TENDER FOR DISPOSAL OF HAZARDOUS (HYDROCARBON & CHEMICAL) WASTE FROM CRDC, GREATER NOIDA

JOB: - Disposal of hazardous hydrocarbon & chemical waste from BPCL-CRDC, Greater Noida.

A. Location of site:

Bharat Petroleum Corporation Ltd, Corporate R & D Centre is located at Plot 2 A, Industrial area,

Surajpur, Greater Noida -

B. Scope of Work :

Disposal Charges for waste hydrocarbon & waste chemical

1 including transport from BPCL greater Noida to incineration MT

plant and safe disposal as per UPPCB norms.

Special Conditions of the Contract:

 The bidder must submit a copy of the CCA (Consolidated Consent and Authorization)

certificate along with the bid submission.

 BPCL will provide metallic/PVC containers for the disposal of the waste material.

 The weight of the containers will also be included in the total weight of hazardous/non-

hazardous waste.

 The contractor is responsible for segregating waste as per hazardous categories defined

under applicable laws.

 BPCL will not be liable for accidents arising due to non-compliance, bypassing safety

measures, or not following directions from the EIC (Engineer-in-Charge).

 The successful contractor must adhere to the latest amendments of the hazardous waste

management rules.

 The contractor must comply with UPPCB guidelines for the safe disposal of hazardous

 Proper labelling and safe handling during transit must be ensured to prevent accidents or

 The vehicle deployed for the lifting of waste material should be road worthy and driver

should have all the required paper as per RTO norm.

 One supervisor shall be present at site all time whenever the work of loading of

hydrocarbon & chemical waste is scheduled to oversee the job safety.

 All the loading activities related to this tender have to be carried inside the R&D complex

& hence vendor has to follow the gate pass system, work permit system and other security

systems of BPCL.

 BPCL will provide forklifts/hydra for loading waste at BPCL-CRDC premises.

 BPCL will notify the contractor via email when hazardous waste needs to be removed as

per the requirement at site. The contractor must collect the waste within 10 days of the

intimation. Failure to do so will attract a penalty of ₹ 1,000 per day after 10 days of BPCLs

email intimation.

 The service provider must designate a point of contact for booking disposal vehicles,

tracking vehicles, and resolving job-related issues. Contact details must be shared with

the BPCL department.

 The contractor must submit a valid Certificate of Destruction within 30 days of material

 The successful contractor must abide by all formalities like gate pass, PPEs for loading

labours, work permits, material gate pass, and must include the to and fro charges to

nearest weighbridge for weighing of the material.

 The quantity mentioned in the tender is indictive and will be processed as per actual

The quoted rates shall be inclusive of all transportation, unloading, weigh bridge charges, toll charges,

etc. excluding GST.

D. DELIVERY PERIOD:

The contract is a rate contract & shall be valid for 06 (six) months or till the quantities are consumed.

BPCL-CRDC will intimate the requirement of disposal of waste as per site requirement or on quarterly

basis to the contractor via email, and the contractor must pick up the material within 10 days of BPCL’s

E. PAYMENT TERMS:

The payments shall be made within 30 days of successful completion of the job & submission of bill

along with supporting documents such as Certificate of Destruction per BPCL procedures. All statutory

taxes as applicable shall be deducted from the bills.

Schedule of Deviations in reference to BPCL SPECIFICATIONS

1. Vendor may give here a consolidated list of technical deviations for all sections of the SPECIFICATIONS,

which for an appropriate offer is considered unavoidable by him.

2. Deviations mentioned elsewhere in the offer shall not be taken cognizance by the COMPANY and any such

deviations if indicated elsewhere other than this form will render the offer non-responsive and shall liable

to be rejected.

3. Vendor shall state the reasons for the deviations in the `Remark' column.

4. All other clauses of the SPECIFICATIONS (not mentioned in this form) shall be deemed to be fully complied

5. Only the deviations listed herein, in conjunction with the SPECIFICATIONS, shall constitute the contract

requirements for the award of job to the vendor.

6. BPCL reserves the right to reject the offer based on the deviations.
