The bidder should be original manufacturer or authorized Agent/dealer of the original manufacturer of the material/equipment specified in the present enquiry. The authorized Agent/Dealer should furnish a letter from their manufacturer certifying that they are the authorized dealer of the manufacturer. The OE manufacturer shall agree to furnish a legally enforceable deed of undertaking to guarantee quality, timely supply, and performance and warranty obligations as specified in the contract.
The Tenderer/Original equipment manufacturer shall have a minimum experience of Five years prior to this notification in the field of manufacturing of the material/equipment specified in the present enquiry. (The firm shall enclose P.O. Copies issued by State/Central owned Transmission /Generation Utilities).
The bidder should have manufactured at least 80% of the quantity of Tendered material/equipment to any State/Central Govt Utilities (Bidders have to furnish the supporting Documents such as P.O).
The bidder shall furnish Performance Certificate should be in successful operation for at least two years as on the date of bid opening. Further, the Bidder shall furnish the Performance Certificates for at least 30percent of the tendered materials and the performance certificates should have been issued by the State/Central owned Electricity utilities / Generating utilities only, and issuing officer shall not be below the rank of Executive Engineer or equivalent division head. The performance certificate shall be indicating the capacity, make, name of the sub-Division where it is installed, date of commissioning etc., in order to show that tendered materials/equipments of this bid were in successful operation for at least TWO years as on the date of bid opening.
The Bidder shall furnish Test Certificates not older than five years as on the date of bid opening for having conducted successful tests in a NABL/International accredited test house as per the relevant IS/IEC standards on the equipment/material specified in the bid.
KPTCL may conduct Tests as per relevant standards at its cost on a random sample of Tendered material/equipment specified in the present enquiry at any point of time during the contract at NABL/International accredited Laboratory. However the successful bidder shall have to bear the transportation cost. The bidder shall have to give an undertaking to this effect.
The bidder or manufacturer of Tendered material/ equipment shall have full-fledged service center in India or preferably in Karnataka for complete after sales service of the Tendered material/ equipment. The complete after sales service of the Tendered material/ equipment shall be provided within reasonable time and the same has to be guaranteed for the entire contract period. The bidder shall furnish the details of service center in India.
The Tenderer shall be individual Proprietorship firm or Partnership firm or Private firm or Company Registered under Companies Act 1956/2013.Note: For other than proprietorship, the Bidder shall furnish the registered partnership deed and Power of Attorney.
The Tenderer should have Goods and Service Tax GST registration and PAN No issued by the Board of Direct Taxes under the Income Tax Act, 1961. The same shall upload the necessary supporting document to establish compliance for having GST registration.
In support, Certificate of Incorporation, ISO certificate, factory license etc., firms registration license issued by any government statutory authority in this regard. etc., shall be furnished
The Tenderer shall upload Guaranteed Technical Particulars of material/ equipment specified in the present enquiry in the prescribed format uploaded 1n Techno-commercial sheet, failing which the bid document is liable for rejection.
The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with KPTCL. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid.
The bidder should not have been blacklisted by any State/Central Generating/ Transmission Utility/ PSUs as on the date of bid submission. The bidder shall upload a declaration in this regard and non-furnishing of the declaration will result in rejection of the Bid.
Disqualification for non-performance: The bidder should not have been disqualified for non-performance in any of the Government utilities in the past five years. The bidder shall furnish a self-declaration to this effect, failing which the offer is liable to be rejected.
Power of Attorney in favour of all the persons signing the documents on Rs.500/- stamp paper.(Power of Attorney in favour of all the persons signing the documents and a certified copy by the Company Secretary/Authorized Signatory for power of attorney holder shall be attached as evidence for authentication.
The Bidder should provide bid validity for 180 days from the date of opening of the bid on Rs.100/- stamp paper as per format.
If part or full price sheets or prices are exposed in the Techno-Commercial Sheets or Techno-Commercial Bid of the Bidder then, the offer of the Bidder will be rejected. The Tenderer shall upload Guaranteed Technical Particulars of material/equipment specified in the present enquiry in the prescribed format uploaded in Techno-commercial sheet,
The offer of the bidders taking deviations in following clauses will be summarily rejected.Validity of offer,Earnest Money Deposit,Contract performance security,Payment terms,Guarantee, Penalty, Stipulated Delivery Schedule, Price Basis,Type Test certificates, Change in offered quantity against tendered quantity.
Any Tenderer/ Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority. A certificate for having read the clauses specified in QR of the NIT of the tender documents under the heading Eligibility clauses in respect of restrictions on procurement from a Tenderer/Bidder of a country which shares a land border with India shall be uploaded by the Tenderer/Bidder.
The liquid assets & availability of credit facilities of no less than 25% of the requirement(Credit lines/letter of credit/certificated from banks for meeting the funds requirements etc.,(usually the equivalent of the estimated cash flow for 03 months in peak construction period) i.es Rs. 29,31,667.00/- as on Sept-2026 as per Annexure.

26 Demonstration The acceptance of the Instrument shall be subject to the successful demonstration by supplier to satisfaction of KPTCL at prescribed site. During the Demonstration, if the instrument is found not up to the mark / not meeting working requirements of KPTCL the same shall be summarily rejected and repeated attempts shall not be permitted.
27 warranty Camera shall be guaranteed for minimum 3 years from the date of successful & complete commissioning/demonstration at concerned KPTCL Hotline Division/Operations Divisions. All the materials including accessories, cables etc. are to be covered in guaranty period. If the kit needs to be shifted to supplier’s works for repair within guaranty period, suppliers will have to bear the cost of spared, software, transportation, transit insurance (To & Fro) etc. of kit for repair at test Lab/works. Kit after repair needs to be returned within thirty (30)days from the date of dispatch from KPTCL.
28 Training The successful bidder shall have to ensure the camera is made user friendly for the KPTCL Engineers in addition to the detailed demonstrations at site. Apart from this, the supplier shall also provide all the “technical know-how” to the KPTCL Engineers as and when required, during the tenure of guarantee period.
29 Service after sale Supplier shall have adequate facility for after sales service in India.
Note:- Deviations if any from the specifications given here (Schedule-I), which provides for improvementin the functioning of the equipment will be accepted. Such deviations and their advantages shall be clearly brought out in Schedule-II of the tender.
