.
58. The bidder should provide true, correct & accurate information of any litigation history resulting from
contracts completed or under execution by him over the last 5 years. This should also include such
cases, which are in process/progress/running/ordered. A consistent history of orders /awards against
the bidder of any partner of a joint venture may result in failure of the bid. In case the bidder has not
provided such information and has come into notice of the Authority, the tender will be rejected at
whatsoever stage and in such cases all the losses that will arise out of this issue will be recovered from
the tenderer/contractor and he will not have any defense for the same.
59. If the Nagarpalika does not want to work for any time beyond, work less than the prescribed time
indicated in the tender form, the Bidder should not be entitled for any compensation. The indicated
period can be increase/ decrease depending upon the Karjan Nagarpalika requirement & decision of
60. Right of Owner to accept or Reject Tender: Right to accept the tender will rest with the Chief
Officer. The Karjan Nagarpalika however, does not bind itself to accept the tender, and reserves to
itself the authority to reject any or all the tenders received without assigning any reason whatsoever.
Tenders in which any of the particulars and prescribed information are missing or are incomplete in
any respect and/or the prescribed condition is not fulfilled are liable to be rejected. In addition to the
above, the tender will also be liable to be rejected outright if –
A. The Bidder proposes any alterations in the works specified or in the time allowed for carrying out
the work or target mentioned in tender or any condition or correction made in any specifications.
B. Any of the page or pages of the tender is/are removed or replaced.
C. All corrections, additions or pasted slips are not initialed by the Bidder.
61. Force Majeure:
A. Notwithstanding the provisions of tender, the Bidder shall not be liable for forfeiture of its security
deposit, if and to the extent that, its delay in performance or other failure to perform its
obligations under the Contract is the result of an event of Force Majeure.
B. For purposes of this Clause, "Force Majeure" means an event beyond the control of the bidder
and not involving the Bidder's fault or negligence and not foreseeable. Such events may include,
but are not limited to, wars or revolutions, fires, floods, epidemics, natural calamities restrictions
C. If a Force Majeure situation arises, the Bidder shall promptly notify the client in writing of such
conditions and the cause thereof. Unless otherwise directed by the client in writing, the Bidder
shall continue to perform its obligations under the Contract as far as is reasonably practical, and
shall seek all reasonable alternative means for performance not prevented by the Force Majeure
62. Relationship between parties: Nothing contained herein shall be construed as establishing a relation
of master and servants or of agent or principal between the client and the Bidders. The Bidders,
subject to this agreement, have complete charge of Personnel performing the services and shall be
fully responsible for the services performed by them on their behalf here under.
63. Interpretations:
A. The headings shall not limit, alter or affect the meaning of the agreement.
B. The singular includes the plural, the masculine includes the feminine, and vice versa,where the
context so requires.
C. If there is conflict between provisions of the Agreement, the last to be written chronologically shall
D. Any reference to day shall mean a reference to a calendar day.
64. Extension Period of Validity Revise Target: Karjan Nagarpalika may inform bidder to an extension
of the period of validity/revise target. Request and the response there to if any shall be made in
writing. Extension of validity period/revise target by the Bidder shall be unconditional. A Bidders
request will not be permitted to modify his bid.
65. All Annexure shall be duly filled and submitted online as well as during the physical submission.
66. Tenderer will raise any query after opening of tender bid If any tenderer raise query after opening of
bid than by for the way making Pressure on Competent authority that meaning that tender will

67. Attendance of employees paying them, Payment, expenses etc, taxes by tender. All norms also be

68. T.D.S.:- Income Tax shall be deducted from the total monthly bills of the contractor at source at the
rates as applicable in this regard.
69. Hygiene and Cleanliness :- The Contractor shall maintain the high standards of the hygiene and
cleanliness in and around the centre /shelter to the satisfaction. The Contractor shall ensure strict
monitoring in and around the shelter / premises.
70. Maintenance of Register :- The Contractor shall maintain the daily record in a register for area of
capture male/female & identification of dogs & release there after. The said register shall have to be
made available for inspection as and when demanded by the authorized officials of Karjan
71. Registered Veterinary Doctors:- The Contractor shall ensure that the sterilization & immunization of
stray dogs be got done through qualified Veterinary Doctors registered with Veterinary Council of
India / State Veterinary Council. Those doctors should maintain the relevant records of all the dogs as
per the prescribed perform(s) of SOP till these are released by them after ABC and ARV after proper
post-operative care. One Veterinary Surgeon who can do the FTE (full time equivalent) work of
72. Immunization of Staff:- The Contactor shall ensure the staff participating in the ABC & ARV
programme are Immunized against rabies any diseases etc, on regular basis.
73. Identification of staff:- The contractor shall himself issue identity card at his own cost to its staff and
they shall be duty bound to display the identity cards during the duty hours.
74. Police verification:- The Contractor shall ensure the police verification of all the persons deployed by
him/her if applicable.
75. Medical fitness:- The contractor should get all his employees medically examined from time to time
by a qualified doctor and ensure that none of them is suffering from any dangerous or transferable
76. Inspection of the shelter/premises:- Karjan Nagarpalika officer / staff may carry out inspection of
the shelter / center premises, through his authorized officers / employees, at all reasonable times and
in a reasonable manner.
77. Discipline and Conduct :- The Contractor shall be solely responsible for the conduct and discipline
of its entire staff. The Contractor shall not employ any child labour(s) in contravention of the LABOUR
EMPLOYMENT ACT,1970. Further contractor shall be fully responsible for implementation of
provisions of the respective laws/ Acts / Regulations etc, It is made clear that No Karjan Nagarpalika
in any manner whatsoever responsible.
78. Liability of the Contractor to indemnify :- In the event of any damage or loss is caused to the
property or credit of the Karjan Nagarpalika by way of theft, mishandling or any otherwise by the
contractor or its employees or agents or anyone, the contractor shall make good all such damage or
loss and in an event of his failure to do so within fifteen days after occurrence of the such damages/
by deducting the amount from the security. Future, the Contractor shall ensure that no financial or any
other legal liability comes of the KNP in this respect at any time for acts done by the person of the
79. TERMINATION OF THE CONTRACT:- The contract may be terminated in the event of occurrence
of any of the following contingencies:-
(a) Without any prior one months‟ notice on the expiry of the contract period
(b) By giving one months notice by the either party in case:-
(1) The Contractor consistently provides unsatisfactory services.
(2) The contractor assigns the contract or any part there of any other person by subletting the
whole or a part of the contract.
(3) The Contractor is declared insolvent by any court of law.
(4) The Contractor is not Interested to complete / continue of the contract for breach of terms
and conditions of this agreement.
Provided that during the notice period for termination of the contract, the contractor shall
continue to provide the services as before till the expiry of notice period allowed by Karjan
(c) Delivery of vacant & peaceful possession of center on termination of Contract:- On termination
of the contract, the contractor shall hand over the vacant & peaceful possession of the premises
peacefully to the authorized official of the Karjan Nagarpalika on the last day of termination of
contract. In case, the contractor fails to do so Karjan Nagarpalika shall be entitled for deducting
amount from the security deposit or any due payable to him as deemed fit.
(d) In the event of any dispute and difference arising out of or in any way touching or concerning this
Contract, the matter what so-ever shall be referred to as per the Prevailing Laws and a decision of
Chief Officer shall be binding on both the parties. The venue of dispute shall be only at Karjan. The
expression “ Chief Officer, Karjan shall mean and include an acting / officiating Chief Off.”

Special Terms and Conditions of the contract
Name of Work: - “ ABC- Stray Dog Sterilization / Mass Vaccination work As per Animal Birth Control
Rules, 2023 in Karjan Nagarpalika limit area.”
1. This work pertain to Sterilization of stray dogs of Karajn Nagarpalika limit area. It includes to catch the
male/female stray dogs perform Sterilization Operation (overiohysteretomy /Castration), Vaccinate with
anti-rabies vaccine & Kept under observation for atleast 6 days or SOP suggested by AWBI in kennel
and release them back to their respective location.
2. Method of work :– Traditional method of ABC Catch-Sterilize-Vaccinate-Kept under observation for
post-operative care-Release at the same location from where dogs catch.
3. The dogs shall be captured by using humane methods/ such as prescribed under the provisions of
Prevention of Cruelty to Animals Act 1960 & Rules etc. ABC Rules-2023 and any instructions /
guidance issued by AWBI Central / State Government or such govt. body.
4. Dog shall be sterilized / neutered by approved method.
5. Veterinarian performing sterilization operation shall have registration with Veterinary Council of India/
6. Strict adherence to surgery protocol and maintenance of high level of asepsis and cleanliness
standard must be followed as prescribed in SOP suggested by AWBI.
7. Agency have to provide list of surgical set, autoclave, surgical drap, OT light, OT table, etc.
8. All the dogs brought for sterilization shall be vaccinated with standard Anti Rabies Vaccine.
9. Agency have to use GPS system for their Dog catching vehicle provided by Karajn Nagarpalika.
10. Agency have to use Geo Tagging Application prepared by Karjan Nagarpalika during ABC work & fill
data in Application.
11. Agency is bound to implement the technology based monitoring system suggested by department

12. On request of agency Karjan Nagarpalika provide Police or security protection in sensitive areas
during dog catching.
13. Agency shall have to make the arrangement like accommodation, offices, etc, for its worker, doctors,
staff etc. required for sterilization work.
14. Permission letter to carry out the ABC / ARV Programme as per Animal Birth Control Rules,
issued by AWBI should be submitted by bidder if work is ongoing or to be submitted in two month when
work allotted. Agency shall follow the applicable laws & Acts & Animal Birth Control Rules,
and subsequent amendment to it and the Govt. /Court guidelines. Any breach in implementing this
agency shall be personally liable for that.
15. Minimum 100 Dogs shall be sterilized every Quarterly during first year and there after 10% reduction in
target can be allowed. Targeted work of Dogs shall be sterilized for every Quarterly If agency worked
for more than targeted work done by agency in any quarter will be Considered for the penalty
deduction in the next remaining quarter/ years. Target can be revised by Competent authority from
time to time as per the circumstances & necessity at the time.
16. In case of agency fails to perform stipulated above Targeted number of dog sterilization operation work
then penalty of Rs.100/- per less dog will be charged and will be deducted from the bill or due /
17. If agency breach the ABC Rules-2023 then penalty of Rs.5000/- will be deducted from the bill or due
payable. or as per The PCA Act-1960.
18. The Agency Must have ABC center ai it’s own place.
19. If any dog brought for ABC or post ABC needs treatment, it shall be given by agency at their cost.
Agency to carry out IEC for People Awareness / Public Participation etc, activity with prior intimation to
Karjan Nagarpalika.
20. If any complain of Rabid Dog, Bitten Dog, Sick Dog needs treatment, Dog Welfare etc. raised
in CCRS Citizen‟s complaint or instructed by department / Karjan Nagarpalika in the Karjan
shall be solved by agency in defined time limit and shift this dog to the define isolation area
Agency will be paid extra fixed amount of Rs.300 for CCRS other Complaint attendance and
also pay Rs.100 for dog per day for (Dog friendly work) dog keeping & feeding incase of
shifted in ABC Centre in indoor facility as decided by authority.
21. Karjan Nagarpalika shall provide center place for clinic, Dog kennels, and facility for Bio-Medical
waste pickup, water supply needed for dog sterilization work. Agency is bound to keep the facility
/center/Equipment in good working Condition by required operation & maintenance work, contacted if
any Other all facilities like Vehicles, Dog Catching equipment. Dog Sterilization vaccination Equipment,
Instruments, Medicines etc. Requirements of Post-operative care in of kennel dog, release of dogs at
the same locations from where it was catched etc. shall be of agency.
22. Karjan Nagarpalika authorized officer will visit centre, operation site and field work at any time and can
inspect the work and records.
23. All the expenditure of the work shall be borned by agency.
24. The tenderer shall be responsible for using Dog Van to catch stray dogs, from areas directed by the
KNP, taking them for surgical sterilization to the center (KNP or NGO’s Centre) and releasing them
back in respective areas after three days (as directed by AWBI Guidelines). The usual hours of
operation for the organization will be from 8:00 AM to 6:00 PM but in cases of emergency complaints
received by KNP, the Organization will have to provide their services even after 6:00 PM..
25. Agency will issue identity card to the staff working with sterilization Karjan Nagarpalika can
approved it by dept. at the written request of agency.
26. All the sterilized dogs shall be marked with „V‟ notch on right ear for identification.
27. Records of activities like dogs captured to release shall be maintained in register, mentioning the
name of the area/locality, date and time of capture, names of persons on work detail of vehicle and
details about dogs captured such as number of male dogs, number of female dogs, number of
puppies etc., date and number of dog sterilization, Name of veterinarian any issue/sicken dogs kept
in kennel under observation and date and time of release.& submit it to dept. on daily basis.
28. Agency shall have trained staff for such work.
29. Name & mobile No of responsible person for Daily supervision of this work of agency or his
authorized representative is necessary, so that any complaint of CCRS/citizen can by immediately

or instruction given by the Karjan Nagarpalika.
33. Sterilized dog‟s shall not be caught for Sterilization, if by chance any sterilized dog caught, it must
be released at the site immediately before loading into vehicle for transportation. On the same day.
34. Agency has to work as per instruction of Karjan Nagarpalika and follow and achieve the targeted

36. In the event of undertaking sterilization of stray dogs from limits of neighboring authority
/organization centre or any such other work shall be binding on the organization to undertake this work

37. The agency shall be wholly responsible in the event of accidental loss of life or damage to property
breach of any law, rules, sop etc, while undertaking the work activities like catering sterilization
surgery & anti-rabies vaccination of stray dogs etc.
38. In any VVIP programmes arrangement agency shall work at the average rate per day work
of the same day or do payment as per policy in other corporation which will decide by the

shall be the arbitrator. Will resolve it In case of any legal proceedings the cost for both sides shall
