Special Eligibility Criteria

   The bidders are advised to go through all the clauses of RDSO specification no.RDSO/2013/EM/SPEC/0016 (Rev '2') - 2025 or latest attached with this tender.

   a) The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, OR (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, OR (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender at Railway stations or Metro stations or Airports or in any Office/Service buildings/Hospitals of Central Govt./ State Govt./PSUs of Central or State Govt." Relevant documents must be uploaded along with offer failing which the offer shall be summarily rejected. b)Substantially completed work means an ongoing work in which payment equal to or more than 90% of the present contract value (excluding the payment mode for adjustment of price variation (PVC), if any) has been made to the contractor in that ongoing contract and no proceeding of termination of contract on contractors default has been initiated. The credential certificate in this regard should have been issued not prior to 60 days of date of invitation of present tender. c) Definition of Similar Work:- Supply, Installation, Testing and commissioning of passenger/service lifts with or without AMC. d) As per the Tender Eligibility Criteria the a d v e r t i s e d value of the tender is Rs.142926041/-.

   Tenderer has to upload attested supporting documents/certificates from the organization(Railway stations or Metro stations or Airports or in any Office/Service buildings/Hospitals of Central Govt./ State Govt./PSUs of Central or State Govt.) with whom they have satisfactorily completed the works, along with their offers.

   OEM or their authorized dealer / representative may participate in the tender. However, in case of the authorized dealer / representative, valid tender specific authorization certificate issued by OEM shall be submitted along with tender documents. Otherwise their offer shall be summarily rejected.

   In keeping with the Public Procurement (Preference to Make in India) Order, 2017, as amended, and in terms of clause 2.4.2, 2.4.5 and 2.4.6 of Instructions to Tenderers for e-Tender, Rev. 1.21 of April 2024, Public procurement of this item is restricted to Class - I only. Thus, only class-I local supplier as defined under the public procurement (preference to Make in India) Order, 2017, as amended shall be eligible to bid in this tender. Offer from vendors who do not qualify to be Class - I (Local Content :minimum 50% ), shall be summarily rejected and, therefore, such vendors should not participate in the tender. In case any vendor who does not qualify to be a Class - I local supplier for the tendered item participates in the tender, such a bidder does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the bidder on this account

   At the time of tender bidding the bidders shall be required to indicate percentage of local content. The bidders should mandatorily indicate percentage of local content in their offer in IREPS.

   No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to Tenderers Revision 1.21 April 2024 (along with all correction slips). If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.

   The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid.

   Tenderer to note that the consignee may consists of more than one consignee at that location. The stores to be delivered to each of them directly. The complete address and quantities to be delivered to each of the consignee in that location will be given in the Purchase Order. Railways reserves the right for change of locations, however change of location may be made by Railways for locations as per site conditions. Any change of location shall be intimated to the Contractor sufficiently in advance and before the approval of GAD.

   Loading and unloading of the machine with good packing condition should be done by supplier at consignees location.

   Each tenderer should clearly specify essential technical and commercial parameters in a transparent manner. No deviation to such Essential Technical & Commercial conditions shall be permitted to the vendors in the electronic bid form. Offers with deviations in respect of any condition for responsiveness of offer shall be declared as Ineligible for award of contract.

   The bidder shall indicate in the offer, the facilities available with the bidder or local agent for providing the required after sales service during warranty and post warranty periods. The bidder will also mention service organizations located in India and the availability of trained staff and maintenance spares, etc.

   In cases of Contracts/ POs for a value in excess of Rs. 10 cores, the contractor shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or form a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content. Such certificates shall be required to be submitted by the contractor along with their each online bill in IREPS. The supplier must include PO number & PO date, name of item, name of firm, local content percentage, and details of the location(s) at which the local value addition is made, in the certificate. In case the contractor/supplier does not meet the stipulated local content requirement and the category of the supplier changes from Class-I to Class-II/Non-local or from Class-II to Non-local, a penalty in the form of deduction of 10% of the contract value shall be imposed. For severable contracts or in case of part supply, a penalty in the form of deduction of 10% of the value shall be imposed commensurate to that lot only. This penalty of 10% on the contract value will be over and above the liquidated damages & other deductions/penalties if any applicable in the contract. However, contract once awarded shall not be terminated on this account.

    Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Other Conditions

   1. RDSO will carry out prototype testing/approval of Elevators as per RDSO specification no. RDSO/2013/EM/SPEC/0016 (Rev '2') -2025 or latest for tendered item. If prototype testing/approval of Elevators has already been granted by RDSO as per RDSO specification no. RDSO/2013/EM/SPEC/0016 (Rev '2') -2025 or latest for offered model, type test of the model is not required . 2. Designs and drawings: The bidder shall furnish at his own expense all calculations, designs, drawings, explanatory notes, schedule information, procedure for approval and submission of drawings and designs for approval of RDSO. 3. After prototype approval of RDSO, the inspection of material shall be carried out by RITES at bidder/ OEM premises before dispatch. The RITES shall have the right to be present during all stages of manufacturing and bidder shall provide free of charge all reasonable facilities for inspection and testing so as to satisfy himself/themselves that the materials are in accordance with specification, approved drawings & designs. 4. The inspection at site pertaining to erection, testing, commissioning of Elevators will be carried out by Railway engineer and RITES. 5. After satisfactory completion of testing, the competent authority will authorize for the commissioning of Elevators for public use by issuing the ,Elevators installation final acceptance certificate.

   Delivery : 1. Delivery should commence from 1st month after the date of approval of GAD(General Arrangement Drawings).GAD shall be submitted by the contractor within 15 days after issuance of P.O. and confirmation of feasibility by the consignee. GAD will be approved by the consignee within 15 days from the date of receiving it. In case of delay in approval of GAD on Railway account, the stores department shall be advised accordingly for re-fixing DP. 2. The design, manufacture, supply, installation, testing and commissioning of Elevators to be completed within 08 months from the date of award of the contract. 3. Tentative locations are given under consignee(Annexure_A1) . However, changes may be made by Railways for locations as per site conditions. Any change in location shall be intimated to the contractor sufficiently in advance and before the approval of GAD.

   Standard Governing Conditions : The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, conditions stipulated in Instructions to Tenderers for electronic tenders invited on IREPS Revision_1.21 April 2024 (along with all correction slips) and all other terms and conditions incorporated in the tender documents.
