Manning and Operation of New Bijapur water treatment plant and certain Repair/Replacement in Zone C under GE Dehradun

Providing services for daily manning and operation of plant and machinery of new Bijapur water treatment plant as mentioned below for 11 months concurrently in three shifts per day by deploying 02 operators (skilled) in each shift , round the clock including Sundays and holidays from the date of commencement of work/handing taking over of installation between contractor and department, all as specified and directed by Engr-in-charge. (a) Total Nos of units : 01 intallation x 2 operatorsx334 days x 03 Shifts = 2004 Shifts

Notes : (i) The rate quoted for items of outsourcing shall include minimum wages as notified by Government of India/ concerned State Government /Local Body, whichever is higher and also not less than applicable rates for contribution of employer towards EPF, contribution to ESIC, contribution of Bonus and LWC under respective headings/ sub itmes.

(ii) The prevailing rate/wage/contribution shall be as applicable on the bid submission end date.

Notes (Contd).. (a) The installation includes operation of sediment tank , raw water gate and raw water channel, Raw water sump, raw water pump sets – 03 Nos, Clariflocculator and flash mixer along with motors and pump sets, Alum & lime dozing pump-motors and agitator (04 Nos), Filter beds 03 Nos, Chlorine dozer plant -02 Nos including chlorine contact tank, Clear water sump x 02 Nos and clear water pump sets -06 Nos, Electrical panel for the pumps and other installed machineries, Laboratory with various equipments, DG Set 500 KVA -01 No, DG Set 125 KVA – 01 No, Pipe lines and valves of various sizes (automatic through scada system and manual), Back wash tank, Blower-02 Nos, Air compressors-02 Nos & LT panels. (b) The water treatment plant shall be operated round the clock for three shifts in a day including holidays & Sundays with two operators (skilled) in each shift. The operators employed shall be ITI qualified with minimum of 05 years working experience on similar type of installations and water supply network and able to operate Scada system computers.

(c) The operators deployed shall be well conversant with water treatment plant and shall be responsible for any normal maintenance of existing water treatment installations including DG sets. (d) Operators shall be responsible for proper recording of all operating parameters and test results of chlorine in treated water in the prescribed log sheet /register all as directed by Engr-in-Charge.

(e) In case of absence of an operator during a shift, payment of that shift shall not be made. (f) In addition to deduction of payment as above a panelty of Rs. 1500/- per shift shall be levied for absent period. (g) The rates quoted by the contractor shall include employment of a reliever as per labour law and nothing extra shall be paid on this account . (h) Contractor will be responsible for timely collection of chemicals, POL, Engine Oil from MES Store Yard as and when required. (j) The rate also include regular greasing and oiling of pump sets, motors gland packing for pump sets. However, other repairs/maint store required shall be measured and paid separately. The contractor shall be responsible for the complete security of the plant including necessary watch and ward, maintenance of garden lawn etc.

Supply & installing Software of PLC panel including licensed versioin of approved anti virus programme to protect any virus attack on existing server complete all as specified and directed.

Dismantling of old unserviceable air filter and supply & fixing new Air filter and servicing of Air Compressors, complete all as specified and directed.

Supply only lubricating oil for gear box etc. as specified & directed. Make: HP / Castrol/ BP.

Supply only new three pole power contactor 240 volts 12Amp, any type complete all as specified & directed. Make:- L&T/Siemens.

Supply only new three pole power contactor 240 volts 25Amp, any type complete all as specified & directed. Make:- L&T/Siemens.

Supply only new relay suitable for MNX contactor A-1, three pole power contactor 240 volts 25Amp / 12 amps. complete all as specified & directed. Make:- L&T.

Dismantling of old unserviceable and supply & fixing new diaphragm & oil seals for Alum & lime dosing pumps 0-450 IPH, of existing make/model complete all as specified & directed.

Disconnecting and taking down unserviceable electric motor of capacity 0.5 HP to 1.0 HP from base frame and shifting to workshop for rewinding, opening complete, taking out Rotor assembly from stator carefully and cutting/cleaning burnt winding wire from stator, carefully repairs to damage slots including Rewinding of stator with super enameled copper wire, gauge same as original & varnishing the same drying tapping with cotton tapes, all electrical connections should be soldered properly, reassembling, reshifting & reinstallation at site including testing at full load complete for following sizes of motor:-

Taking down centrifugal pumping set of capacity 0.5 HP to 1.0 HP from base frame including disconnection from coupling and shifting to workshop for repair and opening dismantling and overhauling complete parts, all parts cleaned by Kerosene oil neatly with and including replacement of defective spare parts by new parts including necessary welding machining/grinding work and nut, bolts, washer, studs if required at the time of refitting of spare into pump set and re-shifting, reinstallation on base frame with proper alignment with motor and testing on full discharge of following capacity complete all as specified & directed. Note : Supply only of Spare parts required to be replaced during repair shall be measured and paid separately under respective item here-in-after. However fixing element shall be deemed to be included in the quoted rates of this itme.

Material and labour for water sample testing for any of the sources as directed by Engr -in-Charge. by collecting sample of raw and treated water in clean sealed container in presence of representative of GE and same shall be got tested for physical, Biological and chemical test for potability of water as per relevant IS, once in every three months from a Govt recognized lab and Test result of water shall be submitted to AGE E&M office for record.

Supply and fixing in replacement butterfly valve 50 mm dia PN 1.6 , ISI marked, CI body, stainless steel stem complete all as specified and directed. Make:- SANT/CASTLE/BIR

Removing of existing filter bed/media i.e. gravel and sand etc. from filter bed size 7x2.5x1.5 m, screening, seperating and cleaning the gravels/sand for reuse and removing the spoil to a distance n.exc 50m and white washing internal surface of the filter and painting water channel of filter with black enamel paint after scruubbing the walls and channel, white washing internal surface of the filter complete all as specified and directed. Note : Extra quantity of gravel / sand required to top up the filter bed shall be paid under relevant item .

Screening, seperating, cleaning and washing the gravels/sand obtained from filters for reuse and removing the soil to a distance n.exc 50m complete all as specified and directed. Note : Extra quantity of gravel / sand required to top up the filter bed shall be paid under relevant item .

M&L for laying gravels of size 25 mm to 40 mm in 30cm layers in filter beds including screening, cleaning and washing complete all as specified and directed. (Source of gravel:- Lal Kuan, Haldwani).

M&L for laying gravels of size 16 mm to 25 mm in 30cm layers in filter beds including screening, cleaning and washing complete all as specified and directed. (Source of gravel:- Lal Kuan, Haldwani).

M&L for laying of natural quartz sand in filter bed complete all as specified & directed. (source of sand:- Jhansi/Babina)

S&F in replacement filter nozzel plastic, type GP 25A MOC pp. Make: Plasticon India Ltd. (as per sample) complete all as specified & directed.

Supply of Alum Ferric Sulphate (Grade-4) (best quality as per sample) for purification of water (containing lead (as PB) 30 ppm max and arsenic 6ppm max) confirming to IS-299/2012 (Revised) as amended up-to-date complete all as specified and directed by Engineer-in-Charge. (Note:- The Alumino Ferric Sulphate shall be supplied in superior quality Bricks (Slabs) as per IS specifications. Manufacturers Name/Trade Mark shall be engraved on each brick (slab) in addition to marking of relevant Clause of IS specification).

Supply of stable bleaching powder Grade – I conforming to IS-1065/1989 (IInd Revision) as amended upto date having available chlorine contents minimum 34% by mass and packed in 25 Kg polythene bag having double fold complete all as specified and directed by Engineer-in-Charge and as per following specifications:- Bleaching powder (Calcium Hypo Chloride), Chlorine formula : Ca (OCl)2 Molecular weight : 142.96, Physical Appearance : white fine powder, Chlorine content :- 30 % ± 1%, Moisture : 0.5 % Max On heating at 10 ± 2°C it dose not lose more than 1/15 of available chlorine Passing through 1.7mm sieve : 99%

Supply only lime of superior quality complete all as specified and directed.

Supply only Calcium Hypo Chloride having 65%-70% Chlorine Content (Calcium based granular disinfectant) for general water treatment, in factory sealed container/drum (45 kg packing), complete all as specified and directed as per following specifications:- Make:- Shree Royal seema/Declibac Tech (a) Chemical analysis & physical observations : Description : Whitish granules, Granular size (Mesh passing through - 100 BSS): 1.1(+ 0.1)%, Water/moisture : < 5.00%Mercury & other heavy metal contaminants : BDL.

(b) Strength in terms of quantity of chlorination chemical required to obtain free chlorine of 1 ppm per lakh liters of water: Requirement must be 140-200 gm per one lakh liter of water to achieve 1 ppm Average at injection point (site & raw water quality variations may apply additionally).

(c) Stability : Projected shelf life of chlorination chemical must be one year with minimal loss of chlorine. (d) Handling of chlorination chemical for regular chlorination : Operator health considerations : Chlorination chemical must contain acceptable level of granular size to avoid risks to operators from health safety point of view.

(e) Safety & heath hazard aspects on usage of chlorination chemical for regular drinking water chlorination : Mercury & other Heavy Metal contaminants in chlorination must be Below Detectable Limit (BDL), based on which the product must be considered safe to use from human heath safety point of view and freedom from toxicity when used in drinking water chlorination in recommended dosage. The brand /make of the chlorination chemical must be stated and certified by Govt approved lab, confirming compliance to all the specifications (points (a) to (e) above) with a declaration from the lab that from the technical, strength, stability, health, safety and operational point of view, as well as the fact the this product is used for drinking water applications for consumption by humans, the Brand/ Make of calcium Hypochloirate is suitable for drinking water chlorination and is recommended for use. The report must indicate that the sample has been drawn by Govt approved Laboratory.

Supply of Poly Aluminum Chloride AC-100S powder inorganic soluble polymer powder effective in both high and low turbidity for rapid and better floc formation with much lower dosing rates, less sludge rates, less sludge generation, less PH reduction in factory sealed container/ plastic bag of 25 Kg each, complete all as specified and directed.

M&L for cleaning of RCC under ground sediment tank of 3.75 Lakh gallon capacity by by brooming down, scrapping all the side walls and bottom, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified and as directed.

M&L for cleaning of RCC under ground raw water sump of 2.5 Lakh gallon capacity by by brooming down, scrapping all the side walls and bottom, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal and external surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified and as directed.

M&L for Cleaning of RCC clariflocculator of capacity 75Cum/hr, of size 10.5mtr dia appx 2.5mtr depth including Channels with wire brush & drain out raw water from washout system and taking out deposit silt/mud, removing of debris, cutting of grass, bushes, plant growth from inside of clariflocculator upto bottom surface including scraping deposit alge on inside wall and washing with lime water complete upto bottom and white washing internal and external surface of the tank complet . All MS work like channel, gear assembly, rails, railing or any other metallic part , motor etc be painted with two coats of synthetic enamel paint,complete all as specified and directed by Engineer-in-Charge.

M&L for cleaning of chlorine contact tank appx size 10x12x4.0 Mtr by brooming down, scrapping all the side walls and bottom , removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and painting all MS work like channel, agitator, pump, motor etc with two coats of synthetic enamel paint, white washing internal and external surface of the tank and writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80x10mm, complete all as specified and as directed.

M&L for cleaning of RCC under ground CLEAR water sump of size 20x20x2.75 meters by by brooming down, scrapping all the side walls, bottom and top, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal and external surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm and painting all inlets, outlets, washouts and overflow pipes with one coat of black bituminous paint complete all as specified and as directed

M&L for cleaning of sedimentation tank of size 10.70x4x4.20 meters consisting of 06 Nos chamber by brooming down, scrapping all the side walls and bottom, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal and external surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified.

M&L for cleaning of filter bed size 25x9.20x3.20 meters by digging 30 cm sand, brooming down and scrapping all the side walls and bottom, including all valves, channels and wash out drain etc removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal and external surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified.

M&L for cleaning of sludge water tank of size appx. 8.00x3.5x2.25 meters brooming down and scrapping all the side walls and bottom by brooming down, scrapping fungus, scales, dirt, sludge etc., taking out sludge from inside of tank including all valves, channels and wash out drain etc and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal and external surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified.

Notes for item Nos 62 to 74 : (a) The item shall include all type of scaffolding, supports, ladders, platforms etc. and safety equipments required for working in the sumps. (b) Internal surface of the tank after washing and cleaning shall be got approved from the Engr-in-Charge before carring out further treatment. (c) The tenderers are advised to visit the site to know the exact location, depth and condition of the sumps before quoting the rate.

Supply only 50 Sqmm, 3 Core, flat submersible Cable, PVC insulated, PVC sheathed with multi-stranded copper conductors, conforming to IS : 694- 1990 of 1100 Volt grade, all as specified and directed by Engineer-in-Charge. (Make Finolex / Havells / Incab / Nicco/ National/ Plaza/ Polycab )

Disconnecting the existing non functional submersible pump set 52 HP capacity from electric supply from panel, dismantling existing CI bend from non return valve, removing and lifting out submersible pump set of any description and capacity & in any position, alongwith existing column pipe 100mm dia and existing submersible cable of any size from the bore well ( up to 450 feet depth of pump set from GL) and staking the pump and column pipes near by the bore well for inspection complete all as specified and directed by Engineer-in-Charge. NOTE : (i) Contractor shall take proper precautions while lifting out and removing pump set from bore well so as to avoid any damage to column pipe and submersible cable. All necessary T&P and equipments required for lifting out pump set etc shall be arranged by the contractor at his own cost.

(ii) Number of column pipe may vary from 30 to 40. The existing pipes & flanged joints shall be checked for its serviceability & unserviceable joints alongwith flanges shall be removed from the column pipe by cutting the pipes & making new thread in pipes for fixing of new flange joint, the cost of same shall be deemed to be included in the quoted rate for above item. However cleaning of pipes and new MS pipes if any required shall be measured & paid separately.

Taking out & removing old burnt out windings of the submersible electric motors of 52 HP capacity and rewinding of submersible electric motors with existing size PVC insulated, copper conductor wire (Make : Finolex / Atlas) as approved by the Engineer-in-Charge including cleaning the slots with carbon- tetra-chloride solution before rewinding ,transportation to site complete all as specified and directed by Engineer-in-Charge :- Make of winding wire: Devidyal

Lowering down of the submersible pump set of 52 HP & in any position, in bore well alongwith column pipe 100mm dia and submersible cable of any size (approximately 450 feet depth of pump set from GL) making necessary electric connections & testing the pump set after lowering for 04 hrs contineuous running complete all as specified and directed by Engineer-in-Charge

M & L for scrubbing out rusted MS pipe of 100 mm bore with wire brush to remove rust, dirt etc. preparing the surface and applying a coat of anti corrosive bituminous paint complete all as specified and directed. (length of pipes shall be 3.00 meter )

Material and labour for replacement of rubber gasket joints in flanged end cast iron / MS column pipes and fittings complete with and including minimum 4 mm thick rubber/fibre gasket and necessary nuts/bolts/washers all as specified and directed for 100 mm bore

Testing of submersible pump set of any capacity including required laboue and T&P by means of assembling connecting, transporting upto test point in MES pump house of GE Dehradun, powering/lifting in testing for 04 hrs after satisfactory testing the same is to shifted to other tube well for lowering complete all as directed at site.

Water Level Monitor Device devloped on latest Technology, Receive the Signal from MICROSWITCH SYSTEM Transreciver and send these Signals Through GPRS enabled SIM to Central Server via Cell Phone Tower. Once the Data is Available at Central Server, the User can Login From User End Application Software From his internet connected PC /Laptop to Monitor his remote tank Level to Pump House. The User can Monitor & do Switching ON/OFF pumps through Mobile Phone. Monitoring Will be on 16X2 LCD Display will show Water Level Cm/Meter with SMS require on four Cellphone at Low & High Level (before overflow) as per predetermined Limits Device can be Automatc off the Motor before Overflow and making the device functional with providing SIM card and top up sim card/recharge arrangement for one year . Type Wireless, CAT No 211211. Make : SECO or equivlent as approved by GE.
